I) ELECTORAL LITERACY CAMPAIGN

As per the instruction from the election commission, awareness classes and mock polling

sessions were arranged for the entire faculty members and students of St. Teresa’s college on

25th January 2019 in association with election cell of the district electorate and

kanayannur taluk office.

These sessions were mainly conducted for the enlightenment of importance of election in a

democracy and also in connection with lok sabha election 2019 which were due. India being

the largest democracy in the world It’s important to know how much vital is an election in a

democracy. Through election people of a country choose their own representatives. It enables

the voters to elect the representative and hold them accountable for their performance.

Election helps in choosing the leader and even periodic election helps to voice out the

public’s change in choice of leader due to their performance. Hence it is important to educate

the new voters on the new system of polling

The awareness session started from 2:00Pm and it was over by 4:30Pm, after awareness class

the students had their mock polling session. Awareness sessions were also conducted for

faculties along with a mock polling session.

In Association with Distrtict Suchitwa Mission, St.Teresa’s College volunteered for 'Green

Election Campaign Launch and Voters Education Program 'conducted on April 3rd 2019. The

programme was conducted as a preparation for the Parliament elections of May 2019.The main

objectives of the program are the following:

1. Promoting the use of eco-friendly items for election campaigning and thereby reduce

contamination of the environment. Green election for green environment.

2. Ensure hundred percent polling in Ernakulam district and the inclusion of youth for

campaigning and polling.

The Students of the St.Teresa’s college presented a flash mob to reinforce the objectives of the

program. The flash mob highlighted the theme of 'Let's go green. Our vote our right.'

The campaign was inaugurated by Ernakulam District Collector K. Mohammed Y Safrulla by

displaying a big banana leaf on which it is written that 'Green Election 2019.'

The programme witnessed the presence of Assistant Collectors, Renju Renjimar transgender

icon, Swapna Augustine Footpainter, Stephen Devasya Musician and Composer .

In the keynote address Collector highlighted the value of each voter in a democracy and gave

emphasis on conducting free, fair and inclusive elections. He also mentioned about organizing

elections in eco-friendly manner.

There was also an entertaining musical session by the talented musician Stephen Devasya.

Collector distributed T-shirts to Student Ambassadors.

Inauguration of 'Green Booth'

The ‘Green Booth' was inauguratd by District Collector K Mohammed Y Safrulla at Lulu Mall

Edapally on April 12th 2019.The aim of the program was to promote Eco friendly election

booths in 2019 April. 19 student volunteers participated in the programme. After inaugurating

the Green Booth , the Collector interacted with the volunteers and urged to vote without fail.

Student volunteers distributed the booklet about Green Election Campaign to the people present

there.

II)Budget analysis

The analysis of the state budget was done by the I MA Economics students. The students

analysed the policies and framework of the budget presented. The following are the

highlights of the budget

Kerala Budget Analysis 2019-20

The Finance Minister, Dr. T. M. Thomas Isaac, presented the Budget for Kerala for financial

year 2019-20 on January 31, 2019.

Highlights

The Gross State Domestic Product of Kerala for 2019-20 (at current prices) is estimated to be

Rs 8,75,514 This is 13% higher than the revised estimate for 2018-19.

Total expenditure for 2019-20 is estimated to be Rs 1,41,980 crore, a 13.9% increase over the

revised estimate of 2018-19. In 2018-19, there is estimated to be a decrease of Rs 2,415 crore

(1.9% of the budgeted estimate) of expenditure as per the revised estimate.

Total receipts (excluding borrowings) for 2019-20 are estimated to be Rs 1,15,690 crore, an

increase of 14.6% as compared to the revised estimate of 2018-19. In 2018-19, total receipts

(excluding borrowings) are estimated to fall short of the budgeted estimate by Rs 2,144 crore

(2.1%).

Revenue deficit for the next financial year is targeted at Rs 8,770 crore, or 1% of the Gross

State Domestic Product (GSDP). Fiscal deficit is targeted at Rs 26,291 crore (3% of GSDP).

The sectors of Rural Development, Transport, and Welfare of SC/ST/OBC and Minorities

saw the highest increase in allocations.

Kerala Flood Cess: The GST Council had permitted the state to levy 1% cess on supply of

goods and services for up to two years for rebuilding Kerala. Except gold, this cess will not

be levied on goods with GST rate of 5% or below. Small dealers who have availed

composition tax will be excluded from the levy of cess. For supply of goods which are taxed

at 12%, 18% and 28%, and on all services, 1% flood cess will be imposed on the value of

supply. An additional revenue of Rs 600 crore is expected through this cess.

Tax proposals: Local bodies have been permitted to levy 10% entertainment tax on cinema

tickets. The one-time tax on new motor cycles, motor cars, and private service vehicles used

for private purpose will be increased by 1%. The tax rate on the first sale of foreign liquor

will be increased by 2%.

Infrastructure projects: Rs 1,000 crore has been earmarked for Rebuild Kerala initiative. An

outer ring-road on the Parippally-Vengod-Aruvikkara-Vizhinjam route, and an allied growth

corridor have been proposed around the Vizhinjam Port.

IV) Training programme on The Analysis of Panchayat Level Statistics and

Identification of feasible Projects

Under the Planning forum a “Training Programme on the analysis of the panchayat level

statistics and identification of feasible projects” was organized by the Department of

Economics on 18th December 2018. Dr.Thushara George, Head, Dept. of Economics

delivered the welcome speech. The technical session was handled by Dr.Martin Patrick,

Government Nominee, Planning Board. The session was focused on different methods of

analyzing panchayat level statistics based on which development projects can be proposed

for the chosen Panchayats. He emphasized the importance of proposing feasible projects for

the development plans of the panchayat by providing the models of the previous

development projects. Dr.Pearly Antony O, proposed the vote of thanks.
