In the period COl'CTed b}' this report libraries ha\'t~ been faced with theopportunity and responsilJilit), of pro\'iding and promoting the reading ofthought provoking books on all aspects of current problems and their historical background which would contribute to a beller understanding of thewar and its causes. onr own COllntry's relation to it. what living in a democrac~'
means. the kind of a peace we want. and post-war problems.
Immediately after the United Stat~ entered the war the Librarr Commission set up a \VaT Information Center to make readilr accessible books,pamphlets and other material which h.we a bearing 011 the war. Each monththe Commission reech'es from the United States Information Service, Officeof Go"emrnent Reports, packets of up-to-date information 011 such subjectJ:;,~ air raid precautions, salvage, nutrition, housing, first aid. etc.. which supplement the regular collection in the Library Commission and this is allavailable for loan to anyone in the state. The material has been used by thoseselling up defense programs, by business men. club WOIll,m. teachers and others.
Tn the purchase of new books emphasis has been placed on books onwartime and peacetime issuts. with duplication of important lillts as necessary to meet requests. Books especially in demand have been those whichlell about various branches of Ihe arllled service, opportunities and traininglor war industries, books abut the countries im'olved in the war and reportsof e)"e witneues of battles, The following are typical of the topics onwhich information has been requested: insignia of the Unitt'd Slates; theJunior Red Cross; effect of the war on missions: the Alaska highway; songsof the armed forces; childrcn in the post-war world; noted refugees inAmerica; guerrilla warfare, and life in the arm)'.
All libraries in Nebraska participated in a nation-wide Victorr BookC<tmpaign to raise '0,000,000 books for the armed for~s. The executivesecretary of the Library Commission served as a member of the executivecommittee which helped plan and organize the campaign in Nebraska, and:,Iso served as the liaison librarian for the Se"cnth Service Command. TheLibrary Commission was the collection center for the Capitol building, IIINebraska over too,OOO books were collected, about half of which were suit-

able for the men in the war scn:ice. Book.5 which would ~ of iOlerest to"'omen and children \Itre sent 10 \V.P.I\. recreation centers in war industf)'areas.
The Wilf has placed additional CIllI)hasis on the education of adults. TheLibrary COillmissioll works with man)' groups and organizations interestedin some phase of adult education. The executive secretary of the Commission is serving a second term as secretary of the Nebrllska Council ofAdult Education, ;md rellres.ents the Nebrllska Librar)' Association on theState Advi:wry Council for the National Citizenship Education Program.She is also library adviser for the Comminee on Home Economics EducationThrough Libraries. Close contact is maintainul. with the chairman of thelibrar~' department of the Nebraska Federation of Women's Ouhs and ofthc Nebraska Congress of ParelllS and Teachers.
During the last few )'ears the rnnl Project Clubs under the direction ofthe extension service of the Nebraska College of Agriculture have carried011 a directed reading program. Reading lists have been prepared by theLibrary Commission and books on the lists loaned to those who are unableto secure them through local libraries. Reports from 4,004 women enrolledin l{4t-42 iu the reading project showed that they had read 36,175 books.
Dictionaries, encrc1OP<'dias. the \Vorld Almanac,' and other referencehooks are in constant use br employees in other state dep:trtments. Books onsocial welfare problems :,re in demand by those worki:.g in the: State Assist..nee !kpartment :llId by those preparing for the merit examinations. CoIIt.-ctions of books han b«n loaned on requcst to several of the state institulions.
Books from the Library Commission have been borrowed by schools,r;rgOlni?ations. or individuals in each of the ninety-three counties in the stateduring the biennium. Only so9O of the population of Nebraska have locallibrary service and many rural C01l11111",ities depend entirely on the LibraryCommissiOI1 for books.
The Nebraska Library Association is a professional organization of librarians, trustees and others interested in libraries. The Library Commissionand the Library Association work together for the extension and imprO\'emtlll of library sen'ice in the state. Eight districl library mcctings were heldin the spring of I9-F with an attendance of 33i. Due to the rub~r shortageand war conditions no district meetings were held in Ig..,p. $c"eral menl!:lcrsrA Ihe Library Commission and of Ihe Slaff allendcd the state library meetingin Grand island Octo!:lcr 16-18, ll).F and in Omaha October '-J, t942. Siaffmembers served on a number of commillCCS, and also compiled <'Ind edited adirector)' of 1111 the librarians in the S1ate and a handbook Qf the Library.",ssociation.
Ninety \'isits to libraries were made during the biennium to confer withlibrarians and library trustees on special problems of organi1.ation. adminis·

tration and extension of sen'ice. Assisullce was also gi"en through corrC:!5pondence and through the loan of books and pamphlets on cataloging. personnel, library laws, count}' Jibnries, organi>:ation of school libraries. etc.
The Library Commission maintain~ fr~ placement sen'ice for librarians;00 has many COllis from libraries in nee<! of trained or experienced Jibrari:ms. There is at Ilresent a shortage of ql1alified people available in the statefor library positions.
Throngh the Union Catalogue which began functioning in 19-;0 it ispossible for librarians to find the location of any of the 1.677.000 volumesill 28 of the largest universil)'. college. Ilublic and special libraries in Nebraska. These books arc available to an)' resident of the <tate for consultation in the librar)' owning the books. or in many cases through loans to thelocal libraries. TIle Union Catalogue is in charge of the cataloger at the Library Commission.
A state-wide W.P.A. library project which was sponsored by the Librar)" Commission was discontinued in February. I9+!. except for two demonstrations of county libraT)' service A demonstration began in Phelps Count}·in No\-ember, 1940 with the Holdrege Carnegie LibraT)' and the PhelpsCount}- CommissiooeTS as the local sponsors. At the general election onNo,'ember 3. 19-;2 ;II majority of the voters authori>:ed the establishment of atalt-supported county library. A similar demonstration began in LancasterConnty in September. 19-;r with the Lincoln City Library as the local~ponsor. The proposal to establish a connty library lost by a small vote.
Voters in two other counties. Grant and Arthur. also authorized tbeconnt}' commISSIoners to levy a tax for the support of a library. Membersof the women's clubs in these counti\'s backed the campaign.
Adams Conlll}·. having "oted in 19~0 10 establish a conlll)' librar), as theremit of a demon!ttration. operated in t9-;1 willI N.Y.A. and local assistanceand in 19-;2 began receiving an appropriation from the count}'.
Two library laws were amended h}' the ICIri~latlirt ill 11)... LegislativeBill No. 37 amended Sec. 51--W1. C.S Supp. 1939 to provide that onl}" thosepeople living out~lde the cities. ,·i11ai;es. or township~ already maintaining al1ublic library by public tax shall "ote on '''e question of estaJ,lishing countyor regional libraries.
Legislative Bill No. m amended Sec. 5r-205. C.S. t929 to permit thelibrary board of any city. village. to\\,nshill. or county to sell any real estateowned by the library board or by the public library which is not used forlibrary purposes.
The Library Commission receives noteworthy gifts of I'Oltectiolls ofnew books from three sources. Books on family life arc given by the Nebraska Home F..conomics Association as a memorial to Eva Morse. Twentyseven books wtre a.dded in '941-"2.

Eighty-one adult and children's books on international relations wereg.iI·en to the Commission by the Carnegie Endowment for InternationalPeace.
There was one change in the membership of the Library Commissionduring the biennium. Mrs. David Northup of Omaha was appointed in June.l()~ to succeed :'.Irs. C. 'V. Hevner of Franklin, whose term expired. Mr.H. L. \VebSler of Tekamah. was reappointed in June, I9-F for another fiverear terlll.
