Ad Hoc Police Practices ReviewCommission chairman MichaelHershman was clear about whathis group was, and was not

tasked to do.“We as a commission believe we were not

appointed to defend the police department,nor was it our role to simply disparage thedepartment,” Hershman said when present-ing the final report and recommendationsof the commission to the Fairfax CountyBoard of Supervisors on Oct. 20.

The full 37-member commission meteight times between March 23 and Oct. 8.Five subcommittees met many times tomore closely examine areas of mentalhealth, use of force, independent oversight,communications and recruitment, diversityand vetting within the police department.

In that short time, Hershman said, they’vedone “what few other jurisdictions havebeen able to do: to take a police depart-ment that has the respect both within andwithout our county, and turn it into an idealmodel in policing. They’ve had their prob-lems — not as many as some other jurisdic-tions — but enough to warrant change.”

THE FINAL REPORT of the commissionincludes 142 recommendations spanningthe subject areas of the subcommittees, in-cluding calling for creating an independentauditor position, civilian review board andmore robust crisis intervention training andmanagement.

Board of Supervisors chairman SharonBulova announced the formation of thecommission in the wake of a lawsuit againstthe county brought by the family of Spring-field man John Geer, who was shot andkilled by Fairfax County police officer AdamTorres in August 2013.

The county had released scant details ofthe incident to either Geer’s family or thepublic, eliciting public demonstrations forjustice and drawing the attention of U.S.Sen. Charles Grassley (R-Iowa), chair of theU.S. Senate judiciary committee, who wroteseveral letters to Fairfax County chief ofPolice Edwin Roessler and Commonwealth’sAttorney Raymond Morrogh asking whythere had been a delay in releasing infor-mation.

Each of the subcommittees was allowedto bring on non-commission civilians, bring-ing the total citizen involvement in the com-mission and subcommittees to 70 members.

Supervisor Penny Gross (D-Mason) saidcounty staff was already beginning to lookat implementing a number of the recom-

mendations. She also questioned whetherthere was a budget timeline established forrecommendations requiring additionalfunding.

County Executive Edward Long re-sponded that county staff has been devel-oping a “matrix” to identify all the costsfrom the recommendations, priorities anda phasing strategy to spread out additionalfunding over time.

The supervisors praised Hershman andthe commission for the body of work theyaccomplished over the spring, summer andbeginning of fall. However, the recommen-dation of a civilian oversight board drewseveral direct questions from supervisors.

Jeff McKay (D-Lee) asked why the com-mission recommended that no member ofthe review board be a current or formeremployee of Fairfax County, saying theiremployment “shouldn’t disqualify themfrom service.”

Hershman responded to McKay that thecommission had discussed that concept atlength and it was the feeling of the groupthat keeping the review board completelycivilian would “ensure their independence

and objectivity.”Pat Herrity (R-Springfield) withheld his

specific questions for the Oct. 27 PublicSafety Committee meeting when the reportis scheduled to be discussed in more detail,but said there were a few recommendations“that cause me concern.”

Chair of the Public Safety Committee su-pervisor Gerry Hyland (D-Mount Vernon),said the civilian review board would be“probably the most difficult issue for us toaddress.” He added he would be looking tohear input as to experience of similar boardsin other jurisdictions and the types of re-views and cases they handle.

Hyland also referred to Hershman’s in-troduction where he said “many of our rec-ommendations are interrelated and rely onone another to bring forward transforma-tion,” and gave the example of funding ad-ditional mobile crisis intervention units. “Ifthat’s not accepted, the effectiveness of in-creased Crisis Intervention Training by po-lice officers may be lessened. If civilian over-sight is not accepted, then the lack of confi-dence in our police department by many ofthe citizens who addressed our commission

is likely to continue.”“My reaction to that is when we look at

the experience of our community, notwith-standing a few cases that have been diffi-cult for us to handle, the reaction of thecommunity that I represent, that all of usrepresent, the majority of people clearlysupport and have a very positive reactionto the Fairfax County Police Department andthe job they do day in and day out.”

“I would hope we can talk about the ci-vilian review board as to why that is con-sidered essential to establish confidence inour citizenry and FCPD,” Hyland added.

Hershman responded, “We should under-stand policemen are going to make mis-takes, no question about it, but we’ve gotto make sure policies and procedures arein place to make sure mistakes are fewerand less.”

Supervisor John Cook (R-Braddock)added to the discussion he hopes to “con-tinue the strong bond between our citizensand police department.”

“It’s also clear some things have tochange,” he said.

Supervisor Cathy Hudgins (D-HunterMill) said she was “anxious” to attend thepublic safety committee meeting to discussthe report, especially after a “long term ofnot seeing them often enough,” referringto meetings of the committee itself.

Hudgins also expressed a need for civil-ian involvement in reviewing the report.“We need to hear this report through thelens of our community.”

“The Board of Supervisors and the FairfaxCounty Police Department recognize theimportance of reviewing policies and deter-mining new best practices as expectationsfrom the community evolve with new tech-nology and methods of communicating,”Bulova said.

“FCPD actively participated on andworked with the commission every step ofthe way to help achieve the common goalof maintaining a safe community and en-suring a culture of public trust in FairfaxCounty.”

Following the presentation, Hershmanspoke to media and said though he wasencouraged by the mostly positive responsefrom the supervisors, “I would trade thatpraise for support for our recommenda-tions.”

In getting these recommendations to theboard prior to Nov. 3, Hershman also saidhe hopes both incumbents and candidatesfor the next Board of Supervisors “comeforward with their own views before theelection.”

THE BOARD OF SUPERVISORS will dis-cuss the final report at the forthcomingmeeting of the Public Safety Committee onOct. 27 at 3 p.m. That meeting is sched-uled to take place in rooms 9 and 10 of theFairfax County Government Center, 12000Government Center Parkway in Fairfax.

Michelle Gamache, theCommunications Manager at Greenspring

retirement community in Spring-field, recently participated in theWashington Redskins CharitableFoundation’s eighth annual All-Star Survivors Celebration.Gamache was one of 31 womenbattling breast cancer to be hon-ored at the event.

Just three weeks after Gamachebecame engaged to her fiancé, Joe,on New Year’s Day this year, shewas diagnosed with invasivebreast cancer. Following her diag-nosis, she underwent eight roundsof chemotherapy and a bilateralmastectomy. Gamache has been aRedskins fan since she moved tothe D.C. area about seven yearsago, but her selection for the All-Star Survivors Celebration wascompletely by chance. “I was ran-domly handed an application at aworkout class I attend through the

Life with Cancer program,” shesaid.

First, the women were honoredat the annual Redskins Breast Can-cer Awareness Game on Sunday,Oct. 4. Gamache was able to en-joy the game with her fiancé andhis two sons. “Joe is by far theirbiggest fan. It was so great to seehim enjoying those two days somuch with me. He’s been right bymy side every step of the way.”

On Oct. 5, the 31 women wereinvited to Redskins Park and whilethere, were joined by 10 Redskinsplayers. Throughout the day, thewomen tried on wigs, receivedhand massages from the players,got makeovers, toured the team’sheadquarters, and were pamperedwith gifts.

A few days later on Oct. 8,Gamache also participated in the“Couture for a Cure” fashion show,which is dedicated to breast can-cer awareness. The show, presentedby the Association of AlexandriaRadiologists and Jack Taylor’sToyota, helps to raise money to pro-vide free mammograms for womenwithout insurance.

Some questions are universal to the humanexperience. Is there life after death? Whathappens to the soul after we die? What is itlike for those who have traveled over to the

Great Beyond? These are but a few of the questionsaddressed in the newest course from the Rohr Jew-ish Learning Institute.

Beginning Monday Oct. 26, Jewish Learning Insti-tute will present The Journey of the Soul, a new six-session fall 2015 course.

Rabbi Fajnland of Chabad of Northern Virginia willconduct the six course sessions at Chabad Commu-nity Campus, 3939 Prince William Drive, Fairfax onMonday starting Oct. 26.

“There’s a significant amount of confusion in the Jew-ish community about what happens to us when we die,”explains Rabbi Naftali Silberberg, the lead editor forthe course from Jewish Learning Institute’s headquar-ters in New York. “Many ideas that originate in otherreligions and belief systems have been popularized inthe media and are taken for granted by unassumingJews. In Journey of the Soul, we clear up these mis-conceptions and introduce an authentically Jewish ap-proach which is both surprising and refreshing.”

Journey of the Soul provides spiritual insight intothe soul’s journey through life, death, and beyond,as well as ancient Jewish wisdom that sheds light onthe philosophical, emotional, and practical aspectsof coping with death and mourning.

“Science knows the very little about the soul andwhat happens to it post mortem,” said Rabbi Fajnlandthe local Jewish Learning Institute instructor inFairfax “It’s about what is truly valuable and mean-ingful in life which is relevant to everyone, and manyin our area have expressed their curiosity to learnabout the topic, so we’re expecting a good turnout.”

Professor Sheldon Solomon of Skidmore Collegewho co-authored the book The Worm at the Core:On the role of Death in Life commented about theJewish Learning Institute course: “This course strikesme as a very fine juxtaposition of ancient theologi-cal wisdom with contemporary empirical science. Mysense is that this will be an interesting and reward-ing educational and personal experience.”

To the Editor:The editorial (“Closer Look at School Spend-

ing,” The Connection, Oct. 14-20, 2015) citesa draft report from the Virginia Joint Legisla-tive Audit and Review Commission (JLARC)to say that Fairfax County Public Schools(FCPS) reduced spending by 6.5 percent be-tween 2009 and 2014.

It turns out that 2009 was the end of thedecade-long housing bubble, during which thereal estate tax paid by the typical FairfaxCounty homeowner increased 100 percent,from $2,400 to $4,800.

Between the start of the housing bubble in2000 and 2016, while FCPS enrollment in-creased 22 percent, FCPS spending increased100 percent. Even after adjusting for inflation,FCPS spending increased 38 percent. FCPSstaff increased 27 percent.

FCPS has claimed that since 2008 its budgetwas cut by $500M and 2,000 positions. In fact,its budget increased by $350M and 1,000 po-sitions.

The JLARC report notes an increase in healthinsurance spending. It could have includedpensions, too. Since 2000, FCPS and Fairfax

County spending for pensions and “Cadillac”health plans increased by $700M. If that spend-ing had increased at the same rate as enroll-ment and inflation, the increase would havebeen $400M less.

The editorial notes the increasing numberof FCPS students living in poverty. HoweverFCPS has failed over the last 30 years to raiseminority (Hispanic and African-American)achievement. Children in poverty are not get-ting educated, and a disproportionate numberof them end up in jail. The problem is not thechildren or their families but the FCPS K-3 cur-riculum. The minority student achievementgap evident in 12th grade is evident in fourthgrade. By fourth grade, children should havemastered reading and arithmetic. FCPS failsin both because it does not use phonics-basedreading instruction and has inadequate drillin arithmetic. In addition it bores children withsocial studies. Virginia, U.S., and world his-tory instruction should begin in Kindergarteninstead of waiting until fourth grade. Youngerchildren enjoy learning history.

Having both been raised here in Northern Virginia, we have seen first-handhow the chronic congestion prob-

lems on I-66 have affected our economy andquality of life. Like most people in our area,this is personal. Traffic on I-66 has stolen count-less hours that could have been spent with fam-ily or at work. That is why we were proud tosupport the bipartisan transportation packagepassed by the Virginia General Assembly in2013 that is now generating billions for infra-structure improvements in our region. How-ever, the way revenue is generated does mat-ter, which is why we feel compelled to expressour current opposition to the Virginia Depart-ment of Transportation’s plan to toll I-66 in-side the Beltway.

While legitimate concern has been raisedwith regard to the cost to commuters, there isa much deeper principal at stake. No one likesthe idea of tolls. But like water and sewer ser-

vice, there should at least be a strong link be-tween who pays and the services delivered. Theidea of tolling I-66 inside the Beltway withouta solid plan for creating new infrastructure thatdirectly benefits the toll payers simply fails tomeet this basic test. Likewise, we are concernedthat this project violates the concept of firstdo-no-harm. A recent study by Fairfax Countyfound that while those using parallel roadswon’t be affected in the direction of rush hourtraffic, those who go the opposite direction willsee significant increases in traffic. Even if thiscan be absorbed in the short-term, we haveserious doubts about whether this is sustain-able in the long-term. The days of one-way rushhour traffic are quickly going the way of thedinosaur as areas like Tysons, Herndon,Chantilly, Reston, and Centreville continue todevelop. VDOT’s actions mean that those whoare using these local roads will see their com-mutes lengthened. This will include neighbor-

hoods both inside and outside of the Beltway.We applaud VDOT for coming up with some

promising and creative solutions — includingthe active traffic management system recentlyimplemented outside of the Beltway. But thecurrent plan to toll I-66 inside the Beltwaywithout increased capacity is the wrong wayto go. It is a matter of principal.

On Sept. 18, more than 780 students ran in the Boosterthon FunRun at Keene Mill Elementary. On

Sept. 30, more than 700 students ran in theBoosterthon Fun Run at Eagle View Elementary.

The Boosterthon Fun Run was the culmi-nating event of the nine-day Boosterthon

program themed “Big World Recess,” wherestudents learned character through sportsin other cultures.

During the nine days, students at bothschools experienced up-close how sportsbring people together. Documentary-stylevideos taught students how to develop

In addition, Eagle View Elementary is alsoset to profit more than $20,000 from thenine-day fundraiser. The funds raised willbe used to fund the PTA budget for the year.

The Boosterthon Fun Run was truly a community effort. Teachers, familymembers and friends cheered on their students during the BoosterthonFun Run.

I love local government and feel strongly about commu-nity engagement. In my roles as Braddock Supervisor andnow Chairman I have been committed to making sure ourcommunity is at the table with local government toparticipate in resolving issues and addressing our chal-lenges. A major challenge right now is the sluggish recoverywe are experiencing from the Great Recession. I have the experience, the commitment and the enthusi-asm to serve as Fairfax County’s chairman. I believe I havethe collaborative skill set needed to lead our Board and ourcommunity on an even, positive course.

Education continues to be my highest priority. It ishowever, not my only priority. It is critical that we continueto be the safest jurisdiction of our size in the U.S. and thatwe maintain the quality of life our residents value. Begin-ning in January our newly elected Board will engage in amulti-year Lines of Business process to examine all of ourservices in order to identify opportunities for efficienciesand savings. We have invited the School Board to partici-pate with us in this process. I am hopeful that, workingtogether, we will find new ways to economize on resourcesand improve on the delivery of services to families andstudents.

Cut andreprioritize the infrastructure budget to invest in freesolar energy and geothermal energy. Work harmoni-ously with the School Board to place money where itwill do the most good, fund education costs andteacher salaries rather than administration costs.Build Rail: Rail will grow revenues by growing theeconomy. Rail increases the value of our homes,businesses and communities. Every $1 invested inRail returns $20 to the community!

and the percent prepared varies from 75% for Langley High School to 20% for Leeand Mt. Vernon High Schools. In a quarter of a century FCPS has made no progress inclosing the minority student achievement gap: only 35% of Hispanic and 20% ofAfrican-American FCPS seniors are prepared for college. Even if you don’t go tocollege, being prepared for college makes you better qualified for a good job. Thesolution is better instruction in the basics; not more money. As county chairman Iwould hold the school board accountable for achievement when the school boardmakes its annual $2B budget request.

2. What distinguishes you from your opponent(s) and why shouldvoters choose you?

The incumbent chairman:For 16 years has raised real estate taxes three times faster than household income,

which is unaffordable, especially for seniors;Does not hold the schools accountable for achievement;Is indifferent to the disproportionate incarceration of Hispanics and African-

Americans in the county jail;Sat silent for 17 months while the police department refused to disclose the details

of the shooting of an unarmed civilian by a police officer on August 29, 2013;Neglected maintenance of the now unsafe and unreliable Metrorail system to build

the Silver Line;Since 2000 cut staffing of libraries and parks by 112 positions while adding 145

clerks to handle public assistance applications, for a total of 354 public assistancepositions.

According to the Bureau of Labor Statistics job growth in Fairfax County was closeto last of the 342 largest U.S. counties last year. I will grow jobs by cutting taxes;using the chairman’s pulpit to advocate for higher achievement, including Hispanicand African-American achievement, through better curricula; being transparent; andmaking Metrorail repairs my highest transportation priority.

3. More than half of the county budget is devoted to the local schoolsystem. A significant budget gap looms for the next budget cycle, bothfor FCPS and Fairfax County. What are the top county priorities andhow will you assure funding and manage the budget? What ideas do youhave for increasing revenue? Name two areas/items you would cut orreduce.

For FY2017 the county and schools want to increase spending by $240M whilerevenues are projected to increase only $20M without a real estate tax hike. Thispredicament demonstrates the need for new leadership. Seventy percent of thespending increase is for raises (3.5% for county and 4% for school employees),Cadillac health plans, and pensions with retirement at 55. My opponent would raisereal estate taxes 9%, pushing the typical homeowner’s real estate tax from $5,700 to$6,200. She raised real estate taxes 8% last year. For 16 years the supervisors havebeen increasing taxes three times faster than household income. Since 2000, whileschool enrollment has increased 22%, the school budget increased 100%. County andschool spending for health and pension benefits increased $700M since 2000; that is$400M more than needed to keep up with inflation, population, and enrollment. For16 years the average annual raise for 30,000 county and school employees has been4%. To pay for these raises and benefits, the supervisors have been increasing realestate taxes three times faster than household income. The revenue from the tax hikeswas not enough to pay for the raises and benefits, so park and library staffing was cutand class sizes increased. And now teachers and police cannot afford the $6,000 realestate taxes that were increased to pay for their own raises and benefits. To makeFairfax County affordable again, we need to cut taxes by reducing benefits and givingsmaller raises, as is the case with private-sector employees.

I can retire and be a full-time chairman.

As Legislative Chair, I have foughtagainst some of the proposed state legislation thatwould negatively affect our County. As a memberof the Virginia Association of Counties (VACO)Board of Directors, I have fought attempts to elimi-nate Cost of Competing dollars by ruraljurisdictions and am fighting to secure more statefunding for our schools. I am proud of my recordin revitalizing the district, especially transformingthe blighted Springfield Mall into the SpringfieldTown Center and attracting new transit orienteddevelopment near the Huntington Metro.

While education is our top priority (more thanhalf of our General Fund), adequately fundingother core County services is also critical. Publicsafety, parks, libraries and human services areimportant to our residents. We must continue toput pressure on the state to adequately fund K-12education. Fairfax cannot continue to make uplosses in state funding, especially with our very lim-ited taxing authority,for education withoutaffecting our other core services.

We are also working to diversify our economyand the economic strategic plan that we adoptedlast spring will help us take advantage of economicopportunities.

I serve as a full-time board member. I do notbelieve that given the size of Lee District and thecomplexity of governance, that it’s possible to serveconstituents well on a part time basis.

This is important for our wholecommunity because the longer a senior remainsfunctional and healthy, the less the burden on thechildren, the grandchildren and our SpringfieldDistrict. As Supervisor, I will implement cost-effec-tive solutions to provide facilities formultigenerational health programs.

I will serve as full-time Springfield Supervisorproviding much-needed responsive leadership toensure that our district receives its fair share ofcounty resources, particularly for senior healthprograms. The achievement gap. Our minority and eco-nomically disadvantaged students continuallyscore 20-30 points below their peers on standard-ized tests. The dropout rate among economicallydisadvantaged students has nearly doubled in thelast four years. First, standardized test scoresshould not be the main indicator of studentprogress or potential. Second, rather than havingteachers teach to the tests, it is important for theSchool Board to give teachers the freedom to iden-tify their students’ strengths and interests. Finally,we must get parents involved, and to place respon-sibility on the students to succeed as well.

2. Why should voters choose you?The qualities that separate me most from the

other candidates for School Board include the per-spective I bring as a member of some of theCounty’s many underrepresented communities (in-cluding the Somali and Muslim communities), asa former Fairfax County Public Schools student,and also as a former advisor to countless area stu-dents at Northern Virginia Community College.

continues to be substantial. FCPS is a tale of two counties, and this unques-tionably has emerged as one of our biggestchallenges. To address this divide, theSchool Board must maintain its long-standing prac-tice of targeting these communities withneeds-based funding. Co-location of school andhuman services facilities, as has been piloted inMount Vernon, is another way to tackle this com-munity issue without spending significantadditional county resources.

4. How to address the achievement gap?Our Board has remained steadfast in our support

of needy students and those who speak other lan-guages at home by directing budget resources tothese at-risk populations. We have made expand-ing early childhood opportunities one of ourpriorities, because we know that investments in theeducation of students at an early age pay dividendslater in their educational careers (thus saving oursystem money). We must continue working withthe county to creatively fund and house these pro-grams.

FCPS cannot remain the system it is today atcurrent levels of funding, and we won’t realize thatwe’ve hit the breaking point until it’s too late. It iswell past time to diversify local revenue streams.

Beyond Fairfax, the School Board must take ad-vocacy to the next level by coalition building withsimilar, like-minded districts and umbrella organi-zations throughout the state to push for a changeto our state funding mechanisms. Additionally,both Boards need to continue exploring legal re-course to obtain the education funding guaranteedby the Virginia constitution.

Ilryong Moonnity input. Both the School Board and the Board ofSupervisors need to know where the communitystands. We should also review our programs, prac-tices, and operations to find savings. My prioritiesare to increase teacher salaries, lower class sizes,and challenge all students to do their best and pre-pare them for the postsecondary education andemployment.

Ted Velkoffand Fairfax County. What are the top pri-orities and what could be cut?

Because Virginia’s antiquated form of govern-ment concentrates power in Richmond andmarginalizes Fairfax County, the Board of Super-visors and School Board are pitted against eachother by design. The Supervisors control schoolrevenue; the School Board controls school spend-ing. The County Executive proposes arevenue-based budget; the Superintendent pro-poses a needs-based budget.

The County Executive has told FCPS to “livewithin its means.” In accordance with that budgetguidance, the Superintendent will have to cut$72M from the operating budget. The SchoolBoard has closed similar gaps by increasing classsize and limiting employee compensation. Thisyear I will not support a budget that is balanced onthe backs of our employees.

Fairfax County and businesses need to be alliesin promoting economic development. I hear regu-lar and distressing stories about business peoplewho walk away from projects because of their frus-trations with the inability to get their projects upand running. They quit altogether or go to a neigh-boring county and take the jobs and commercialreal estate revenues with them. I will create a bet-ter business climate by streamlining planning andzoning processes. With my experience building asuccessful business in Fairfax County we can attractgood businesses to our area and help them thrive.

2. What distinguishes you from youropponent?

Leadership is different than experience gainedfrom elected office. My leadership whether in busi-ness or with community organizations has alwaysled to high achievement and positive results. Myopponent has been elected to the School Board forthe past 12 years but he has not been a leader. Ourschools are worse off now than they were 12 yearsago. I will always listen to the people of MountVernon.

3. What are the top county priorities andhow will you assure funding and managethe budget? What ideas do you have forincreasing revenue? Name two areas/items you would cut or reduce.

Let’s be clear about the school budget. The Boardof Supervisors transferred more funds to FCPSduring the past budget cycle than any time in his-tory. The difference between what was requestedby the School Board and the final funding wasabout 2.4 percent of the total FCPS budget. In thecurrent economic climate every part of the Countybudget had to adsorb some cuts. Top funding pri-orities have to be maintaining our excellent schoolsystem, funding public safety, and maintaining thelibraries, parks, rec centers, and other publicamenities that give us a good quality of life inFairfax County.

I believe I owe it to the citizens of Fairfax Countyto look them in the eye and say your family’s moneyis being spent prudently, efficiently and effectivelybefore I vote for more money from their householdincome for the County budget.

I’ll fight to getgreater than 21% of our tax dollars back from thestate. We also must do more with what we have.I’ve done that by building a middle school yearsahead of schedule and $35 million under budget,while my “Smart Services, Smart Savings” initiativesaved taxpayers over a million dollars.

Of the 17 schools accredited with warning dur-ing the 2014–-15 academic year, 7 are in the MountVernon District. Families shouldn’t feel compelledto take their children out of the public school ormove to another part of the county because of thequality of our local public schools. My goal is forall of our children to have an education that at aminimum provides them with the skills to enter theworkforce upon graduation or pursue higher edu-cation. My approach will be focusing onstrengthening the curriculum for all students,greater accountability from administrators, greaterautonomy for teachers, and working with parentson methods to support their children’s education.

2. What distinguishes you from youropponent; why should voters choose you?

My experience extends across the top levels offour sectors – private, public, higher education, andnon–profit. As Project Director of the GovernmentPerformance Project, I graded state, city, andcounty governments (including Fairfax County) onhow well they were managed. I led daily operationsThe Nature Conservancy’s Philanthropy Depart-ment, responsible for finance and personnel.Finally, I have children in the public schools for thenext 14 years, Class of 2025 and 2029.

3. How will you address the growing eco-nomic divide in county schools?

Fairfax County School Board cannot allow cur-rent fiscal mismanagement to hinder academicquality. We need to focus our resources where theyare needed the most.

4. How to address the achievement gap?Honors and AP classes do an effective job in

preparation for higher education and should bemaintained, but we must strengthen the standardcurriculum. Our children should receive an educa-tion that is tailored to their specific needs andenhance their ability to be prepared to function asproductive adults. We can better partner with thebusiness community.

5. What steps would you take to managethe gap and to fund the needs of the schoolsystem? What are the top priorities andwhat could be cut? It is critical that we performa line item review of the 400-page FCPS budget. Iwill not balance the budget by eliminating athlet-ics and the arts. I will not balance the budget onthe backs of our students by increasing class sizes.The current school board has already taken thisapproach three times and has mismanaged the $2.6billion budget, causing a significant budget deficit.

Lake Braddock running backLamont Atkins carried 14 timesfor 126 yards and two touch-downs against Woodson.Ibrahim Mansaray ran for 97yards and a touchdown, andquarterback Kyle Edwardsscored a rushing touchdown.

Edwards completed 9 of 14passes for 148 yards and twotouchdowns.

In their second matchup ofthe season, the LakeBraddock field hockey teambeat Mount Vernon on Tues-

day to advance to the secondround of the Conference 7 tour-nament and secure a berth in the6A North region tournament.

The No. 2 seed Bruins beat theNo. 7 Majors 2-0 on two goalsfrom junior midfielder HaleyHopkins.

Both teams went back and forthfor most of the game beforeHopkins tapped in a goal with

13:38 remaining in the game. Justover four minutes later, Hopkinsscored again. Goalies seniorKatherine Thompson and juniorCiara Weets combined for the shut-out.

“We got the win,” Lake Braddockhead coach Marie Bounds Bullocksaid. “It wasn’t our best. We cameout a little flat, but we picked itup and kept putting the ball in thenet.”

While the first half was veryeven, Lake Braddock took hold ofthe second half and picked up twogoals. When given opportunities inthe circle, the Bruins were able toput the ball away.

“Braddock finished in the circle,”Mount Vernon head coach JessicaEdwards said. “We didn’t finish ourshots. They finished their shotsand had more of a presence in thecircle.”

Fun Run to BenefitEcumenical Commu-nity Helping Others

Prince of Peace Lutheran Church andKirkwood Presbyterian Church of the WestSpringfield area will host a five-kilometerrun and one-kilometer walk to benefit thelocal organization Ecumenical CommunityHelping Others, or ECHO.

ECHO, located on Old Keene Mill Roadin Springfield, primarily provides food andbasic home goods to families in Burke andSpringfield who are in crisis, but also of-fers clothing, school supplies and some fi-nancial assistance.

Rather than ask for a registration fee forthe race, the two church organizers are en-couraging participants to make cash orcheck donations on-site.

West Springfield resident and ECHO rep-resentative Mike Reidy said in a statement,“This fun run is a great opportunity for allages to meet neighbors and serve our com-munity together through supportingECHO.”

Six students in Fairfax County PublicSchools (FCPS) have been named regionalfinalists in the 2015 Siemens Compe-tition in Math, Science, andTechnology. The students, who attendSouth County High School and ThomasJefferson High School for Science and Tech-nology (TJHSST), are part of a group of 97regional finalists who will compete in one ofsix regional events in November.
