Let me introduce… S.I.D.!• STAKEHOLDERS (state/

region/ nation)

• ISSUES (past/ present/ future)

• DATA (types/ sources)

Your stakeholders will lead you to issues which will lead

you to data needs…

Page 3: STATE RAIL PLANNING AND MAP-21

STAKEHOLDERSLOCAL: the public/ COG’s/ MPO’s/ major cities

STATEWIDE: railroads/ industrial parks/ government agencies

REGIONAL: other states

NATIONAL: assure compliance and needs for federal agencies such as USDOT/ FRA/ FHWA; both current and future

Page 4: STATE RAIL PLANNING AND MAP-21

ISSUES emerge:

By working with ALL railroads to establish specific details

regarding their networks and their businesses…

…we were able to capture items such as expected growth

(Farmrail shipment of crude oil), downward trending

commodities, or possible emerging markets (AOK coal to

Mexico)

DATASTB Waybill Data– a nice place to start, but plan on extensive post-analysis

correction; again, extensive stakeholder outreach allowed for issues to emerge and data correction and “ground-truthing” of freight flows to take place

Page 6: STATE RAIL PLANNING AND MAP-21

Also, then able to perform very accurate commodity-based dis-aggregation, again corrected for time and locale– WAYBILL DATA

WILL ALWAYS BE AT LEAST A FULL YEAR BEHIND

Page 7: STATE RAIL PLANNING AND MAP-21

Outflow analysis can be utilized to define likely regional or national partnerships– THIS ELEMENT IS A KEY TO MANY OF THE

RECENT PLANNING DISCUSSIONS

Page 8: STATE RAIL PLANNING AND MAP-21

ADVANCE FREIGHT ISSUES THROUGH:

-in the rail plan, address the rail INDUSTRY and the transportation NETWORK

-VISION/GOALS/OBJECTIVES OF THE DEPARTMENT/ STATE/ REGION/ NATION

-STRATEGIC ISSUES SUGGESTEDstudies focused on supply chain and business needs

infrastructure upgrades focused on weighteconomic development

communication and education

Our state rail plan serves as a stepping stone…

Overview and Gap Analysis

Based on our recent analysis, our approved state rail plan will only form a portion of what will be needed for future rail plan

updates…

FRA Requirement Does It Significantly

Exceed Current Practice?

Discussion

Executive Summary No 1.1 State’s goals No 1.2 Conceptual analysis of rail’s role

Somewhat Overall, this type of information appears in current rail plans, but some of the requested information is new.

1.2 Percentage of freight tonnage and value shipped by rail over 500 miles

Yes Should be easy – Commodity Flow Survey

1.2 Freight rail tonnage originating, terminating, overhead

No

1.2 Intercity passenger rail modal share

Yes Will need to coordinate with DOT modeling regarding statewide model. Otherwise, general discussion.

1.2 Commuter rail modal share

Yes Would need to obtain data from MPO model or may be able to use U.S. Census Travel to Work survey. Will look at source for VA SRP.

1.2 Percent of population with access to passenger rail

Yes This should not be difficult, but it will add time.

1.3 Governance of rail programs

No

1.4 Rail funding, PPP Somewhat The mention of PPP is new. 1.5 Rail initiatives No 2.1 Inventory of rail lines Somewhat Overall, this type of information appears in current

rail plans, but some of the requested information is new.

2.1 STB Classification of railroad owner

No

2.1 Signal type data No 2.1 Significant weight and height restrictions

Somewhat This information is not publicly available. Some DOT’s collect this information, and it often appears in plans. The difficulty may depend on interpretation. If “significant” height restrictions are those that have been identified by stakeholders, this may be less onerous. Possible data sources include carrier websites (eg. CSX for one has clearance and weigh maps, but NS doesn’t), carrier interviews, tariffs, track charts and timetables (but then you’d have to take the time to look at every sub for every carrier)

2.1 Rail route mileage categorized by number of main tracks and track

Yes Good data on this is not publicly available. However, ORNL and previous version of NTAD do include number of tracks. If we used these sources, this will

MAP-21 and Freight Rail Issues-does not mention freight RAIL as part of the “primary freight network” to be designated by USDOT (though freight rail moves about 40% of US ton-miles) WILL NEED TO DETERMINE HOW THIS INTERACTION IS ACCOUNTED FOR

-does not MANDATE state freight plan, but moving towards that– suggests forming state freight advisory committees ALSO CONSIDER REGIONAL DISCUSSION GROUPS ( for instance, WASHTO MAP-21 Freight Discussion Group)

-will establish freight performance measures DEFINITELY SUGGESTSSTRONG NEED FOR STATE PLANNING NOW TO AVOID “STICKER SHOCK”

-advances project match from 80% to 90% for grade separations and intermodal connectors (does not call out rail in general, Rail Title yet to be issued) BUT TO BE ELIGIBLE, PROJECT NEEDS TO BE REPRESENTED IN A PLAN OR POLICY PAPER– AGAIN, NEED FOR PLANNING IS REAL DESPITE NOT BEING “MANDATORY”

Oklahoma is currently developing a corridor approach to freight transportation to help focus investment, minimize disruption,

and maximize efficiency
