INTRODUCTION
The Ha.t Creek Watermaster Disotrict, changed to Watermaster Service
Area by legislature in 1943, was created by order of the Division of Water
Resources under date of September 11, 1929. By order dated March 26,
1942, the boundaries of the service area 0 were changed by excluding certain
lands and water rights and by including others not defined at the. time of
the original o-rder. As presently constituted, the service area embraces
the water rights on Hat Creek as established by the decree entered May 14,
0 1924, in the case of Doyel vs. Massie, Superior Court, Shasta County No.
5724, excepting the Indian Lands and water rights appurtenant thereto; by
the decI"ee entered May 7,1935, in the caseoofDoyel VB. Wilcox, Superior
Court, Shasta County, No. 7858; and by Licenses 1196 and 2083 issued by
the Division of Water Resources subsequent to entry of'the said Doyel vs.
Massie decree on Applications 2878 and 4700, respectively.
Watermaster service in the Hat Creek Watermaster Service Area was
carried on throughout the 1943 season in accordance with Sections 4150 to
4178, inclusive, of the Water Code. Such service extended over the period
from May 1 to October 18.
G. oM. Vickroy, Watermaster, administered the distribution of water
on Hat Creek for the 1943 season. Harrison Smitherum was Supervising
Watermaster.
WATER SUPPLY
Precipitation
Data on precipitation at Mat Creek Power House No.1, as compiled
from records of the U.S. Weather Bureau are presented in Table 1 of this
report.

The data indicates that the precipitation for the 1942-1943
s~ason was 34.51 inches, or about 192 per cent of the mean for the 22-year
period, 1921-1943. Of this totaL about 84 per cent. fell during the period
October I to April I as compared to the long time mean of about 76 per cent
for the same period.
stream Flow
The U.S. Geological Survey maintains a stream flow measuring
station on Hat Creek with its location designated as near Hat Creek. This
station is located below Old Station and is downstream from. the Harvey
Wilcox, stevenson, Gray, Hall and Shearin ditches.
The f'low·at the measuring station plus the total amount of water
being diverted by the above named ditches gives the flow available to meet
distribution requirements on Hat Creek.
The record of flow of Hat Creek "for 1943, as compiled from un
published records of the U.S. Geological Survey, is sUbmitted in Table 2
of this report.
The average flow of Hat Creek above all diversions dnring each
rotation period of the 1943 season is given in the third column in Table 5.
A comparison of the total available water supply and the water
requirements on the stream including minimum flow irrigation allotm~nts and
channel losses, is shown graphically en Plate 1.
DISTRIBUTION
Duritigthe 1943 season, the waters of Hat Creek were ~istributed
in accordance with tQ.e provisions of the Doyel vs. Massie and Doyel vs.·
Wilcox decrees and the two licenses hereinbefore mentioned. All the diver
sion facilities o.n the stream were operated during the season, excepting
the ditches on the stevenson Upper Ranch which were washed out in the
winter of 1937 and have not been replaced.

From May 1 to July 20, the available water supply was in excess
of or equal to all demands without rotation. Frequent checks ot conditions
along the stream were made during this period in order that rotation might
be started when necessary. Rotation was commenced on July 20 at the begin-
ning of the Upper Users irrigation period extending from July 20 to July
30.
Rotation between the Upper and Lower Users was continued through
the remainder of· the season up to October 18when watermaste~ service was
discontinued for the 1943 season. No controversies were had with or among
the water users over the distribution during the season.
Tabulations of. the amounts of. water constituting the demands on
the available water supply during the Upper ami Lower Users periods are
presented in Tables 3 and 4, respectively.
A summary of the distribution of. the available water supply for
the 1943 season is given in Table 5.
