Introduction A large number of immigrant servants and floating labourers, chowkidars, plumbers, electricians and other casual labourers come to Delhi/New Delhi in search of employment. some of them are of dubious character and have previous involvement in crime. The employers in many cases have no idea about their background. Some domestic servants have been found responsible for heinous crimes like murders, robberies etc. Inspite of our advising the public through the press, T.V., Cinema slides, hand-bills and through personal contact, instances continue to be reported where complete strangers were accepted as domestic/private servants, chowkidars, plumbers, electricians and casual workers who have later decamped with cash and valuables. The employers could not even produce their photographs and addresses. At times, people employ them without any recommendation and knowing nothing about them. If we look at crime figures, domestic servants in Delhi have been found involved in 5 cases of murder in 2005, 6 cases each in 2006 & 2007 and 4 cases each in 2008 & 2009. Similarly, domestic servants were involved in 4 cases of robbery in 2005, 3 cases each in 2006 & 2007 and 2 cases each in 2008 & 2009. As far as registration of servant theft cases is concerned there were 265 cases in 2005, 286 cases in 2006, 256 cases in 2007, 266 cases in 2008 & 227 cases in 2 . As is clearly evident from these statistics, a perceptible decline has been noticed in the incidence of crime committed by domestic servants. This decline can be attributed to public . cooperatlon in getting their domestic servants registered with the police and sincere efforts by respective Police Stations in getting the particulars of such domestic servants rerified. This Standing Order seeks to put in place a streamlined system of registration If domestic servants, private employees and chowkidars etc. employed by individuals, tesident Welfare Associations, Market Associations etc.

Sub:- Registration of domestic servants/private employees/plumbers/chowkidars etc.

****1. Introduction

II. Need for Constant Liaison:

It will be important for all field functionaries such as SHOs, Division Officers

and Beat Staff to keep in mind that an unregistered servant can pose a safety and

security risk to the employer/house-owner. Division and Beat Staff should, therefore,

maintain constant liaison with employers who, despite police request, may not want to

have their servants registered with the police, and sensitize them about the advantages

of doing so. This process should be attached added importance in the case of senior

citizens staying alone.

m. Registration:

For the convenience of employers, servant registration forms as shown in

Annexure-A' have been made available on Delhi Police website

www.delhipolice.nic.in and copies of the same are available in all Police Stations.

Employers may deposit the duly filled up form in respect of their employees in their area

Police Station and gets a receipt for the same. Beat Officers may also visit the

employer's residence, request him/her to fill in the form and deposit the same in the

concerned Police Station.

The following procedure shall be followed for registration of the particulars of

the domestic servant, private employee, plumbers, chowkidars etc.:-

1. A receipt for every completed form received in the Police Station should be

given to the employer.

2. The SRR No. should be a unique key based on the following format: .

DistrictlP.S./Year/Month/S.No. of the month e.g. CD/DG/1 0110/0001 for Form

No.1 received in October - 2010 in P.S. Darya Ganj of Central District

3. The SRR No. at which the details are entered in the Register should be

mentioned on the receipt.

4. Verification of employees who are residents of Delhi shall be done by the

concerned Police Station in a time bound manner. The result of these

enquiries will be entered in the relevant column of the register.

"5.' All out-station Servant Registration Forms of the Districts should be sent

centrally from the OCP Office and reminders be issued to the concerned S.P.

periodically if the verification is not received.

6. To verify the address of the individual, the electorate list of the concerned

State should also be checked from the concerned State/Election Commission

Website.

On receipt of result of verification, an entry shall be made in the appropriate

column of the servant registration register and employers shall also be informed of the

result thereof under proper receipt as per Annexure - '8'.

~V. Centralised data base

All Districts shall ensure that details of servant registration form shall be

updated on computer as per format already circulated by the SCRB and a consolidated

report of all Police Stations shall be sent to the SCRB on e-mail-ID acp-scrb-dl@nic,ih

or in a CD for maintaining and updating a centralized database of servant registratioh

till the provision of online database for servant registration is made.

I. Checking of Register

The above register shall be checked every fortnight by the SHO and every month

y the ACP concerned. They shall record their remarks clearly for the guidance of their

. .ibordinate officers. SHOs shall send a fortnightly statement to their respective Add!.

sP/DCsP through ACsP, who in turn, after consolidating the reports, shall send the

une with their observations to the Jt.C.P. concerned for his perusal. A fortnightly

stement shall also be prepared giving the following information and shall be sent to
