Background: TVET League, a Palestinian non-governmental, developmental organization, has been serving youth in Palestine since 2003, by building the capacity of its 15 members institutions, to provide high quality, market driven, educational and training service to Palestinians youth. The TVET League is implementing a School to Career (StC) Program in partnership with the International Youth Foundation (IYF) and Ministry of Education.. With funding from the United States Agency for International Development’s West Bank and Gaza Mission (USAID), the International Youth Foundation (IYF) is collaborating with Palestinian counterparts on a four-year, US$15 million youth-focused program in West Bank and Gaza. The goal of the Youth Entrepreneurship Development (YED) program is to improve employability and entrepreneurship opportunities for young Palestinians by partnering with relevant institutions across the public, private, and civil society sectors. Through strong partnerships with local Palestinian organizations, the program supports high-quality, results-oriented, and sustainable livelihood initiatives to address the needs of Palestinian youth. StC Program Rational: Palestinian students lack the necessary skills and knowledge to make informative career path decisions. Career Counseling is an essential component in youth employability Currently a career guidance system is lacking in Palestine, but there is a broad consensus that a system has to be developed. Innovative and effective career counseling approach and means in and outside school’s environment are needed to address the gap in high school students’ knowledge in making informative career path decisions. There is a need to engage parents and the private sector in assisting students in making informative career choices. MoE realized this gab and is committed to expand, institutionalize and sustain the StC Program to include the 11 th and 12 th grades’ students.

StC Program Objectives:

The TVET League and program’s partners will work on achieving the following StC Program’s

objectives

1. Support the MoE in its efforts to effectively provide career counseling to students, including

• Developing Career counseling toolkit for the 11th and 12

th grade students

• Building the capacity of the schools’ career counselors

2. Improve 720 school students’ attitudes, knowledge, skills and self awareness to make informative

life decisions and career choices by:

• Developing their skills in needed today’s labor market skills, based on the StC adopted toolkit,

and

• Assisting them in understanding their potential and making informed career decisions through

career guidance assessments, groups and one on one career counseling sessions.

3. Enhance selected applicants from the participating schools’ students’ awareness of career path

planning strategies, available career development choices and labor market needs, through the

following out of school activities:

• Structured career awareness workshops.

• Guest speakers from private businesses and educational institutions

• 3 career open days

• Work exploration visits to factories, educational institutions, companies

• job shadowing with employers and local businesses

4. Engage parents and the private sector in assisting students in making informative career choices.

• Enhance parents’ career awareness (knowledge, perception and attitudes) to support their children

in making informed educational and career paths decisions based on labor market needs through

structured career awareness workshops.

• Increase private sector engagements in the StC program by organizing 20 outreach meetings.

Target Groups:

The TVET League and program’s partners will target

720 students, 11th and 12

th grades, age 16 to 18

12 participating schools in Central Westbank (Jerusalem, Ramallah, Jericho).
