The San Diego Law Review has published a special edition devoted
to the law of the seas. The review features articles by foremost
authorities in this field of law.
Articles include: "The United Nations and the Bed of the Sea," by
Clark M. Eichelberger, executive director of the Commission to Study the
Organization of Peace; "Consideration of Anticipatory Uses in Decisions
on Coastal Development," Daniel Wilkes, associate professor of political
science at the Law of the Sea Institute; "Admiralty Jurisdiction, Uni
fication, and the American Law Institute," Hiller B. Zobel, professor
of law, Boston College Law School.
Subjects of other articles include the new Soviet Maritime Code,
the recent tuna boat seizures in the southeastern Pacific, problems
of oceanfront boundaries and beach ownership in California, jurisdiction
al problems of maritime personal injury and property damage actions, and
the claims of acquisition by private parties on the Continental Shelf.
USO will host the 1970 Regional Round of the Philip Jessup Inter
national Moot Court competition, sponsored by the American Society. The
USO International Law Society and the Appellate Moot Court Board will
jointly organiz~ the event, now in its 10th year of competition.

An expansion of the Law School Placement Service has been
achieved through the cooperation of law professor Leo D. Hermle,
placement coordinator, and the Student Bar Association. Kenneth
Ruderian, in charge of the SBA branch of placement, has created a
staff of 15 volunteer law wives to assist the regular staff.
An article in the January 1969 San Diego Law Review was cited
by Justice Stanley Mosk writing the majority opinion in the case of
In re Mark (71 Adv. Ca. 33,55) decided in April. The author of the
article, "Control and Treatment of Narcotic Addicts: Civil Commit
ment in California," was Sherry Eckhardt, note and comment editor
and third year day student.
Another article in the same edition of the law review was reprinted
in the July edition of "The Monthly Digest of Legal Articles," published
in Greenvale, N.Y. Donald S. Bolles, lead article editor, and third
yeat day student, was the author of "Bankruptcy: Enforcing a Chapter
XIII Wage Earner's Plan Over the Objection of a Second Creditor."
Two summer interships sponsored by the Law Students Civil Rights
Research Council were held by USD students. Kenneth Wass ~ner worked
with a San Diego attorney on cases selected by the legal panel of the
local chapter of ACLU.
Alexander Landon, president of the USD chapter, served as an
assistant to State Senator Mervyn Dymally for the establishment of the
Free University which opened its doors in Watts in September to provide
pracical skills for members of the black community.
The USD chpater this year will work on cases involving First Ammend
ment rights. They will also research the propriety of permanent explusion ~
of high school students for use of drugs, and the role of police in (MO.RE)

community disturbances.
LSCRRC sponsored a seminar led by San Diego attorney Howard Be
chevsky on bail procedure at the Community Crisis Center. Other
seminars have been on landlord-tenant problems, led by attorney Charles
Lynch, and practices of the San Diego Police Department, led by
Ken Hegland 9 attorney.
Law professor Herbert I. Lazerow has been appointed for the second
year as chairman of the legal panel of the ACLU San Diego chapter.
Lazerow recently submitted briefs as amicus curiae in a case involving the 1
right of a defendant to a state-provided transcript of trial proceedings,
and a brief in support of Judge Hugo Fisher's ruling in a case involving
the constitutional rights of the mentally ill. He is also a member of
the San Diego Mayor's Social Science Advisory Committee.
Charles Garry, San Francisco attorney, and defender of Black Pan
ther Huey Newton and the draft-opposing Oakland Seven spoke in More Hall
in September. Garry attacked the present legal structure as "archaic"
and said the task of young lawyers was to change the structure. He spoke
at length on the proper selection of a jury in a felony case, and
especially in cases involving black militants.
The International Law Society presented the first of its area
studies programs. John Harlan, Intelligence Division, 11th Naval
District, spoke on insurgency as it relates to international law and
the military. Harlan is a first year evening law student.
( San Diego attorney Vincent Whelan spoke at an ILS meeting on
international law and domestic procedure.

Phi Delta Phi's Speakers Forum breakfast seminar was led by
Robert Thomas, assistant district attorney for San Diego County. The
subject was criminal law with emphasis on pre-trial relationships
between the district attorney and the defense attorney.
The DPD Speakers Forum is supplemented by a film forum; the first
in the series is based on Gideon v. Wainwright.
A Saturday seminar for freshmen :. had contracts as its topic., the
first of the series. Other seminars will cover the subjects of civil
procedure, criminal law, property, and torts.
The San Diego 200th Anniversary Pilgrimage Tour to Italy, France,
Spain and Portugal this summer was led by the Rev. Alfred F. Geimer,
law library director.
