IntroductionAbout Standards Organisation of Nigeria Standards Organisation of Nigeria was established by

Act. No.56 of 1971  and various amendments thereafter which vested it with the authority for:

• Standards elaboration• Specifications• Quality assurance of systems and processes • Regulation of locally manufactured and imported

products and services • Metrology Services

Services Rendered by SON that relates to Weed Science/Management and

PesticidesA. Elaboration of Standards, Codes and Guidelines

relevant to all sectors. e.g. NIS ISO 1726:2000Road Vehicles – Mechanical

coupling between tractors and semi-trailers Interchangeability.Standards for Cassava Products and Guidelines for Export, NIS 459:2004 Standard for cassava roots

• NIS 641:2010 Standard for weight and measures for agricultural products

• NCP 10: 2009 Code of practice of practice for handling storage fertilizers

• NIS OIML D 10 Guideline for the determination of calibration interval of measuring instruments

B. SON Conformity Assessment Program (SONCAP) for Imported Products (Safety Footwear, Overall coats, Sprayers, Tractors, Herbicides etc…)

Services Rendered by SON that relates to Weed Science/Management and

Pesticides ( Continued…)C. Mandatory Conformity Assessment Program (MANCAP)

for Products manufactured in Nigeria and Product Registration (Safety Foot wears, Safety goggles etc.)

D. Metrology :The Section undertakes Scientific and Industrial Metrology and renders calibration services in the following areas;

• Temperature• Mass• Pressure• Volume• Dimension etc…

Nigerian Industrial Standards (NIS) are formulated to encapsulate the relevant criteria to ensure that a material, product or procedure is fit for the purpose for which is intended. More also, Nigerian Industrial Standard has been divided into six(6) categories:– Glossaries or definitions of terminology– Dimensional standards– Performance standards– Test Methods/ Test Codes– Codes of practice, and– Measurement standards.

Categories of Standards Elaborated in SON

Equipment for the application of pesticides

The major equipment used in the application of Pesticides range from

• Hand Operated sprayer

• Motorized sprayer

• Boom sprayer• Air-blast sprayers

Equipments for the application of pesticides (Continued.. )

• Granular applicators

• Aerial Applicators • Other applicators

Standards Organisation of Nigeria ensures that all this equipment meet up with relevant standards before being sold or imported into Nigeria.

Some Regulated PPE relevant to Pesticides and weed

Management• Coveralls• Chemical Resistant Suits, Gloves,• Footwear, Aprons, and Headgear.• Protective Eyewear• Respirators

Relevant Standards, Guidelines and Codes to the Application of Pesticides and related

equipments• NIS 321 Standards for agricultural engineering machinery• NIS 336:1997: National guidelines/levels for radio-nuclides in• foods and food products• NIS OIMLR 112 High performance liquid chromatographs for

measurement of pesticides and other toxic substances• NIS ISO 1726 Road Vehicles – Mechanical coupling• between tractors and semi-trailers Interchangeability• NIS ISO 1726-2: Road vehicles-Mechanical couplings between

tractors and semi-trailers part 2-Interchangeability between low-couplings tractor and high-volume semi-trailers.

• NCP D2013 : Code Of Practice For The Application Of Pesticide On Cocoa

• NIS 263: Specifications for safety foot wear

SONCAP Import Procedures and

Requirements for Pesticide Applicators and PPEs

• The SONCAP Import scheme entails two mandatory processes of verification of product quality to meet specified standards such as NIS, International Organisation for Standardisation (ISO), and International Electrotechnical Committee (IEC) and approved standards of other Nations among others. The processes are:

• • Product Certificate 1 (Unregistered Status) or Product Certificate 2 (Registered Status) or Product Certificate 3 (Licensed Status)• Certificate of Conformity (CoC)• SONCAP Certification (SC)

• These documents are mandatory for importation and Customs clearance of SONCAP regulated goods under the import requirements of the Federal Government of Nigeria.

SONCAP Import Procedures and Requirements for

Pesticide Applicators and PPEs

• The SONCAP compliance procedures are designed to provide flexibility in the testing of regulated products by exporters. Any exporter is at liberty to select any of the IAFs laboratories(International Accredited Forum; world association of Conformity Assessment Accreditation Bodies) or approved Accreditation Agents laboratories which will be used for testing the samples.

Post Harvest Impact of Pesticide application on Cassava and Standardisation activities

• Prior to the approval of cassava & its derivatives (and most for exported crops) for export, pesticide residue analysis are usually required.

Thus, the need to ensure that pesticides applied on farm and in storage are within acceptable levels as provided in relevant standards (NIS, CODEX, ARSO etc.)

Standards Organisation of Nigeria boasts of one of the few accredited Food Technology Laboratory in Nigeria and indeed Africa.

Post Harvest Impact of Pesticide application on

Cassava and Standardisation activitiesThe availability of an Accredited Lab in

Nigeria helps ensures: • The nations agricultural products would

no longer be rejected at the global market.

• The implementation of WTO Sanitary and Phytosanitary (SPS) and TBT agreements.

• Nigerian farmers/exporters save cost (time and money) of exporting commodities due to the elimination ofre-testing of such commodities after export

Food safety requirements in

all Food StandardsCover the following:• Mycotoxin

• Pesticide Residue• Metallic Contaminant• Microbial Contaminant• Chemical Contaminant• Food Additives (Intentional and Unintentional)• Use of Food Grade Packaging Material

Food Safety Management System Registration Mark for certified system

Promoting quality, safety and the standardization of the Nigerian Industrial sector are ways in which Standards Organisation of Nigeria has continually promoted economic diversification and strengthened the agro allied sector . SON has continually encouraged Nigerian products and services to be more competitive thus making Nigerian Products and Services “Made in Nigeria for the world” for the world.

It is however paramount that Collaboration among all Stakeholders as exemplary here today ( with SON, IITA, Farmers, Researchers and Manufactures) continuous to take place to aid the rapid evolution of our great country.

Innovation and Standardisation will keep fostering growth. Nigerian farmers and researchers need to link up in fostering the desired level growth.
