Why?
It was useful for multi-stakeholders to identify the activities undertaken by the partners, gapsin the implementation process and challenges faced by the partners. This exercise furtherhelped for MSP to understand the achievements, best practices and lesson learnt throughoutthe reporting period. Further, it provided the platform to arrive at a common agreement onsimilar issues and avoid any duplications or gaps in the implementation process.

As reported in the previous year, the Government, UN and Civil Society focus on scaling up nutritionthrough the existing mechanisms. In addition, SUN Business Network kicked off in March 2019.Further, the government network scaled up to the lowest level of administration. In addition, SUNCSA network expanded to 8 out of 25 districts. In Sri Lanka, the Multi-Sector platform in Sri Lankacurrently, leading by Mr Nalaka Kaluwewe, National Nutrition Coordinator and the AdditionalSecretary to the President as the SUN Government Focal Point for Sri Lanka. The SUN Civil SocietyNetwork is coordinated by Ms Dilka Peries and Ms Farzana Khan coordinates the SUN BusinessNetwork under the facilitation of World Food Programme. The Steering Committees for Nutrition areestablished at all levels (National, Provincial, District & Divisional) and convened regularly. Thesteering committees are represented all key sectors including health, education, women and childaffairs, agriculture, water and sanitation and play a key role at MSP. The momentum, functionalityand sustainability of the MSP and among its stakeholders should be strengthened with parallel to theimplementation of the second phase of MSAPN 2018 – 2025.

Sri Lanka MSP consists of both national and sub-national level structures. The Government, UnitedNations, Civil Society networks are well established at the national level. The business network isrecently kicked off at the national level while the Academia network is informally set up. Further, theGovernment and Civil Society networks are well established and functioned at the sub-national level.The existing sub-national mechanism is used as the coordination and implementation platform ofimplementation of Multi-Sector Action Plan for Nutrition. The National Steering Committee forNutrition, which is chaired by Secretary to His Excellency the President, and consisting of all sectors(health, agriculture, education, gender, WASH) & all stakeholders (Government, UN andDevelopment Partners, Civil Society) is the national level coordinating body and same is replicated atthe sub-national level (Provincial, District and Divisional) as well. However, with the launching ofMSAPN 2018-2025, the existing coordination mechanisms are expected to be strengthened. SUNCSA Sri Lanka is expanded its network to sub-national level and covered 150 CSOs frommarginalized/remote communities and districts by the end of 2018. In addition, under theimplementation of the Multi-Sector Action Plan for Nutrition, the nutritionally at-risk households andestate community, who are highly vulnerable and marginalised are targetted. Furthermore, the UNagencies worked to non-traditional donors, namely Chinese government for nutrition investment.

The country\\\\\\\\\\\\\\\'s nutrition agenda was based on the National Nutrition Policy 2010 andMulti-Sector Action Plan for Nutrition 2013-2016 which adapted the WHA global nutrition targets.The revision of the National Nutrition Policy, 2019 and development of Multi-Sector Action Plan forNutrition 2018-2025 continued the same global agenda further aligning with the SDGs. Accordingly,the MSAPN 2018-2025 was focusing on locally adapted 6 key results areas based on WHA targets toincrease the nutritional status of the country by 2025. In the above context, multi-stakeholdersnamely the Government representing all sectors (health, agriculture, education, women and childaffairs, WASH), United Nation Agencies, Civil Society and Academia jointly and collaboratively workto plan and implement the revision of National Nutrition Policy and Multi-Sector Action Plan forNutrition 2018-2025. SUN CSA Sri Lanka provided the key recommendations to the Ministry of Healthin the revision of NNP at National level consultative meetings. These recommendations were takenup from the grassroot level CSOs and validated. Further, all networks (government, UN, Civil Societyand academia) contributed to developing the MSAPN 2018-2025. Further, the UN is supported for therevision of the process of food-based dietary guidelines and provided technical and financialassistance for the adaptation of WHO nutrient model for Sri Lanka.

Multi-Sector Action Plan for Nutrition 2018-2025 is the agreed work plan by the multi-stakeholders(the Government, UN and Civil Society) in driving nutrition agenda of the country. The Governmentministries, sub-national authorities, UN and SUN CSA converted this agreed work plan into actionsunder their Annual Work Plans and Country programmes. The stakeholders have measured theprogress of implementation individually and separately. However, a common platform should beintroduced to share the progress of agreed actions. Further, the networks separately shared theirprogress through Annual Progress Reports, News Letters, Web and Social Media communications

The highest level of political endorsement on the requirement of multi-sector collaboration inenhancing the nutrition status of the country through continuing the National Nutrition Council onthe direct chairmanship of His Excellency the President and functioning the National NutritionSecretariat of Sri Lanka under the purview of the office of His Excellency the President. The nutritionagenda based on the WHA targets, aligning with SDGs, the same adopted by the country and Multi-Sector Action Plan for Nutrition 2018-2025 being implemented recognising the multi-sector approachto achieve set nutrition targets The Ministry of Health was reviewed and in the process of revisingexisting National Nutrition Policy during the reporting period. Please describe overall achievements, positive developments, key challenges and suggestions forimprovement towards bringing people together in the same space seen the past year (April 2018 - April2019). Note that this section will be used to draft your individual country profiles in the SUN Movementannual progress report.
Key Achievements - Civil Society recommendations including grassroot level CBOs were obtained forthe review and revision of National Nutrition Policy. Further, the recommendations and observationswere received from the technical/operational managers who are involved in nutrition-related activitiesrepresenting all sectors (education, agriculture, women and child affairs, labour) for the revision of NNP.The final consent received from multi sectors and multi-stakeholders for the Multi-Sector Action Plan forNutrition 2018-2025. District Action Plan Preparation Process initiated in 8 districts. PositiveDevelopments - The enthusiasm of the sub-national authorities and officials in formalising District ActionPlans based on the MSAPN 2018-2025 Continuos collaboration and coordination among all stakeholdersKicked off SUN Business Network focusing private sector partnership in nutrition investment. Expansionand strengthening of SUN CSA at the sub-national level Key Challenges - Political commitment and thepriority for nutrition improvement deviated due to political changes Difficulty to arrive at a commonagreement among stakeholders in revising the National Nutrition Policy and developing Multi-SectorAction Plan for Nutrition. The unique feature is that each of the sub groups are lead by private sectorleaders . the sub groups are : 1. Workplace Health and Nutrition . 2. Production of NutritiousFood 3. In the year under review, the SUN BN in Sri Lanka was kicked off on the 1st of March 2019. Background : There were several consultative meetings in 2018 with Government; selected private sector and WFP HQ to understand the need and opportunity for an SBN. These meetings were well attended by CEOs of key private sector . Upon understanding the need WFP took the lead to formulate a SUN Business Network. 25 Private Sector Organisations were enrolled as members after several consultative meetings and due diligence completed.

And working with the government in policy and advocacy areas especially relevant to the area of national nutrition policy revision consultative processes providing CSO recommendations for the National Nutrition Policy revision. Key contributions of civil society towards the SUN Movement strategic objectives in 2018-2019
Contributions to Process 1Bringing people together in the same space for action
Scaling Up Nutrition Civil Society of Sri Lanka during the past year worked more on strengthening the civil society network at the district level. There are 8 districts out of 25 districts having a SUN CSA subnational level networks. They are meeting quarterly with the coordination and presence of SUN CSA project staff/ executive council members. Last year 158 CSOs were engaged with the network, Specially contributing to the work under the SUN CSA pooled fund project. SUN CSA consulted CSOs for the National Nutrition Policy revision process. SUN CSA worked with the National Nutrition Secretariate to provide inputs to the finalization process of the National Multi-Sector Action Plan for Nutrition. Worked with the Government and provided inputs to the National Nutrition policy revision. SUN CSA engaged with the SUN Business network initiation process and shared the experience of SUN CSA to that platform. SUN CSA worked with UN (WFP ) to conduct a program for World Food day. SUN CSA executive council has gathered every other month as followed the progress of the network similarly the SUN CSA Board of Director met biannually.
Contributions to Process 2Ensuring a coherent policy and legal framework
One of the key objective of SUN CSA for the past year was the involvement in the National Nutrition policy revision. SUN CSA organized district level consultative meetings to get recommendations of civil society for the National Nutrition policy revision. The draft policy objectives were shared with them and organized district-level meetings. There were 145 CSOs participated from 8 districts including 232 representatives. The findings were shared with the Ministry of Health at the national level stakeholder meetings. And also submitted the report as a printed document ( Attached). Together with the National Nutrition Secretariat SUN CSA started working on the process of facilitating the sub-national Multi-Sector Action Plan preparation ( District level). SUN CSA engaged with the Parliamentarians especially in the area of supporting the breastfeeding promotion among mothers.
Contributions to Process 3Aligning actions around common results
SUN CSA worked with the multi-stakeholders last year aligning the actions around the promotion of nutrition in the country in the following ways; _ Conducted an awareness Programme for Media Personals on the theme of “Breastfeeding and the working mother – A multi-sectoral approach”. There were more than 75 personals participated and this was a joint activity with the Department of Information of Sri Lanka. There were two parliamentarians joined the program pledging their support to breastfeeding promotion. - A newspaper campaign organized in collaboration with the partners targetting the breastfeeding week to inform the public about the importance of breastfeeding. - In collaboration with the World Food program Sri Lanka office SUN PF organized a market place which promoted and displayed the local foods with the support of grassroots level CSOs and producer groups on the theme of zero hunger. - Conducted programs
