Copy of the Order is enclosed at Annexure I The approved mining plan pertaining to the quarry lease area was obtained from Deputy Director of Mines & Geology, Visakhapatnam, vide Lr. No: 151/MP-VSP/2017,dated 08.09.2017 for the 03 years period. Approved mine plan is given at Annexure II. As per the Ministry of Environment, Forest and Climate Change, New Delhi, Notification, S.O. 141(E) Appendix – XI, dt 15 th January 2016, the project falls under Category “B2”, which mandates obtaining Environmental Clearance for the project from respective District Environmental Impact Assessment Authority (DEIAA). Accordingly, application in the prescribed format, Form-1M, duly filled in, along with Pre Feasibility Report (PFR) and approved mining plan, is being submitted to DEIAA, Visakhapatnam district, Andhra Pradesh state, for obtaining Environmental Clearance to the project. The quarrying will be carried out by open-cast semi-mechanized method only, as per the approved Mining Plan. The entire lease area is classified as Govt. Land land and no forest land is involved. The proposed annual production of road metal is 32298 M 3 or 80745 Tons The estimated project cost is about Rs. 0.3Cr The project will generate employment to the local people. There will be growth of infrastructure and other development in the area.

Rambabu for Road Metal & Building stone, over the approved quarry lease area in Visakhapatnam district, Andhra Pradesh state. Project Proponent: Sri. K. Rambabu is the project proponent and Proprietor having registered office at Guda village & Panchayat, Hukumpet Mandal, Visakhapatnam district. Brief History of the Project and Applicability of EIA Notification M/s K. Rambabu for Road Metal & Building stone was granted a quarry lease for road metal and Building Stone over an extent of 1.00 Ha, in Sy. No:44/4, G.Nittapattu H/o, Kambalabailu village, G.Madugala Mandal, Visakhapatnam District, Andhrapradesh state by Assistant Director, Mines & Geology, vide Proc. No.3514/Q/2015 dated 20.06.2015 for a period of 10 Years. The approval of quarry lease area for road metal was subject to submission of approved mining plan pertaining to the quarry lease area within 6 months. Accordingly the approved mining plan pertaining to the above quarry lease area was obtained from Deputy Director of Mines & Geology, Visakhapatnam, vide Lr. No. 1251/MP-VSP/2017 dated 08.09.2017. As per the Ministry of Environment, Forest and Climate Change, New Delhi, Notification, S.O. 141(E) Appendix - XI, dt 15th January 2016, the project falls under Category “B2”, which mandates obtaining Environmental Clearance from respective District Environmental Impact Assessment Authority (DEIAA). The quarried stone will be crushed to road metal of required sizes. The granted quarry lease area is 1.0 Ha and the average road metal production in the first 03 years mining plan period will be 32298 M3 / Annum. 2.3 Need for the Project & its Importance to the Country/ Region The demand for road metal, aggregate, rock sand and building stones is increasing day by day due to rapid urbanization, industrialization and growth in infrastructure Also with the restrictions imposed by the Govt. on quarrying and transportation of river sand, the demand for manufactured sand, which is technically approved as a substitute for river sand, has increased enormously. In view of the domestic demand for road metal, the proposed project assumes importance and contributes to earnings to the state. Also it will contribute to the regional revenue by way of royalty, direct and indirect taxes. The quarrying and associated activities in the mineral rich areas increase the gains in gross domestic product (GDP). While providing direct employment to 25 people, the project will provide indirect opportunities to transporters and labor associated with it. 2.4 Demand – Supply Gap The project is envisaged to meet the demand supply gap in the local market, 2.5 Export Potential This project is conceptualized to market the road metal in domestic market.

No:44/4 of G.Nittapattu H/o, Kambalabailu village, G.Madugala Mandal, Visakhapatnam District, Andhrapradesh state. 3.3 Details of alternative sites considered and basis for selecting the site. As the project is site specific, no alternative sites have been considered. The basis for selection of the site is availability of road metal stone in huge deposits in the lease area and the quarry site being away from habitation so as not to cause any environmental impacts 3.4 Size & Magnitude of Operation The details of magnitude of operations are as follows: � The granted quarry lease area is1.0 Ha. � Total mineable road metal stone reserves available are assessed as 197260.00 M3 over the quarry life period of 6 years. � The average production in the 3 year mining plan period is proposed as @ 32298 M3 / Annum. � The production of road metal in the 3 yrs plan period will be 96894 M3. � No waste will be generated from the quarry. 3.5 Project Description with Process Details The project is quarrying road metal stone by open cast semi mechanized method.

The blast holes will be drilled with 54 mm up to 3.0-6.25m heights with 3m interval. Each drill hole will be charged with low strength explosives of (ANFO+ Booster & Detonator fuse). The blasted ROM from rock will be loaded in to tippers/ dumpers and will be transported to the crusher .The ROM will be crushed into chips, grit and lumps of different sizes in the cursing unit. 3.5.2 Whether secondary blasting is needed, if so describe in brief: No secondary blasting is required because no oversize boulders will be generated from primary blasting.

Transport of Minerals & Waste: The ROM will be transported to the crusher by dumpers, No waste is generated. 3.7 Resources optimization / reuse envisaged The ROM will be crushed into different sizes for various end uses as detailed below. Sy.No.44/4, G.Nittapattu H/o, Kambalabailu (v), Pre-Feasibility Report G.Madugula (M),Visakhapatnam (District), Andhra Pradesh. 3.8.2 Power Requirement As the quarry activities are carried out only during day time and the activities are for the quarry lease period only, the power required for operating the machinery and equipments will not be sourced from the supply power. 3.8.3 Source One D.G set of 5 KVA will be provided as source of power. 3.8.4 Machinery Requirement & Extent of Mechanization The machinery requirement is mainly for drilling and transporting the materials. Drilling machine 01 10 Tractor with trailer 02 3.8.5 Manpower The proposed manpower of 25 will include Manager, blaster, operators ,drillers, skilled and unskilled workers. 3.9 Environmental Impacts & Management Solid waste Generation No solid waste is generated as entire road metal stone quarried will be utilized in different forms for various applications. Liquid Waste Generation: There is no liquid waste generation or discharge from this mining activity, which is likely to pollute the water because the mine working are located at higher levels than the groundwater table. The rainwater will collect at the working pit bottom. This water will percolate into ground water through the joints of the mineral.

Some tress also are present. Also green belt is proposed to be developed along the 7.5 m safety barrier. Plant species like Neem & Eucalyptus will be used to develop green belt along the safety zone. No wild life is reported from the area. 3.12 Dust Generation during quarrying operation and transportation Dust will be generated during quarry operations and handling of extracted stone, The following measures are proposed to mitigate air pollution due to dust emissions. � Developing tree cover all along the quarry lease boundary and roads to reduce dust impact � Regular spraying of water at frequent intervals over haul roads � Spraying water on the ROM to reduce dust generation during loading. 3.13 Green Belt Development Plan A green belt will be developed along the periphery of the lease area in 7.5M barrier zone of the area. In every year 90 plants of local species will be planted over a length of 40 M and to a width of 6m at 2m x 2m interval. Table No. 3.3 The details of year wise plantation are furnished below. The G. Madugula, mandla head quarters is located at a distance of 2.50km from the nearest village connected by pucca road. Paderu is located at a distance of 98km from Visakhapatnam. Hence there is good road connectivity up to the quarry. 4.2 Land Form, Land Use and Land Ownership 4.2.1 Land Form The Q.L. area is located on a part of mound with a maximum elevation of 28m above the ground level. 4.2.2 Land Use The quarry lease area is surrounded by barren lands and low level hillocks comprising of valuable road metal of export quality. The surrounding area of the Q.L. area is the quarries for road metal and beyond are agricultural lands. 4.2.3 Land Ownership The granted quarry lease area is Government land in Sy. No.44/4 of G. Nittapattu H/O, Kambalabailu village, G. Madugula mandal, Visakhapatnam district, AP state. 4.3 Topography The Q.L. area is located on a part of mound with a maximum elevation of 28m above the ground level within the quarry lease area with toporelief in North direction. The lowest contour is 1037m and the highest contour is 1058m in the topo plan. The drainage pattern is Sub-Detrick/ Parallel in N-S direction. The area is falling under tropical zone. The weather is hot and humid with a tropical climate and there by no distinct seasons.

The area is having dry climate. The temperature recorded in this area is 250C in winter season and about 480C in the summer season. The wind direction is in SW to NE. The coolest months are December and January, when it is pleasant at 270C to 300C. The average annual rainfall of the area is 1000mm. The ground water level is about 20m BGL at the foot hill. The agricultural fields in the surrounding area are irrigated by ground water. The Topo sheet of 10 KM Radius area of the site and Google map of the area by marking 500 meters distance by identifying other mines in operation in the area are given at Figure 4.1 and Figure 4.2.

The surrounding area of the Q.L. area is the quarries for road metal and beyond are agricultural lands. The existing land is waste land not being put to any other use except quarrying. As the Environmental Clearance to the project needs to be obtained from District Environmental Impact Assessment Authority (DEIAA), application in the prescribed format, Form-1M, duly filled in, along with Pre Feasibility Report (PFR) and approved mining plan, is submitted to DEIAA, Visakhapatnam district for obtaining Environmental Clearance. On obtaining Environmental Clearance, Consent For Establishment (CFE) will be obtained. Consent For Operation (CFO) will be obtained subsequently and then project activities will be commenced.

The proposed annual production of road meal is 32298 M3 . There is good demand for road metal in and around Madugula. So, there is no problem for marketing. 9.1 Financial and social benefits to local people. 9.1.1 Financial Benefits • The mining and associated activities in the mineral rich area increase the gains in gross domestic product (GDP). • Also it will contribute to the regional revenue by way of royalty, direct and indirect taxes. 9.1.2 Social Benefits • The project provides direct employment to 25 people, • The project will provide indirect economic benefits to transporters and labor. • The socio economic level of the area and living standards will improve • There will be growth of the region in terms of education, health, transport etc.

CONCLUSION The Road metal stone quarrying project by M/s K. Rambabu for Road Metal & Building stone, located at Survey No: 44/4, extent of1.0 Hectres of G.Nittapattu H/o, Kambalabailu Village, G.Madugula Mandal, Visakhapatnam District, Andhra Pradesh state will be environmental compatible to the surrounding and there will be no long term environmental impact. The particulate matter getting airborne from the quarrying activity gets dispersed in close proximity itself and settles down early. The noise levels due to the proposed quarry activity are also not of a higher order that calls for immediate corrective measures and will be limited to the quarry only. . There will be positive socio-economic development in the surrounding region due to the quarrying project. The green belt development would help in achieving ecological balance. Environmental Management Plan will help mitigate the minor impacts on the environment. Hence, it is requested that Environmental Clearance be accorded to the project.
