Statement of Qualifications

Quiet River Land Services, Inc. Established in December of 2003, QRLS is a fully

insured and properly outfitted California S-Corporation providing professional land

surveying and mapping services throughout Northern California. Our focus is serving

various types of clients in the San Francisco Bay Area communities. We enjoy what we

do and believe in providing top-quality service to our valued clients.

The leadership of Quiet River (QRLS), being less interested in creating one more land

development firm, pursued instead to offer responsive land surveying and mapping

services targeted primarily to Municipal clients in the greater San Francisco Bay Region.

This direction has provided a rich and varied collection of interesting projects, as well as

valued associates and clients across Northern California.

QRLS provides land surveying and mapping services to various engineering and

architectural firms, as well as commercial projects and various municipalities around the

San Francisco Bay.

QRLS is signatory to the Operating Engineers Union, Local 3 Surveyor’s Union, and

while having a core group of field surveyors, we utilize Local 3 Union and Apprentice

Halls as a resource for field surveyors when projects require additional field personnel.

Our office computations and drafting are accomplished by a small team of experienced,

efficient long-time employees of QRLS who have had no problems accommodating our

client schedules.

Relevant Details Related to Projects, Scope of Work, Management and Approach:

It is typical for QRLS to be contacted either by a civil engineer, or directly by a city

engineering department for the purpose of providing a written proposal for surveying,

mapping, consulting, research and review, creation of easement documents and possibly

construction-staking services for a given project. Our approach to these requests is to

obtain and gather as much relevant information related to the project, to clarify and

determine a detailed and complete Scope of Work, to evaluate the project requirements &

schedules by the various project stake-holders, and finally to develop a strategy to

successfully and safely accomplish the requested deliverables.

Project conditions in the SF Bay Area can include steep, rough and wooded drainage

ravines, as well as fully improved urban environments needing upgrades, mitigation and

improvement. Both field and office phases of all Projects are overseen directly by a

licensed California Land Surveyor and completed by technicians and field hands with

many years of experience. As initial consultants of any given project we are often called

upon to establish project control for both the horizontal and vertical elements,

establish/determine rights-of-way and parcel boundaries, set and survey panel points for

aerial photogrammetry, obtain detailed information regarding underground utilities, and

to prepare a detailed and specific engineering design-grade topographic survey and map

of the subject area.

One additional feature that is often requested are legal descriptions and plats for use in

creating temporary or permanent utility easements or perhaps the transfer of real property

from private to public. Usually, the last phase of typical projects is the construction

staking activities. Using the approved-for-construction set of plans and a clear staking

request form, QRLS provides the points, stakes and guides for the accurate construction

of the design. The people of Quiet River Land Services, Inc. understand the various

elements of municipal capital improvement projects, as well as our own specific role in

completing a successful project. While not a large company, we bring a professional land

surveyor directly into each project. Our current projects demonstrate the scope of our

services and a small example of our project history.

Company Structure: The firm currently has 6-8 employees depending on the amount of

field survey work. QRLS is signatory to the Operating Engineers Union, Local 3, and

Education: Graduate 1992, University of California at Santa Cruz, B.A. in

Environmental Studies and an emphasis in Land Use and Biology. Graduated with

College Honors and Honors in the Major. The degree work was directed toward Land

Use/Land Development Issues, riparian and tidal land-use interface, NEPA/CEQA, land

trusts, valuation of species of habitat for land use/development, riparian and wetlands

habitats, mitigation of invasive species, restoration of damaged ecosystems and U.S.

energy policy. Mr. McGuire is the founder and president of Quiet River Land Services,

Inc. Started in December 2003, the firm was created to provide land surveying,

mapping, GPS/GIS, land- use and consulting services to municipal and commercial

clients throughout the Greater San Francisco Bay and Northern California. Mr. McGuire

started his career in Land Surveying in the mountains of Colorado in 1977 working on

retracement surveys of sectional lands. His experience spans 38 years working for and

holding leadership and principal roles in civil engineering and surveying firms in

Colorado and California on all types of land development and land-use surveying and

mapping projects. Mr. McGuire has overseen and managed literally thousands of survey

projects from larger multi-Section Forest Service boundary projects for development of a

new ski-area, to state-wide GPS mapping of the SBC microwave and wireless networks

throughout California - as well as an expanding series of commercial and municipal CIP

surveying and mapping projects that include rights-of-way acquisition, drainage and

construction projects.

City of Berkeley: On-Going 2013-Present: QRLS recently concluded the detailed

surveying and mapping services for a 4,000 linear foot section of Hearst Avenue for a

rehabilitation project from Shattuck Ave. east to La Loma Street.

QRLS also recently concluded an engineering-grade surveying and mapping work on

1800 linear feet of University Avenue west of Interstate 80 out to the Berkeley Marina

for use in the design, repair and rehabilitation of all lanes of traffic and the median.

QRLS utilized, standard methods of survey as well as drone mapping and photography of

the features and utility markings for the project.

All projects were within budget and within project schedule. QRLS had sufficient

company resources to complete the project on-time and within budget. The only

subconsultants QRLS will generally employ are the private underground utility location

companies.
