Funding Projections & ESSA To-Do List

Revised Final Amounts 2017-18• Carryover/Final Amount Amendments: There

are still 3 Region 15 LEAs (as of 4/25 5/2) who

have not submitted amendments for

carryover/final amounts. Amendments for Carryover/Final Amounts must be made or the money “dies”. *Amendment deadline 6/1*

• Revised Final Amounts: Expect a slight

increase this summer (Jul/Aug?). – Statewide ranges from $1 to $465,000 adjustment

– No amendments needed (TEA will adjust your

largest class object code)

– If this pushes you over your 15% carryover

threshold, TEA will not sustain any audit findings

since this late increase was out of your control 5

Funding Projections for 2018-19As of April 19, this is the anticipated funding @ federal level:

• Title I-A: $1.74billion ($60 million increase)

• Title I-C: $47 million ($5 million decrease)

• Title II-A: $176 million ($10 million increase)

• Title III: $113 million ($1 million increase)

• Title IV-A: $98 million ($62 million increase - 178%!)

• Perkins: 6% increase• IDEA: 2.2% increase

ESSA Maintenance of Effort

LEAs must maintain 90%+ of state/local contribution to general education from one year to the next. ▸ Failure to meet MOE = Covered ESSA allocations will be

reduced by the % failed. Can fail 1 out of last 5 years.▸ Waivers:

▹ Exceptional/uncontrollable circumstances (natural disaster, change in organizational structure - new)

▹ Precipitous decline in financial resources

• Upon return of Letter of Intent, a Comprehensive Needs

Assessment (CNA) will be sent to the district.

• CNA must be returned before purchase requests are

processed.

• eContracts opens on July 1

Eligibility Criteria

• District must have at least 10 CTE student Code 2

concentrators to be eligible. (CTE Coherent Sequence)

• Districts that receive less than $15,000 must join an SSA

or be 30 miles from the nearest High School.

• Districts that receive over $15,000 are welcome to join

the Region 15 SSA.
