State Bank of India (SBI) invites sealed tenders under two cover system ( Technical bid in hard copy for pre-qualification and Price Bid through e-tendering mode ) from the MNRE channel partners under category A (1A/1B/1C/2A/2B/2C) for supply and installation of Grid Connected Rooftop Solar power system with net-metering at different branches located at Krishnanagar , Barrackpore , Kalyani, Asansole , Burdwan ,Midnapore Jalpaiguri , Jalpaiguri Town branch , Behrampore branch under ge ographical area of West Bengal. connected solar power at different branches located at Krishnanagar , Barrackpore , Kalyani, Asansole , Burdwan ,Midnapore Jalpaiguri , Jalpaiguri Town branch , Behrampore branch under geographical area of West Bengal. ” The technical bid will contain the following 1) Earnest Money Deposit /valid NSIC registration 2) Copy of Enlistment with MNRE under category SP 1A/1B/1C/2A/2B/2C) with establishment in West Bengal. 3. Valid PAN/TAN No, Service tax , West Bengal VAT ,Trade License. 3) Copy of address proof for well established office / Service Centre with in geographical area of West Bengal for after sales services (e.g. trade license/Electricty bill/telephone bill/VAT/service tax etc.) 4) Copy of similar work experience certificate of at least two nos. 55.0 Kwp grid connected solar power and above solar systems only executed during the last 2 years) from at least two previous clients Nationalized Bank's/Financial Institute/Central Govt or Reputed MNC. 5) The signed copy of General Condition of contract and Tender specification etc. Contractors to sign in all the pages of the tender and shall be duly stamped. 6) Technical Specifications accepted, duly signed and stamped each page. 7) Bidders undertaking ( Annexure-I) 8) Basic Information of the applicant duly filled in ( Annexure-II ) 9) Forwarding letter on their letter head (Annexure-III)

Cover-II (Price Bid) : Note: The vendor needs to submit the technical bid only in hard copy at this stage (i.e on 24.04.2017). The price bid wil l be invited through e-tendering from qualified bidders only. Therefore , please ensure that vendor having Digital Signature Certificate (DSC) ,class II with encryption for participation in tender.

16. Cover-I (Technical Bid) will be opened on 24.04.2017 at 3.00 P.M in the presence of

Tenderers who desire to attend. All pages of the tender document shall be signed by authorized signatory and stamped.

All corrections shall be duly signed and stamped. Bids received after the above date/time will not be considered. Conditional tenders are not acceptable. In case of any deviation, a separate detailed

deviation statement may be enclosed. If no deviation statement is enclosed, then it will be

deemed that the tenders has accepted all our terms and conditions

Delays in submission of any part arising out of the postal irregularities/or any other at any stage will not be considered. Also the Bank will not be responsible for damage in transit in case of Postal Delivery.

In case the date of opening of tenders is declared as a holiday, the tenders will be opened on the next working day at the same time.

TERMS AND CONDITIONS

1. The tender form must be filled in English and all entries must be made by hand and written in ink.

2. Each and every page of the tender document must be s tamped and

signed by an authorized person.

3. The tenders must be submitted in the prescribed format only. The

tenderer must quote the rates and amount in the Bill of Quantities. The rates should be written both in words and figures without any erasures and alterations.

a. However, if errors are made, the wrong figures or words must be neatly

scored out under full signature of the tenderer and the correct figures and words neatly rewritten. Over writing is not permitted.

b. Errors in the Bill of Quantities (BOQ), rates and amount shall be dealt

with in the following manner :

i) In the event of a discrepancy between the rates quoted in words and the

rates in figures, the quotient of the total amount divided by the quantity shall be taken into consideration.

ii) In the event of an error occurring in the amount columns as a result of

wrong multiplication and extension of unit rate and quantities, the unit shall be regarded as firm and the amount shall be amended accordingly.

iii) All errors in totaling the amount column and in carrying forward, the totals

shall be corrected.

4. The quantities indicated in the BOQ are only probable quantities and are

liable to alteration by omission, reduction or addition. Payment shall be made on the basis of actual quantities of work done at the accepted rates.

5. No alterations which are made by the tenderer in the drawings,

specifications or in probable quantities accompanying the tender, will be

recognized and the tender is likely to be invalidated. Remarks and explanations should be given in a separate cover along with EMD and will become binding only if specially accepted in writing by the Bank at the time of acceptance of tender.

6. The tenderer must obtain for himself in his own responsibility and at his

own expenses all the information necessary for the purpose of filling the tender and to enter into a contract with the Bank, he must examine the drawings, specifications, conditions etc., and must inspect the site of work and must acquaint himself with all the local conditions and matters pertaining thereto.

7. The tenderer shall also bear all expenses in connection with the preparation

and submission of this tender.

8. . EARNEST MONEY DEPOSIT (EMD)

The tenderer shall deposit the required EMD in the form of a bankers cheque/ demand draft drawn on any schedule bank at the time of submission of the tender. Bank is not liable to pay any interest on Earnest Money. NSIC registered firms are exempted for EMD deposit

The EMD for unsuccessful tenderer shall be refunded to them without any interest after the decision to award the work is taken. The EMD of the successful tenderer shall be retained as part of Security Deposit and for the due fulfillment of the contract. If the successful tenderer refuses to take up the work/does not start the work in time the EMD

will be forfeited and the work order will be cancelled.

9. INITIAL SECURITY DEPOSIT (ISD)

The successful tenderer has to deposit with the Bank an amount equal to 2% of the tender amount minus EMD in the form of Demand Draft /Bankers Cheque within two weeks of award of the work as part of the security deposit.

10. SECURITY DEPOSIT (SD)

The total security deposit will 5% of the contract amount (including EMD and ISD) will be deducted from the bill. 50% of the total security deposit amount shall be refunded without interest to the contractor on issuance of virtual completion certificate by the Bank and the Contractor's removal of his materials, equipment, labour force, temporary sheds, stores, site office etc.The remaining 50% of the total security deposit may be refunded with in 15 days after the end of defects liability period, provided he has satisfactorily carried out all the works and attended to rectification of all defects in accordance with the conditions of the contract.

11. COMPLETION PERIOD

The time is the essence of the contract. The entire work shall be completed by the Contractor within the 4 5 days from the date of receipt

of letter of intent issued by the Bank for Gird connected Solar roof top work. Net metering work will not be included in the completion period. However all the liasoning work and document submission with WBSEDCL will be carried out by the firm on behalf of Bank. The date of commencement of work at site shall be within s e v e n d a y s from the

date of receipt of letter of intent or the date of handing over of the site. The contractor should strictly adhere to the completion time schedule.

12. LIQUIDATED DAMAGES:

If the work is not completed in the specified time the contractor will be levied liquidated damages @0.5% per week subject to a maximum of 5% of the contract amount.

13. DEFECTS LIABILITY PERIOD:

60 months from the date of completion. The contractor has to undertake repairs/ rectifying the defects whatsoever during the defects liability period.

14. TAX DEDUCTION AT SOURCE:

IT & WCT and any other applicable taxes will be deducted at source as per the rates prevalent at the time of payment of bill.

15. The tenders submitted shall remain valid for acceptance for a period of 9 0 days from the date of their opening. Should any tenderer withdraw his

tender the tender before the expiry of the said period or makes any modifications to his tender, the tender shall be treated as having been rejected or abandoned and his EMD will be forfeited.

16. The Bank does not bind itself to accept the lowest tender and reserves to

itself the right to reject any or all the tenders received without assigning any reasons thereof. Further, the bank reserves the right to award any portion of the work to different tenderers or to award the entire work to one tenderer.

17. The tenderer whose tender is accepted is bound to execute a formal

agreement with the Bank in accordance with the draft agreement which will include the notice inviting tender, conditions, other papers therein,

special conditions, all drawings and specification etc., but his liability will commence from the date of the written acceptance of the tender whether the formal agreement is drawn or not.

18. The contractor shall bear all expenses in connection with the execution

of the said agreement including fees for stamps and registration of documents as required.

19. The compensation or other sums of money payable by the contractor

to the Bank under the terms of contract may be deducted from his EMD/SD if the amount so permits and the contractor shall unless such deposits become otherwise payable within ten days, after such deductions, make good in cash the amount so deducted.

20. The work shall be carried out under the directions and supervision of

and subject to the approval in all respects by the Bank‟s Engineer.

21. On acceptance of the tender the contractor shall in writing inform the

Bank names of his accredited representatives who will be responsible to take instructions from the Bank.

22. The contractor shall be required to co-operate and work in accordance with

such other agencies / specialists as may be employed by the Bank on other work/sub works in connection with the work.

23. The contractor is required to comply with all acts of Government

relating to labour and the rules and regulations made there under from

time to time and submit at the proper times all particulars and statements required to be furnished to the labour authorities.

24. In carrying out the work, the contractor shall comply with the provisions of

the safety code. The work has to be carried out in such a way that minimum inconvenience to the day-to-day working of the branch/office/occupants.

25. The rates shall be inclusive of all applicable taxes, cess, octroi, LBT, service tax, cost of materials, labour, scaffolding, ladders, lifting of the materials, shifting the furniture and keeping them back, cleaning the floor etc.

26. Bank will not take any responsibility to provide any material including

water / electricity. However, contractor may use the available water / power supply without causing any inconvenience to the Bank functioning.

27. The work shall be carried in such a way that no inconvenience is caused

to the staff during working hours. Office/ Residential furniture including tables, alimarahs, filing cabinets etc. to be shifted with your own labour and keep the same back again in original positions after completing the work during execution and the premises should be kept neat and clean daily after work

28. All the debris shall be removed and transported to remote place

outside the premises.

29. No advance will be paid for purchase of material. Payment will be released

only after completion of the work to the satisfaction of the Bank.

30. The contractor shall be deemed to have satisfied himself before tendering

as to the correctness and sufficiency of his tender for the works and the rates and amounts stated in the schedule of quantities and / or the schedule of rates and amount which rates and amounts shall expect as otherwise provided cover all his obligations under the contract and all matters and this necessary for the proper completion of the works.

31. The contractor shall provide at his own cost all materials (except such

materials if any, as may in accordance with the contract be supplied by the employer) machinery, plant tools, appliances, implements, ladders,

cordage, tackle, scaffolding, in fact everything necessary or proper for the proper execution of work, whether the same may or may not be particularly shown or inferred therefrom and if the contractor finds any discrepancy in the drawings or between the drawings, schedule of quantities and specifications he shall immediately and in writing refer to the Bank who shall decide which is to be followed.

32. The contractor shall indemnify the employer against all claims in

respect of patent rights and shall defend all actions arising from such claims and shall himself pay all royalties, license fee, damage, cost and

charges of all and every sort that may legitimately be incurred in respect thereof.

33. The employer is entitled to deduct all taxes and rates as per

existing laws and rules, from any moneys due or that may become due to the contractor. The contractor shall indemnify the employer from and

against all claims, demands, proceedings, damages cost and expenses which may be brought or made against the employer or to which it may be put by reason of the contractor not conforming to or complying with any of the provisions or requirements of any act or sections, Central or State rules and regulations Bye laws of local authorities Panchayat, Collector of any other companies relating to or in water, light or

amenities at the site. 34. The costs of the tests and of the materials and labour and equipment, involved in the testing operations shall be borne by the contractor.

35. Work not to be sublet : The whole of the works included in the contract

shall be executed by the contractor who shall not directly or indirectly

transfer, assign or mutilate the contract or any part thereof or interest therein without the written consent of the employer and no undertaking shall relieve the contractor from the full and entire responsibility of the contract or from active superintendence of the works during their progress.

36. Responsibility for safety of building : The contractor shall be responsible

the safety of the works (including the materials temporary buildings and plants) until they are taken over by the employer and they shall stand at their risk and be in the sole charge of the contractor who shall be responsible for and must with all possible speed make good all damage from whatever cause.

37. Insurance of the works : The contractor shall within 7 days from the

date of commencement of the works at his cost and keep them insured until one month after the works and taken over by the employer or three months after the date of completion whichever is earlier, against loss or damage by fire and usual risks other than fire against which insures generally provide cover in a CONTRACTOR‟S ALL RISK POLICY‟ with Names of the employer and contractor (the name of the former being placed first in the policy) for the full amount of the contract. Such policy shall cover the property of the employer only and consultant and surveyor‟s fees for assessing the claim and in connection with his services generally in reinstatement sub contractor or employee. The contractor shall deposit the policy and receipts for the premium paid with the Bank within a week of the date of commencement of the work unless otherwise instructed by the Bank on his behalf may be due or that may become due to the contractor.

38. The contractor shall as soon as the claim under the policy is settled or the

work reinstated by the insures should they elect to do so, proceed with all due diligence with the completion of the works in the same manner as though the fine or other such risk had not occurred and in all respects under the same conditions of contract.

39. The contractor, incase of rebuilding or reinstatement after fire or

other such usual risk shall be entitled to such extension of time for completion as decided by the Bank.

TECHNICAL SPECIFICATIONS

A) Solar Photovoltaic Modules

The PV modules shall be solar multi crystalline modules. All materials

including the raw materials and technology employed in the module production

process should have been duly tested and certified.

The PV module shall perform satisfactorily in humidity up to 100%

with temperature between – 40oC to + 85oC.The total solar PV array capacity should not be less than allocated capacity (kWp) and should comprise of solar crystalline modules of minimum 300 Wp and above wattage. Module capacity less than minimum 300 watts will not be accepted.Protective devices against surges at the PV module shall be provided. Low voltage drop bypass diodes shall be provided

Predicted electrical degradation at the end of the period of 12 years shall be less than ten (10) per cent of the full rated original output.

SPV conversion efficiency be greater than 14.0% under STC and AM 1.5 radiation

Bypass diodes in-built to reduce shading loss

Robust non-corroding Aluminium frame. The module frame shall be made of corrosion resistant materials, preferably having anodized aluminum. Other general requirement for the PV modules and subsystems shall be the Following: I. The rated output power of any supplied module shall have tolerance as per MNRE. II. The peak-power point voltage and the peak-power point current of any supplied module and/or any module string (series connected modules) shall not vary by more than 2 (two) per cent from the respective arithmetic means for all modules and/or for all module strings, as the case may be.

III. The module shall be provided with a junction box with either provision of external screw terminal connection or sealed type and with arrangement for provision of by-pass diode. The box shall have hinged, weather proof lid with captive screws and cable gland entry points or may be of sealed type and IP-65 rated

.Modules deployed must use a RF identification tag. The

following information must be mentioned in the RFID used on each modules (This can be inside or outside the laminate, but must be able to withstand harsh environmental conditions).

– Name of the manufacturer of PV Module – Name of the Manufacturer of Solar cells

– Month and year of the manufacture (separately for solar cells and module)

– Country of origin (separately for solar cells and module)

– I-V curve for the module – Peak Wattage, Im, Vm and FF for the module

– Unique Serial No and Model No of the module – Date and year of obtaining IEC PV module qualification certificate

– Name of the test lab issuing IEC certificate – Other relevant information on traceability of solar cells and

module as per ISO 9001 series and ISO14001.

The PV modules shall hold the following Certifications

IEC 61215, latest edition or IEEE 1262 or CEC 503 for multi- crystalline

Warranties: a) Material Warranty:

i. Material Warranty is defined as: The manufacturer should warrant the Solar Module(s) to be free from the defects and/or failures specified below for a period not less than five (05) years from the date of sale to the original customer ("Customer") ii. Defects and/or failures due to manufacturing. iii. Defects and/or failures due to quality of materials

iv. Non conformity to specifications due to faulty manufacturing and/or inspection processes. If the solar Module(s) fails to conform to this warranty, the manufacturer will repair or replace the solar module(s), at the Owners sole option

b) Performance Warranty:

i. The predicted electrical degradation of power generated not exceeding 20% of the minimum rated power over the 25 year period and not more than 10% after ten years period of the full rated original output.

B) Array Structure

The proposed array structure shall be of flat-plate design either I or L

sections. The proposed mounting systems shall

Be corrosion resistant and electrically compatible with the materials used

in the module frame, its fasteners, and nuts & bolts.The fasteners used should be made up of stainless steel. The structures shall be designed to allow easy replacement of any module. The array structure shall be so designed that it will occupy minimum space without sacrificing the output from the SPV panels The mounting structure steel shall be as per latest IS 2062: 1992 and galvanization of the mounting structure shall be in compliance of latest IS 4759

Use steel frame that complies with ASTM A-123 hot dipped galvanizing or equivalent.

Reduce the number of physical attachments required to secure PV

modules to a roof surface.

Have a low profile, shall be robust, and can be installed quickly with

minimal labor and components.

Withstand high wind-loads (at least 150 km /hr). The supplier shall specify installation details of the PV modules and the

support structures with appropriate diagrams and drawings. Such details shall include

– Determination of true south at the site; – Array tilt angle to the horizontal, with permitted tolerance; – Details with drawings for fixing the modules;

– Details with drawings of fixing the junction/terminal boxes;

– Interconnection details inside the junction/terminal boxes; – Structure installation details and drawings;

– electrical grounding (earthing); – Inter-panel/Inter-row distances with allowed tolerances; and

– Safety precautions to be taken

The PCU shall give the preference to feed the Loads from Solar Energy being

produced and shall draw the power from mains to meet the load

requirements in the case of fault in the solar system. The PCU shall be enclosed in a weatherproof enclosure, indoors and

outdoors shall be well protected against rodents and insects. The

components and circuit boards mounted inside the enclosures shall be

clearly identified.

The inverter shall also have the following important

features.

Automatic fault conditions reset for all parameters like voltage, frequency and/or black out ; self protective and self diagnostic features included

– Neutral voltage displacement – Over current

– Earth fault – Reverse power

Array ground fault detection MOV type surge arresters on AC and DC terminals for over voltage

protection from lightning-induced surges Facility of data logging system. Refer section on data monitoring

system for further details. WEB/IP data monitoring system Satisfactory Service and maintenance network

The PCU confirms to

IEC 61683 for efficiency measurements and IEC 60068 2 for environmental testing

The PWM unit conforms to the design qualification of IEC . The quality of

equipment supplied shall be controlled to meet the guidelines for engineering

design included in the standards and codes listed in the relevant ISI and

other standards, such as,

IEEE 928 Recommended Criteria for Terrestrial PV Power Systems.The selected array and main junction boxes, made up of FRP or cast aluminum shall be installed behind solar pv array modules and guaranteed to be fully protected from dust, water, vermin and lightning. The cables shall be

terminated through cable lugs and the input output termination can be made through suitable cable glands in the junction boxes. The junction boxes shall conform to IP 65 standards and IEC 62208. The circuit breakers used shall be of reputed and reliable make such as ABB/Seimens/L&T.

C). PCU/ARRAY SIZE RATIO: a) The combined wattage of all inverters should not be less than rated capacity of power plant under STC.

b) Maximum power point tracker shall be integrated in the PCU/inverter to maximize energy drawn from the array.

D). PCU/ Inverter: As SPV array produce direct current electricity, it is necessary to convert this direct current into alternating current and adjust the voltage levels to match the grid voltage. Conversion shall be achieved using an electronic Inverter and the associated control and protection devices. All these components of the system are termed the “Power Conditioning Unit (PCU)”. In addition, the PCU shall also house MPPT (Maximum Power Point Tracker), an interface between Solar PV array & the Inverter, to the power conditioning unit/inverter should also be DG set interactive. If necessary. Inverter output should be compatible with the grid frequency. Typical technical features of the inverter shall be as follows:

Inverter efficiency(minimum) : >93% ( In case of 10kW or above )

a) Three phase PCU/ inverter shall be used with each power plant system (10.0 KWp and/or above) but In case of less than 10.0 KWp single phase inverter can be used.

b) PCU/inverter shall be capable of complete automatic operation including wake-up, synchronization & shutdown.

c) The output of power factor of PCU inverter is suitable for all voltage ranges or sink of reactive power, inverter should have internal protection arrangement against any sustainable fault in feeder line and against the lightning on feeder.

d) Built-in meter and data logger to monitor plant performance through external computer shall be provided.

e) The power conditioning units / inverters should comply with applicable IEC/ equivalent BIS standard for efficiency measurements and environmental tests as per standard codes IEC 61683/IS 61683 and IEC 60068- 2(1,2,14,30) /Equivalent BIS Std.

f) The charge controller (if any) / MPPT units environmental testing should qualify IEC 60068-2(1, 2, 14, 30)/Equivalent BIS std. The junction boxes/ enclosures should be IP 65(for outdoor)/ IP 54 (indoor) and as per IEC 529 specifications.

g) The PCU/ inverters should be tested from the MNRE approved test centres / NABL /BIS /IEC accredited testing- calibration laboratories. In case of imported power conditioning units, these should be approved by international test houses.

E). INTEGRATION OF SPV POWER WITH GRID: The output power from SPV would be fed to the inverters which converts DC produced by SPV array to AC and feeds it into the main electricity grid after synchronization. In case of grid failure, or low or high voltage, solar PV system shall be out of synchronization and shall be disconnected from the grid. Once the DG set comes into service PV system shall again be synchronized with DG supply and load requirement would be met to the extent of availability of power. 4 pole isolation of inverter output with respect to the grid/ DG power connection need to be provided. F ) DATA ACQUISITION SYSTEM / PLANT MONITORING i. Data Acquisition System shall be provided for each of the solar PV plant.

ii. Data Logging Provision for plant control and monitoring, time and date stamped system data logs for analysis with the high quality, suitable PC. Metering and Instrumentation for display of systems parameters and status indication to be provided.

iii. The following parameters are accessible via the operating interface display in real time separately for solar power plant: a. AC Voltage.

b. AC Output current.

c. Output Power

d. Power factor.

e. DC Input Voltage.

f. DC Input Current.

g. Time Active.

h. Time disabled.

i. Time Idle.

k. Protective function limits ( Viz-AC Over voltage, AC Under voltage, Over frequency, Under frequency ground fault, PV starting voltage, PV stopping voltage.

G) POWER CONSUMPTION:

a) Regarding the generated power consumption, priority need to give for internal consumption first and thereafter any excess power can be exported to grid. All the documentation and liaising to be done by vendor for NET-metering on behalf of Bank.

H) PROTECTIONS The system should be provided with all necessary protections like earthing, Lightning, and grid islanding as follows: 54

I). LIGHTNING PROTECTION a) The SPV power plants shall be provided with lightning & overvoltage protection. The main aim in this protection shall be to reduce the over voltage to a tolerable value before it reaches the PV or other sub system components. The source of over voltage can be lightning, atmosphere disturbances etc The entire space occupying the SPV array shall be suitably protected against Lightning by deploying required number of Lightning Arrestors. Lightning protection should be provided as per IEC 62305standard. The protection against induced high-voltages shall be provided by the use of metal oxide varistors ( MOVs) and suitable earthing such that induced transients find an alternate route to earth. F). SURGE PROTECTION a) Internal surge protection shall consist of three MOV type surge-arrestors connected from +ve and –ve terminals to earth (via Y arrangement). H) EARTHING PROTECTION a) Each array structure of the PV yard should be grounded/ earthed properly as per IS:3043-1987. In addition the lighting arrester/masts should also be earthed inside the array field. Earth Resistance shall be tested in presence of the representative of Department/SECI as and when required after earthing by calibrated earth tester. PCU, ACDB and DCDB should also be earthed properly.

b) Earth resistance shall not be more than 5 ohms. It shall be ensured that all the earthing points are bonded together to make them at the same potential. I) GRID ISLANDING: a) In the event of a power failure on the electric grid, it is required that any independent power-producing inverters attached to the grid turn off in a short period of time. This prevents the DC-to-AC inverters from continuing to feed power into small sections of the grid, known as “islands.” Powered islands present a risk to workers who may expect the area to be unpowered, and they may also damage grid-tied equipment. The Rooftop PV system shall be equipped with islanding protection. In addition to disconnection from the grid (due to islanding protection) disconnection due to under and over voltage conditions shall also be provided. b) A manual disconnect 4 pole isolation switch beside automatic disconnection to grid would have to be provided at utility end to isolate the grid connection by the utility personnel to carry out any maintenance. This switch shall be locked by the utility personnel.

J) AC Distribution Panel Board

The AC Distribution Panel Board (DPB) shall control the AC power from

inverter, and have the necessary surge arrestors. There shall be an

interconnection from ACDB to mains and the complete set of equipment

along with metering. All switches, circuit breakers, and connectors at the

ACDP board confirm to IEC 60947, Part I, II and III.

K) Cables and Wires

The cables are designed to withstand the demanding environmental

conditions for rooftop installations. For installation,

The latest BIS / IEC codes / standards shall be followed. Cabling in the yard and control room shall be carried out as per IE

Rules. All other cabling above ground shall be suitably mounted on cable trays, pipes or trenches with proper covers.

All connections shall be made through suitable cable/lug/terminals;

crimped properly and with the use of Cable Glands.
