1 Overview

1.1 Purpose

The purpose of this Standard is to provide information concerning the format, placement and

physical details of cable destination labels and signage within the Low Voltage network.

This Standard is intended to ensure safe and secure operation of a Distributor’s Low Voltage

Distribution System.

1.2 Scope

This standard applies to the Energy Queensland Limited distribution network outside of major

substations.

This standard provides information concerning the format, placement and physical details of site

identification labels, operational identifier labels, equipment labels, cable destination labels and

signage within the distribution network. It is intended to assist designers and construction staff in

specifying, ordering and fitting labels.

Accuracy and consistency of labels is essential as this affects the safety of switching operators,

construction and maintenance staff. Therefore, compliance with this standard is mandatory. It is

not intended that this Standard be retrospective however where labelling and signage is updated it

shall be to this standard where possible.

5 Types and Purpose of Labelling

Labelling assists with the safe operation of the distribution network by clearly identifying electrical

plant items and what they are connected to, these include:

These identify the geographical site within the network. There are various site

types depending upon the equipment installed.

Site Component Labels

(e.g.TR2 for the second

transformer within a GT

station)

In switchgear substations, and in GT stations where there is more component of

a particular type, component identifiers are used to uniquely specify the various

items of plant.

Operational Labels

(e.g. IS38 and SF29 on

the front panel of an

RMU)

Operational labelling is primarily to assist switching operators to identify HV

equipment and validate switching requirements. All operable points on the HV

network are assigned an identifier with which they must be labelled. The

combination of Site ID and Operational Identifier (e.g. SG3887/IS11) is unique

within the Energex network. Switches on the LV network are not assigned

operational identifiers.

Cable Destination Labels

(e.g. TO P587891

JONES RD on a RMU

cable box)

Cable destination labelling is placed at cable terminations, or at the switches

associated with cable terminations. These labels show where remote ends of

cables terminate, or what circuits will be affected when a switching point is

operated. Unlike the overhead network, underground mains cannot readily be

traced without access to records. Destination labels help repair crews to trace

cables and locate any faults.

Feeder Labels

(e.g. EMP2 on a RMU

cable box above cable

These supplement cable destination labels. They identify 11 kV feeders

emanating from a major (switchgear) substation. They are placed at the first

cable termination along the feeder outside the substation, immediately above

the cable destination label.

Operating Sketch Small single line diagrams are affixed to RMUs showing their internal

configuration - the isolators, switch/fuse tee-offs, earth switches and internal bus

linkage. (These diagrams are provided by the manufacturer for certain items of

equipment.

Type Purpose

Other Signage and

Labels

These include Switch Description labels (e.g. Earth Switch, Isolator or Earth

Switch for IS1129), Fuse Compartment labels, Phase Identification labels (e.g.

UVW to CBA), Separate HV & LV Earthing signs and Danger signs. Some of

these labels are fitted by the manufacturer, others by the installation crew.

Some of these signs are standard stores items.

5.1 HV Distribution Equipment Labels

Ergon Energy 5.1.1

For Ergon Energy distribution area, refer Standard for Network Operational Identification and

Naming of Field Switching Devices, STNW1172 and the relevant construction manual e.g.

Overhead or Underground.

Energex 5.1.2

5.1.2.1 Padmount Substations

These are assigned a Site ID – SCxxxxx. The RMU or SFU (CFC or DFD units) within the

padmount is not assigned any component ID. However, the switching points within the unit will be

assigned HV Operational IDs – ISxx, SFxx.

Unused circuits on an RMU or SFU need not be labelled “SPARE”

5.1.2.2 Ground Transformers Stations

These are assigned a Site ID – SGxxxxx. RMUs and transformers within the substation enclosure

carry component labels, e.g. RM1, TR2.

Ground Transformer cable boxes are fitted with cable destination labels if there is more than one

transformer at the site or the transformer is remote from the RMU controlling it.

5.1.2.3 Free Standing RMUs, Switch/Fuse Units or Three-way Isolators

These are assigned a Site ID - Xyyyyy. In older sites, a RMU station may be allocated the same

designation as that of the ground transformer station it controls.

RMUs are usually fitted with operational identifiers, cable destination and site sketch labels. The

other types of labels described are also fitted where applicable.

Switch/Fuse Units (SFU) are labelled similarly to RMUs. However, whereas the switch/fuse is

labelled “TO TRANSFORMER” on a RMU, the HV cable destination is used on a SFU, e.g. TO

SMITH RD P894332.

5.1.2.4 Poles

Poles shall be fitted with site ID labels and cable destination labels where cables terminate on the

pole (optional for minor/service cables).

5.1.2.5 Overhead Equipment

Overhead Equipment such as pole-mounted reclosers, sectionalisers and load transfer switches do not require destination labelling. However, these are fitted with Site ID labels and, where applicable, feeder labels.

5.1.2.6 Underground Cable Joints

There is no requirement to physically label underground cable joints with Site ID, although the technique shown for LV disconnect boxes (refer drawing 6454-A4) may be used.

5.2 Low Voltage Equipment

Operational Labels and Feeder Labels are not used on the LV network. However Site ID and

Cable Destination labelling is very important. All LV switches on the underground network of

operational significance should be fitted with these types of labels.

Cable Destination 5.2.1

Mandatory for all LV distribution cables in the underground distribution network. It is not required

for service cables. Nevertheless, labels may be used on service cables where the destination is

obscure, e.g. down an easement.

Cable destination labels shall be fitted at the following locations:

LV switchboards – free-standing or within integrated padmount substations

Link pillars

Cable terminations on poles

Disconnect boxes

LV Feeder Pillars and Parallel Links (in older urban networks).

Unused circuits on LV switchboards need not be labelled “SPARE”.

Site ID 5.2.2

Normal service pillars, Cross-road pillars, Link pillars and sectionalising pillars shall be fitted with

Site ID labels. Link Pillars will be identified with a label ‘LP’ (refer Drawing 6828-A4).

There is no requirement to physically label underground cable joints with Site ID, although the

technique shown for LV disconnect boxes (refer Drawing 6454-A4) may be used.

6 Label Content

6.1 Cable Destination

Cable Destination shall have the following information as a minimum:

Commence with “To”

Street Address of the Destination Site. The street No. is recommended where there is more

than one site of this type within the street (expect for pole sites). For major buildings or places,

the premise name may be used instead of the street address.

Indication of any TEE connections within the circuit. Where a LV circuit has no ties to other

switchboards, Poles, Link Pillars etc. it is not necessary to list all far end service pillars/live

enbd joints.

Concluded with ‘DIRECT’ or ‘AND SERVICES’, depending on whether there are services off

the circuit, either from service pillars or service tee joints.

Other helpful information may be added at any point in the label. This is particularly important

where there is possibility of confusion between circuits. Information concerning circuit

direction/route may be supplied, e.g. JONES RD EAST, or BANKS RD RHS. (LHS and RHS of the

street is determined by looking outwards from the site and then following the ‘nose’ of the cable to

its destination.) Where two cables have a common source, a common destination and follow

similar routes, these should be designated ‘A’ and ‘B’.

Refer to Drawing 6370-A4 for cable destination label format.

Where a LV cable has no connections to link pillars, poles, disconnect boxes, LV switchboards etc.

(apart from its point of supply), the destination shown on the label shall be either:

the street or premise(s) supplied;

the direction of the outgoing cable (where other options are not suitable);

the street and site ID of the service pillar or live end joint furthest from the supply point

(excluding cross street pillars/pits fed by 16mm cable);

a combination of the above.

It is not necessary to name each street supplied or all pillars at the ends of radials. The aim is

merely to indicate the general area of supply and differentiate the cable from any others in the

vicinity.

Cable destination labelling is not required for service cables. Nevertheless, labels may be used

with these cables where the destination is obscure, e.g. down an easement.

6.2 Site Identification

A ‘site’ is a geographical location where the Distributor’s equipment is installed. A Site ID is

established at the time of installation to identify the asset within the network.

Ergon 6.2.1

For Ergon Energy distribution area, refer the relevant construction manual, e.g. Overhead or

Underground.

Energex 6.2.2

The Site ID consists of a one or two character (alphabetical) prefix, according to the type of site,

followed by a number or name. The type of site depends upon the type of equipment installed.

For example, a pole site may be P123456, a link pillar U98765 or a padmount substation

SC55443.

Overhead and underground sites do not need to have the site type prefix, e.g. P, TW, ST or U,

fitted to the item. Only the number is attached, e.g. 123456. The prefix is included in the site ID

label only on SS, SP, SC, SG, SR or X sites.

For switchgear substations, the identifier following the SS prefix is a three-character entity which

relates to the substation name or location, e.g. SSCPL (Coopers Plains Zone Substation) or

SSAHD (Alexandra Headland Zone Substation).

Where there are multiple pieces of equipment at a site, the site type shall become that of the

predominant type of equipment. For example, a pole carrying a transformer shall be designated

SP123456, not P123456. Likewise an ABS pole shall be assigned an X site ID and not a P site.

For distribution substations, the site includes all plant within the substation enclosure (excluding

poles and cable joints, which are assigned independent site IDs). HV components within sites

shall themselves carry a component label where this is considered necessary or useful (refer

drawing 6815-A4).

However for switchgear substations (SS sites), a single site ID covers ALL enclosures within the

building or parcel of land.

Rate 3 streetlight (customer, owned, installed and operated) poles shall be labelled with a large 3

as well as the site ID.

Not all equipment assigned a site ID requires physical labelling on site, eg underground cable

joints would not normally be labelled to identify them.

Past practices, now discontinued, but still evident within the network include:

o pole site IDs not unique within Energex area. Many older pole IDs need to be combined

with a location code to uniquely specify an asset.

o assigning of ‘W’ sites to customer property poles. These are no longer numbered.

o poles carrying multiple site IDs – one for the pole, one for the street light, one for pole-

mounted equipment etc. These are now combined into a single site ID based upon the

predominant plant item.

o assignment of ‘A’ or ‘AB’ sites for ABSs. These are now assigned an ‘X’ prefix.

6.3 Component and Operational Labels for HV Apparatus

Ergon Energy 6.3.1

For Ergon Energy distribution area, refer Standard for Network Operational Identification and

Naming of Field Switching Devices, STNW1172 and the relevant construction manual e.g.

Overhead or Underground.

Energex 6.3.2

6.3.2.1 Component ID

HV components within sites shall themselves carry a component label where this is considered

necessary or useful.

Generally component labels shall be fitted to all plant within a switchgear substation, and

elsewhere to those components of which there is more than one item installed at a particular site.

For example, a GT station with two transformers and two RMUs would have components labelled

TR1, TR2, RM1 and RM2.

A numeric identifier is appended to the abbreviation. For CBs this is normally a form of digit

number e.g. 2012, for other items this is normally a single digit, e.g. RM2.

6.3.2.2 Operational ID

Certain components, such as RMUs and CBs may comprise more than one operable point. For

example, an RMU typically includes two isolators, one switch/fuse and three earth switches. A

circuit breaker may have an internal earth switch. Each operable point is assigned an operational

ID and labelled accordingly.

Operational abbreviations include:

ES Earth Switch

IS Isolator

SF Switch Fuse

A two-digit number (ranging from 11 to 99) is appended to the prefix, e.g. IS38. The number is

somewhat arbitrary. It is selected so as to be different from any other isolators or switch fuses on

nearby plant or on plant to which cables emanating from the device connect.

7 Physical Details

7.1 Materials

For indoor equipment or labels that are not exposed to the environment, materials shall be UV 2

ply laminated acrylic (Gravoply Ultra or equivalent).

For outdoor equipment, 5251 H38 1.6mm thick anodised aluminium plate to AS 1734.

No other types of labelling material can be used e.g. Dymo tape is not acceptable as a labelling

material.

Site ID labels vary according to the type of equipment to which they are attached. For timber

poles these are stamped aluminium; for most other applications they are adhesive vinyl. Full

details are provided in the equipment-specific drawings that follow.

7.2 Colours

Interior labels for distribution switchgear use the following colours:

HV Cable Destination: BLACK background, WHITE lettering (BW)

LV Cable Destination: WHITE background, Black lettering (WB)

Operational ID: WHITE background, Black lettering (WB)

7.4 Method of Fixing

Separate attachment methods/instructions for some types of labels may be located on individual

drawings; these should be referred to as well as the following instructions.

Labels shall be affixed to timber poles with galvanized clouts. On concrete poles ‘band-it’ straps

shall be used.

Elsewhere the equipment surface shall be thoroughly cleaned prior to affixing the label to ensure it

remains in place for the life of the label.

Indoor Application 7.4.1

For the South East (Energex) region use 3M brand 4945 double-sided adhesive tape (Stock

Code 14738). In the Northern and Southern (Ergon) regions use 3M branded RP45F double-

sided adhesive tape (Stock Code 2461127). The amount to be used will depend upon the label

dimensions. Generally, two or three strips are sufficient.

Outdoor Application 7.4.2

Use Silastic sealing compound or Maxbond type contact glue. If it is necessary to use

mechanical fasteners, ensure that these are made from a non-corrosive material such as brass

or stainless steel and seal any holes that are drilled with silicone.
