OTTAWA - Budget 2013 continues theHarper Governments plan for jobs,
growth and long-term prosperity. Itintroduces, among other things, a
bold and innovative skills traininginitiative, the largest and longestfederal infrastructure plan inCanadian history, and significant newinvestments to support manufacturingand innovation in Canada. This isgreat news for British Columbians.
The Canadian economycontinues to create jobs andexperience modest growth, yet westill face significant risks frombeyond our borders, particularly

2013 is an intentional and deliberate
low-tax plan to control spending and
keep the Government on track to
balance the budget by 2015. In fact,this plan contains the smallest
increase in discretionary spending in
nearly 20 years.

Creating the Canada SkillsGrant:providing $15,000 or more
per peron, in combined federal,provincal/territorial and employerfunding to help Canadians get theskills they need for in-demand job.
Strengthening the ApprenticeshipSystem: making it easier to getneeded experience for journeymanstatus.
Supporting job opportunities:providing tools to persons withdisabilities, youth, aboriginals, andrecent immigrants to help them finda job.
New Long-Term Infrastructure Plan
Over $70 billion over 10 yearsfor a new Building Canada plan,including:
$32.2 billion over 10 years for aCommunity Improvement Fundto build roads, public transit,recreational facilities and othercommunity infrastructure inCanada.

announced support for projects that
will benefit the Tri-Cities.
Funding will support a wide range
of arts, culture and official languageorganizations, as well as
infrastructure improvement projects
across the municipalities of Port
Moody, Port Coquitlam and
Coquitlam, creating jobs and
strengthening the local economy.
Organizations receiving support
include the Port Coquitlam Spirit
Committee, the Port Moody May
Day Task Force, and La Socit
Francophone de Maillardville.
Our Government recognizesthat heritage and culture, as wellas recreation and public spaces,are important generators ofeconomic growth, jobs and wealthin our communities, said MinisterMoore. Beyond their economicimpact, arts and culture, togetherwith sport and recreation centres,help to create a space for thecommunity to come together.These investments will help ensurethat the Tri-Cities continue to be agreat place to live, work and raisea family.
Supporting infrastructure projects
like the ones announced here in the
Tri-Cities area today is a priority for

strengthening our communities,

long-term prosperity.
Mackin Park is the centre of
Coquitlams oldest neighbourhood, a
community that is currentlyundergoing revitalization efforts,

able to take advantage of this great
opportunity to enhance the park and
natural spaces in Maillardville.

that public safety is the paramount
consideration in the decision-making
process relating to accused persons
found to be NCR.
Creating a High-Risk Designation-
the legislation would create a new
designation to protect the public
from high-risk NCR accused. Upon
being designated by a court ashigh-risk, an NCR accused must be
held in custody and cannot be
considered for release by a review
board until their designation is
revoked by a court. The other
consequences of being designated as
a high-risk NCR accused include
that their review periods could be
extended to up to three years, such
individuals would not be entitled to
unescorted passes, and could only
obtain an escorted pass in narrow
circumstances and subject to
sufficient conditions to protect
public safety.
Enhancing Victims' Involvement -
the legislation will enhance the
safety of victims by ensuring that
they are specifically considered
when decisions are being made
about accused persons found NCR;
ensuring they are notified when an

OTTAWA - Prime Minister Stephen
Harper today announced the
introduction of the Not Criminally
Responsible Reform Act, which
addresses concerns raised by victims
of crime with respect to accused
persons found Not Criminally
Responsible on Account of Mental
Disorder. The legislation is a key
part of the Government's plan for
safe streets and communities.
Our Government is committed
to making Canadian streets and
communities safer, said The
Honourable James Moore, Minister
of Canadian Heritage and Official
Languages and MP for Port Moody -
Westwood - Port Coquitlam. The
new legislation introduced today
focuses on victims and places
public safety at the forefront of
decision-making. This will ensure
that not criminally responsible
accused people found to be toodangerous to release are no longer
a threat to their victims or
Canadian communities.
The new legislation has three main
components:
Putting Public Safety First - the
legislation would explicitly set out
fair and efficient justice. The
legislation builds on actions that
have already been taken to further
advance the interests of victims of
crime. These actions include thecreation of the Office of the
Ombudsman for Victims of Crime,
and the introduction of legislation to
double the victims' surcharge.

COQUITLAM - The Government ofCanada, the Government of BritishColumbia and TransLink announcedthe construction schedule for thenext 12 months and the final stationnames for the Evergreen Line, thenewest rapid transit project in MetroVancouver opening in summer 2016.
Our Government is proud toinvest in infrastructure projectssuch as this that create jobs andeconomic growth, and improvepublic transit for Canadians," saidthe Honourable James Moore,Minister Responsible for BritishColumbia and Member of Parliamentfor Port Moody - Westwood - PortCoquitlam. Once complete, theEvergreen Line will provide anessential transit link for MetroVancouver residents, ease trafficcongestion and improve the quality
of life for residents of the Tri-Citiesand the Lower Mainland.
A key part of the Evergreen Line is
keeping residents, commuters,
businesses and local governments
informed about changes to traffic and
other activities that may affect them.
With major construction underway,
staff continues to meet regularly with
residents and other groups.
Our Government is delivering onour commitment to create 8,000 jobs,
boost development opportunities, andtransportation options for families
and communities, saidTransportation and InfrastructureMinister Mary Polak. We want theconstruction of the Evergreen Line
project to be a positive experience forthe communities. That's why we arecommitted to responding quickly and
providing valuable information to
residents, commuters and businessesas the project moves forward.
TransLink also announced the finalstation names, following consultationwith local governments andcommunity groups.
The Evergreen Line SkyTrainextension is a much needed link inthe region's transportation networkand will be part of our communitiesfor generations, said TransLink'schief executive officer Ian Jarvis.That's why we worked with PortMoody, Coquitlam and DouglasCollege to set the final station namesthat reflect the historical and futuresignificance of the localneighbourhoods being served.
The final station names are:
Lougheed Town Centre Station
Burquitlam Station
Moody Centre Station
Inlet Centre Station
Coquitlam Central Station
Lincoln Station
Lafarge Lake-Douglas Station
The Evergreen Line will link
neighbourhoods in Burnaby, PortMoody and Coquitlam and be fully
integrated into the existing system,
connecting directly onto the
Millennium Line at Lougheed Station.
Funding for the Evergreen Line isa partnership between theGovernment of Canada, theGovernment of British Columbia andTransLink. The estimated projectcost is $1.43 billion, with theGovernment of Canadacontributing up to $424 million($350 million from the Building
Canada Fund, $67 million from
the Public Transit Capital TrustFund, and $7 million from the P3Fund), the Government of B.C.contributing $586 million, and other
partners contributing $21 million.TransLink is contributing theremaining $400 million and willoperate the system when it opens.
