The simulated heat treatment for forging coupons shall be with

soaking temperature of 600+10/-5 ⁰C (i.e 595 to 610). This

requirements

Clause No. 2.0 Technical, 1.0, d. Availability of

Suitable calibrated furnace (Gas fired / electric) to

carry out uninterrupted Posr weld heat treatment.

AA) We propse to carry out Post weld heat treatment of

Header assembly in 2 stages in the existing furnace as follows -

1) Heat treatment of 2/3 length of assembly in furnace and 2)

Reverse it & heat treat 2/3 portion of assembly (with overlap)

in furnace.

OR

BB) Install a new furnace to suit entire Header assemby for

heat treatment in a single charge well before the header

assemblies become ready for heat treatment.

PWHT shall be done in-house for the complete Header

assmebly in a single charge in a calibrated furnace.

Terms of payment

Quantum of material procurement is about 60 to 70% of value

of Purchase Order of Header assemblies and hence Terms of

payment need to be modified as follows :

Clause no. 7 for "Scope of supply" and Clause No.

8 for "Tax liability on composite supply" of THE

CENTRAL GOODS AND SERVICES TAX ACT,

2017, NO. 12 OF 2017 (Copy attached) says the

following

Cost of equipment shall covered under Goods and cost of

transportation will be covered under Services. It will a

composite supply. In such a case the item of goods or

Transportation whichever calls higher GST rate will be

applicable for both items considering it as composite supply.

In all, all the items of supply and transportation cost will

attract GST as that of supply of goods.

In the case of FOR contracts, the transportation would

form part of the main supply and will be treated as

composite supply and hence, the GST as applicable as

per the GST act for the main supply has to be

considered for the whole contract.

GST will be applicable on Price Adjustment amount. Kindly

confirm that the same will be reimbursed by NPCIL to the

Supplier at actuals.

Please refer to SCC Clause No. 11.0 (GCC Clause ref

No. 5.4). Price adjustment will be allowed upto a ceiling

of +/- 20% of the total FOR price (inclusive of taxes and

duties) component. Since, the Price adjustment is

alloswed on the taxes and duties component also, no

separate GST on price adjustment will be reimbursed by

NPCIL to the supplier.

Tender Requirement : The specimen shall be cold bent

through 180° on a mandrel of 25.4 mm diameter. Clarifiation

to be used irrespective of thickness of specimen for Bend Test.

Tender Requirement :…leak rate can be calculated from the

indicated value using the formula mentioned in para V-1062 of

Article 10 of ASME Section V. Clarifiation Required : Para V-

1062 of Article 10 is for System Calibration in “Tracer Probe

Technique” and not for leak rate calculation. But Testing

procedure mentioned in para 8.4 of PP-E-2384 is as per “Hood

technique”. Please Clarify.

Tender Requirement/Issue : Piping loads are not provided

Clarifiation Required : As per tender, the Supplier need not

carry out the analysis as long as meeting the tender drawing

requirements. However, NPCIL may be asked to provide all

piping loads for Analysis and the same will be used for

clearing any manufacturing deviations where we are required

to provide design justification as the basis of acceptance.

Any manufacturing deviation shall be reviewed by

NPCIL for acceptance / rejection.

Manufacturing of Tee and Elbow Assembly Clause

20 NB Fittings

In order to simplify the manufacturing activities of

instrumentation connection, we propose Welded Bifurcate

where a single pipe is formed in the form of ‘U’ and at the

centre of the ‘U’, the nozzle pipe is welded instead of forming

the connection with Tees, Elbows and Pipes. This will ease the

fabrication.

Clause PC-E-1003 (Clause-5 & 8.11) and PC-M-

287 (Clause-4.1.3)

As per clause(5) & clause(8.11) of PC-E-1003, the hydro test

pressure of the assembly is 158 kg/cm2. In PC-M-287,

clause(4.1.3), in the table, the hydrostatic test pressure for the

samples of fittings is mentioned as 174 kg/cm2. Kindly clarify

the hydrostatic test pressure value.

ISGEC Clarification: This clause requires acceptance to
