STAFF REPORT October 5, 2016 SITE VISIT

AGENDA ITEM 1A: 812 North Grant Avenue (North Slope Historic District) Matthew Dean, Owner BACKGROUND Built in 1910, this is a contributing structure in the North Slope Historic District. This home was recently purchased at auction and the current owner received notification that previous and ongoing work was done without permits or approval from the Landmarks Preservation Commission. The work includes vinyl windows, Hardi Plank siding, and the recent removal of the rear deck. In preparation for submitting for approval from the Landmarks Preservation Commission, the applicant is seeking guidance on how to proceed with retroactive approval of the work; their preference is to retain the new windows and siding and rebuild the deck. ACTION REQUESTED This is a site visit and board briefing. No action requested.

Matthew- Good afternoon.  I drove by to inspect the property today to get a better idea of the items you need to include in your scope of work and what documents we need to review in order to approve the scope of work.  It appears that a significant amount of siding work (both repair and new) is currently being performed.  You need to obtain a permit approval before performing this work. It appeared that the upper level windows that were replaced without a permit likely serve bedrooms.  This work must be approved under a permit review.  The documentation/information you need to provide for a window permit approval is as follows:  Must meet WSEC, Glazing U-Factor, Insulated header – or provided a weighted average or equivalent alternative.  Please clarify. Must meet safety glazing, per R308, if applicable – may be required for new windows near stairs, doors, and in bathrooms.  Please clarify. Must meet framing per R602 and 612 – if openings need to be altered.  This may be required to meet “egress” in bedrooms.  Please clarify. Must meet opening allowances per R302 - Windows shall not be installed in any exterior wall within 3 feet of an interior property line, except for like-for-like replacements of existing windows that serve as the sole emergency escape and rescue opening or unless the glazing is rated for 1h fire resistance.  A site plan may be required.  Please clarify. Must meet emergency escape and rescue per R310 - Basements and sleeping rooms shall have at least one window which opens a minimum of 5.7 square feet, has a minimum clear opening width of 20 inches, and a minimum clear opening height of 24 inches.  Maximum sill height shall not exceed 44 inches.  You may need to provide a floor plan of the entire floor(s) at which windows were altered without a permit.  Please clarify.  Lastly, you stated at the counter and in your proposed scope of work that a single deck joist was to be repaired.  When I observed the property today the deck was completely removed.  You need to clarify your proposal, and if you propose to construct a new deck, you will need to provide, at a minimum, a 1) site plan; 2) deck elevation drawings; 3)deck framing plans; 4) connection details including footing-to-post, post-to-beam, beam-to-joists, joists-to-ledger, and ledger-to-house, etc.; 5) lateral resistance – bracing, tension ties, etc.; 6) footing details; 7)stair, handrail, and guard details. This scope of work and documentation shall be submitted for permit review, as indicated in your code enforcement letter, and shall necessitate a review by the Landmarks Preservation Commission.  Lauren Hoogkamer is cc’d on this email.  You can work with her for the Landmarks (Historic) review.  I have also cc’d our Development Specialists who you may have worked with in our Permit Center, and the Code Enforcement Officer assigned to this case.
