HARVEST METHOD: Cable - 70% / Ground- 30%. 30' Equipment limitation zones on all typed water unless

No rubber tired skidders unless approved by the State. Designated crossings are to be

approved by the Contract Administrator. On areas mapped as "Cable" on the logging plan

other roads, road construction pre-haul maintenance and haul are restricted November 1

through April 1, on weekends, State recognized holidays and between 8:00 pm and 6:00

am.

On the PA-J-3000, stations 30+26 to 179+10 , any road work, right-of-way timber falling and yarding, rock pit

operation or heavy equipment operation performed during the marbled murrelet nesting

season ( April 1 through September 23), is restricted to, two hours after sunrise to two

hours before sunset. This does not apply to hauling timber, rock or equipment, The

hauling of forest products will not be permitted from November 1 to April 30 unless

authorized in writing by the Contract AdministratorAll haul will not be allowed from

November 1-April 30, on weekends, State recognized holidays and between 8:00 p.m.

and 6:00 a.m. Contract approval does not apply on the PA-S-4000.

CRUISE METHOD: Sale acreage was 100% GPS'd. Sale units were cruised using a variable plot sample.

HARVEST METHOD: Shovel, Track skidder, Cable, and cable assist logging systems. This sale is estimated to be 40% cable/cable assist and 60% ground based yarding. A detailed felling and yarding plan shall be required prior to any harvest activities. Ground based equipment is restricted to sustained slopes of 45% or less. Ground based equipment shall only operate during dry soil conditions. For additional harvest requirements, refer to clauses H-140 and H-141 in this contract and the Schedule A.

ROADS: 7.69 stations of optional construction. 29.52 stations of optional reconstruction. 13.40

stations of required prehaul maintenance. 12.50 stations of light abandonment, if built. Rock used in accordance with the quantities in the ROCK LIST under this contract may be obtained at no cost to the Purchaser from the 4250P Pit, located in Section 13, Township 09 North, Range 03 East, W. M. Rock may be obtained from any commercial pit at the Purchaser's expense. Rock Sources will be subject to written approval by the Contract Administrator before they are used. Road construction will not be permitted from October 1 to April 30 unless authorized in writing by the Contract Administrator.

ACREAGE DETERMINATION CRUISE METHOD: The sale acres were determined by GPS. The sale area was cruised using a variable plot

cruise method. FEES: $59,347.00 is due on day of sale. $9.00 per MBF is due upon removal. These are in

addition to the bid price. SPECIAL REMARKS: This sale contains an estimated 181 MBF of higher quality DF 2 saw logs, 176 MBF of

higher quality DF 3 saw logs, see cruise for details. No hauling on weekends and State recognized holidays. PCP 1-1 gate keys may be obtained from the Pacific Cascade Region office.

14.76 stations of abandonment, if reconstructed. Purchaser maintenance on the B-0150,

B-0200, B-0400, C-1000, C-1004, C-1004A, C-1006, C-1006A, C-1008, C-1009, C-

1009A, C-1500, and C-1700 roads. Designated maintenance on all other roads used.

Rock for this proposal may be obtained from the State owned Upper Lytle Quarry at no

cost to the Purchaser or any commercial rock source at the Purchaser's expense. Rock

exploration is required in the Upper Lytle Quarry per Road Plan 6-13.

Oversize material left in Upper Lytle pit at the conclusion of operation shall not exceed

600 cubic yards.

Road construction, reconstruction, abandonment, and/or prehaul maintenance of any

roads will not be permitted from November 1 to April 30 unless authority to do so is

granted, in writing, by the Contract Administrator. If permission is granted to operate

from November 1 to April 30, a maintenance plan is required per Road Plan clause 1-26.

The hauling of forest products will not be permitted from November 1 to April 30 unless

authorized in writing by the Contract Administrator. If permission is granted to operate

from November 1 to April 30, preventative measures may be required to protect water,

soil, roads, and other forest assets.

ACREAGE DETERMINATION

CRUISE METHOD: Acreage was determined by traversing boundaries by GPS. GPS data files are available at

DNR's website for timber sale auction packets. See cruise narrative for cruise method.

FEES: $133,960.00 is due on day of sale. $9.00 per MBF is due upon removal. These are in

addition to the bid price.

SPECIAL REMARKS: This sale contains some high quality Douglas-fir and western hemlock as well as good

form red alder.

Purchaser may be required at their own expense, to get a Grays Harbor County

Application for Haul Road Permit for hauling on Porter Creek Rd. per contract clause G-

396.

Within Units #1 and #2, all hardwood stems over 2 inches, including all vine maple

within the harvest units, shall be felled, leaving a stump no more than 12 inches in height.

Within Unit #1, all trees with single banded orange paint along Porter Trail are required

to be high stumped, and felled away from the trail when possible. Purchaser is

responsible for closing the Porter Trail with orange construction barricade netting and

posting trail closed signs provided by DNR, at designated locations identified by the

Contract Administrator. The purchaser is responsible for giving the Contract

Administrator five day notice before closing the trail so DNR Recreation personnel can

notify the public per Schedule A-Recreation Trail Clean Out and Repair.

Tailhold locations are restricted due to protection of potentially unstable slopes. Trees

shall not be used as tailholds within non-tradable leave tree clumps within the sale area or

locations identified as Slope Stability Mitigation Zone on the Timber Sale Map. Stringing

cables through and suspending cables over these areas may be allowed. Tailhold

locations and cable corridors for Units #1 and #2 shall be identified in a harvest plan by

the Purchaser and approved in writing by the Contract Administrator prior to the start of

operations.

CRUISE METHOD: Sale acreage was 100% GPS'D. Sale units were cruised using a variable plot sample.

FEES: $107,610.00 is due on day of sale. $9.00 per MBF is due upon removal. These are in

addition to the bid price.

SPECIAL REMARKS: The bridge install at Station 8+77 - 10+52 and the Hoh-Clearwater Mainlline Re-route

Falling, yarding, and timber haul will not be permitted on weekends or State recognized

holidays, unless approved in writing by the Contract Administrator.

ROADS: 8.60 stations of required construction. 21.10 stations of required reconstruction. 25.92

stations of optional construction. 303.32 stations of required prehaul maintenance. 17.70

stations of abandonment, if constructed. Purchaser maintenance on the USFS 2510, 2540,

4000, 4020, and 4020 Ext. roads and Spurs 1 and 2. Designated maintenance on all other

roads used.

Rock for this proposal can be obtained from the State owned 2510 Pit at no cost to the

Purchaser or any commercial rock source at the Purchaser's expense. Rock source

development will be required per Road Plan clauses 6-10, 6-12 and as specified in the

Rock Source Development Plan.

Operation of road construction equipment and rock haul will not be permitted on

weekends or State recognized holidays, unless approved in writing by the Contract

Administrator.

ACREAGE DETERMINATION

CRUISE METHOD: Acreage was determined by traversing boundaries by GPS. GPS data files are available at

DNR's website for Timber Sale Auction Packets. See cruise narrative for cruise method.

FEES: $49,470.00 is due on day of sale. $9.00 per MBF is due upon removal. These are in

addition to the bid price.

SPECIAL REMARKS: This sale contains high quality and/or pole logs, see Cruise.

Unit #2 is a Wetland Management Zone (WMZ) thinning. Purchaser will be required to

mark take trees as described in Schedule A, which is part of the contract.

Cut all vine maple within the harvest unit(s), leaving a stump no more than 12 inches in

height.

30 foot equipment limitation zones are required on all Type 5 streams.

source(s) on State land at no charge to the Purchaser: Section 2 Rockpit at station 19+88

of the MJ-03 Road. Extra Innings Rockpit at Station 23+00 of the MJ-51 Road.

Development of existing rock source(s) will involve processing pit run rock to generate 1

1/2 –inch minus crushed rock at one location and will involve drilling and shooting to

generate riprap, quarry spalls and shot rock at a second location.

described in the road plan.

An estimated total quantity of rock needed for this proposal: 510 cubic yards of riprap,

16 cubic yards of quarry spalls, 17,628 cubic yards of pit run rock ballast, 246 cubic

yards of shot rock ballast and 3,504 cubic yards of 1 ½-inch minus crushed surfacing

rock.

Road work and the hauling of rock will not be permitted from November 1 to March 31

unless authorized in writing by the Contract Administrator to reduce soil damage and

ACREAGE DETERMINATION

All Units: From the junction of Hwy 20 in Sedro-Woolley, travel east on Hwy 20 for approx. 10.6 miles to Cabin Creek Rd. Turn left on Cabin Creek Rd and continue 0.25mi, turn right on Hamilton Cemetery Rd.

For Units 1 & 2: Continue on Hamilton Cemetery Rd for 1.3mi, turn left onto Scott Paper Rd. In 0.2mi continue passed the gate onto the SK-ML for 1.7mi. To access Unit 1, turn right onto the SK-19 and continue for 0.6mi till you enter Unit 1 (the top of Unit 1 is accessible via the MJ-ML). To access Unit 2, continue on the SK-ML for another 1.0 mile and turn right through the gate onto the SK-28, continue 0.8 mi to ****, veer right onto the **** spur for 0.2mi to Unit 2 (the top of Unit 2 is accessible via the MJ-ML or further up the SK-28).

For Units 3 & 4: Continue on Hamilton Cemetery Rd for another 0.1mi and turn left onto Medford Rd, continue for 1.2mi and veer left onto the MJ-ML, in 0.2mi continue right on the MJ-ML for another 1.9mi and turn left onto the MJ-ML. To access Unit 3, continue on the MJ-ML for 0.2mi and then turn right onto the MJ-24, continue 0.6mi to reach the eastern bottom of Unit 3. To reach the western end of Unit 3- continue on the MJ-ML for an extra 1.1mi and then turn right onto the MJ-35 for 0.7mi to Unit 3. Toaccess Unit 4, continue on the MJ-ML past the turn off for the MJ-24 for another 2mi, continue left ontothe MJ-45 for 0.3mi. Unit 4 will be on the left.

For Unit 5: Continue on Medford Rd for 0.3mi and go through the gate onto the AC-ML, continue for 3.4mi to Unit 5 which will be on the left and right of the road.

Section 2 Rock Pit Access: At the MJ-ML and MJ-03 intersection, turn left onto the MJ-03 and continue for 0.3mi to the rock pit.

TIMBER EXCISE

TAX: Purchaser must pay the forest excise taxes associated with the log sorts delivered to them.

The tax rate for this sale is 4.2 %. Taxable Stumpage = Total Delivered Value – (Harvest

Cost + Estimated Haul Cost + ARRF). For more information contact the Department of

Revenue, Forest Tax Section at 1-800-548-8829.

Use the following rates for estimating taxable stumpage:

Harvest Cost = $0.00 per MBF for sorts 1, 2, 3, 5, 7 and 8 and $10.00 per Ton for sorts

9 and 10.

Hauling Services Payment Rate per Ton

= (Base Rate + Mileage Rate) x (Contractor's hauling bid factor)

Base Rate = $2.35 per ton

Mileage Rate = (($0.16 x C miles) + ($0.11 x A miles)) x Fuel Index Factor

ARRF = $26.00 per MBF for sorts 1, 2, 3, 5, 7, 8, 9 and 10.

Note: To calculate ARRF rates per ton use the tons\mbf conversion factor in the table

above.

CONFIRMATION: Each sort is subject to confirmation following auction. Sorts will not be confirmed until

at least 10 days after auction. Final contract award is contingent upon the State’s haul

cost analysis. Actual haul route may vary and is subject to change at the State’s

discretion.

SPECIAL REMARKS: The successful Purchaser(s) will be required to purchase logs from the sale area upon

delivery to their location specified in the bid submitted. Logs will be delivered to the

Purchaser’s delivery location by the State’s contract harvester. Purchaser is responsible

for weighing and scaling costs. All tonnage loads will be weighed and all mbf loads will

be scaled at State approved locations. The State reserves the right to determine where

logs are authorized to be scaled and weighed.

Anticipated log delivery date of May 18, 2020 to October 31, 2020.

Turn left onto Canyon Creek Road and follow for 3.0 miles. Turn right onto Washougal River Road and follow for 0.9 miles. Turn left onto North Fork Road and follow for 2.7 miles Units 2, 3, 4From State Route 14 (milepost 26), turn north onto Salmon Falls Rd. and follow for 0.8 miles. Turn east on Mabee Mines Rd. and follow for 2.2 miles. Stay left at the fork to start on the W-1300 road and follow for 1.7 miles to reach the edge of Unit 3.To access Units 2 continue on the W-1300 for another 1.0 miles.
