1. Introduction

This document provides an overview of the solution designed as a part of SANKALP HT applications

development and implementation at MPMKVVCL.

This project will be hosted on URL – https://sankalp.mpcz.in. This project will be used by the HT consumer willing to take New Service Connection for various purposes with supply voltage equal to or above 132KVA. This module will also be used by Madhya Pradesh Chief Electrical Inspectorate officials or authorities for viewing the consumer’s application, approving the application, rejecting the application and various parameters for giving charging permission for the needful to the consumer. The Madhya Pradesh Chief Electrical Inspectorate officials or authorities will be logging in from the user login screen through the dedicated portal for the above mentioned project. There will be a two level of Madhya Pradesh Chief Electrical Inspectorate officials interacting via portal. The Nodal Officer for Madhya Pradesh Chief Electrical Inspectorate will be CE and SE. Both the users have same applications to access and different role to play. Hierarchy of the project will be as below –

The Nodal Officer will login through the User login by “Mail ID” and “Password”. All the Users tagged to the Madhya Pradesh Chief Electrical Inspectorate will have their own

account and will view the application for HT Application willing for Charging Permission from Madhya Pradesh Chief Electrical Inspectorate.

System will assign the Applications to Nodal Officer as per their roles.

Step1: The Consumer applying through sankalp.mpcz.in for HT New Service Connection for equal to or more than 132KVA supply voltage, will

have to register first to proceed with the HT Application filling by clicking on “Registration” (as encircled below)

Step2: The Consumer fills the below mentioned details and register. A system generated User id and Password is sent to the registered mobile

number and the conusmer logins using the same for filling up the HT Application.

Step3: Customer logs-in and fill the details required. He can then submit the HT Application for New Service Connection.

Screen2: Clicks on “नवीन आवेदन के लिए पंजीयन” and click on the link for “उच्च् दाब एन.एस.सी आवेदन” and does the needful to succesfully submit the

application by completing the process.

Step4: The Consumer who has filled HT Application for supply voltage of 132KVA or more needs to take charging permission from Madhya

Pradesh Chief Electrical Inspectorate. One can proceed by clicking on the link provided in the left navigation menu bar as “लवद्युत लनरीक्षक अनुमोदन

हतेु” as shown in the screen below.

Step5: The consumer clicks on the link mentioned above and proceeds for

1. Making payment online through Treasury link provided as “ टे्रज़री भुगतान लिक” (as encircled in RED).

2. Applying for Drawing Approval from Madhya Pradesh Chief Electrical Inspectorate by clicking on the link for “अनुमोदन के लिए नवीन आवेदन”

(as encircled in BLUE).

Step6: As consumer click on the link “अनुमोदन के लिए नवीन आवेदन” (as encircled in BLUE in above screen shot) , the consumer selects the

application from the drop down provided on the application filling through the login for supply voltage of 132KVA and more, does the needful

for filling the details required and uploads the required details.

Screen2: Fills in the necessary details and uploads details as encircled below, consumer can take a print out of the same by clicking on “पेज लिंट

करे” and clicks on “जमा करे”.

Screen3: The Application filled for the permission reflects in conusmer account with the status as “Drawing Approval Initiated” and can view the

details submitted through the link for viewing as “आवेदन इलतहास”

Step7: The Application duly filled will reflect on to the Chief Engineer’s Login, The Chief Engineer will log in through the web portal

sankalp.mpcz.in and proceed with drawing approval which will reflect into SE’s Account for viewing the same, SE will also have to login through

sankalp.mpcz.in.

Step8: Chief Engineer views the application details and takes needful action. He can approve the application or ask clarifications related to the

drawing submitted. He can add his remarks in the “ ” box

Screen 3: If there are no suggestions for change, the drawing can be directly approved by the CE

Step9: If the CE has any clarification, the concerned authority will put a remark for the clarification which gets reflected to the consumer with a

provision to give inputs on the clarification and again proceed the needful.

Step10: The consumer will login as mentioned in the Step 2 Screen 2 and given the clarification on the same through the link provided for the

same.

Step11: The CE Approves the Application for Drawing Approval and Uploads the Approval Letter for Drawing.

Step12: The consumer can view details of his application on the dashboard when he logs in to sankalp.mpcz.in

Screen1: At the icons below the user can view details of his application

Screen2 : The Consumer submits the work initiation information by clicking the check box. Give the work started consent and submits the

needful.

Screen3 The consumer dashboard is available with the status of the application as work initiated.

After the work is completed, the consumer can request for certification from CEI by making payment and then submiting the work completion

report. Payment can be made through Treasury.

Step 13: The Consumer submits the work completion report for the work done

Step 14 : The SE inspects the premise and submits the inspection report

Note: The work completion by the consumer can be done in parts and the isnpection by SE can also be done in parts.

Step15: If everything is found correct as per the approved drawing, and inspection report is marked ‘OK’ by SE then the CE uploads the charging permission.

Step 16: The consumer finally sees the application through the login of sankalp and downloads the certificate or letter for charging permission.
