ASX- and TSX-listed Anvil, which previously played down media speculation that it was the target of a $1-billion takeover from a Chinese firm, has since announced the friendly C$8-a-share takeover. Anvil owns the Kinsevere copper project in the DRC, where it is expanding production to 60 000 t/y. It is studying a further expansion to between 80 000 t/y and 90 000 t/y and will announce a decision by the fourth quarter Mozambique: New Cement Plant to Be Built in Magude Next Year AIM 3 October 2011 — The construction of a new cement plant in Magude district, in the southern province of Maputo, will begin next year according to the provincial director of Trade and Industry, Fanieta Manjate. Budgeted at 78 million US dollars, the project is being developed by the Chinese company "Africa Great Wall Cement Manufacturer". The factory will be built in Chichuo, about 11 kilometres from Magude, covering an area of 80 hectares. The region has huge limestone deposits, which is one of the key ingredients of cement. According to Manjate, the company is currently mobilising equipment and building houses to accommodate the staff who will be involved in developing the project. With this plant, the number of cement factories set up by Chinese investors will rise to three. A cement factory at Salamanga, in the southernmost district of Matutuine, in Maputo province, is currently under construction at a cost of 72 million dollars. The Salamanga factory is also located in an area with massive limestone deposits, and is expected to produce about 800,000 tonnes of cement per year. The third factory, GS Cement, will have the capacity to produce 550,000 tonnes of Portland cement. This factory will be developed at the industrial park in Boane with an investment of 100 million dollars. Along with the proposed new factory in Sofala province, the country's cement production could jump from the current level of 1.3 million tonnes per year to reach four million tonnes per year by 2013. Mozambique: Government Seeks 32 Million Dollars for Demining The government is seeking 32 million US dollars to complete demining operations across the country, according to Deputy Foreign Minister Henrique Banze, who is on tour in the centre of the country. Mozambique: Beira Port to Double Capacity By 2015 AIM 7 October 2011 — The port of Beira, in the central province of Sofala, is expecting to double the cargo it handles within the next four years. In July the authorities completed the emergency dredging of the port's access channel. As a result, the port can now receive ships up to Panamax size (60,000 tonnes) 24 hours a day. According to a source in Cornelder Mocambique, which manages the port, after finishing the dredging the port managers designed a master plan to take into account the increased shipping capacity and the growth in cargo that will flow through the Sena and Machipanda railway lines. "Now we are planning to invest in a new dock, a fertilizer terminal, and sugar and tobacco warehouses (which are almost completed). We will separate cargo and container terminals, so that each has an independent access route to avoid congestion", said the source. The source added that a public tender is to be launched soon for the acquisition of two container cranes, which are expected to be delivered by the end of 2012. Cornelder Mocambique is also working to attract cargo from the Democratic Republic of Congo and Zambia. MOZAMBIQUE: Rail and port plans are bursting out all over in Mozambique. (miningweekly.com) 7th October 2011 Grinrod is expanding in Maputo and there have been reports on the Ponto Techobanine, 20 km north of the border with South Africa’s Kwazulu-Natal province. Now a new study is examining options to boost Mozambique’s export infrastructure capacity fivefold has identified a new deep-water port north of the Zambezi river mouth as a preferred option. Ncondezi Coal, which forms part of the Mozambique Coal Export Infrastructure Initiative with Rio Tinto and Minas de Revuboe, said that the new port would be capable of handling Cape-sized vessels with an initial 25-million tons a year capacity, but that it could be expanded to 100-million tons a year. Mozambique’s export capacity of five-million tons a year is insufficient to cope with the potential large-scale coal production expected from the Tete province, which has the potential to produce between 50-million and 100-million tons a year over the next two decades. The port identified in the draft study would be less than 500 km from Tete. A detailed feasibility study on the preferred rail and port solution could take between 12 and 24 months to complete, depending on government approvals.

MOZAMBIQUE: Anadarko's Appraisal Offshore Mozambique Boosts Reserves to 10 Tcf Oct 05, 2011 Anadarko has hit pay in the Camarao prospect, in the Offshore Area 1 of the deepwater Rovuma Basin offshore Mozambique. The well encountered about 240 feet (73 meters) of natural gas pay in an excellent-quality reservoir, confirming static pressure connectivity with the partnership’s previously announced Windjammer and Lagosta discoveries. Additionally, the well found about 140 feet (43 meters) of natural gas pay in shallower Miocene and Oligocene sand packages not previously encountered in wells. Due to the success of this discovery and the previously announced discoveries (Windjammer, Barquentine and Lagosta), the operator estimates that the complex holds at least 10 Tcf of recoverable natural gas resources. This estimate is expected to increase after further work is performed in the area, including exploration and appraisal drilling, and evaluation of two newly acquired 3D seismic databases. Anadarko said it is mobilizing a second deepwater drillship to the Rovuma Basin to escalate the campaign, which includes a comprehensive reservoir testing program and the drilling of up to seven exploratory/appraisal wells in the next 12 months. Mozambique: Another Coal Power Station Planned for Tete AIM 4 October 2011 — The Mozambican government on Tuesday authorised the Indian company Jindal Steel and Power to begin studies for the construction of a thermal power station to produce electricity from coal in the central province of Tete. The power plant would have a capacity to produce 2640 megawatts of electricity for the domestic and regions market. According to the daily newspaper "Noticias", the construction of the power station would cost three billion US dollars. The power station will be situated between the districts of Songo and Changara, where Jindal has been granted a 25-year mining concession covering 21,540 hectares of land. It is projected that the concession will produce 6.6 million tonnes of coal per year, with Jindal investing 180 million dollars in the mine. It is thought that the power station could become operational as soon as 2015, in time to use the coal mined at the Jindal concession. Two other companies are developing projects to construct thermal power stations in Tete province. The Brazilian company Vale is looking at building a power station near its massive coal concession at Moatize, and the Australian company Riversdale is planning to build a power station at its coal mine at Benga. Each of these projects is looking at producing 2,000 megawatts of electricity. MOZAMBIQUE: World paper company eyes Mozambique 07 October 2011 October 7 2011 REUTERS One of the world's biggest paper producers is in forestry trials to set up a $2.3-billion (1.7 billion-euro) paper factory in Mozambique, independent media reported Friday. Portuguese paper mill Portucel is testing the growth of eucalypus trees in the central province Zambezia, according to the O Pais newspaper. “We will be able to start industrial processing between 2020 and 2025,” the paper quoted Portucel administrator Pedro Moura as having said. NAMIBIAN ECONOMIST Elia Paavo 7 October 2011 - FNB suggested this week that a correction in housing prices might be taking place after the FNB House Price Index fell during May to end the month at 134.6 basis points. Central house prices peaked in March and began to moderate in May, mainly due to a slowdown in the medium price segment where house price increases are well below housing inflation as measured by the Central Bureau of Statistics. Coastal property prices fell for the third consecutive month as properties in the upper price segment went into their seasonal slump, reducing house prices by 12% year on year as there were more properties than buyers looking for coastal homes due to the increase in land delivery at the coast. But despite the fall in the housing index, FNB cautioned that prices remained relatively high with property prices escalating 6.4% in real terms while national income increased by 0.5%. As for the lower price segment, prices continued to drift upwards at a rate of 9.4% on an annualised basis, due to heightened demand, which is fuelling rental inflation rental inflation was up 12% year on year in May. SOUTH AFRICA: No need to ban fracking – EU 2011-10 - The European Union's top official on climate change said on Friday there was no need yet for the bloc to ban shale gas drilling - a controversial practice on which attitudes are split within the bloc. "I would not be inclined toward a moratorium based on what I have heard so far," EU Climate Action Commissioner Connie Hedegaard told reporters in Brussels. Hydraulic fracturing, also known as fracking, is the process of drilling into shale rock and injecting water, sand and chemicals into the rock at high pressure to release gas inside. Environmentalists say the process can contaminate groundwater, among other issues. Following protests, the practice has been banned in France. Poland, on the other hand, is a major proponent of the technology, arguing that the extra resources it could release could make the EU less dependent on gas imports from Russia and other foreign suppliers. Hedegaard said the EU "cannot afford to say no" to a technology which is still at a very early stage of development, and stressed the technical challenges still to be overcome before it can be applied on a wide scale. We are doing this in order to determine as to whether there is merit in the allegations in the court papers and to satisfy ourselves that due process was followed in the appointment of the contractor awarded the tender for road construction. We have opted for this particular route in order to minimise further delays as the project construction has inconvenienced communities over a long period. Until I received court papers, I as Premier had no knowledge of matters complained of and or vested interest in the awarding of the said tender. South Africa: Battle for the largest tender in its history, R1-trillion nuclear contract (2011-10-07) South Africa is poised to issue the largest tender in its history -- an estimated one-trillion-rand contract to build six new nuclear reactors by 2030. The energy department submitted its nuclear tender proposal to the Cabinet last month, and Energy Minister Dipuo Peters has been quoted as saying it will finalise the proposal before the end of this year. Bidding will begin next year. Dwarfing the arms deal, which is worth a mere R70-billion, the contract could account for as much as 20% of the world's total nuclear spending over the next two decades. Five companies -- from France, China, South Korea, Russia and a joint United States-Japanese consortium -- are in the running. All the bidders are desperate for a slice of the action and so are the construction companies, tenderpreneurs, lobbyists, agents and the middlemen who invariably orbit around a deal of such magnitude. The scheme is estimated to cost over 185bn/- on completion, thanks to the World Bank and African Development Bank (ADB) for providing funds for this noble cause. For almost a decade now, the city of Dar es Salaam with a population of about 5 million people has been enduring unprecedented traffic congestion, thus causing lots of inconveniences to city residents. The project which was inaugurated by President Jakaya Kikwete last year had been on the drawing board but with the president's word, there is optimism that it will now become a reality come year 2014. The project has been designed by the Japanese government through the Japanese International Co-operation Agency (JICA). "The project is part of the Dar es Salaam Transport Master Plan that will be constructed in six phases to be completed by 2025 at a cost of 7trn/-," said President Kikwete last year. The project involves construction of 29 stations, five terminals and two depots plus shifting power infrastructure. Other phases covering a total of 109.4 km will follow. The project includes expansion of city roads, procurement of buses and construction of designated bus stop locations to be used specifically for the express coaches. Zambia: Metal Export Permit Suspension Hailed TIMES OF ZAMBIA 7 October 2011 - A MINING expert has said the decision to temporarily suspend metal export permits pending issuance of new guidelines will result in smooth export process and increased revenue for the country. "This is to advise that following the directive issued by His Excellency the President, Mr Michael C Sata, on metal exports procedures which will now involve the Bank of Zambia, all current permits issued by the ministry are immediately suspended pending issuance of new guidelines by the government. "I urge you to fully cooperate in this matter. The government will speedily deal with the changes and it is envisaged that the new procedures will be in place by October 16 2011," states the letter dated October 4, 2011. The letter is addressed to chief executive officers of Mopani Copper Mines, Konkola Copper Mine, NFCA, Chambishi Copper Smelter, Chambishi Metals, Luanshya Copper Mines, Sino Metals and Ndola Lime. Others are managing directors of Barrick, Lafarge Zambia and Genesis Procurement as well as general managers of Kansanshi Mines, Chibuluma South, Albidon Munali Nickel and Sable Zinc. According to Reuters, Zambia's copper sales amounted to 819,000 tonnes last year and a 10-day export ban would result in companies not being able to export roughly 22,500 tonnes of copper. Copper accounts for three-quarters of Zambia's export earnings but the mining industry contributes only about 10 per cent of tax revenue. Export data shows much of the exported copper is destined for Switzerland but little of it shows up in Swiss customs figures, raising questions about transparency. Zambia: President Sata Dissolves RDA Board TIMES OF ZAMBIA 5 October 2011 PRESIDENT Michael Sata has dissolved the board of directors at the Road Development Agency (RDA) citing massive acts of corruption as the reason for the action. He said RDA was another statutory body which was being used as a conduit for corrupt activities. Speaking during a swearing-in ceremony at State House yesterday, Mr Sata wondered how contracts for road works would be given without following the tender process. Aftraco Limited was on Wednesday granted interim orders restraining Telkom Kenya from selling, alienating or mortgaging the property until the dispute is determined. Commercial Court Judge Daniel Musinga also temporarily tied Telkom Kenya to the terms of the agreement for the sale of the prime land that was earmarked for housing development. Through lawyer Ahmednasir Abdullahi, Salim Sandru, the managing director of Aftraco, accuses Telkom of acting against the terms of the contract entered on July 5 for the sale of the land along Ng'ong Road. Mr Sandru says he had paid Telkom Sh152 million being 10 per cent deposit of the purchase price and was in the process of paying the remaining Sh1.37 billion when Telkom cancelled the sale. Mr Sandru said the commercial value that stands to be lost if the agreement is not effected could not be compensated through monetary damages or another piece of land." "The suit property is distinctively unique in Nairobi and Telkom cannot compensate the losses that the plaintiff will suffer," said Mr Sandru in court documents. By paying Sh152 million deposit, the businessman says he fulfilled part of his bargain as clearly spelt out in the written agreement. Mr Sandru said Aftraco had hired a panel of consultants for preparatory work on the housing project ahead of ground breaking. Mr Sandru said Telkom Kenya chief executive Michael Ghossein had unilaterally rescinded the binding agreement. Mr Ghossein had informed Aftraco that since a third party by the name Exclusive Estates Ltd had obtained an injunction against the Registrar of Titles, the contract between Telkom and Mr Sandru had been frustrated. But Mr Abdullahi submits that the mere fact that a court has issued temporary stay or injunction in favour of a party that is not privy to the contract, "cannot in law frustrate the agreement between Telkom and Aftraco." AFRICA AFRICA: Engineering input vital for large bulk water systems on farms ENG NEWS 7th October 2011 Designing substantial irrigation systems without specialist engineering advice can cause a number of problems and adversely affect farmers’ profits or even result in an expensive disaster, says agriculture engineering consultancy MBB Consulting Engineers. “There’s a long list of common errors that can occur due to a lack of specialist input and sound engineering design. These include lower crop yields, high running costs, excessive use of electricity and water, unnecessary wear and tear on pumping systems, flooding, impoverishment of soils by leaching of nutrients and wasting substantial amounts of money on systems that do not deliver,” AFRICA: Affordable alternative to septic tanks ENG NEWS 7th October 2011 - South African water, air and sewage treatment specialist Ozone Services Industries (OSI) has commer- cially launched its Biozone Nokak sewage treatment plant, a compact and affordable alternative to septic tanks and French drain sewers. The sewage treatment plant is designed to recycle sewage effluent into water that can be reused in toilet flushing systems, irrigation systems and even as drinking water for livestock. OSI says it is targeting the South African water and wastewater treatment market, which, according to business research and consulting firm Frost & Sullivan, is forecast to grow to R2.13-billion by 2014. This growth comes as a result of increased legislative and environmental pressures, a historical lack of investment in water treatment and the fact that demand for clean water is outstripping supply. OSI MD Ian Wright says the sewage treatment plant uses a completely natural process that requires no chemicals or regular emptying to treat sewage. “The process involves using a series of tanks and a combination of oxygen, naturally occur ring bacteria and an ozone generator to quickly and effectively eliminate effluent from sewer water and purify the water to within government standards,” he explains. Sewage makes its way into a collection tank where nonbiodegradable solids are separated from the rest of the effluent. Then, through a series of subsequent tanks, bacteria and other microorganisms – which occur naturally in the effluent – are fed oxygen to promote their growth and multiplication and feed off the biodegradable solid waste in the water. The process is accelerated in the final stages of treatment, as the bacteria are then starved of oxygen and sent into a ‘feeding frenzy’ to eliminate the final solid waste in the water. Any residual solids are then collected and sent back to the first collection tank to start the process again along with any new effluent that is collected, while the recycled water is sterilised with ozone and then pumped back into the water system for reuse. A single plant can treat up to 300 m3/d of sewage and can comfortably handle the wastewater from a medium-sized hotel, a cluster of small houses or a large game farm. In Washington for the World Bank and International Monetary Fund annual meetings on 23-25 September, he had just heard the Bank's Chief Economist for Africa, Shantayanan Devarajan, talk about the continent's 'robust growth'. The Bank puts this at about 4.8% on average in 2011, with the IMF projecting it at 5.2%. Of the world's 15 fastest-growing economies, Devarajan explained, 10 were from Africa, including Ghana, where the start of oil and gas export should produce gross domestic product growth of over 13% this year. Then the finance minister went to hear Bank President Robert Zoellick describe how the economic travails of the United States and the Eurozone (some US$7.6 trillion wiped off equity markets so far, say Bank economists) were spreading to developing economies, including Africa's 'frontier markets'. Now a greater risk loomed, he argued: the drop in markets and confidence could mean that big developing countries - such as China, India and Brazil - would cut back their investment plans and their consumers would cut spending. Asian demand for agricultural commodities and minerals cannot yet compensate Africa for the slowdown in Western demand, despite a shift of global purchasing power from West to East. So a double-dip recession in the USA or a worsening crisis in the Eurozone triggered by a Greek default would quickly, if indirectly, weaken African economies. Some 37% of Africa's non-oil exports go to the European Union. Faltering growth in North America and Europe will cut export earnings, remittances, private capital flows and aid to Africa. Economists reckon that a 1% fall in Western growth rates translates into a similar fall in African economies. Few economists at the Washington meetings were certain Western economies would this year repeat the 2008 crash but many advised developing economies to prepare for more pummelling of markets and state treasuries. Even in Africa's best-managed economies, with low budget deficits, there is far less room to manoeuvre now than there was in 2008. African consumer prices rose on average by 10% in the year to May 2011, up from 7.5% a year earlier. Some countries are seeing sharper price rises, creating political problems. For example, Kenya's economy has rebounded quite strongly since the political crisis of 2007-08 and the global crisis in the same period but the government has run fiscal deficits of 5-6% a year and now has a debt-to-GDP ratio of over 50%. With elections next year, the governing coalition parties want to raise money and don't want the blame for austerity measures. With a regional drought, spiralling food prices and a plummeting currency, something will have to give. Some suspect that politicians playing the foreign exchange markets are pushing down the shilling's value. Kenya's difficulties are repeated in Ethiopia and Uganda where inflation is rising and political discontent growing. African finance ministers do not expect much relief from outside. They recognise that sentiment in rich Western countries hasmoved against aid and that private capital - which makes up most flows to Africa - is likely to be more selective. Of the African fiscal deficits during the 2008 crisis, some 80% were financed from domestic resources, Shanta Devarajan noted. At least that helped to develop banking systems and financial sectors, as well as send governments on a tax collection campaign. The same is happening now, with tax authorities getting tougher on corporate profits and royalties, particularly in the oil and mining sectors. Global food prices are now 26% higher than a year ago and the price of rice - an 'essential commodity' for many African middle classes and therefore politically sensitive - went up by 5% in August alone. Sharply rising food prices have prompted more debate about how developing-country governments can reduce risk. The World Bank helps countries to set up financial market insurance and other risk management strategies, such as crop insurance. Senior officials at the United Nations Conference on Trade and Development says these are largely ineffectual and instead want tighter regulation of the role that financial investors and speculators play in commodity markets, as well as restrictions on banks that have inside information about commodity market movements. Prospects for such regulation look poor, given entrenched opposition from banks and Western governments. French calls for a Financial Transactions Tax are gathering broader support, though, with Britain and the USA among the main opponents. In Washington, several African governments, including Congo-Kinshasa and Liberia, mooted tough tax regimes for mining and oil companies. The Bank's Vice-President for Africa, Obiageli Ezekwesili, said the push for more accountability in natural resource revenue was a basic minimum of reform, which has led to a review of tax and royalty payments and how countries could maximise 'the value of their endowment'. The Bank helps countries to set up sovereign wealth funds to better manage revenue and, in some cases, pays for expert advisors to assist governments negotiating fiscal terms with international oil and mining companies. Amid the gloom, the Bank's Chief Economist Justin Yifu Lin put a positive spin for Africa. The rapid wage increases in China and India would push labour-intensive manufacturers to relocate to countries with low wages. 'Labour-abundant countries should grasp that opportunity to diversify their economies,' he said. 'There are opportunities for African countries to grow as dynamically as the East Asian countries, not only for a short period of time - it can be 10, 20 or 30 years.' Coming from a man who was founding director of the China Centre for Economic Research during a period of exponential agricultural and industrial growth, Lin's views carry weight. DP World says the Thames Estuary development has already created 600 jobs and it plans to increase that number by a further 1,000 over the coming months. Seven hundred of the new posts will be in construction, while the other 300 are described as port jobs. The firm estimates that eventually, the port and a neighbouring logistics centre will help create 32,000 jobs, adding £3.2bn to the UK economy each year. The company says the project is also good for the environment. It says that by allowing the world's largest cargo ships to unload their goods next to a major distribution centre, 65 million road freight miles can be saved every year.

Malaria is among the world’s most dangerous infectious diseases, claiming the lives about 1 million people every year, according to the World Health Organizations. Around the world, and especially in Africa, 3.3 billion people are at risk of this mosquito-borne disease. The ZeroVector Durable Lining seeks to reduce these numbers with an easy and unobtrusive alternative to residual indoor spraying. The DL is a product of Durable Activated Residual Textiles, or DART, a social venture firm set up in 2009 by the Acumen Fund, malaria expert Richard Allan, and Vestergaard Frandsen, a European firm that specializes in developing emergency response and disease control products. In the eyes of its creators, DL combines the best features of two existing, WHO-recommended interventions: insecticidal nets and indoor residual spraying, which is also known as IRS and involves periodically spraying the interior walls of a house with insecticide. DL is made of loosely woven, high-density polyethylene panels treated with Deltamethrin, a WHO-recommended insecticide that has been proven safe and effective for preventing malaria. Like in bednets, this insecticide product is well-incorporated in DL, which also has migration technology that continually refreshes the insecticide at the surface of the lining. Initial test of the DL has shown it can protect against malaria-causing mosquitoes, among other insects, for up to three years. There is no cure or vaccine for guinea worm The UK government is backing a new campaign to try to rid the world of guinea worm by 2015. There were almost 2,000 cases of the debilitating parasitic disease in Africa last year. The push to eradicate guinea worm has been led by The Carter Center - set up by the former US president, Jimmy Carter - since 1986. The Department for International Development (DfID) is ready to donate £20m to the drive. It's thought this will fill about a third of the funding gap. Ministers are now calling for other donors to make significant contributions. Although it doesn't usually kill, guinea worm causes agonising pain and leaves some sufferers bed-ridden after they contract it by drinking contaminated water. Months after drinking the water, a metre-long spaghetti-like worm emerges from the patient's body through a blister in the skin. Perpetual cycle The worm ejects many thousands of larvae if it comes into contact with water - perpetuating a cycle of disease. There is no cure or vaccine, so the UK aid money will be used by the Carter Center to help train people in tracking outbreaks and using cloths to filter drinking water. Last year, there were 1,797 cases of guinea worm in South Sudan, Ethiopia, Mali and Chad.

Nigeria, Niger and Ghana have succeeded in recent efforts to wipe out the disease. When the Carter Center began its work on guinea worm 25 years ago, there were about 3.5m cases in 21 countries in Africa and Asia. The step is the latest in the country's decade-long retreat from permissive policies of the past. - SAPA Kenya Pipeline Bars Glencore's Evidence Nairobi Star (Nairobi) Alphonce Mung'ahu 4 October 2011 The High Court has barred a British oil firm from using as evidence an audit report on Triton oil company to support its claim in a Sh 3.2 billion suit against Kenya Pipeline Corporation (KPC). In her ruling Lady justice G.M. Mugo upheld objection by the state corporation to allow Glencore Energy Oil UK Ltd to use the report as evidence in the case. She said the report is privileged document. The UK oil company had earlier urged the court to admit as one of its documents an audit report which was prepared by Price-Waterhouse Coopers (PWC) on Triton accounts. But KPC, through its former lawyer Githu Muigai, objected and maintained that the report was a privileged document, which contained legal advice only meant for the state firm. Githu also argued that the report was obtained illegally as the laid down procedures were not followed. The court heard that KPC had commissioned PWC to audit Triton's accounts after the mysterious disappearance of oil from the corporation. The oil was allegedly released from the corporation's Kipevu depot two years ago. However, the UK oil firm which financed Triton is seeking to have KPC declared liable by the court. Triton is accused of fraudulently obtaining the oil without paying its financiers, leading to loss of over Sh3.2 billion. The UK firm in it's application to use as evidence audit report, told the court that the report on Triton oil company accounts is vital in resolving the Sh 3.2 billion dispute between it and KPC. The firm through lawyer George Oraro said KPC had no tangible reasons in its objections to the said audit report being produced in court. Oraro argued that the report was in the public domain and was therefore, not in the category of privileged documents. He said that his client had a hand in the making of the audit report and that the report was not obtained illegally as alleged. Nigeria's anti-corruption agency has arrested three former state governors for allegedly embezzling funds amounting to $615m (£400m). The Economic and Financial Crimes Commission (EFCC) said the former governors of Ogun, Oyo and Nasarawa states faced a series of charges. During their time in office, the men are alleged to have abused state contracts and diverted government money for their personal use. Mr Babafemi said Mr Daniel is accused of defrauding the state of $387m. He said Mr Alao-Akala and Mr Doma each face $167m and $120m fraud allegations. All three men are members of the ruling People's Democratic Party (PDP). The BBC's Jonah Fisher in Lagos says the EFCC has arrested high-profile figures before, but has so far been less successful in making the charges stick. aboard the US Lunar Reconnaissance Orbiter, which swept the surface of the Moon, scrutinising it in seven different light wavelengths. Mark Robinson of Arizona State University, who presented the research at a conference in Nantes, western France with Brett Denevi of Johns Hopkins University in Baltimore, sifted through the data for telltale jumps in the ratio of ultra-violet to visible light. They established this signature thanks to rock samples brought back to Earth by Apollo 17 astronauts in 1972 and images of the area around the mission's landing site by the Hubble space telescope. "Looking up at the Moon, its surface appears painted with shades of grey, at least to the human eye," explained Robinson. "But with the right instruments, the Moon can appear colourful. "The maria [lunar plains] appear reddish in some places and blue in others. "Although subtle, these colour variations tell us important things about the chemistry and evolution of the lunar surface. They indicate the titanium and iron abundance, as well as the maturity of a lunar soil." Titanium is as strong as steel but nearly half as light, which makes it a highly desired - and also very expensive - metal. On Earth, titanium is found, at the very most, in around 1% of similar types of ore. But the new map found abundances in the lunar maria that range from about one percent to 10%, the conference organisers said in a press release. In the lunar highlands, abundance was around 1%. The find offers a double potential bounty, they said. "Lunar titanium is mostly found in the mineral ilmenite, a compound containing iron, titanium and oxygen," they said. "Future miners living and working on the Moon could break down ilmenite to liberate these elements. "In addition, Apollo data shows that titanium-rich minerals are more efficient at retaining particles from the solar wind, such as helium and hydrogen. DAILY NATION 4 October 2011 - Zambia's President Michael Sata has started his tenure with a zeal unmatched anywhere in Africa in recent times. In less than two weeks, he has renamed three main airports, reversed the sale of a major bank, dissolved three major parastatal boards, fired all 72 district commissioners appointed by his predecessor, and sacked the country's police chief. It is not clear whether in taking any of these actions, the president consulted the country's Parliament or followed the Constitution. So, either Zambians have elected themselves a dictator, or a fresh broom intent on cleaning up a country he describes as "stinking with corruption". It is expected that in a true democracy, a leader should at least go through the motions of running his or her country through institutions recognised in law and the Constitution. But at the same time, when a country is so mired in corruption that nothing works any more, it is probably necessary for a president to resort to strong-arm tactics to get it moving again. That is probably what President Sata is doing. We can only hope that Zambians did not elect a populist president who will transform into a despot. Zambia: Sata Warns Partisan Civil Servants TIMES OF ZAMBIA Bob Sianjalika 8 Oct 2011 PRESIDENT Michael Sata has advised political and partisan civil servants to immediately resign from the public service and join a political party of their choice. Mr Sata said he would not tolerate any politics in the civil service and had started the process of sweeping the system so that it would conform to public expectations. "Civil servants should not be political and partisan. If they want they should resign and come and join politicians. We have started polishing the Government," he said. MAN WITH A MISSION He said he had received information about some resentment from some people in Zambezi, Chavuma and Ikelenge districts over some district commissioners that were re-appointed after the dismal of the politically-appointed ones. He said all those re-appointed as DC were professional people with qualifications. And President Sata has appointed Paul Mihova as new Army Commander with immediate effect. The president has also promoted the new army commander from the rank of brigadier general to lieutenant-general. On the new local government PS, President Sata urged him to restore sanity to the ministry and ensure that all houses and plots in the country were numbered. On the ministry of Mines, Mr Sata urged the new PS to ensure exploration works were carried out across the country to identify new mines. He said Zambia had a lot of mineral resources that had not been explored. He said through explorations more mines would be opened and subsequently reduce the current unemployment rate in the country. And President Sata reiterated that there was a lot of corruption in the country that needs to be addressed. He said the reduction of the fuel pump price by the Energy Regulation Board yesterday indicated just how much was being hidden from the public. "So many things are hidden," he said. President Sata, 74, rebuffed Malawi's envoy to Zambia David Bandawe when the diplomat delivered President Mutharika's congratulatory letter and official invitation to the Common Market for Eastern and Southern Africa (Comesa) summit set for next Wednesday. Malawi deported Mr Sata, then Zambia's main opposition leader in 2007, when he travelled to meet former Malawi president Bakili Muluzi. He was declared a prohibited immigrant. "You are fully aware that your government, for no apparent reason, just because I was in Blantyre to go and see Dr Bakili Muluzi, put me in some Land Rover and drove me all the way to the Zambian border," President Sata said. "Your government has not been kind enough or courageous enough to tell me why they treated me in that way. Your government has not bothered to apologise, not even to my lawyer." On that basis, he said, he found it "extremely difficult" to travel to Malawi. The audit had also revealed that group corporate affairs executive, Charmaine Daniels, had connived with disgraced former executive chairperson, Patterson Timba, to cheat shareholders by vouching for resolutions that facilitated delinquency. "There was a serious conflict of interest in that there was a fundamental breach of fiduciary duties by Mr Timba to Afre in that he acted for his benefit and to the prejudice of Afre. All transactions purportedly executed pursuant to the directors' resolution were tainted with conflict of interest and breach of fiduciary duties," said the audit summary. The BCA audit said Daniels had prepared the directors' written resolution and the agreement with Timba in which one of the provisions of the agreement was not consistent with a clause in the board resolution. She reportedly misrepresented to the board members that everything was above board and the board members signed the resolution on the strength of her legal advice. Daniels declined to comment on the matter. The report said Timba had "masterminded the art of deceit, when he hatched a plan to hoodwink other Afre board members to help him settle his personal borrowings".
