India’s education sector today faces multiple challenges of access, equity and quality.Coming to the aspect of quality, infrastructure and faculty are two major concerns that need to be focused on. We are roping in as many colleges as possible under the ambit of the University Grants Commission (UGC) to upgrade their quality. The UGC and AICTE are also pursuing various measures to lure fresh graduates into research and teaching profession. The government alone cannot address all these challenges. The private sector needs to play a proactive role to supplement the efforts of the government. A PPP model is to be developed with the active participation of stakeholders at the central and state level.

I am also happy to know that the publishers of digital LEARNING magazine are organising the eINDIA 2009 on 25-27 August 2009 at HICC, Hyderabad. I congratulate the organisers on this endeavour. I am pleased to know that my Ministry is actively participating and supporting this path-breaking event. I wish this event a great success.

eGovernance is as an initiative in administrative reforms and a tool for citizens empowerment. A platform for knowledge sharing is as necessary as the need for constant innovation in technology and business processes. It is in the interest of every one that the departments doing exceptionally well in eGovernance do not become the isolated islands of success and let its experience and knowledge be shared by all.Also, there is lack of a platform where the information on the ICT projects implementation and sustenance from every corner of the country is collated and presented to the masses. The eINDIA conference is extremely well chosen in terms of domain. I look forward to effective knowlwedge and expertise sharing among the participants and all stakeholders.

The twenty-fi rst century is a century of knowledge economy. ICT skills will contribute signifi cantly to creation, dissemination, and application of knowledge in all spheres of life. To put in place a system which should enable this, there is a need for successful collaboration among Central Government, State Governments, academic institutions, industry, and civil society. In this context, the eINDIA conference focusing on several key themes will be a valuable source of input to the Government and other stakeholders.

IntroductIon

eINDIA 2009, a three-day international conference and exhibition, is a unique platform for knowledge sharing in different domains of ICT for development. It facilitates multi-stakeholder partnerships and networking among governments, industry, academia and civil society organisations of different countries, including the host country- India. The objective is to bring together ICT experts, practitioners, business leaders and stakeholders of the region, onto one platform, through keynote addresses, paper presentations, thematic workshops and exhibitions. In short, the event provides an excellent opportunity for participants to interact with a diverse development community.

eINDIA 2009, through its five seminal tracks, will focus on the emerging application domains of ICT for Development - e-Government, ICT in Education, ICT and Agriculture, ICT enabled Health services and mobile applications and services for development. The five conferences are namely:

The above mentioned thematic tracks allows people and organisations working in various domains of ICTD to engage in experience sharing and thereby build an understanding of convergent issues in development. The conglomeration of

experts from India and other countries ensures forging of new partnerships and collaborations.

The eINDIA forum has always provided a stimulating and invigorating environment, starting from eINDIA 2005 to eINDIA 2008, allowing different stakeholders to learn from peers and experts representing different sectors. eINDIA 2008 was co-organised by the Ministry of Communication and Information Technology, Government of India; Ministry of Human Resource Development, Government of India; Ministry of Urban Development, Government of India and UN GAID. It also received overwhelming support from key ministries namely the Ministry of Agriculture and the Ministry of Panchayati Raj. It saw 320 speakers across 7 thematic tracks and a participation of around 1500 delegates from more than 35 countries.

The Forum has also been extended to other Asian countries. eASIA 2008 organised in Kuala Lumpur, Malaysia; eASIA 2007 in Putrajaya, Malaysia and eASIA 2006 in Bangkok, Thailand, witnessed interactive sessions with an interesting mix of participants leading to knowledge exchange, collaborations and refinement of perspectives.

Along with the seminal conferences, eINDIA 2009 will also host an exhibition for some of the latest e-Solutions, services, initiatives and case studies from across India and beyond. Over 100 exhibitors from professional service providers, technology vendors, consulting firms, government agencies, national and international development organisations will participate in the exhibition.

IntroductIon

The new congress-led United Progressive Alliance government is back with a fresh mandate and a renewed vigour. An area of major focus for the Government would be reform of governance for effective delivery of public services. Reform of structures using ICT in the higher echelons of government, increased decentralisation, process reform and public accountability would be key areas for focused action which will take e-Governance to the next level. Government has already announced an ambitious Unique Identity Card, expected to create at least 100,000 additional jobs in the country in the next three years apart from offering domestic IT companies business opportunity.

Government has reiterated its commitment towards an inclusive society and economy by consolidating the ongoing flagship programmes through improved governance. Also, Bharat Nirman, which sought to bring basic infrastructure to rural areas, will be scaled up to second phase with enhanced targets like, rural telecommunication at 40% of rural teledensity, expanding broadband coverage to every panchayat, repositioning CSC’s as Bharat Nirman Common Service Centres, etc.

egov India 2009 will provide a platform for all stakeholders- policy makers, practitioners, industry leaders, academicians and architects of e-Governance projects- to discuss the achievements, challenges, and lessons learned in implementing e-Governance in India.

INTRODUCTION

Digital Learning India 2009 seeks to examine the myriad challenges in the current situation and outline desirable future developments in the fi eld of ICT enabled education. IntroductIon

Since the Green Revolution, Indian agriculture has been progressing steadily in terms of productivity and growth despite various challenges before it. Modern farming practices and inclusive technologies have been implemented in many parts of rural India to foster rural growth. Wireless communication networks and GIS-based agro-software technology are reaching rural India giving them access to vital and updated information on weather, farming technologies, latest know-how, commodity prices, market trends etc. Despite the usage of advanced ICT tools in many parts of rural India, there are several villages where advanced farming technologies, and interactive communications networks haven’t reached yet. Access to these technologies will help secure livelihood of many farmers and consequently build a stronger nation and economy.

eAgriculture INDIA 2009 calls for deliberations on the unsolved issues and to build environment to take eAgriculture initiative ahead. It amis to explore ways through which current agricultural practices can be made more efficient with the help of latest ICT tools.

INTRODUCTION

Telecentres, known by various names such as information centres, knowledge centres, info-kiosks, common service centres, etc, as they provide services in the areas of health, education, public service delivery, social security services and livelihoods, hold tremendous promise for bridging the digital divide – the key barrier in reaching the twin, but, interrelated goals of achieving socio-economic development and knowledge society.

The telecentre landscape in India is bubbling with new energy after the launch of the national programme to set up 100,000 Common Service Centres. More recently, the government has emphasised that CSCs will be repositioned as a network of panchayat level Bharat Nirman CSCs to provide governance services to the citizens in rural areas. In such a scenario where telecentres have come to occupy increasing importance. Time is appropriate to take stock of the developments. Indian Telecentre Forum 2009, organised by CSDMS, in its fi fth year, is going to do just that by providing an opportunity to telecentre stakeholders, both regional as well as global, to meet and deliberate on the issues facing the telecentre movement, the journey so far, and devise new plans for the future. This consultative forum will also act as a platform to share experiences in order to come up with tangible solutions to the issues raised.
