Overview All STAAR data for end-of-course (EOC) assessments will be reported on the same data file. There will be one record on the data file for each subject for which a student is assessed. Following is a list of the most significant changes being implemented in 2017.

1. Layout Expansion: The layout has been expanded from 1000 bytes to 2000 bytes.

2. Other Student Information: The FALL 2016 PEIMS MILITARY-CONNECTED-STUDENT-CODE has been added. See position 165.

3. Student Performance Standards and Performance Level Results: Level II passing standards have been reduced to two standards. See position 387 and positions 392-399. Performance Level Results have been updated as Approaches Grade Level at Student’s Standard, Meets Grade Level, and Masters Grade Level. See positions 389-391.

4. STAAR L and STAAR A: STAAR L and STAAR A test versions are no longer valid for the spring 2017 administration and onwards.

5. Test Accommodation Information: Additional accommodations, including Text-To-Speech, Language and Vocabulary Supports, and Content Supports, are added. See positions 258-260. In addition, Oral Administration and Linguistic Accommodations are removed. See position 255 and 257.

6. Short Answer Items (single selection and pair selection) are removed for English I, English II, and English III. See positions 371-372 and assessment score information update.

7. Previous-Year English I First-Time/Retester: The First-Time/Retester indicator has been added to assist with the calculation of the progress measure for English II test takers. See position 412.

8. Percentile: Percentile is added indicating the student scored the same or better than this percentage of all students who took this test in Texas in the prior year. See positions 635-637.

9. Expanded STAAR EOC Cumulative History: The STAAR EOC Cumulative History section has been expanded to include additional historical data and moved to begin in position 1001. Several fields have also been reordered for ease of reading. The following data (for all subjects, except where noted) will be populated beginning in the fall 2017 administration reporting student data file. The exception to this will be “Meets Grade Level” which will be populated beginning in the spring 2017 administration reporting student data file. Data will only be provided for administrations in 2017 and onward. These fields will be blank for administrations in 2016 and older.

Changes starting with the reporting file for fall 2017 STAAR EOC for administrations as noted. 10. Agency Use: Agency Use column C will be used to capture Crisis Codes. See position 217. Agency Use column D

will be used to capture TAKS/TAAS/TEAMS indicators. See position 218.

11. Alternate Assessments: Beginning with the fall 2017 STAAR EOC administration, former TAKS/TAAS/TEAMS students may use the STAAR EOC assessments to fulfill their graduation requirements. The Alternate Assessments Standards for the corresponding STAAR assessments can be found under TAC §101.4003(a). For additional information, please refer to positions 374-383 in the ALTERNATE ASSESMENTS FOR TAKS/TAAS/TEAMS section on page 15.

12. Elimination of ELL Progress Measure: The ELL Progress Measure calculation will be discontinued for the December 2017 administration. See position 417. ELL Progress Measure will remain in the Cumulative History section for spring 2017 and summer 2017 administrations. See position 1051.

13. New English Language (EL) Performance Measure: For students who are eligible, three levels for the new EL Performance Measures will be calculated for each subject – Approaches Grade Level EL Performance Standard, Meets Grade Level EL Performance Standard, and Masters Grade Level EL Performance Standard. See positions 800-802. These fields will be populated starting with the April 2018 STAAR grades 5 and 8 mathematics and reading administration. Reporting data files for summer 2017 STAAR EOC and fall 2017 STAAR EOC will be regenerated to include the EL Performance Measure and will be posted in the STAAR Assessment Management System on May 7, 2018.

14. CAREER-AND-TECHNICAL-ED-INDICATOR-CODE: The value of “3” has been dropped as an option for the Career-and-Technical-Ed-Indicator-Code. See position 122.

English I

Prior to spring 2014, English I was composed of English I reading and English I writing and results were reported separately. For purposes of cumulative history reporting, student results prior to spring 2014 for English I have been reviewed to determine if a student met the graduation requirements under the rules in place prior to spring 2014.

For English I, those requirements are: a scale score in reading of 1813 or higher, a scale score in writing of 1798 or higher, and a combined reading and writing scale score of 3750 or higher. If those requirements are met, a value of ‘1’ will be present for Level II. If the student achieved Level III in both reading and writing then a value of ‘1’ will be present for Level III. English II

Prior to spring 2014, English II was composed of English II reading and English II writing and results were reported separately. For purposes of cumulative history reporting, student results prior to spring 2014 for English II have been reviewed to determine if a student met the graduation requirements under the rules in place prior to spring 2014.

For English II, those requirements are: a scale score in reading of 1806 or higher, a scale score in writing of 1807 or higher, and a combined reading and writing scale score of 3750 or higher. If those requirements are met, a value of ‘1’ will be present for Level II. If the student achieved Level III in both reading and writing then a value of ‘1’ will be present for Level III. The scale score value will be the sum of the English II reading scale score and the English II writing scale score. If the student has not yet met the graduation requirement and has not tested after 2013, the scale score will be blank.
