Welcome to the City of Richland Spring Brochure!

In this issue you’ll find many classes and activities that appeal to a wide-range of Richland and other community residents. You might notice a few new offerings that haven’t played a big part in our past programming.

First, we’re excited to begin promoting the City-owned Columbia Point Golf Course. Golf Professional Joe Creager and Superintendent Carl Thompson combine to provide the best golfing experience and value in the Tri-Cities. They are offering several new programs for beginner and intermediate players. You may also enjoy food and beverage from the café while experiencing the large patio overlooking the beautiful course.

Second, the spring brochure is continuing to showcase many exciting activities scheduled at the Richland Public Library. Our Library is well known throughout the state as a leader in community collaboration and innovative programming. I am proud of our Library facility, the materials, and our staff.

Last, we’re now also sharing events and activities planned by our recreation partners to provide a greater depth of information and knowledge for our readers. See the “organizations” section for more information.

Parks and Recreation Commission Corner

Last year the Parks and Recreation Commission set a walkability goal - to learn what the City, particularly Parks and Recreation can do to encourage more walking. In November, we held an open house which we received some wonderful comments and suggestions from dozens of people who attended. (Many thanks to all who participated!) This year you’ll see some terrific activities that will encourage walking, such as City Walks, an easy trek on the City’s Urban Greenbelt Trail (UGT) and the spectacular participatory knitted installation planned for fall called Sweater Weather: Fashions for the Urban Forest that will encourage strolling along the river path to see it all.

We’d like to see Richland Walks become an accurate description of both the City’s walkable infrastructure and how its citizens use it. If you have suggestions and comments, we’d like to hear them.

The Columbia River Disc Golf Club

The Columbia River Disc Golf Club is a local club formed to promote and expand the sport of disc golf in the Tri-Cities area. They began in October of 2011 as a small group of friends, with a long-term goal to build a new disc golf course. After approaching the city of Richland, James J. Lawless Park was singled out as the ideal location for a disc golf course. The opening day of James J. Lawless Disc Golf Course was February of 2013.

James J. Lawless Park and Disc Golf Course is located off of Wellhouse Loop in Richland, WA. It features 18 “holes” which consist of concrete tee pads and disc golf baskets, with distances ranging from 150 ft. to 420 ft. The game rules and etiquette are played similar to that of regular golf, with few exceptions due to the nature of golf discs and disc golf baskets. There is no cost to play at the course, and anyone can get started with as little as $10 for a single disc. Disc golf is a recreational activity which can be played year-round, and enjoyed by all age groups. The Columbia River Disc Golf Club holds weekly events, as well as various tournaments, throughout the Tri-Cities. More information can be found at crdiscgolf.com.

Columbia Playfield

Four projects will be occurring in Columbia

Playfield.

A new parking lot will be constructed to connect

the north and south lots. Thirty-eight parking

stalls and 11 RV parking stalls will be added to the

east side of the park. The storm water ditch will

be filled north of Mansfield Street and additional

wetland area will be provided at the south end of

the park to compensate for the ditch filling.

A new parking lot for 48 cars will be constructed

west of George Prout Pool.

The outfield fences on the four softball fields will

be expanded from 200 to 220 feet.

The little league field will be converted to a

softball field. The City, Richland School District

and the Tri-Cities Girls Fastpitch Softball

Association will be partnering to complete this

project.

Central Howard Amon Park Irrigation

The 59 year old irrigation system in Central

Howard Amon Park will be replaced in the fall of

2014.

Goethals Park Rotary Slide

A new hillside slide will be installed at the nature

playground at Goethals Park.

Keene Road Landscaping

Basalt rock will be placed in front of Cherrywood

Estates and Badger Park Estates.

Gala Park Playground Equipment

A new playground will be installed along with

sidewalks and safety surfacing.

20 trees will be planted for Arbor Day.

Gateway Projects

Gateway projects located at the south end of

Leslie Road, the intersection of SR-240 & Jadwin,

Aaron Drive & GW Way and Van Giesen & SR-

240 will be completed in 2014.

Gateway projects include a large boulder with the

City logo, rock features and landscaping.

Shoreline Maintenance

The shoreline between the Shilo Inn and

condominiums will be enhanced by removing

Russian Olive trees and replanting other tree

species.

Litter, tumbleweeds and other noxious weeds and

debris will be removed.

Columbia Point Dock Improvements

Water and power pedestals will be removed and

replaced.

Eight new pedestals will be added to the east side

docks.

Drollinger Park

This park is located in the Tanglewood

neighborhood at the east end of Tanglewood

Drive.

A new underground automated irrigation system

and turf will be completed in 2014.

Barth Park

Barth Park is located at the intersection of Barth

and Comstock Street.

The Community Development Block Grant funds

will be used to purchase and install playground

equipment for 2-5 year old children and construct

concrete sidewalks.

John Dam Plaza Sidewalks

A new sidewalk will be constructed in the south

half of the plaza.

The side walk will arch from the southeast corner

to the southwest corner of the plaza.

Claybell Park Little League Fields

Richland National Little League and the City will

partner to reconstruct the two baseball fields at

Claybell Park from 50 to 70 ft. fields for Little

League.

Upgrades including a new backstop and infield

modifications to the east field were completed in

2013.

followed by: spring egg hunt, fun crafts, exciting

games and great prizes. The Bunny activities are for

ages 10 and under, and the Pancake Breakfast is for

the whole family.

Columbia Community Forestry Council (MCCFC),

Skate Park Spring Skatefest Calling all skate park enthusiasts! Parks and

Recreation is hosting Spring Skatefest at the

Jeanette Taylor Skate Park. Enjoy food, music,

demonstrations, prizes and more! The skate park

features street elements, an eight foot bowl off of a

snake run and a separate pool style bowl featuring a

10-foot deep half pipe/bowl. The park was designed

with elements for all levels of expertise. Sponsored

by Mosaik Skate Boardshop in Uptown Richland.

Kite Festival Come join members of the Ben Franklin Kite

Society for the Annual Kite Festival. This 'fun-fly'

event encourages parents and grandparents to show

their kids how they made and flew kites in the early

at the park.

HEARTCHASE TRI-CITIES

Richland Parks and Recreation is teaming up with the

American Heart Association to host the 3rd Annual

HeartChase Tri-Cities. HeartChase Tri-Cities brings

families, friends and coworkers of all ages together in

a community-wide fundraising competition to benefit

the American Heart Association. The objective is to

collect as many points as possible before time runs

out. Teams of 2-5 people complete against other

teams in a chase through the Richland community.

Each team will face 10 checkpoint challenges and

locate hidden donations all while tracking progress

with the HeartChase Mobile Game App. The team

with the most points at the end of the event wins!

Richland Community Center

March for Respect March is Developmental Disabilities Month. To honor

this, the City of Richland, Arc of Tri-Cities and about a

dozen other agencies are hosting a “March for

Respect”. The “March for Respect” is a celebration of

citizens with developmental disabilities. The event will

show respect and honor for those that live every day

with a developmental disability. Participants walk 3/4

mile around John Dam Plaza while listening to great

music. Before and after the walk, participants will be

able purchase t-shirts celebrating the “March” and also

enjoy free hot dogs and drinks www.arcoftricities.com

The rally will feature inspirational speeches that show

respect and honor for those that live every day with a

disability. This is a day to celebrate abilities.

Children's Workshop Saturdays Parks and Recreation and The Home Depot have

teamed up to offer Children's Workshop Saturdays

at Goethals Nature Park. The Home Depot staff

will provide instruction and assistance on different

arts and crafts projects each month, such as

birdhouses, race cars and more! After the project is

complete, enjoy the Goethals Nature Park, a unique

park designed specifically for children. All materials

provided.

It is called duplicate bridge because the same bridge

deal is played at each table and scoring is based on

relative performance. Every hand, whether strong or

weak, is played in competition with others playing the

identical cards, and the element of skill is heightened

while that of chance is reduced. ACBL players may

play with non-ACBL players. Everyone welcome!

1999 Ezra Jack Keats New Writer Award from the

What’s in a pop song? There are stories that run deeper than catchy lyrics

might suggest. The instruments, the language, the

style – even a song’s structure can show us how

ideas and experiences are traded between diverse

communities. In this hands-on experience,

participants will play instruments from U.S. Latino

and Latin American traditions and literally “connect

the dots” on a map to see how Latinos have

contributed to popular music in the U.S. We’ll

explore typically “Latin” styles such as salsa, Tejano

and reggaetón as well as Latina and Latino’s integral

contributions to rock ’n’ roll, hip-hop, and country.

Columbia Point Golf Course is an upscale, daily fee facility built and owned by the City of Richland. It is a

offers spectacular views of the second longest urban

falls in the United States. Enjoy a 15 minute ride in

over to Clinkerdagger Restaurant located in the

Old Flour Mill on the north bank of the Spokane

River in beautiful, historic downtown Spokane.

The Academy of Soccer Excellence (ASE) competitive soccer club is dedicated to the development of individual skills, as well as building relationships and social foundations that help kids in the game of soccer and throughout life.

Bicycle motocross (BMX) is currently the fastest growing youth sport in North America and is the latest addition to the Olympics. Any bike can be outfitted to suit BMX. This includes the beginner bike with smaller wheels or the mountain bike with gears. A typical race around a BMX track will last about 50 seconds, pitting a rider against up to 7 other riders. BMX provides low-cost family entertainment. The Columbia Basin BMX track is located about 1/4 mile out of Richland on Robertson Road, off Highway 240, next to the Horn Rapids Softball Complex. Richland Babe Ruth offers an opportunity for kids 13-19 (if turned 19 after Jan. 1st 2014) to play in a competitive baseball league, playing teams from all over the Columbia Basin. Richland Lacrosse Club offers two boys high school-level lacrosse teams, Varsity and Junior Varsity, competing in the Washington High School Boys Lacrosse Association (WHSBLA) league. All high school boys in grades 9-12 who live within the Richland School District and Pasco School District are eligible to play.

Lacrosse is one of the fastest growing sports in the Tri Cities area. It’s exciting to watch, fun to play and a terrific way to stay active. Lacrosse is an especially good off-season activity for football players who want to improve their conditioning.

Tri-Cities Girls Fastpitch Softball Association (TCGFSA)

The Tri-Cities Girls Fastpitch Softball Association (TCGFSA) is a not-for-profit organization providing opportunities for young ladies, ages 6 -18, to play recreational fastpitch softball in the greater Tri-Cities. Leagues are built around girls playing with friends and having fun, as well as learning the game and building skills.

The TCGFSA Recreational Spring softball season runs from April through June/July. Teams are organized in leagues determined by players’ age. Each age group spans two years. Every effort is made to keep teams geographically based by school or city. Games are played at Columbia Playfield in Richland located near Richland High School.

Tri-City Kart Club (TCKC)

The Tri-City Kart Club track is located at Horn Rapids Motorsports Parks and offers two configurations: 5/8 mile long track and a 1/2 mile short track. During the club race season, both configurations are used in the eight-race-championship-points-battles as well as having at least two night races during the hottest months of July and August. TCKC has been privileged to hold several national events.

ORGANIZATIONS AND CLUBSTri-Cities Outrigger Canoe Club (TCOCC)

The Tri-Cities Outrigger Canoe Club was founded in 1998. Club practices are held at Columbia Park West, three days per week on the Columbia River. The Club typically attends six to seven short and long distance races each season. The Club currently owns three canoes. The season starts in early April and ends in October.

Outrigger canoes feature a lateral support float known as an outrigger, which is fastened to one or both sides of the main hull. Unlike a single-hulled canoe, an outrigger generates stability as a result of the distance between its hulls. Compared to other types of canoes, outrigger canoes can be quite fast, yet are also capable of being paddled in rough water.

Interested in becoming a member of TCOCC? Newcomers are invited to visit the training location and paddle with us on any regularly scheduled day. Notify the coach and a paddler will meet with you ½ hour prior to scheduled practice for an orientation. We will ask you to fill out a liability waiver, pay a $10.00 fee for temporary insurance, and we will provide you with a paddle, instruction, and a fun day. You are welcome to paddle with us two or three times before deciding whether to become a member. No experience needed! Must be 18 years of age and know how to swim.

The Tri-City Radio Control Modelers (TCRCM) is an organization for individuals interested in radio controlled model aviation. The TCRCM operates a premier R/C model aviation flying site at the Horn Rapids Motorsports Park for its members, new student pilots, and invited guests.

So maybe you have read some modeling magazines, talked with a friend who flies, and are thinking R/C models might be fun! Or you have already taken the big plunge, and bought/built your first R/C model, and now need to get it in the air. The TCRCM has a group of highly experienced flight instructors that are available free of charge to new club members for primary flight training, as well as existing members that would like a refresher or advanced training. Students must call an instructor and arrange for lessons.

The Hanford Reach Interpretive Center and Museum (The REACH) is passionate about creating and delivering a

new visitor experience in the Columbia Basin that will inspire and educate.

* This activity is organized and offered by a private organization. The City does not collect or administer

participation fees. By-way-of a special facility use rental agreement, this activity is allotted scheduled use of the

Richland Community Center. Although not programmed by city staff, for the convenience of our patrons, this

“historically-offered” Richland activity is included in the Activity Guide.

Registration Notice In order to administer equitable services among all community members, the first day of drop-in registration

participants may only register for themselves for each program/class chosen (with the exception of

parents/guardians registering their under age children and/or spouse). After the first day, participants may turn in

registrations for other community members as space allows. In order that minimum class registration is met,

please plan on registering no less than three days prior to the start of class.

Richland Resident/Non-Resident Policy The City of Richland recognizes the primary purpose of Parks and Recreation is to provide for the recreational

needs of Richland residents. People living within Richland’s city limits support the City’s parks and recreation

services through taxes. Consequently, the City offers residents a discount on selected recreational programs.

People residing outside the city limits are welcomed and encouraged to enjoy City sponsored events and

programs.

Refund Policy Sometimes things don’t go as planned. Richland Parks and Recreation reserves the right to cancel, reschedule,

relocate or combine activities as needed. If Parks and Recreation cancels an activity, participants will be notified

and a full refund will automatically be issued. Participant initiated refund for classes and activities must be

requested at least 3 days prior to the start date and will not be issued for less than $5. Participant-initiated

refunds will be assessed a $5 processing fee per class/activity for each person involved. Refunds are issued from

the City Finance Office in approximately 14 days. Refunds for VISA and MasterCard transactions will be credited

to the same card used in the original transaction.

Gender Equity Policy The City of Richland complies with Washington’s “Fair Play and Community Sports Act” that prohibits

Sports Concussion and Head Injuries (Zachary Lystedt Law) A concussion is a brain injury and all brain injuries are serious. They are caused by a bump, blow or jolt to the

head or by a blow to another part of the body with the force transmitted to the head. They can range from mild

to severe and can disrupt the way the brain normally works. Even though most concussions are mild, all

concussions are potentially serious and may result in complications including prolonged brain damage and death

if not recognized and managed properly. In other words, even a “ding” or bump on the head can be serious. You

can’t see a concussion and most sports concussions occur without loss of consciousness. Signs and symptoms of

concussion may show up right after the injury, or can take hours to fully appear. If your child reports any

symptoms of concussion, or if you notice the symptoms or signs of concussion yourself, seek medical attention
