Dear parents and carers

Starting primary school is a huge milestone for you and your child. If your child is due to start primary schoolin 2014, I hope that this brochure will help to clarify the process of deciding which school is right for yourchild by providing useful information about the different types of primary schools in Southwark. I regularlyvisit our primary schools, and I can assure you that by choosing to send your child to a Southwark school,your child will go to a school that maintains some of the highest standards in the country.

Last year the majority of our primary schools have been rated as good or outstanding by Ofsted. Our KeyStage 2 results in the core subjects of English and maths are now some of the best in London and above thenational average. In addition to providing strong academics, our schools are also a place where children areencouraged to succeed in a nurturing environment. Southwark Council regularly work with schools tomaintain a high level of cultural and sporting activities so that their education remains well-rounded.

As well as maintaining high academic standards, I am pleased that we are also currently delivering one of theFairer Future promises by offering free healthy schools meals to all primary school children throughout thisyear (2013/14).

Applications for our primary school places will only be accepted online. To access an online application formplease go to www.southwark.gov.uk/schooladmissions. If you don’t have access to the internet, or feelyou need assistance in completing an application, please go to one of our Southwark libraries where staff willbe more than happy to help you. Last year, parents found our apply online sessions very helpful, so please goalong to one of these sessions if you need help with applying online.

It’s important that when you select the six preferred schools you’d like your child to attend, that you readthrough this brochure carefully so that you understand what each school offers. I would also advise you toattend one of the open days so that you can tour the school and meet the teachers. That way you know youare selecting a school for your child where they will thrive and meet their full potential.

What should parents/carers look out for?

■ The admissions process starts.

■ Contact schools for a copy of their prospectus and details of when you can visit for open days/evenings. We strongly adviseparents to visit schools before naming them as a preference on the application form.

Visit as many schools as possible

■ Parents and carers are strongly encouraged tovisit schools to see what each has to offer.

■ If you are interested in applying for a school, lookat their oversubscription criteria in detail beforecompleting the common application form andlisting it as a preference. If your child meets someor most of a school’s criteria, then they will havea greater chance of being offered a place overanother child who doesn’t meet the criteria.

When can my child start primary school?

■ If your child was born between 1 September2009 and 31 August 2010, your child is dueto start primary school in September 2014.You must start applying from September2013 and submit your application before theclosing date on Wednesday 15 January 2014.

■ Compulsory school age is set out in section 8 of the Education Act 1996 and The Education(Start of Compulsory School Age) Order 1998.

■ A child reaches compulsory school age on theprescribed day following his/her fifth birthday (or on his/her fifth birthday if it falls on aprescribed day). The prescribed days are 31December, 31 March and 31 August.

■ Families can request that their child’s entry isdeferred until later in the academic year or untilthe term in which the child reaches compulsoryschool age.

■ This means that a child born between 1 April and 31 August will reach compulsory school age on 31 August, that is, during the summerterm. Therefore, entry cannot be deferredbeyond the summer term of the year for whichthe place was offered.

■ Families can also request that their child take up the place part time until the child reachescompulsory school age.

Different types of primary schools in Southwark

There are five types of mainstream primary schoolsin Southwark. All schools follow the nationalcurriculum and are regularly inspected by the Officefor Standards in Education (Ofsted). For childrenstarting school in Southwark there are 73 primaryschools to choose from.

Community schools There are 37 communityschools in Southwark. Southwark Council is responsible for the arrangements for admitting children.

Voluntary aided schools There are 12 Church of England and 12 Catholic primary schools inSouthwark. The school’s governing body isresponsible for school admissions and decides how pupils are admitted.

Academies There are five primary academies(including one all through academy for childrenaged three to 18) in Southwark. The Academy Trust is responsible for school admissions anddecides how pupils are admitted.

Foundation schools There are three primaryfoundation schools in Southwark. The school’sgoverning body is responsible for school admissionsand decides how pupils are admitted.

Free schools There are four primary free schools in Southwark. The school’s governing body isresponsible for school admissions and decides how pupils are admitted.

Non community schools, (academies, voluntaryaided, foundation and free schools) are their ownadmissions authority responsible for setting theirown admission arrangements. Southwark Council’sschool admissions team coordinates admissionapplications to all schools. In cases where a decisionnot to offer a place has been made, parents/carerswill need to contact each non community school for further details.

Admission authorities are responsible for ensuring thattheir arrangements are fair, clear and compliant withcurrent regulations. If you have a query about a particulararrangement, you must raise it directly with the relevantadmission authority. If your query remains unresolved and it relates to a Southwark school, please contact ouradmissions compliance officer by email [email protected]

You may also raise any objections to admissionarrangements with the Office of the Schools Adjudicator.Please see page 72 for details on how to contact them.

Information about applying

Before you start applying there are a few things youneed to know.

■ If you are a Southwark resident you must applyonline by visitingwww.southwark.gov.uk/schooladmissions

■ If you live in another borough you must completethe admission application for the borough inwhich you live, even if you would like to apply fora school in Southwark.

■ When applying for a school place you mayexpress a preference for up to six schools whetherthey are in Southwark or in another borough.

■ Some schools need to collect information that is not included on the admission application. Theyrequest this information using a supplementaryinformation form (SIF). The school will use theinformation you provide by comparing it againsttheir published admissions criteria. For example, a faith school will require evidence of churchattendance.

■ You must complete a SIF if the school you havelisted as one of your preferences requires this.Please view the individual school’s page withinthis brochure to check if a SIF is required.

■ The SIF will be available from the school and mustbe completed and returned directly to the school.Please check the individual deadline date forreturning the SIF with each school.

■ The online application will not be valid unless it is submitted by 23:59 hours on 15 January 2014.You will then receive an application referencenumber by email confirming that your applicationhas been submitted successfully. If you do notreceive this email please submit your applicationagain as it will not have been submittedsuccessfully.

■ Where a SIF is also required alongside anadmission application your application may be

invalid or your chance of a place reduced unlessboth the forms have been fully completed andreceived at the correct addresses by the closingdates. Please note that you will also need to signthe SIF before sending it to the school.

When can I start applying online?

■ You can start applying online from 1 September 2013 atwww.southwark.gov.uk/schooladmissions

■ If you do not have a computer at home or do not have internet access, Southwark council’slibraries and one stop shops offer free access tothe internet with staff on hand to help. To findyour local library or one stop shop contactSouthwark Council’s customer service centre on 020 7525 5000.

How do I apply online?

Online school admission applications are quick andeasy to do. All you will need is an email address toregister with www.eadmissions.org.uk, whichshould take approximately five minutes. Don’t worryif you do not have an email address. You can signup for a free email account by reading our leaflet‘Registering for an email account’ which can berequested from the school admissions team bycalling 020 7525 5337.

Step 2 Registering to apply online

This is the first time I am applying online usingeAdmissions. What should I do?

■ If this is the first time you are applying for a schoolplace on the eAdmissions website, you mustregister to apply online. It is important that theperson registering has parental responsibility for thechild and that they both live at the same addressthat has been stated on the online application.

■ You will need to click on ‘Register to applyonline’. Once you have registered, you will be sentan email with your user name and instructions.Follow these instructions and you will be sentanother email with your password.

■ The email will also contain a web link which willtake you to the eAdmissions log in page to startyour application.

I have applied online before using eAdmissions.What should I do?

■ If you have used the eAdmissions website before toapply for a school place for any of your children youdo not need to register again. You will need to clickon ‘Login to an existing account’ or ‘User login’and log in with the same user name and passwordthat you used when you previously applied online.

■ If you wish to change any of your personal detailse.g. your address, email or phone numbers pleaseclick on ‘Edit your details’. You can then makethe necessary changes but you must ensure youclick ‘save and continue’.

■ If you have forgotten your user name andpassword you must contact the technical supportteam by telephone on 020 8255 5555 (option 1)who will be able to assist you.

Step 3 Completing the application

■ Each page on your screen will explain what youneed to do as clearly as possible with a ‘Help’button at the top of the page which you can clickon if you need further guidance.

■ It is your responsibility to check that the onlineapplication is fully completed and that you enterthe details correctly. Failure to tick certain boxes,e.g. the sibling box, will mean that the siblingcriteria will not be considered when yourapplication is being processed.

■ You must ensure that you click ‘Save and continue’each time you complete a page of the application.

When and how do I submit theapplication?

■ When you have completed your application you must submit it by the closing date of 15 January 2014.

■ Use the ‘Submit Application’ button to submityour application. Once you have submitted youronline application the system will show asSubmitted and show the date, time and versionnumber of the submitted application.

■ You will also receive an email confirming detailsof your application and will be given a uniqueapplication reference number similar to this: 210-2014-09-E-002100. If you do not receivesuch a number it means your application was not submitted successfully and you must trysubmitting it again as the school admissionsteam will not have received it.

Southwark Council cannot acceptresponsibility for applications which are not received by the closing date.

Can I change my preferences once Ihave submitted my application?

■ If you have submitted your online applicationbefore the closing date you are still able to makechanges to it. If you do go back and make furtherchanges you must save and submit yourapplication again before the closing date.

■ After the closing date Southwark Council’sschool admissions team will accept the lastsubmitted version of your application.

These will be held during the autumn term atschools and libraries across Southwark and ourschool admission officers will be available to giveyou one to one advice.

Please view the individual school’s page from page 25 onwards to check if a SIF is required. The SIF will be available from the schools and must be completed and returned directly to the school. Please check the individual deadline date for returning the SIF with each school.

■ If you are providing additional information to support your application such as a medical letter make sure you submit these by post to the school admissions team before the closing date of 15 January 2014.Please see the back of this brochure for the school admissions postal address.

■ It is important that you keep a copy of your final completed application and note down the reference number as you will need it to get the results of your application when theybecome available online during the evening of 16 April 2014.

■ If you experience any technical difficulties or have any questions regarding the eAdmissions website you can contact the London Grid for Learning, which administersthe website on 020 8255 5555 and select option one.

How the decision to offer a school place is made

■ The schools listed as preferences on your application are considered individually.

■ If you have listed any schools outside ofSouthwark, we will send your preference/s tothose boroughs electronically.

■ Once all applications have been received theadmissions authority for the school will considerthem all and if more applications have beenreceived than there are places available, theschool’s admissions criteria will be applied to all applicants.

■ Depending on the type of school you haveapplied to the decision to offer a school placewill be made by:

Community school – Southwark Council’sschool admissions team apply their admissioncriteria (see page 19) and prioritise the order of offers.

Academies, voluntary aided, foundation andfree schools – the governing body of the schoolapply their admission criteria and decide onwhich applicants receive a school place. To vieweach school’s admissions arrangements pleasesee page 25 onwards.

■ Once all schools have prioritised applicationsbased on their admission criteria, they willprovide a ranked list to Southwark Council’sschools admissions team.

■ Where a child can be offered more than oneschool they have applied for, the ranked orderwill be used to offer the child the highest of thepossible offers.

■ Your child will only receive one offer of a school place.

■ If your child is a Southwark resident and it is notpossible to offer him/her a school you have listedas a preference, we will offer an alternative place at a school with capacity. This is likely to be the nearest Southwark school to the child’shome which has a vacancy.

Offer of a school place

■ You will be able to view the results of yourapplication on the eAdmissions website duringthe evening of 16 April 2014. You will also besent a letter by first class post on 16 April 2014which will provide more information regardingthe decision and what to do next.

■ Application results will not be provided over the telephone.

■ Please note that the offer of a school place isconditional until proof of address has beenconfirmed by the school.

■ Original copies of the following will be required:

– Child benefit documentation or if you are no longer eligible to receive child benefit, a letter from HMRC confirming that you were previously in receipt of child benefit.

– Council tax bill

– One other proof of address, for example bank statement, TV licence, credit card or store card statement.

If the council has reason to suspect that a family does not live at the address stated, we willcarry out an investigation. Should we discover that a parent is making a fraudulent claim theoffer of a place will be withdrawn.

Respond to your offer of a school place

■ If you wish to accept your child’s offer of a schoolplace you do not need to inform us. Your offer willbe automatically accepted if you are a Southwarkresident and forwarded to the allocated schoolafter 30 April 2014.

■ If you are rejecting your child’s offer of a schoolplace, you must complete the slip attached to youroffer letter and return it to Southwark Council’sschool admissions team by 30 April 2014 so thatother children may be offered the place. You mustalso inform us in writing of any other alternativesuitable arrangement for education that has beenmade for your child.

■ If you do not notify us of an alternativearrangement for your child’s education by 30 April2014 we will forward their name to the school thathas been offered/allocated in his/her offer letter.

If you are not offered a school of your preference

Waiting lists

■ If it was not possible to offer a place at one ofyour preferred Southwark schools and we haveallocated an alternative school, your child’s namewill automatically be put on to the waiting lists of schools’ which were named as a higherpreference on your application.

■ Southwark Council’s school admissions team holdwaiting lists for all Southwark schools and do sountil 31 August 2014.

■ You may also ask for your child’s name to beadded to the waiting list of any out of boroughschools listed on your application form.

■ The school admissions code requires admissionauthorities to hold their waiting list strictly inorder of the priorities of their admissions criteria.Please note, if your child's name is added to aschool's waiting list, their position may go up ordown the list depending on whether any lateapplicants have been added and how theadmissions criteria applies to these children (i.e. if a late applicant meets a higher admissionscriterion than others already on the list, they willbe given a higher waiting list position). This then

ensures that if a vacancy arises at a school at any time, the admissions criteria is used todetermine which child is offered a place from thewaiting list.

■ If a conditional offer made from a waiting list is not accepted within five working days it will bewithdrawn and offered to the next child on the list.

■ If you change address whilst on a waiting list,evidence of the new address will be requiredwhen measuring for the home to school distance criterion.

Appeals

■ You can appeal against the decision not to offeryour child a place at a preferred school. Please seebelow for further information on how to appeal.

Community schools

■ If you were unsuccessful in being offered a placefor your child at one of the Southwark communityschools and would like to appeal, you will need tocomplete and return the infant class size appealform by the set date.

■ Your offer letter will give you information abouthow and when to appeal.

■ Independent appeal panels will consider allappeals and the hearing will be clerked by anindependent appeal clerk. You will be able toattend the hearing.

■ Appeals are heard June/July. This is to allow formovement after the offer date.

Southwark non community primary schools

■ If you were unsuccessful in being offered a place for your child at one of the Southwark non community schools you will need to contactthe school/s directly.

■ They should then be able to give you furtherinformation about how to appeal and send you a copy of their own appeal form.

What happens after the closing date?

Before submitting an infant class size appealplease note the following:

The School Standards and Framework Act 1998(SSFA) limits the circumstances in which anindependent appeal panel can uphold an appeal. Ifthe admission of your child would exceed the classsize limit of 30 children an appeal can only beupheld if the panel is satisfied that:

1 The admission of additional children would notbreach the infant class size limit; or

2. The admission arrangements did not comply withadmissions law or were not correctly and impartiallyapplied and would have been offered a place at theschool had they been applied correctly andimpartially; or

3. The decision to refuse admission was not onewhich a reasonable admission authority would havemade in the circumstances of the case. Whenconsidering whether the school acted unreasonably,the panel must consider if the decision was perversein light of the admission arrangements and/or notbased on the facts that were reasonably available tothem at the time the decision was made.

You will need to give reasons for your appealdetailing:1. Why you believe the admission arrangements werenot properly implemented in your child’s case, or

2. Why you believe the arrangements were contraryto the School Admission Code and the SSFA; or

3. Why you believe that the admission decision wasunreasonable based on the information provided atthe time of making the application for a place at thepreferred school.

More detailed information about the appeal processcan be found by contacting Southwark Council’sschools admissions team on 020 7525 5337 or byobtaining a copy of the School Admission AppealsCode of Practice from the Department forEducation (DfE), see contact details on page 71.

Late applications

■ Applications received after 15 January 2014will not be considered for a place until after theinitial offer of places on 16 April 2014.

■ However, under exceptional circumstancesSouthwark Council’s school admissions team can accept a late application where it considersthere are exceptional circumstances. Forexample, if you have moved into Southwarkbetween 15 January 2014 and 14 February 2014your application may be accepted subject to validproof. Confirmation of the move including thedate will be required.

If you are submitting a late application you willneed to complete a paper form as the onlineapplication system will not be available after theclosing date. You can download the form atwww.southwark.gov.uk/schooladmissionsYou can also request the form from the schooladmissions team by calling on 020 7525 5337.

■ All other late applications received after 15 January 2014 will not be considered for aschool place until after the initial offer of placeson 16 April 2014.

Change of address after you havesubmitted your application form

The role of parent partnership is to give parentsaccess to confidential and impartial information,advice and support so parents can make informeddecisions about their child’s education. This isachieved by working in partnership with parents,providing information, services and training, workingwith relevant agencies and ensuring parents’ viewsinfluence local policy and practice.

What you can expect from the parent partnership team:

■ A response to enquiries by phone, email or letter within five working days in term time.

■ The parent partnership team telephone line willbe open between 9am and 4pm, or if the phoneis busy you will be able to leave a message on the confidential answer phone.

■ Regular sessions held during term time whereparents can make an appointment or drop in to meet them to discuss you child’s education.

■ Information sessions held for parents andprofessionals.

■ Advice and support for parents and carers with admission appeals for primary andsecondary school.

Oversubscription criteria (for all years excluding nursery)

In the event of there being more applications thanplaces available, places will be allocated in thefollowing order of priority:

1) Children in public care (Looked After Children)and children who were looked after but ceased tobe so because they were adopted (or becamesubject to a residence order or special guardianshiporder) [see note (a)]

2) Children with siblings who are already on roll atthe school and will still be on roll at their date ofentry [see note b]

3) Children with exceptional medical, social orpsychological needs, where it is agreed by the LocalAuthority [“LA”] and the headteacher that these canbest be addressed at a particular school [see note c]

4) Children living nearest to the school as measuredby a straight line from the child’s home to the mainschool gate [see note d]

Notes(a) A ‘looked after child’ is a child who is (a) in thecare of a local authority, or (b) being provided withaccommodation by a local authority in the exerciseof their social services functions (see definition inSection 22(1) of the Children Act 1989) at the timeof making an application to a school.

(b) Sibling includes full, half, step, foster andadopted brother or sister living in the same familyunit and at the same home address as the child.

The home address is where the parent/carer livesand the child permanently resides unless otherwisedirected by a Court Order. This will also apply toinformal care arrangements. Where a child spendstime with both parents/carers in separate homesand both have parental responsibility, the school willneed to establish where the majority of schoolnights (Sunday to Thursday) are spent. This will thenbe treated as the home address.

Siblings attending the nursery or in Year 6 who willbe transferring to secondary school will not beregarded as a sibling under this criterion.

(c) Supporting evidence to substantiate that the childor their family has a medical, social or psychologicalneed must be provided at the time of application. Theevidence must be in a written format and should setout the reasons why, in their view, a particular schoolis the most suitable and the difficulties that would becaused if the child had to attend another school.

This evidence must be current and either from thechild's registered general practitioner or any anotherrelevant qualified professional that the child has beenreferred to and/or who is providing directcare/support/treatment to the child on an ongoingbasis in their professional capacity e.g. a child oreducational psychologist, a child psychiatrist, anorthopaedic consultant or a social worker.

(d) The LA uses the eastings and northings linked toan applicants address to calculate a straight line ‘asthe crow flies’ distance measurement to all of ourcommunity schools in Southwark which isgenerated by our Capita pupil database.

If a child lives in a block of flats where a communalentrance is used, the LA will use the grid referencesfor the block, not for the individual flat. Whendealing with multiple applications from a block offlats to the same community school, lower doornumbers will take priority.

(e) Tie break -Where a school becomesoversubscribed once all the criteria have beenapplied, places will be offered to children livingnearest to the school measured by a straight line asdescribed under criterion 4. If however there is a tiebreak lots will be drawn to decide which child isoffered a place.

(f) A child’s attendance at a co-located nursery classdoes not guarantee admission to the school forprimary education. A separate application must bemade for transfer from nursery to primary school.

(g) Multiple births – if only one place is available atthe school and the next child who qualifies for aplace is one of multiple birth siblings, Southwarkcommunity schools will admit all qualifying siblingsas ‘excepted pupils’ by going over their publishedadmission number.


Parents are advised that websites such as www.googlemap.co.uk will not give an accuratemeasurement and cannot be relied on for school admissions purposes. Also the school finderfacility on Southwark Council’s website gives approximate distances to schools based on postcodesalone and cannot be relied on to identify the school which is the closest to an actual address.

Southwark Council has experienced an increase in demand for places. This growth is forecast tocontinue and will require an increase to the number of forms of entry provided in Southwark’sprimary schools. It is our aim to have finalised the locations of additional forms of entry forSeptember 2014 later in 2013. We will publicise these on our website (www.southwark.gov.uk/schooladmissions) and in our libraries.

In order for young people to get the best outof their education it is important that theyattend school regularly, they arrive on time,and that they get the right support to helpthem reach their potential. The early helpsupport service is available through yourschool to provide some of this support.

School attendance

The early help service monitors school attendance andexclusions and helps schools and parents meet theirlegal responsibilities. Our officers work closely withschools to improve levels of attendance andbehaviour, and will always try to work in partnershipwith parents to resolve any difficulties.

If your child is too unwell to attend school, youshould contact the school straight away and tell theschool when you expect them to return.

The council and government expect that parentswill not disrupt children’s education by taking them on holiday during the school term.Headteachers may authorise up to ten days ofabsence but only if they believe that this will notdisrupt the child’s education.

If your child is absent for more than ten dayswithout the headteacher’s agreement, you may risklosing the school place. Please speak to the schoolbefore making your travel arrangements.

Child employment

Safeguarding your child

Schools and Southwark Council have a legal duty tosafeguard pupils and promote their welfare andwellbeing through effective links with parents andcarers and child protection procedures. They mustconsider reporting any unexplained injuries; unusualbehaviour or worrying things said by or about thechild and will not take risks with the safety orwelfare of your child.

■ Good communication is very important betweenhome and school about any accidents, illness orupset that might be affecting your child

■ If you cannot collect your child from school on time,you must contact the school as soon as possible

■ You must give your child’s school your contactdetails and details of a relative or friend who iswilling to act as an emergency contact

■ A referral to children’s social care will notnormally be made without discussing this withyou first but please make sure that the schoolknows how to contact you

■ If you are looking after a child who is not a closerelative for more than 28 days, you will need toregister this as a private fostering arrangement sothat you and the child can be properly supported

■ If you think that your child is being bullied byother children (including upsetting text messagesor via the Internet) you must report this to theirteacher, head of year, form tutor or class teacher

A headteacher may exclude a child in response toserious breaches of the school’s disciplinaryprocedures. Advice for parents regarding exclusionsis available from Southwark Council’s pupil inclusioncoordinator (exclusions) on 020 7525 2687/2699.

Private fostering

If you are looking after a child or young person whois not a close relative for 28 days or more you mustinform Southwark Council on 020 7525 1921. Theywill make sure that you and the child are givensupport and will also be able to tell you about otherservices which might be helpful.

Education psychology

Educational psychologists have been specially trainedin how children develop and learn and they have adetailed understanding of the school environment.They can work with children, parents and teachingstaff to help resolve problems that can affectlearning. If your child would benefit from supportfrom an educational psychologist the school willrequest this from the early help service.

Education when away from school

Schools have to provide continued education for anypupil who is unable to attend school for a period ofup to 15 school days. Your child’s school will makearrangements for setting and marking school workto do at home. However, you must first contact theschool to put these arrangements in place.

If your child is likely to be out of school for morethan 15 school days, tuition will need to beprovided in your home. The school or parent mustinform Southwark Council in writing as soon as it isknown that the absence is likely to be more than 15days. Evidence relating to the child’s absence mustalso be supplied from the child’s GP, consultant, orsocial worker confirming that the pupil is unable toattend school.

All pupils in Southwark primary schools are currentlyoffered free, healthy school meals.
