Introduction
The Standards for Libraries in Higher Education are designed to guide academic libraries.
Libraries must demonstrate their value and document their contributions.
These Standards were developed through study, emerging trends, higher education, and accrediting practices.

History
In 1894, the New York State University adopted a statement of “Minimum requirements for proper library standard” (Qureshi, 1982).
Approved by the ACRL Standards and Accreditation Committee and the ACRL Board.

The first edition of the CLS was published in 1959.Subsequent editions were published in 1975, 1986, 1995, and 2000.
Standards for university libraries were first issued in 1979 and revised in 1989.

In June 2004, the ACRL Standards and Accreditation Committee approved the document for revision.
In 2009, ACRL President Lori Goetsch suggested to review and revise the standards.
In March 2011, a draft of the standards was published on the ACRL website .

Authority for Developing Standards
The authority of type-of-activity divisions to develop standards is described in the ALA Constitution and Bylaws, Article VI, Section 3(d) which states, “Type-of-activity divisions may develop and adopt technical standards as official ALA standards.

Standards Structure
The Standards assume that libraries:
1. identify and select performance indicators that are congruent with their institution’s mission and contribute to institutional effectiveness;
2. add performance indicators that apply to the specific library type.
3. adhere to the principles.

1.Services Standards
Define a level of excellence or adequacy in performance of library service, typically for a certain type of library or library user.
Examples are: ACRL “Standards for College Libraries,” and “Standards for Cooperative Multitype Library Organizations.

2.Procedural Standards
Describe an acceptable or agreed-upon method of accomplishing a particular type of library activity or task.
Examples are: Anglo-American Cataloguing Rules, and “National Interlibrary Loan Code”.

3. Educational Standards
Describe requirements for acceptable library education programs.
An example is the “Standards for Accreditation of Master’s Programs in Library & Information Studies.”

4.Technical Standards
ALA does not usually issue this type of standard but may collaborate on development with external organizations.
Examples of the broad range of technical standards are: NISO Z39.2, Bibliographic Interchange Format, (the basis for the MARC formats) NISO Z39.9, International Standard Serial Numbering (ISSN).

Pakistani Perspective
The literature has not been systematically identified, listed, and reviewed.
Need to identify and list the substantive available literature, make some concrete recommendations for future efforts. Our focus will be on the literature related to ‘standards for libraries’, not On standardization

Pakistani Perspective
Efforts for Formulating Standards: some initial work had been done during the past five decades.
Unfortunately, there had been a lack of coordination and recognition of some good work done by others.
Some work seemed to have been done by the students of the Institute of Education and Research, University of the Punjab (Nawaz, 1968).

Formulation of standards has become critical now due to the changed information environment.
Need to work systematically, standardization and revision
It is recommended that the PLA should create a permanent structure to work on this area.
