PARTICIPATION ISSUES IN PERSPECTIVE
Controversies regarding technological choices, planning and site
selection have never stopped since the sixties.
No ‘’golden age’’ of modernisation
Every type of plants or other large infrastructures (airports, high speed
trains, highways, etc.) are concerned.
In most controversies there is a demand for more and better public
participation..

Institutional responses: a policy cycle?
Periods during which controversies regarding projects may
be more or less intense depending on political and
economic factors.
Some of theses controversies or additional controversies
may lead to regulatory reform.
These reforms often have a two-prong approach:
Environmental protection and biodiversity
Public participation .

Main trends in reforms since the 1990’s:
Give opportunity for a debate ‘’upstream’’ in the decision process.
Create independent bodies to organize and supervise public debates
(National Commission for Public Debate 1995,2002 and 2016).
Create permanent mechanisms for public participation and stakeholder
dialogue (Local Information Commission for the nuclear sector;
‘’governance’’ bodies for water management, etc.).
Dialogue with the public in the pre-development phase of the project, as
well as during the construction and operation phases.
‘’Continuous dialogue’’ and ‘’environmental dialogue’’.

A NEW FRAMEWORK FOR STAKEHOLDER INVOLVEMENT (1)
Loi "Macron of 6 August 2015 + decree providing reform of procedures
dedicated to guarantee the sharing of information and the
participation of the public in the making of some decisions liable to
have a consequence on the environment, ratified on 5 August 2016.
2015 -16: Lengthy stakeholder consultation on the reform under
the supervision of a special commission (Richard), including some
public hearings broadcasted on Internet.
2016: Second consultation on a project of ‘’participation charter’’
providing guidance on how to implement the future law (17):
stakeholders and the public. Voluntary commitment of public bodies
and private companies.

WHAT THIS MEANS FOR EDF
Regulatory requirements are becoming more demanding.
But we must do more than just compliance
We have to be proactive and positive.
There are incentives for this but it is also in our best interest.
We have a tradition. We have a history
We work collectively on stakeholder involvement and public
participation.
We train our project managers on the importance of public
acceptance and stakeholder involvement.
Social dialogue is one of our corporate commitments.

REGULATORY REQUIREMENTS AND VOLUNTARY
COMMITMENTS
Since 1946, a dialogue with labor unions, and a local dialogue around energy
projects and plants in operation (nuclear, hydro, etc.)
EDF was one the first in France to initiate a public debate under the supervision of
the National Commission (Power line, 1998).
Since 1998 : 30 energy project debates / of which 10 for EDF (power lines, nuclear
plants, offshore wind energy, gas terminals, etc.)
Beyond these legal requirement EDF has voluntarily set a number of stakeholder
dialogue initiatives.
One River, One Territory: stakeholder workshops and forums on the economic
development of the valleys where EDF operates dams.
Partnership with environmental NGO’s since the 90’s (Nicolas Hulot Foundation,
environment and education, LPO) and other partners (French Kayaking
Federation since1989).
