1 Purpose and Scope
1.1 Purpose This specification provides general requirements to suppliers and procurement teams as well as design teams regarding Skyworks Solutions’ standard of Substance Restrictions in Products applicable to products, components, and materi-als supplied to Skyworks Solutions. This specification also contains Substance Restrictions in Packaging. This speci-fication has been developed to fulfill the following requirements:
To ensure suppliers, supplied materials, and Skyworks finished goods comply with legal and regulatory require-ments
To prevent specific substances from being used in Skyworks' products To provide Skyworks the necessary information to fully identify and declare the materials make-up of all Skyworks
finished goods To provide guidance to suppliers regarding substances to consider for future phase-out To reduce adverse impacts to the environment from the materials make-up of finished goods
1.2 Scope The scope of this document is applicable to Product, Component, and Material Suppliers whose materials are for incorpo-ration into Skyworks products or used in packaging for shipment. This includes:
Semi or Fully assembled parts (e.g. module, functional units, board assemblies, and other assembled parts and accessories)
Parts (e.g. electrical parts, mechanical parts, semiconductor devices, PWB-s) Materials (e.g. wire, solder paste, epoxy, etc…) that are present in the Skyworks finished good Packaging materials (e.g. trays, reels, sticks, bags, cushions, staples, sheets, wraps, tapes, labels, corrugated
cardboard, wooden frames, pallet, vinyl ties, and inks or paints for printing)
For some specific applications (e.g. aerospace, military applications), portions of this document may be exempted at the discretion of Skyworks.
2 Acronyms / Terminology and Description / Definition
End-of-life management Recycling processes such as precious metals, plastic or other material recovery etc.
Green Refer to Skyworks controlled definition in SQ04-0074 - Skyworks Definition of Green (available internally and on the Skyworks external website).
GSS database Green Supplier Survey Database. Provides supplier access to the Skyworks Green Pro-curement Supplier Specification and the on-line Green Supplier Survey.
Homogeneous material A material that cannot be mechanically disjointed into different materials. The term “homogeneous” means “of uniform composition throughout.” Examples of “homogene-ous materials” are individual types of plastics, ceramics, glass, metals, alloys, paper, board, resins, and coatings. The term “mechanically disjointed” means that the materials can, in principle, be separated by mechanical actions such as: unscrewing, cutting, crush-ing, grinding, and abrasive processes.

Intentionally added Deliberate use in the formulation of a product or subpart where its continued presence is desired to provide a specific characteristic, appearance or quality. If listed materials or substances are contained in products or subparts purchased by supplier and are incorpo-rated, such materials/substances must be disclosed.
Lead Free Refer to Skyworks controlled definition in SQ04-0073 - Skyworks Definition of Pb-Free (available internally and on the Skyworks external website).
Level 1 Materials Materials that are used in the manufacture of finished products and directly affect the form, fit or function of the finished product.
Material A material is made up of one or more substances (e.g., copper alloy is a material, which in turn is made up of a number of defined substances, copper, nickel, silver, etc.).
Packaging Materials used to prepare a product for shipment including Reels, bags, trays and inner and outer boxes.
ppm parts per million, unit of measurement for weight percentage. 1 ppm = 1 mg/kg = 0.0001 % by weight. The parts per million thresholds listed in this specification refer to the weight of the material in a homogeneous material, not the weight of the material in an entire system.
Product The item that the respondent is supplying (e.g., assembly, subassembly, component, raw material).
Subpart A sub-unit of a product.
Substances Substances are chemical elements and their compounds. CAS numbers are provided for these substances where known.
Threshold level Concentration level, which defines the limit, above which substance bans or restrictions apply (refer to Substance Restriction Lists).

4 Responsibilities
4.1 Skyworks’ Responsibilities This specification shall be provided to all applicable suppliers according to the Skyworks internal requirements as estab-lished in SQ03-0138 - Supplier Qualification and Monitoring. General Supplier requirements related to Environ-mental Programs and Green Procurement (along with standard Quality and other requirements) are communicated via the Supplier Quality Manual (SQ02-0020) and the Supplier Sustainability Specification (SQ03-0337) and are evaluated using SQ04-0005 - Skyworks Supplier Survey and Audit Questionnaire. Applicable Suppliers (as de-scribed in Sec. 1.2) are required to adhere to the materials restrictions as referenced in this document and provide Sky-works with completed materials declaration information using the Skyworks on-line Green Supplier Survey (GSS). Skyworks’ internal process is detailed in SQ03-0185 - Green Supplier Survey, Customer Survey, and DfE Process. When required, suppliers will receive a notice from Skyworks with information to complete GSS for specific parts.
(Note: some customers of Skyworks may have additional requirements on materials or substances not reflected in this document, that are handled on an individual basis. These requirements will be communicated to suppliers as applicable.)
4.2 Supplier Responsibilities Adherence to the requirements as specified in Section 5 of this doc.
5 Supplier Requirements
5.1 Sustainability Requirements Skyworks has an established Sustainability Specification – SQ03-0337. Refer to SQ03-0337 for details and require-ments.
5.2 Management System Skyworks requires its suppliers maintain a management system to manage all requirements of this specification. Suppli-ers must have established their own Substance Restriction lists which meet, at a minimum, the substance requirements

within this specification. Upon request by Skyworks, Suppliers must provide documented proof showing the source of all materials content data provided to Skyworks.
5.3 Substance Restrictions in Products Skyworks bases its materials restrictions in products on the International Electronical Commission’s (IEC) IEC 62474 Substance List. The list can be found below. Additionally, Skyworks may add substances to its Skyworks - Supple-mental Substance Restrictions list also found below. These lists identify substances according to three criteria; ‘Crite-ria 1,’ which identifies those substances currently regulated; ‘Criteria 2,’ which identifies those substances with potential to be regulated, prompting their use to be assessed; and ‘Criteria 3,’ which identifies those substances not currently regu-lated, but where market-driven reporting is required for electrotechnical products to enable implication assessments against industry standards and agreements. Skyworks prohibits the presence of all substances on these lists at or above the referenced threshold values. Note – Conflict Minerals (as listed on the Skyworks – Supplemental Sub-stance Restrictions list) are NOT prohibited. These substances may be used. Refer to section 5.5 for special reporting requirements applicable to Conflict Minerals.
Suppliers are required to certify products are below referenced thresholds for all prohibited substances in GSS (ref. sec. 5.8 – Green Supplier Survey). Suppliers must disclose any non-conformance to this specification and the as-sociated materials restrictions via the GSS. A full materials declaration of the supplied good (containing all sub-stances at the homogeneous material level) is also required via GSS.

5.5 Conflict Minerals Refer to SQ03-0337 – Skyworks Supplier Sustainability Specification, for special requirements applicable to suppliers of metals identified as “Conflict Minerals.”
5.6 Substance Restrictions in Packaging This section applies to packaging that is used to contain, protect, handle, deliver, transfer and present electrotech-nical products from producers to customers or consumers. In order to keep suppliers up to date on materials re-strictions in packaging as well as materials which are likely to be subject for future restriction, Skyworks is utilizing the Joint Industry Guide, JIG-201 – Table A. This list establishes Three criteria that determine how substances are to be declared.
Criteria 1 – R (Regulated)
• Substances that are subject to enacted legislation that (a) prohibits their use; or (b) restricts their use; or (c) re-quires reporting or results in other regulatory effects (e.g. labeling) and where the substance-specific ef-fective date is currently in effect or scheduled to go into effect at a specific date in the future.
Criteria 2 – A (For Assessment Only)
• Substances that are likely to be subject to enacted legislation where the substance specific effective dates of the regulatory requirements are uncertain.
Criteria 3 – I (For Information Only)
• Substances that are not regulated but where there is a recognized market requirement for reporting their content in electrotechnical products. Reporting is used to facilitate company assessment regarding widely adopted industry environmental agreements or standards.
Suppliers must consider and comply to the requirements for packaging as specified herein. Skyworks does not re-quire suppliers report materials content for packaging materials as it does for products. Suppliers are prohibited from providing Skyworks any packaging materials with Restricted (R) substances above referenced threshold values.

5.6.1 Packaging Materials Exemptions
Packaging containers that are reused and returned to the supplier by Skyworks are exempt from the packaging restrictions identified.
5.7 Labeling Requirements Refer to the marking and labeling requirements as specified in IPC/DEDEC J-STD-609 (latest revision) – “Marking, Symbols, and Labels of Leaded and Lead-Free Terminal Finished Materials Used in Electronic Assembly.”
Where applicable, also refer to the requirements as detailed in DIRECTIVE 2011/65/EU OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 8 June 2011 on the restriction of the use of certain hazardous substances in electrical and electronic equipment (recast) – Also known as RoHS2.
5.8 Green Supplier Survey It is the responsibility of all Level 1 material suppliers (refer to sec. 4.0 - Definitions) to comply with the materials re-striction, reporting and labeling requirements contained in this procedure for all parts and substances and raw mate-rials sold to Skyworks. Material declaration, reporting, and certification shall be completed using Skyworks on-line Green Supplier Survey (GSS). Suppliers shall receive e-mailed instructions from Skyworks providing necessary links and log-in information to the GSS database and survey when one has been assigned. Once in the database, Suppliers have access to the Green Procurement Supplier Specification - SQ03-0132 (this document) and the survey itself.
Surveys must be completed and returned to Skyworks as indicated in the instruction e-mail and the survey form itself. Fill out all required fields at each section tab.

5.8.1 Laboratory Analysis
Upon request from Skyworks, Supplier shall provide laboratory analysis (from a third party analytical company such as SGS) to verify the information provided in the Green Supplier Survey. The required analytical is summa-rized in the table below. Requests for laboratory analysis will typically be made via the on-line survey form. Lab analytical files can be attached to the 'Lab Analytical' tab in the Green Supplier Survey.

All test reports must meet the following requirements:
Test reports may be no more than two years old. Materials tested must be homogeneous. Test reports that are not at a homogeneous level (e.g. modules
made up of several homogeneous materials tested after grinding the entire subassembly) are not ac-ceptable.
A nationally or internationally certified laboratory must issue the test report. Supplier owned laboratories are acceptable if they are independently certified. One example of international certification is ISO 17025.
Testing for substances restricted by RoHS should be performed using methods referenced in IEC 62321 or others pre-approved by Skyworks. Testing for bromine and chlorine must be performed according to method EN 14582:2007, EPA SW-846 5050/9056, or others pre-approved by Skyworks. Test reports based on X-ray Fluorescence Spectroscopy (XRF) are not acceptable forms of compliance documentation.
An analytical process flow chart is required for each lab analytical report. All compliance documentation (e.g. test reports and declarations) must be retained by the supplier for a
minimum of ten years as part of the supplier’s records-keeping process. Digital formats are acceptable unless otherwise noted.

5.9 Product Change Notice (PCN) Any change to the material content of an approved material must be reported in written form to Skyworks Solutions. Refer to the Supplier Process Change Notice (PCN) requirements as referenced in the Supplier Quality Manual (SQ02-0020). Upon approval of a supplier PCN that changes the materials content of a part or supplied material, the supplier will be issued a new Green Supplier Survey by the database administrator which must be completed and returned to Skyworks promptly upon receipt.
