THE INTERNATIONAL ORGANIZATION OF FOLK ART PRESIDENTIAL COUNCIL

February 18, 2012 Dear IOV Members In 2010, IOV filed an application with the United Nations Economic and Social Council (ECOSOC) for admission into consultative relations. Last week, ECOSOC’s Committee on Nongovernmental Organizations, meeting at the United Nations headquarters in New York City, unanimously recommended IOV be granted Special Consultative Status . Final approval comes in July, when the full 50 nation council meets. ECOSOC grants three types of consultative status, General, Special and Roster. Organizations whose work covers most issues on the agenda of ECOSOC are eligible for General Status. Special status is conferred on organizations with special competence in one or more specific fields of ECOSOC activity. Organizations that make occasional and useful contributions to ECOSOC may be granted Roster Status. Consultative status with ECOSOC opens the door to the United Nations and its agencies. NGOs in special consultative relations are eligible to attend United Nations international conferences. They may make oral and written statements at such meetings, receive passes to the U.N. grounds and buildings and organize side events, such as lectures, meetings and conferences on UN property. Most importantly, special consultative status recognizes the significance of IOV’s work. Through ECOSOC, the process of admission into consultative relations with UNESCO and other UN agencies is streamlined. Revision of IOV ByLaws

An email distributed to the Regional Executive Secretaries, National

Section Chairs and General Assembly participants by Secretary-General,

George Frandsen, announced new revisions to the IOV ByLaws.

The Presidential Council adopted these revisions on April 09th.

Articles 14, 15, 17 and 21 in particular were revised. These revisions will be

addressed in a panel discussion at the upcoming General Assembly.

PERFORMANCE & Practices

The National School of Folk Arts “Philip Kutev” (NSFA) is situated in Kotel, a small town in the mountains of Eastern Bulgaria. Founded in 1967, NSFA has given rise to such well-revered talents as Theodossy Spassov, Tsvetan Marinov, Tsvetan Radkov and Binka Dobreva.

NSFA offers a five-year course of studies in secondary musical education. NSFA specialties include: kaval, gaida, gadulka, tambura, folk singing, folk dance, and traditional crafting of folk instruments. Students, aged 14 to 18, study general and musical subjects.

The school has a large educational complex, comprised of a 200-seat concert hall, ballet hall, library and audio archive, classrooms for individual and group study, boarding house with dining room, and hotel for guests.

Art Studio in the Cultural History of Carnikava

County - Riga, Zinatne, 2011- 94 p.

“The work is about the contribution of weavers and needleworkers in the Carnikava County Folk Applied Art Studio Auseklītis to the cultural history of the county. In its 46 years of existence, the studio’s activities have reflected Latvian tradition, contemporary influences and pan-human values.

The history of the Auseklītis Studio goes back to 1965. Initially, it was called the Applied Art Club but in 1989 this club developed into the Auseklītis Folk Applied Art Studio, which has since become well-known in Latvia.

From the group’s beginning up to the present day, practically all the direction and activity of weavers and needleworkers in Carnikava was established by the successive leaders of Auseklītis (Genija Drulle, Ārija Cekule and Zane Ulmane) --based on their knowledge, experience and creative potential. However, since Carnikava is located in the Vidzeme region, their works also tend to emphasize the textile-making traditions and colour combinations characteristic of this particular cultural-historical region.” ~ Dr. Aija Jansone
