Almost four years back, DMAC has drafted a regulation as an instrument forimplementation of Article 9 of the Anti-Personnel Mine Ban Convention andConvention on Cluster Munitions. This will supplement an existing law banning theuse, acquisition, trading and stockpiling of weapons, ammunition and explosive itemswithout the required legal license. This regulation relates specifically to theprovisions of the Convention on Cluster Munitions and Ottawa Treaty. This regulationhas recently been processed by the Ministry of Justice and has been sent to theLegislation Committee of the Cabinet of Ministers for their review and approval.DMAC will follow it up with the Legislation Committee of the Cabinet to ensure it canbe endorsed by them as soon as possible.

Form G Measures to provide warning to the population and risk education

Article 7, paragraph 1

“Each State Party shall report to the Secretary-General ... on:

(j) The measures taken to provide risk reduction education and, in particular, an immediate and effectivewarning to civilians living in cluster munition contaminated areas under its jurisdiction or control;”

The above 16 BLU sites are part of a project being implemented by DAFA with funding support from US Department of State (USDoS). Theimplementation of this project started in 01/09/2017 and will be completed in 31/09/2019. This project included into Anti-Personnel Mine Ban Treaty(APMBT) work plan.

Reporting for time period from 1st Jan 2017- 31st Dec 2017

- DMAC signed MoUs with the Ministry of Education (MoE), Ministry of Information and Culture (MoIC) and Directorate of Nomads(Kuchies), as well submitted a proposal to Ministry of Communication and Information Technology (MCIT) to deepening formalcollaborations with concerned ministries in relation to dissemination of Risk Education messages among vulnerable population. DMAC isalso looking forward to expanding collaborations with the Ministry of Public Health (MoPH), Ministry of Hajj and Religious Affairs(MoHRA) and Ministry of Rural Rehabilitation and Development (MRRD), and wider NGO community.

- DMAC/ UNMAS MRE Dept has conducted regular, quarterly and ad-hoc meeting with the Risk Education Technical Working Groupdiscussing subjects regarding improvement of Risk Education materials and strategies.

- During Dec 2017, DMAC organized a national Risk Education Workshop with support from UNMAS and DDG involving all stakeholders todiscuss current threats and challenges and the way forward. In the meantime, DDG has conducted a baseline KAP Survey. Both reportsare available at http://dmac.gov.af/publications/mine-erw-risk-education/

- DMAC/ UNMAS MRE Dept manager attended a certified Risk Education training organized by GICHD and UNICEF

The Victim assistance (VA) programmes in Afghanistan focused on advocacy, awareness, prevention, physical rehabilitation, livelihood, vocationaltraining, peer support, physical accessibility, coordination, policy development, special and Inclusive education activities within the broader context of thedisability sector as required by the Convention on Cluster Munitions (CCM). The Victim Assistance Department of DMAC/UNMAS is closely working with 3-line ministries and provides technical support and assist to Ministry of Labor Social Affairs Martyrs and Disabled (MoLSAMD), Ministry of Public Health(MoPH) and Ministry of Education (MoE) in terms of annual planning, priority setting, contract development and quality assurance for the VA/disabilityrelated activities funded by UNMAS. Due to the drop-in funding in 2017, Out of 7 prioritized projects only 1 VA project was funded. The VA Departmentdoes not have the funding to directly implement projects, but has a list of prioritized projects, to which funds can be allocated as they are received.The coordination mechanism in VA is based on a partnership network with three-line ministries and VA National and International organization.

MoLSAMD is the government focal point for VA issues and participates at the highest level at states parties in VA related meetings and also theAfghanistan Community Based Rehabilitation (CBR) Network Coordinator is the Executive Committee Member of the Asia Pacific CBR Network as ofNovember 2011. MoPH and MoE are also involved in disability services and advocacy activities. The MoPH is contributing to the development of CBRconcept, coordinating and providing physical rehabilitation and psychosocial support services. The MoPH also coordinates training programmes forphysiotherapists, Orthopaedic technicians and healthcare providers. The MoE with technical support from DMAC provides Inclusive Education training forschool’s teachers, head masters, children with disabilities and their parents. As well as the MoE with support from UNMAS and other non-governmentorganizations develops policies and work plans on Special and Inclusive Education; arrange/conduct the Inclusive & Child Friendly Education CoordinationWorking Group (I&CFE-CWG) meeting which is conducted on monthly basis and chaired by MoE.

3. Development and implementation of national laws and policies for implementation of article 5

In 2017 the initial works for developing the first National Disability Strategy for Afghanistan has been started, committee for reviewing existingdocuments and drafting the strategy has been established. The committee had two meetings and agreed to give this responsibility to VA department ofDMAC/UNMAS to draft the strategy and then other stakeholders will share their ideas/feedback with VA department of DMAC/UNMAS. It is in the planof VA department to finalize the strategy before end of 2018.

The Advocacy Committee for Person with Disabilities (ACPD) with support from all disability stakeholders had more than 20 meetings on the law (Rightsand Benefits of Persons with Disabilities LRBPD) in 2017. In the result of the meetings, some changes and amendment applied in the law and sent toparliament and government for approval

MoE:The Child Protection Officers (CPOs) of MoE in all schools throughout the country report casualty data to the Safety and Security Department of MoEthrough mobile phones and VHF channels. The received data of provinces is inserted into MoE database, the compiled data of MoE is then shared withUNMAS/DMAC on a monthly and quarterly basis. As well as the Inclusive education department of MoE collects data of inclusive and special educationtrainings/activities for teachers, parents, children with disabilities and enrolment of them into general schools. Till end of 2017 a total of 3,808 childrenwith disabilities have been enrolled into general schools throughout the country by technical support from national and international NGOs includingSCA, SERVE, AAR Japan, DMAC, UNICEF, JICA and etc. Still the reporting and collecting data system is not comprehensive; so, one of the plans for 2018will be supporting the Inclusive Education department of MoE in developing a proper data collection format and link it to MoE MIS in order to collectreliable data from each of the NGOs.

MoLSAMD:The MoLSAMD is registering the persons with war related disabilities in the country to provide them disability pension according to provision of the Law on the Rights

and Benefits of Persons with Disabilities LRBPD, within MoLSAMD. Only this sort of data collection mechanism exists at the moment that registering and entering totheir database at national and sub national levels, still the National Disability Survey of Afghanistan (NDSA) which was conducted by Handicap International HI on 2005is valid where the NSDA estimated 2.7% of overall population are with severe disabilities, 59% are men with disabilities, 41% women with disabilities, 196,000 Childrenat school aged are with disabilities, physical disability is the highest as 36% , around 60,000 are landmine survivors, there is one question with five componentsincluded in the coming national census on disability, the census has not been done so far, sampling survey conducted by MoLSAMD in three provinces (Logar,Nangarhar and Bamyan) on disability in 2011. By end of the 2016 the MoLSAMD registered about 135,000 war related disabilities including the victims of Mine/ERW,cluster munitions and other weapons to reactive disability pension. The National Disability Referral Guide (NDRG) developed which is a very good tool for collecting

data from national and international disability stakeholders to develop a referral system of service delivery in the country.With close coordination of MoLSAMD, in 2017 the ACAP III/UNMAS provided the following services to conflict victims including victims of Mine and ERW in all regionsthroughout the country:

Immediate Assistance (IA) Packages 5,011 packages delivered which covered 45,598 beneficiaries (22,962 males, 22,636 females) Income Generation, 646 packages delivered to 621 families which covered 4,739 beneficiaries (2,077 males, 2,662 females) Physical Rehabilitation, 2,774 beneficiaries (1,977 males, 797 females) Psychosocial Counselling, 7,740 beneficiaries (4,369 males, 3,371 females)

MoPH:The Ministry of Public Health is continuously collecting the victim assistance data by 2 mechanisms,1. DRD developed specific reporting format for collection of the quarterly data and report from the vertical disability programme, the format is providing data withthe specification of gander, type of disability, home based or centre based services and referral of the clients to other institution for services.2. Disability is also briefly included in the Health Management Information system (HMIS) of MoPH, the data which is regularly coming through HMIS is:

- No. of Person with disability received physical rehabilitation services in the health facilities- Type of disabling disease treated in the health facilities- No. Of Trauma/Accident and emergency responses- Referral of clients

The Ministry of Public Health (MoPH) is coordinating Community Based Rehabilitation (CBR) jointly with the Ministry of Labor, Social Affair, Martyrs andDisabled (MoLSAMD), a well-established strategy for inclusion, provision of equal opportunities and empowerment of persons with disabilities in Afghanistanwith program in 20 out of 34 provinces, in 2017 there were 2 CBR coordination meetings conducted.

A disability task force and community-based rehabilitation task force has been in place for almost Eight years and provides strong technical guidance to theMOPH. In 2017, Four meetings of the disability taskforce were held and the bigger achievement in 2017 was the revision and continue update of the newdisability and physical rehabilitation strategy 2016-2020 for the health sector, in 2017 MoPH decided to change the strategy to national strategic plan indisability and physical rehabilitation which was finalized, approved and printed.

Different physical rehabilitation project concepts for the development and expansion of services to mine and ERW victim and person with disabilities weredeveloped in 2017 and were submitted for funding in 2018.

Provided CBR training to 23 physiotherapists in the Country. With the support of a core working group and 2-line Ministries (MoLSAMD and MoPH) a first draft of the disability certification guideline was developed in

2017 and submitted to the Ministry of higher education for the approval and it is hope the guideline will be finalized and approved in 2018. Disability and Rehabilitation Department of MoPH (DRD) was able to review and update the 3-year physiotherapy curriculum with the support of international

consultant, Ghazanfar Institute for Health and Sciences (GIHS) and the Physiotherapy Curriculum Development Committee and the MoPH relevantdepartments. The new Curriculum will be used in the new physiotherapy training Programme in 2016. The new curriculum is now officially endorsed and nowunder the usage in the new physiotherapy training Programme. For the further development of the PT Curriculum a new working group is established toreview the current curriculum and update it according to the current need in the Country.

In 2018, the Disability awareness and physical rehabilitation training manual is developed, finalized and approved by MoPH and the training manual will be used for thetraining of health staff working in BPHS and EPHS.

4. National plan and budget, including timeframes to carry out these activities

Currently MoLSAMD is providing financial support (pension) to only war related disabilities in the country between 2500 – 5000 AFGs based on amendment to LRBPDresulted the incensement of the disability salary, there is no specific national allocation of fund to disability programs, but still most of the services provided bynational and international NGOs on disability in the country,

The Ministry of public health of Afghanistan have 10 strategic objectives and the Disability and physical rehabilitation department develop annual operational planbased on the MoPH national strategic objectives and as well as the National physical rehabilitation strategy which is recently approved and published. In the revisedBPHS in 2009, MOPH integrated physiotherapy services in 80 district Hospitals with hiring two physiotherapists in each of the stated Hospitals and 21 orthopaediccentres in 16 provinces. DRD managed to include the training of 200 Provincial Physiotherapist in the MoPH 5 years SEHAT project and it is hope that in the next fiveyears the project will be implemented in 7 regional Institutes for Health and Sciences (IHS) of the Ministry of Public Health, the duration of the training will be 3years. According to the new plan of MoPH with the donor’s community the National Priority projects (NPP) first phase implementation started in 2015.The inclusive education department of MoE which was established within new structure of MoE in late 2011 has the responsibility of enrolment of children withdisabilities into general schools through conducting capacity building, awareness and advocacy trainings to school teachers, head masters, children with disabilitiesand their parents and community members throughout the country. Fortunately, the Inclusive Child Friendly Education – Coordination Working Group (ICFE-CWG)exists which chairs by MoE and has regular monthly meetings to discuss achievements, challenges and way forward. The main objective of the coordination meetingis to better coordinate Inclusive education activities of all stakeholders/IPs based on the newly developed policy and reporting format for inclusive educationactivities.As well as most of the VA/disability organizations including DMAC/UNMAS provided technical and financial support to MoE inclusive education department forconducting trainings and capacity development issues including trainings on Sign language, Braille script and publication of Inclusive education materials.

Unfortunately, during the year 2017 the UNMAS was not able to support financially IE training including sign language training, Braille trainings etc due to lack ofbudget. But some other stakeholders including SERVE, SCA, AAR Japan and etc maintained their financial and technical contribution to support IE training for MoEschool teachers and enrolment of children with disability in general schools.

5. Efforts to closely consult with and actively involve cluster munitions victims and their representative organisations invictim assistance planning and implementation

Persons with disabilities and their representative organization (Persons with Disabilities Organizations PDOs) are part of decision making and participating to variousdisability events, discussion and issues as:1. Advocacy actives + Advocacy Committee on the Rights of Persons with Disabilities , attended to more than 10 advocacy meetings, events and discussion with

government agencies, MoLSAMD, MoIC, MoF, national and international NGOs, stakeholders, AIHRC, reform election commission and Advocacy Committee on

the Rights of Persons with Disabilities ACPD on disability issues, budget, disability advocacy and mainstreaming, CRPD reporting, fundraising, disability and data,disability and media, disability employment, disability certification degrees, white cane day, IDPD, and landmine monitor launch.

About ACAP III more than 30 types of activities, inputs, comments, coordination provided e.g. meetings with MoLSAMD minister and deputy minister, developingVT and economic reintegration project documents and inputs, presentation on ACAP III Components, review SOP of NGOs for VA Accreditation, CFP, reports,

3. Facilitated 5 Disability Stakeholders Coordination Group (DSCG) meetings, which are chaired by deputy minister. Discussions in these meetings included;amending disability law, 3rd December celebration, discussion on CRPD reporting, independent directorate for disability issues, and disability employment withingovernment agencies

4. Attended Number of meetings with government agencies and national & international NGOs to advocate for the rights of person with disability and their inclusionin the economic sector.

5. Initial works of the drafting National Disability strategy done in 2017. The strategy will be drafted by VA department of DMAC/UNMAS early 2018 and will beshared with disability stakeholders for comments and feedback. The strategy will be finalized by end of 3rd quarter 2018.

6. Psychosocial guideline for school teachers developed by Inclusive & Child Friendly Education Coordination Working Group (I&CFE – CWG) and sent to MoE forapproval.

finalized and approved in 2017.16. During 2017, 6 VA coordination meetings were conducted at UNMAS/DMAC where all key VA/Disability National and International organizations and line

ministries representatives, including MoPH, MoLSAMD and MoE participated.17. In addition, UNMAS conducted different advocacy events for donors and stakeholder’s attraction as advocacy efforts for victim assistance. Such events included

UN day celebration, 3rd December celebration (International Day of Persons with Disabilities which was conducted in different way; like; painting of PwDs in wall infront of the MoPH, conducting press conference by DPOs etc.), celebration of White cane day, celebration of 4th April the International Mine Awareness day, andseries of media events and interviews with media.

18. Seven victim assistance projects were designed to be implemented during 2017, but due to lack of fund, only one project funded which started on Sep 2017 andwill be ended on Oct 2018; the project name is "Physical Rehabilitation Khost& Farah" which is implementing by AABRAR and covers nine provinces.

19. Ministry of Public Health of Afghanistan have disability and physical rehabilitation taskforce which have more than 15 members from the Ministry relevantdirectorates and departments, International and national organizations and disabled people organization. 6 meeting of the disability and rehabilitation taskforcewas organized in 2017.

20. The Inclusive Education Department of Ministry of Education of Afghanistan held and chaired 9 Inclusive Child Friendly Education – Coordination Working Group(ICFE-CWG) meeting which held monthly basis. Most of the IE stakeholders participate in the meeting and share achievements, challenges and way forward. Themeeting has more than 20 members.

Inclusive Education:- Inclusion of

Ministry ofEducation

Children with disabilities are one of the excluded groups of children who don’t have access to general schools. MoE with number ofnational and international organizations work to pave the way for inclusion of children with disabilities into general schools.Fortunately, UNMAS is one of the NGOs that supports the government of Afghanistan (MoE) financially and technically. Thisinitiative has been started on 2007 and up to end of 2015 a total number of 8,250 school teachers, school principals, and parents ofchildren with disabilities from 1,129 schools of Kabul, four surrounding districts and 10 wards of Kabul city plus four provinces (Hirat,Balkh, Nangarhar and Laghman) have been trained through UNMAS financial and technical support. Outcome of the trainings isinclusion of more than 3000 children with disabilities into general schools in Kabul and provinces.Unfortunately, there was no financial support from UNMAS side to MoE for Inclusive Education activities to train MoE teacher andenrol more children with disability in general schools during 2016 and 2017. The DMACUNMAS only participated in Inclusive & ChildFriendly Education Coordination Working Group (I&CFE-CWG) meetings and provided technically advice and support to InclusiveEducation Department of MoE and contributed in developing action plan and monitoring plan for implementation of IE policy.However, number of the VA/Disability organizations contributed in enrolment of children with disability and victim of mine/ERW ingeneral school; more than 500 children with disabilities in 13 provinces enrolled into school during 2017 by financial and technicalsupport from SCA and SERVE organizations. As well as the AAR Japan started contribution in Inclusive Education in 2016 and 2017with a small project of covering two schools in Parwan province. Mentioned two schools are now almost inclusive (rampsconstructed, teachers are trained in inclusive education and some children with disabilities enrolled into the schools. Besides that,some organizations like SCA and SERVE had some significant activities in 2017 as following:

1,160 teachers trained in Inclusive education who will train more teachers in their schools. This one of the objectives of MoEto expand Inclusive education through training of teachers. The trainings were conducted in 20 provinces with financialsupport from SERVE and SCA.

Inclusive Education awareness training conducted to 500 children with disabilities and their parents. 50 school were made physically accessible through constructing ramps.

Big size Inclusive education awareness posters printed with financial support from UNICEF and distributed throughout thecountry.

One-month training of Braille and sign language was conducted for education managers of Parwan province. 539 children with mental disability, visual and hearing impairment enrolled in to BPK school and general schools in Kabul. A total number of 3,808 children with disabilities have been integrated into general schools of Kabul and 17 provinces with

technical and financial support from national and international organization including DMAC/UNMAS, SCA, SERVE etc.…

At the end of year 2017 the General Education Directorate of MoE once again invited all Inclusive Education stakeholders includingUNMAS and donors to pay more attention to education activities in particular, Inclusive Education which one of the most importantcomponents of General education.

7. Steps taken to mobilize national and international resources

MoLSAMD:

The implementation of MoLSAMD strategy and other national and international disability documents (LRBPD, CRPD, CCM, MBT, ILO C 159, ANDAP, Marrakeshtreaty) need international support (financially and technically), currently the Afghanistan National Policy Strategy for Persons with Disabilities is in 1st draft stage andmade available to all VA/Disability stakeholders for comments and feedback. The revision of ANDAP is pending due to the strategy, when strategy is finalized then itwill be followed up by the revised ANDAP with a broader focus on all categories of persons with disabilities including the victims of mine/ERW, VA is an integral partof the strategy.

MoE:The Inclusive education department of MoE works together with national and international organizations to provide better services for children who excluded fromschools with a special focus on children with disabilities and victims of Mine/ERW and has developed a comprehensive plan of action for 2016 which will enable thedepartment to train more teachers, master trainer, children with disabilities and their parent; the plan followed in 2017. As well as the department in coordinationwith inclusive education stakeholders developed a policy for inclusive education in 2015 which will enable the department and all stakeholders to expand inclusiveeducation activities to provinces, districts and villages in order to achieve the Education for All (EFA) goal of “enrolment of all Afghan children into schools until 2020.Some of the international organizations like SERVE and SCA contributed to IE activities in 2017, but most of the IE stakeholders including UNMAS was not able tosupport IE activities of MoE financially due to lack of budget. The only support from UNMAS was technically advice and support in terms of developingimplementation plan for the IE policy which was developed, technically review of the newly developed “psychosocial support guideline for school teachers”, as well

as attending the Inclusive Education Coordination working group meetings.During 2017 with support from some of the VA/Disability organizations like SCA, SERVE and AAR Japan some significate activities took place; like:

8 Needs for international assistance and cooperation

To provide Mine victims and PwDwith Economic Reintegrationservices.

66.6% of the buildings have not ramps and 79.6% of them are without toilets exclusive for thepersons with disability (Only 17.7% of buildings in Kabul are accessible for PwD (survey by CSO).This is required to make 500 public places (Hospitals, Mosques, public schools and other publicbuildings) accessible to persons with disabilities' for receiving needy services in 14 Provinces for162000 PwD.

Poor self-esteem of victims &PwD which reinforces the cycle of exclusion as a result of theirreluctance to take part in social activities & events. A survey of 1,645 survivors in 26countries including Afghanistan showed that:74% said their household income was insufficient; less than 20% of PwD work; 82% of PwD live onless than 1 USD/day; 80% of PwD live in isolated rural areas; Women with disabilities are 50% lesslikely than men with disabilities to be employed.This is need to support the 700 PwD in 9 Provinces to start or expand Income- generating activitiesthrough access to technical & business skills training, & financial support for business development.

Printing Disability Materials andBooks as part of awareness andadvocacy

Advocacy and awareness is one of the integrated part of Victim Assistance and this project willsupport the Information dissemination to government, non-government organizations and schools,Disability awareness increased, and capacity of persons with disabilities developed and they aretesting the social inclusion and access to information and education.

To improve access to pre-hospitalcare by training of 150 CommunityHealth Supervisors as core groupof paramedics, who in turn wouldtrain 3,200 first responders at the1,600 communities.

Lack of appropriate teaching aids & other equipment for CwD. 196,000 school-age children withdisabilities;In 17 provinces 3,800 CwD are going to school (The survey is ongoing - MoE). This is required toprovide 1,000 children with disabilities who have been enrolled into general schools with needymaterials (Slate, Stylus, Braille paper, Braille board with tips, Taylors frame with tips, Sign languagesdictionary, Magnifier glasses etc...).Beside the materials, 100 teachers will be trained on sign language and Braille during the project.

90% of Afghan population lives at more than 100Km far from a rehabilitation centres2; 20Provinces out 34 have no Prostheses and Orthoses, Lack of female health service providers andrehabilitation professionals; 10 Existing PRCs (6 Fixed and 4 Mobiles) are faced with lack of fund.So, this is need to provide physical rehabilitation services to 33,500 PwD in 22 provinces Afghanistanduring 2018 through 10 PR centres including 4 Mobile Workshops to enhance the equal andsustainable access for all.

Victim de-miners and their familyhave not enough income like other PwD, through this project it is planned to promote their life byproviding them with small business & social protection.This will help them that their income is increased and person &his/ her family, social participation &psychological, well-being is improved. Economic inclusion benefits a single person as well as thecollective development of her family & community.

Limited or no healthcare human and material resources for trauma management in rural areasspecially Mine/ERW and PPIED impacted communities as more than 760 impacted communities arelocated at more than 10km- 50km distance from health centres increased the death rate ofmine/ERW and PPIED causalities. The training of community health workers will be an effectivetool for reducing the fatality rate of injured causalities due to mine, ERW, ammunition and PPIED.

9. Efforts undertaken to raise awareness of the rights of cluster munitions victims and persons with other disabilities

1. Number of Advocacy Committee for Persons with Disabilities (ACPD) meetings conducted in 2017 in which most of the VA/Disabilityorganizations attended and advocacy issue discussed.

2. Advocacy committee members met with the Martyred, Disabled and Public Welfare commission of Upper House, the main agenda the of the meeting wasdiscussion on Nationwide Disability Survey. As result of the meeting it was agreed that commission will write a letter to USAID for implementation of thesurvey.

3. Inclusive Education awareness training conducted to 500 children with disabilities and their parents.4. Number of articles wrote on disability issues for different national Magazines and newspapers5. Number of live and recorded TV and news agency interviews on various disability issues,6. As part of Advocacy and Awareness on rights of Persons with disabilities, Number of MRE and VA spots broadcasted through local and national

TV in 2017
