Challenges of SRI in rainfed conditions

• Climate … rainfall abberations• In absence of assured irrigation it needs a lot of management

actions– Staggerred nursery– Availability of Seed of varying duration– Direct seeding– Labour demand peaks up

• While in case of Jharkhand the historical rainfall data shows that it only faces agricultural drought

• Irrigation or on farm water bodies could be a solution• Government initiates the promotion on a small scale- 56 units

Facilitating towards living soils

• Facilitating conditions for soil micro organisms– Farm water bodies ( in order to improve moisture

availability both in situ as well as to provide protective irrigation)

– Using jivamrit- as inoculants– Incorporation of biomass as a component of their

farming system– Increasing organic matter, through bio-composting

Mainstreaming SRI

• Government of Jharkhand’s SRI promotion incentive programme was well accepted by farmers and NGOs who were the part of earlier SRI promotion programme.

• GoJ has initiated a programme to extend SRI to 20% of its area under paddy

• NFSM and ATMA programmes to promote SRI was successfully mobilised

Opportunity• Government

– Incentive- Farmer / NGO/ Technical (1000 / 200/ 50) for 1 ha. – 20 % ( 320,000 ha.) paddy area coverage by government

– Incentive from government programme

• MKSP- Mahila Kisan Sasaktikaran Pariyojanā (NRLM)-future prospect

• Local fund generation – Very small ( mostly as contribution from farmers)

Major limitations

• Not a well designed programme for such a huge scale– Incorporated into the BGREI( very small scale)– Still seed replacement with Hybrids is the focus– Incentive designed but in sufficient– Back up with infrastructure(implements) and manpower

lacking– Training and capacity building delinked with the incentive

scheme– Very low support/ no support for manpower– Untimely release at times no release of money ( this time in

east singhbum, problem of financial allocation has led to no release of funds as yet)

Problems faced• Late rain cause delayed transplantation.• Seed variety of Govt. supplied subsidized scheme was not good• Heavy rain after transplantation resulted in less tillering and

attack of disease and pest.• Attack of massive pest attack after pannicle formation.• Convergence programme of Govt. through ATMA was also

effected due to non availability of financial allocation.

Efforts for scaling up(for consolidation and up-scaling)

• Proposal approved under NRLM-MKSP for locations of the state covering SCI (SRI &SWI) as major livelihood security component– Major limitation is the limited staff support

• Some partners have been linked to NABARD under their seed programme

• The government linkages will continue, but within the present limitations it will be …….
