Brief Introduction of the School
The predecessor of SALEM-Immanuel Lutheran College was Immanuel Lutheran English Middle
School which was run by the South Asian Lutheran Evangelical Mission inside a private mansion in
Kwun Tong. It was small and its facilities were inadequate. Nevertheless, the enthusiasm and
dedication of teachers deeply impressed parents and the Education Department. In 1978, it was asked
to become a caput school and before long, it was further invited to become an aided school. The transition was completed in 1982. However, due to the limitations of the school building, the
learning environment and facilities could hardly be upgraded to the level of a standard aided
secondary school. In order to improve the situation, South Asian Lutheran Evangelical Mission was
advised by the Education Department to phase out the Immanuel Lutheran English Middle School
and start a new one in the New Territories. Eventually, Immanuel Lutheran College was established
in 1983. There have been a lot of improvements in our campus environment and teaching facilities over the
past 35 years. From the summer of 1996 to the fall of 1997, a large-scale school improvement
construction project was carried out to put up a new wing at the main entrance. When it was completed,
more rooms were made available for various activities and the working conditions for teachers were
also made better. Furthermore, in order to catch up with the fast-growing Information Technology, a
computer network system was installed to connect all computers in the school, and multi-media
projectors were installed in every classroom and special room. Wireless Local Area Network (WLAN)
was installed too. Teachers and students could then enjoy wireless network and Internet connection
freely on the school campus. In 2000, the school carried out a series of changes in the curriculum development, junior form
curriculum was reorganized into modular system. Fewer subjects with more lessons are taught per
term and students can study different subjects in the 1st and 2nd terms. This mode of teaching and
learning not only allows students to focus on learning a particular subject in a continuous manner, but
at the same time it provides flexibility for teachers in planning the school-based curriculum which
suits students’ needs. Beside academic concern, the school also developed and implemented Student
Learning Profile system to guide students to review and plan their own learning journey.

In order to demonstrate high efficiency in school management, the school became ISO 9001 certified
in 2001. In the same year, the Parent-Teacher Association Resources Centre was opened which aimed
to enhance communications between parents and the school. The ILC Alumni Association was established in 2003. An engaged and supportive alumni network
was created for graduates.
In order to develop students’ diverse learning experiences beyond classrooms and textbooks, the
school started Life-wide Learning Week in 2008. Different forms of learning activities in Hong Kong
and overseas were organized for all the students in the school.
Under ITE4, the enhancement work of the school’s WiFi infrastructure was completed in 2015.
Since then, Information and Communication Technology has been effectively incorporated as a
useful interactive tool for teaching and learning across the curriculum in both language and content
subjects. Teachers are able to arrange interactive activities to engage students in classrooms and
students can build up independent and self-directed learning habit outside classrooms. An integrated
digital portal system O365 was set up for communication and cloud storage in 2016. Two self-
assessed e-learning platforms are also operating well for senior forms students for encouraging self-
learning habit.
To prepare for the integration of STEM education with the current curriculum, the hardware of the
school was upgraded to meet the future needs in 2017. All classrooms are now equipped with high
performance computers on tailor-made computer desks. New infrared audio system was installed in
all classrooms and special rooms.
In order to promote students’ interest in creative media and coding knowledge, movie production,
robotics, 3D game engine and aerial photography were introduced in the ICT curriculum for both
junior and senior forms. In 2019, a new subject named Integrated Technology was formed to further
extend the development of STEM education.

Overview of the School Year (2018-2019)
The 2018-2019 school year was the 35th Anniversary of our school. The theme of the celebrations was “The
Past, We Cherish. The Future, We Create.” 「繼往.高瞻.力行」. The celebratory events included Fund-
raising Walkathon, Thanksgiving Service, Open Day, ILCian Reunion, Music Concert and Celebration Party. Throughout the year-long celebrations, we witnessed and experienced God’s love and grace in ILC in all these
years. We assured that His everlasting blessings will continue in the days ahead. Thank God that the
anniversary events provided our students with valuable learning opportunities to widen their learning horizons and sharpen their various generic skills. It was also a time for alumni to unite. Our old boys and girls were
invited to share in the Day 1 Morning Assembly and Day 3 Assembly. The stories of their growth in ILC and
their career achievements greatly impressed both teachers and students. We were so thankful that we had an enjoyable and fruitful year of celebrations.
The theme of the three-year School Development Plan (2018-2020) is “Building a learning
community to keep pace with the times”「共建與時並進的學習社群」. The virtues and qualities
to be developed include Ambition 「積極進取」, Resilience「逆風上騰」, Companion「關愛同
行」, and Possibility「創造可能」. Companion was the focus in this academic year. Teachers gave
inspiring sharing on this topic in Morning Devotion. To further foster the spirit of companion, a new
student team “Caring Ambassadors” was recruited. By offering special support to the students in
need, our students’ caring spirit could be shaped.
This year the EDB gave us a focus inspection on the key learning area of Personal, Social &
Humanities Education. The EDB Officers appreciated the leadership of our vice principal, Ms Hung
Suet Yee, who took charge of the curriculum development. The inspection helped us not only to
review our curriculum, but also gave us insight to further develop our curriculum and design effective
learning strategies and teaching pedagogies.
To catch up with the education development in Hong Kong and the global trend of future development,
we have started to review our school curriculum. To prepare for the additional S.1 class in the year of
2019-2020, the academic core team stepped up the review of our school curriculum one year earlier
and conducted the review in the 2nd term. The ILC curriculum mainly involved re-allocation of class
time of different key learning areas so as to echo the new initiatives covered in the 2017 Secondary
Education Curriculum Guide and address different learning needs of our students.
This year, we shared the joy of our parents Law’s whose son and daughter have been admitted to the
medical faculty of the Chinese University of Hong Kong in the school years of 2017-2018 and 2018-
2019 respectively. Our school is proud of the outstanding achievements of these alumni as their
remarkable academic performance helped to boost our students’ morale in pursing excellence.
In order to strengthen students’ ownership in learning, with the provision of academic data, our
students were asked to make self-reflection and devise their personal plan for improvement in
compiling “My Growth Journal”.
The success of SALEM - Immanuel Lutheran College depends on the joint effort of different
stakeholders. ILC is a learning community, vested in God’s abundant grace and love. With the
endeavours of all staff and students, we believe we are not only actualizing the school’s mission, but
we are also ready to walk the next mile to overcome all challenges and difficulties ahead.

School Management
The school has operated under the management of the Incorporated Management Committee
(IMC) since its establishment on 31 August 2009. The change-over arrangements of the School
Management Committee (SMC) to the IMC were completed in a smooth and efficient manner.
Teacher manager, parent manager and alumni manager were elected smoothly too.

e-Learning

conventional teaching, but seemingly on the rise, these subjects are ready for other e-
learning strategies such as e-assignments, e-discussion, online quizzes and online learning
platforms. Most students agreed in the student surveys that the e-learning strategies could
effectively achieve the targeted learning objectives.
Lesson Preparation
▪ Core subject departments of Chinese Language and Math and most of subject departments
in the key learning areas of Science and PHSE Learning designed tasks and worksheets to
promote lesson preparation. Lesson preparation habit was well fostered.
▪ Students agreed that lesson preparation could arouse their curiosity to learn. Pre-lesson
tasks like vocabulary searching, watching videos and Internet information browsing could
bring students’ prior understanding of the subject before lessons, which could facilitate the
effectiveness of classroom learning.

Lesson Planning
▪ The awareness of the importance of lesson planning was further strengthened by the co-
planning conducted in the core subject departments of Chinese Language, English Language

together to enhance teaching and learning effectiveness. Teaching experience was shared in
the group.
Scaffolding of Questions
▪ High-order thinking was provoked in the core subject of Chinese Language and Math and
some of the subjects in the key learning areas of Science and PHSE. Scaffolding of questions
was developed to clarify concepts and deepen students’ learning of subject knowledge.
Students were required to give instant feedback in lessons and make reflection in written
form after lessons as well.
1.4 Fine tune the quality of life-wide learning activities

Beyond Limits
▪ Three sessions of Beyond Limits were held in the afternoon of Day Three. Visit to museum,
workplace and cultural heritage were arranged to broaden students’ horizons. 75% of the
students found the activities interesting and conducive to learning.
Academic Week
▪ The department of Chinese Language and Chinese History successfully co-organized the
Academic Week to promote Chinese culture and customs in May. Over 80% of the students
agreed that all activities organized could effectively achieve the target learning objectives.
Life-wide Learning Days (35th Anniversary Special Edition)
▪ To celebrate the 35th school anniversary, different types of form-based activities were
purposefully designed in the Life-wide Learning Days. The spirit of togetherness and the spirit
of serving were highlighted.

▪ The school deliberately arranged overnight form-based activities for all S.2 to S. 5 students.
Camping in Hong Kong was arranged for all S.3 and S.4 students, while a total of two study
tours outside Hong Kong were arranged for all S.2 and S.5 students. Students were
encouraged to take the initiative to design class-based activities in the camp. Also, students
could step on our motherland to visit Chinese heritage, trace the route of historical people
and taste the Chinese culture in the real-life context in the study tour.
▪ Activities such as beautification of all umbrella stands in school, cleansing a beach and
picking up rubbish along hiking trails were organized. The community service activities
greatly enhanced students’ awareness of environment protection and provided students with
fruitful learning opportunities to take care of the environment.
▪ Students were invited to share their valuable learning experiences in life-wide learning days
to all students in a morning assembly.
▪ Over 80% of the students agreed that the life-wide learning activities could meet the
expected learning goals.
Reflection 1. The school strives great effort to realize the theme of the school development plan ‘Building a Learning Community that Keeps Up with the Times’. The academic
core team has taken up the leading role to accomplish two main tasks in these three years: firstly, initiate the review and the refinement of the school-based curriculum to echo the Ongoing Renewal of the School Curriculum; secondly, foster a collaborative learning culture in school to facilitate the development of lifelong and self-directed learners for both teachers and students.
2. ILC teachers are good models as lifelong and self-directed leaners. They are working very hard to empower themselves with the knowledge and skills to cope with the new challenges of the revised central curriculum. To get better understanding of the ongoing renewal of the school curriculum, all subject departments read the updated Secondary Education Curriculum Guides of their key learning area. Teachers actively attended seminars and workshops on the new teaching pedagogies and share their learning in the staff development programmes. Also, curriculum units were set up to coordinate the collaboration work among subjects and foster smooth implementation of curriculum initiatives recommended by the Education Bureau in these three years.
3. Considering the additional Form one class in the coming year, the academic core team stepped up the review of ILC school curriculum one year earlier and conducted the review in the 2nd term. The ILC school-based curriculum, including the allocation of class time, was revised to echo the changes of the Hong Kong central curriculum as well as to address the learning needs of students. Subject departments have started to update the subject curriculum and will prepare relevant learning materials in the coming two years.
4. To develop students to be self-directed learners, both learning strategies and learning context have been taken into consideration. Learning strategies like e-learning, lesson preparation and scaffolding of questions were flexibly employed in subjects to strengthen effective learning inside classroom. At the same time, a wide range of life-wide learning activities were purposefully organized for students to connect and apply knowledge and skills in a variety of real-life contexts outside classroom. Students were keen on reviewing and reflecting on their learning experiences and found the learning fruitful. For one step forward to power self-directed learning, students should be given more learning opportunities to contribute to the design of the learning tasks as well as the evaluation and suggestion on ways to improve the effectiveness of the learning resources and strategies used. By all these means, it is expected that the ownership of learning will be greatly enhanced.

inclusive activities during lunchtime were arranged for
S.2 students with or without special educational needs.
To equip students with skills for their service, two
training sessions and nine informal meetings were given
to the Caring Ambassadors.
2.3 Develop teachers as counsellors of students

Students were referred to school social workers and

teachers to provide advice and guidance on future study
and career pathways.

meeting with parents were conducted to discuss
students’ personal development.

Reflection: 1. ‘My Growth Journal’ was a good tool to make contacts with individual students. Most of the teachers have tried to arrange time to discuss with students their
personal development and career planning, thus an interactive relationship was built up. However, teachers’ workload and time constraint hinder the efficiency and effectiveness of pastoral care. The existing roles and duties of Class and Supporting Teachers need to be reviewed and modified, in order to give teachers more space and time to embrace the uniqueness of every individual.
2. The content of Form Briefings catered the needs of students at different developmental stages. The tailor-made briefing served as a platform to promote moral education and delivered the message of ‘caring other’. Prefects demonstrated the qualities of good leaders and companions by holding the briefings. It is expected that departments and committees could make joint effort to organize form-based briefings and expand the capacity of this platform.
3. A variety of activities and life-planning programmes were arranged to improve students’ life skills and increase their career exposure. However, the lack of large venues in school posed a problem for organizing activities. Moreover, many students were occupied with tutorial classes and other activities, which further made organizing activities difficult. There would be further reviewed among committees to reduce overlapping of activities.
4. More teachers were aware of their roles and ready to give advice and support to students on career choices and further study opportunities. With the help of the non-Government organizations, the Life and Career Education Committee continued to organize talks and workshops for each form in the life-wide learning activity sessions ‘Beyond Limits’. It is hoped that the career and life planning education could be further incorporated into school curriculum in collaboration with various departments and teams to provide students with holistic support in pursuit of their interests, dreams and careers.
5. The new team ‘Caring ambassadors’ is a good trial as S.2 students, the easily forgotten group were taken care of. Inclusive education was promoted not only in assembly time but also through the activities organized by the Caring Ambassadors and students joining the Student LED project. With more students trained and instilled with knowledge and skills, it is hoped that students’ attitudes towards those who need special support and care will be shaped.

▪ Ms Lam KL and Ms Chan WM were invited to share their teaching and
learning experiences on e-learning in English Language and life education
respectively in a staff development programme in July.

development programmes this year. The rate of favourability was 4.66 (Max.
is 6). Most of the teachers found the sharing fruitful and inspiring.
▪ Core subjects started lesson co-
planning in junior forms.
▪ Lesson co-planning sessions have been started in core subjects in junior
forms. English Language department has tried it in S.1 and S.2 while Chinese
Language department in S.2. Mathematics department made use of video
recording and e-learning platform to share teaching experience.

▪ The feedback from teachers was satisfactory. The rate of favourability was 4.20. It was helpful to equip all panel heads to draft the subject handbook.

▪ About 32 teachers attended seminars and training of over a total of 249
hours in this school year. The seminars were mostly subject related and
aimed to upgrade and refresh subject pedagogies. All the others were
related to school major concerns such as e-learning and life education.
▪ Seven teachers attended seminars on self-regulated learning in Fanling Kou
Yan College on 30th Oct and 1st Nov. Most of the teachers found the
seminars inspiring and showed willingness to be invited to join similar
programmes again.

teachers in 35th school anniversary celebration activities.

Reflection 1. The school has started to accomplish the mission in building up a learning community that keeps up with the time. Built on the efforts made in the past years,
ILC teachers are more willing to share teaching experiences in staff development programmes. More subjects adopted the lesson co-planning to promote professional exchange. More subject coordinators have tried to use lesson demonstration to share good teaching practice with panel members. Core subject, the Chinese Language department, even pioneered the practice of open classroom. All these are important steps to pave the way of a more professional teaching team in ILC.
2. To step forward to building up a learning community in ILC, the school will continue to arrange staff development programmes and provide teachers with learning opportunities on the new teaching pedagogies through releasing them to attend seminars or full-time in-service training courses. To enhance teachers’ teaching capacity, the school will further promote lesson co-planning and lesson demonstrations in a wider scale. On the other hand, definite effort will be put in initiating open classroom by building up teachers’ readiness in this measure.
