Since the 1890’s, Southern Alberta has been great cattle country,and with great cattle country comesgreat cattlemen. One of the morewell known and respected was BudJenkins.

With a keen eye for livestock, andan ear for the auction, Bud rode theindustry his entire life. At 17 he tookover the ranch, transforming it in thelate 1930’s from a stock holding ofhorse mounts for the R.C.M.P. to acow calf outfit being carried on by hisnext generation.

Never a day without boots and ahat, surrounded by youth, respectedby all.

In Tribute

According to North American statistics,drowning is the leading cause of death forchildren under the age of 15. It is furtherestimated that for each childhood drown-ing, there are four children hospitalized fornear-drowning. In a farm setting, drowningrates are three times higher than in urbansettings. Unfortunately, the victim is veryoften six years old or younger.

On November 17, 2006, little KehlerStauffer became one of those statistics.Sadly, the six-year-old fell through ice onthe farm dugout--just 300 feet from thefamily home--and drowned.

There is no way to 'getover' a tragedy like this, butKehler's parents, Stacey andMichel Stauffer, are deter-mined to bring somethingpositive out of their terribleloss. Their goal is to makefamilies aware of safety onthe farm, particularly in thearea of water safety, so thatno other family has to gothrough what they did.

Friends in the Stauffer's Pincher Creekcommunity have rallied round and togetherthey have formed the Kehler Stauffer WaterAwareness program which is aimed at tak-ing the subject of water safety on farmsinto communities through the wider mediaaudience.

Through the Water Awareness program,the Stauffers inform and remind families ofthe deliberate measures they can take tokeep their children safe around dugoutsand other waterways. While simply buildinga fence around a dugout or pond mayseem like the obvious answer, it isn't al-ways. Children are curious and inquisitive.The best strategy, Michel says, is to makesure your children know the hazards andthe dangers associated with them.

The organization Farm Safety 4 JustKids (www.fs4jk.org) suggests there are anumber of water-related hazards for chil-dren on farms and ranches.

Children under the age of four are at thehighest risk for drowning in farm ponds.Because toddlers generally have headsthat are disproportionately large for theirbodies, they can drown in very smallamounts of water, and can even becometrapped in a bucket of water if they fall inhead first.

Farm Safety 4 Just Kids goes on to saythat childhood drownings in rural venuesmost often occur in non-pool settings likenatural bodies of water, irrigation canals,dugouts, streams and rivers. Other dangerspots are sewage lagoons and manurepits. Wells and cisterns should always besafely covered; if they are abandoned, fillthem in.

Empty and seal containers holding rain-water. Turn paddling pools upside downafter use. Fencing is only a partial solutionfor restricting access to water bodies, butthat can lead to a false sense of security.Even young children are amazingly re-sourceful; know where they are at all times.

Full supervision is essential at all timesfor very small children when they arearound water, especially near canals,ponds, streams, or lagoons. Warn olderchildren never to go to such places alone,or in the company of other children if they

don't have parental permis-sion.

Drinking or ingesting openwater on the farm can be ahealth risk because ruralwater supplies are very oftencontaminated by agriculturalfertilizer and pesticide runoff,livestock waste, and otherpollutants.

Water and electricity arealways a deadly mix so besure to instruct children

never to touch any electrical source whenthey're in water.

One of the safety strategies the Cana-dian Centre for Health and Safety in Agri-culture recommends for farm parents is aFarm Safety Walkabout. This involves theadults carefully identifying and assessingthe potential hazards around the yard andsurrounding area where the children mightbe drawn to explore. Then do the walka-bout as a family.

First have the children identify what theysee as potential risks, and discuss these.Then point out the hazards the childrenhave missed, especially those involvingwater. Show them and discuss each possi-ble danger, remembering that children arevulnerable to the same hazards as adults,but are less capable of recognizing and un-derstanding the dangers. Teach them toavoid risky places.

Identify the designated play areas onyour farm or ranch. Discuss limits, hazards,required safety equipment and safety pro-cedures. Talk to them about the importanceof communication, of letting the parent orsupervising adult know where they will be,what they plan to do, and when they will beback.

Deliberately initiate conversation abouthazards. You might ask, "Where do youwish you could play?" and then discusswhether this is a safe place. Explain clearlywhy or why not.

Water safety agencies recommend tak-ing precautionary measures to establish a'rescue post' at each water hazard so thatrescue equipment is always within reach.This could be as simple as putting a post in

the ground to hold a personal flotation de-vice, a long pole, a buoy and a rope. Ifswimming is allowed, make sure each childis equipped with and knows to wear a per-sonal flotation device.

Professional rescue assistance is oftentoo far away to be of help in a crisis on thefarm, so it is essential for parents to beproactive and to educate their childrenabout what to do in case of water-relatedemergencies.

Everyone who is allowed access to afarm pond or dugout should take swimminglessons and learn CPR. Enforce the buddysystem when older children play in or nearwater hazards. Teach them never to swimalone. Even good swimmers can drown.Actively model water-safe behavioursaround water.

Remember that water safety isn't just im-portant in summer. It extends to the wintermonths, too.

Though the frozen farm pond or dugouthas been a traditional place for winter funfor generations, the only really safe ice isthe ice you stay off. Before allowing chil-dren of any age to play on frozen bodies ofwater, make sure the ice is smooth, and atleast 4 inches (10 cm) thick.

Teach children to watch for signs ofweak ice like open spots of water on theice, cracks, or items sticking through theice. Insist they never walk on the ice alone.Even thick ice isn't necessarily safe ice.

Make sure your children understand andpractise proper ice safety. If they hear icecracking, they should lie down on the iceimmediately and crawl or roll back to theedge.

If someone falls through the ice, yell forhelp and keep on yelling. Never run up tothe edge of the ice hole. If the person in thewater is close enough to shore, try reach-ing out to them with a stick or a branch, orthe 'reaching pole' if a rescue station hasbeen installed.

There are many excellent sources on theInternet with water safety advice and in-structions. It is in every family's best inter-ests to make the effort to be adequatelyinformed about the hazards and safe con-duct regarding water, and even more im-portant to communicate that knowledge tothe children.

Being a statistic is not easy to accept orto overcome. Just ask the Stauffers.

"Growing up on the ranch or farm is awonderful experience," Stacey and Michelsay. "There's so much to do and exploreright in your own backyard, but unfortu-nately, home has hazards and temptations,too--especially for kids. Please educateyour children and teach them to play safe."
