Unspent funds will roll overto next financial yearRAYMOND WILLEMSE
After two weeks of enquiries, the Stellen-bosch municipality finally came back totheGazette regarding a story that was pub-lished aboutmoney for housing thatmightbe lost.Gazettepublishedastory that theprovin-
cial Minister of Human Settlements,Bonginkosi Madikizela, was concernedabout the slow rate of delivery on the mu-nicipality’s projects. In the letter, which was drafted in No-
vember, Madikizela said: “Despite repeat-ed assurance that the targets would beachievedby31March2014, it is evident thatsteps have not been taken to accelerate thedelivery for theyear tomakeup for consist-ent poor delivery of the past ninemonths.”He thenrequested themunicipality to in-
dicate if theywill beable todeliveron thesetargets by 31 March 2015.Of theR28 327 000 thathadbeenallocated
to themunicipality for projects for 2014/15,onlyR4 852 253hadbeenspentwhenthe let-ter was sent. Some of the opposition parties in themu-
nicipality are concerned that the unspentmoney will have to be sent back to the pro-vincial department and that money doesnot roll over. They were also unhappy thatthemunicipalitydidnot tell themabout theletter that was sent last year.Vernon Bowers, spokesperson for the
Stellenbosch Municipality, said they canconfirm that no funding will be lost.“Monies not spentwill be rolled over and
all committedhousingprojectswillbecom-pleted. The change in the nationally legis-lated housing standards delayed the imple-mentation of the housing projects. Whilethe delivery of houses formspart of themu-nicipality’s core strategicgoal of providingdignified living to all citizens, it is boundto adhere to legislation and good govern-ance. Themunicipality is, in terms of goodgovernance, the second most financiallysustainablemunicipality inSouthAfrica.”According toBowers themainreason the
allocated amount of the Human Settle-ments Development Grant (HSDG) cannot
be spent is that the implementing agent ap-pointed by Stellenbosch to roll-out thehousing projects requested additionalfunding to build the housing in accordancewith the new national housing standardsspecifications.“The implementing agent indicated that
they could not construct the houses withintheapprovedsubsidybudgetdueto thenewhousing standards thatwere originally notrequired when they tendered to build thehouses. The greater portion of the HSDGfor the current financial year was for theconstruction of houses and the installationof serviced sites.”He said the StellenboschMunicipality in
conjunctionwith theWesternCapeProvin-cial Department of Human Settlements in-vestigated various options to deal with theshortfall in funding.“On the services part, a new consultant
was appointed to redesign the layout in or-der tominimise the cost for the installationof services and a tender in this regard willbe advertised by the end of April. The Pro-vincial Department of Human Settlementsalso embarked on a limited bid process toappoint a service provider to construct thehouses.Thisprocesshasbeen finalisedandtwo contractors have been appointed andit is envisaged that construction can startas soon as possible.“It was agreed with the Provincial De-
partment of Human Settlements that allfunds regarding these projects that are notspent will be rolled over to the new finan-cial year. The provincial government’snew financial year starts on 1 April.”Bowers said the municipality is a leader
with regard to housing projects and wonthe SA Planning Institute’s Award for itsprojects.“Over the past three financial years
(April 2012-March 2015) including theexisting financial year, an amount ofR124 088 000wasallocated for theprovisionof housing to Stellenbosch Municipality. The municipality has excelled over thisperiodandcouldprovideservicedsitesandhouses to the value of R132 482 000,” hesaid.

Ek het oor jare as sakeman ge-sienhoebesighede ’nswaknaamkry as gevolg van oneerlike be-sigheid.
So wat moet ’n besigheidseienaar doen omteversekerdatkliëntesal terugkeervirherha-lendebesigheid?Behalweeerlikebesigheiden
By groot en gereelde kliënte is persoonlikeaandag veral belangrik.
Jouverhoudingmet kli-ente is dus uiters belangrik.
