Welcome to the State of Maroondah Report 2017. This report provides a snapshot of our municipality’s progress over the past four years.

The report focuses on both the Maroondah 2040 Community Indicators of Progress, along with some of the key Council Plan achievements during the 2013-2017 period in working towards the vision identified in Maroondah 2040: Our future together.

The past four years has seen the completion of the largest infrastructure investment projects in Council’s history, providing great new facilities for the Maroondah community and creating a vibrant and attractive City.

These included Aquanation, our $52.2 million aquatic and leisure centre; the new Ringwood Town Square; Realm, our library, learning and cultural centre; the Kevin Pratt Pavilion redevelopment; X Space at Croydon Park; the Wyreena Community Arts Centre playspace; and the Norwood Family and Children’s Centre. The Victorian Government’s $66 million redeveloped Ringwood Station and bus interchange was also completed.

This State of Maroondah Report provides a snapshot of key projects delivered by Council over this period and highlights new planned and proposed initiatives and projects for the next four years as we continue to work towards achieving the Maroondah 2040 Community Vision.

The City of Maroondah covers a land area of 61.4 square kilometres in Melbourne’s outer east, 22 kilometres from the Central Business District (CBD). The area is a substantially developed peri-urban residential municipality, with an estimated population of 112,310 residents and 43,663 households with an average of 2.55 people per household.

The first settlers to the area were the Wurundjeri people of the Kulin nation approximately 40,000 years ago. European settlement commenced in the 1830’s with the land used for farming and orchards.

In recent years, Maroondah has developed into a thriving regional centre with a similar age structure to the State’s average. There is a diverse mix of living styles from large acreage to apartment style residential development. Cultural diversity is increasing with the highest numbers of recent overseas immigrants arriving from Burma, China, Malaysia, India, Thailand and Iran.

Maroondah has the strategic advantage of being located at the north-eastern junction of the Eastern Freeway - EastLink corridor. There are two train lines and a large number of bus routes linking the City with other regions. The City of Maroondah includes the suburbs of Bayswater North, Croydon, Croydon Hills, Croydon North, Croydon South, Heathmont, Kilsyth South, Ringwood, Ringwood East, Ringwood North and Warranwood.

Maroondah is well known for its leafy streets, broad areas of open space, bushland reserves, parks and playgrounds. Sustainable transport links include on-road cycling paths and shared path links to the Mullum Mullum Creek Trail, the EastLink Trail, Taralla Creek Trail and the Dandenong Creek Trail.

Over 9,000 businesses operate within the City providing employment for almost 37,000 people. The largest industry employers are the manufacturing, retail trade and health care sectors.

The Bayswater North Employment Precinct is a regional economic hub where many national and international firms have established their headquarters. Maroondah also has major retail centres in Croydon and Ringwood, and a further 21 neighbourhood shopping centres throughout the municipality.

The City hosts a regional health precinct including a major public hospital and a large private hospital, educational facilities that cater from early childhood learning to tertiary level, two libraries, arts and cultural centres, an art gallery and a range of community centres. Maroondah is also home to world-class sporting facilities including Aquanation, a regional recreation and leisure facility.

Our future community outcomes

During 2013 and 2014, Council worked with the community to develop a vision for the future of Maroondah. Maroondah 2040: Our future together identifies a range of preferred outcomes for the community looking ahead to the year 2040. The community’s future vision is for:

A safe, healthy and active communityIn 2040, Maroondah is a safe, healthy and active community with local opportunities provided for people of all ages and abilities to have high levels of social, emotional and physical wellbeing.

A prosperous and learning communityIn 2040, Maroondah is a thriving centre of economic activity and opportunity within the eastern region where the sustainability and growth of local businesses is supported. All community members, groups, education providers and local businesses have access to a wide range of quality learning resources and facilities.

A vibrant and culturally rich communityIn 2040, Maroondah is a creative cosmopolitan community recognised for its celebration and promotion of arts and culture. There are a broad range of engaging entertainment options, diverse cultural activities and the creation and display of contemporary and traditional forms of art.

A clean, green and sustainable communityIn 2040, Maroondah is a leafy green community with high levels of waste diversion and sustainable approaches to infrastructure development, urban design and management of natural resources. Our community is resilient and has the knowledge, capacity and resources to make sustainable lifestyle choices.

An accessible and connected communityIn 2040, Maroondah is an accessible community for all ages and abilities with walkable neighbourhoods, effective on and off-road transport networks, and access to a range of sustainable transport options.

An attractive, thriving and well built communityIn 2040, Maroondah is an attractive community with high quality urban form and infrastructure that meets the needs and aspirations of all ages and abilities. A diverse range of housing options are available and thriving activity centres provide a broad range of facilities and services to meet community needs. The character of local neighbourhoods continues to be maintained while also accommodating population growth.

A snapshot of recent achievementsOver the past four years, Council:

• Established the Maroondah Alcohol Accord in partnership with Victoria Police and licensees

• Secured funding for Croydon Connects lighting improvements and Safer Streets CCTV installations in Ringwood and Croydon

• Delivered the Prevention of Violence against Women initiative in conjunction with Knox City Council and Yarra Ranges Council

• Delivered the Youth Safety Campaign – Stay in the light, stay in sight

• Relaunched the Police Seniors Register

• Completed the Croydon Connects project, creating better pedestrian connections through the heart of Croydon

• Hosted the Your Shout! Action on Alcohol Conference for the eastern region.

• Partnered with the community to support the One Million Stars to End Violence campaign, creating more than 20,000 stars as part of the project.

• Developed and implemented the Community Wellbeing Plan 2013-2017

• Constructed and opened the Norwood Family and Children’s Centre

• Accredited as an Age Friendly City by the World Health Organisation

• Delivered the Active and Healthy Ageing Initiative

• Completed and opened X Space in Croydon Park

• Supported the establishment of the Maroondah City of Wellbeing initiative in partnership with the Croydon Chamber of Commerce

• Investigated the feasibility of a new dog park and determined appropriate locations

• Redeveloped Taralla Kindergarten in Ringwood East to double its capacity

• Refurbished the Pinemont Preschool in Ringwood North

• Developed a new playspace at Sherbrook Park in Ringwood with bike and pedestrian links to the EastLink and Mullum Mullum Creek trails

• Developed a new Children’s Plan 2015-2019

• Commenced a new dad’s program for Maternal and Child Health clients

• Commenced the development of a new Youth Strategy with the Maroondah Youth Wellbeing and Consultation Project generating approximately 5000 responses.

• Completed an Indoor Netball Feasibility Study and secured a Federal election commitment of $10.5 million

• Developed a Melbourne East Regional Sport and Recreation Strategy

• Completed the Kevin Pratt Sporting Pavilion at Mullum Mullum Reserve in Ringwood, incorporating a new home for Ringwood U3A

• Redeveloped Barngeong Pavilion in Croydon to effectively double its size

• Established BizHub and a Centre for Regional Knowledge and Innovation at Realm

• Delivered the annual BizWeek series of training and networking events, with the event celebrating 15 years in 2014

• Established the Maroondah Business Advisory Committee
