STANDARD OPERATING PROCEDURE (GUIDELINES) FOR SDWos REGARDING ONLINE APPLICATION PORTAL RELATING TO SCHOLARSHIP SCHEMES (PRE-MATRIC/POST:
MATRIC/SIMON SING HORO SPECIAL POST-MATRIC/FINANCIAL ASSISTANCE FOR HIGHER STUDIES/FINANCIAL ASSISTANCE FOR ANM/GNM/TECHNICAL COURSES)
1. INTRODUCTION The Directorate of Tea Tribes Welfare is the implementing body of Tea Tribes Welfare
Department. The Directorate implements a variety of schemes across a wide spectrum ranging
from scholarships for school/college going students, skills & entrepreneurships, start-up grants in-aid for self-employment activities, grants-in-aid to women SHGs etc. These initiatives have
brought about significant improvements in the overall scenario of the Tea Tribes Community.
2. AIM OF THE SCHEME
The aim of the scheme is to provide financial assistance in the form of scholarships to the
students from Tea Tribes community pursuing their studies at various stages of education
starting from Class IX to Graduation, Post-Graduation courses and ANM/GNM/Technical
Courses.
3. DATE OF IMPLEMENTATION The Application System was launched on 14 August, 2020.
4. BENEFIT OF THE SCHEME
The overall process of application for the scheme depended on paperwork and applicants had
to fill manual forms that had to pass through different levels of filtration and processing which
eventually was a time-consuming process and it was difficult for the applicants to track the
status of their own application. With the adoption of online application system, this process
shall become automated and the entire process, right from filling forms to availing services,
shall be transparent, error-free and time-bound.
5. TARGET GROUP
The scheme will target students from Class -1X to Class X for the Pre-Matric Scholarship and
students pursuing studies from Class XI to normal Three Years Degree Courses (BA, BBA, B.Com,
B.Sc, integrated graduate + Post Graduate courses like integrated MBA/ LLB/MSW, etc.) for Post-
Matric Scholarship. The schemes also target students pursuing ANM/GNM/Technical Courses and
higher studies like medical, engineering etc.

5. ELIGIBILUTY CRITERIA The candidate must be a permanent resident of Assam and must belong to Tea Tribes Community and must be able to produce Caste certificate (OBC/MOBC - TGL/Ex-TGL) duly
certified by the Deputy Commissioner of the concerned district or his designated officer,
undertaking on the annual family income not exceeding Rs. 5.00 lakh per annum, letter from
Headmaster/ Principal or admission/fee receipts etc. The details are provided in the scheme-
wise guidelines available in the portal.
6. IMPLEMENTATIONN The SDWO can access their respective portal through their credentials and will be able to view
the Dashboard which will provide facility to check scheme wise application status, overall
pending /verified/not verified/cancelled/ recommended/rejected/ forwarded application.
The SDWOs are to verify each and every applications under Pending Application and if the
documents are found to be in order as per guidelines will place in the Verified' option in the
portal. But however, if found otherwise i.e. the uploaded application is incomplete, uploaded
documents not legible, irrelevant documents etc the application shall be placed in the 'Not
Verified' and 'Cancelled Application' option in the portal. Once the application is placed in the
Cancelled Application' option in the portal the applicant will get a link to apply again.
In case of the Simon Sing Horo Special Post-Matric Scholarship, only the candidates who have
passed HSLC/HS examination under SEBA/AHSEC in the current year are eligible to apply.
Applicants passing out in previous years should be rejected.
The candidates who applied for Simon Sing Horo Special Post-Matric Scholarship are also
eligible for Post-Matric Scholarship but not vice-versa.
During the process of verification of the online applications if any documents appears to be
tampered, the applicant will be called for with the original documents for physical verification
and then decide accordingly for recommending or rejection of the application.
Physical verification of documents is not mandatory for all applicants as it will defeat the whole
purpose of Online Application System unless any doubt arises in case of data/documents
uploaded.
The applications that are 'Verified' shall be printed and placed before Sub-Divisional Beneficiary
Selection Committee (SDBSC) for approval. The list of Verified' applications as approved by the
SDBSC shall be signed by the Chairperson & SDWO in each page and uploaded in the portal as
'Recommended' and 'Forwarded' to the Director for placing it before the State Level Advisory
Committee.
