artwork at cash registers and a new video featuring Senior Vice-President of Retail Operations Roy Ecker and a front-line employee, Sharon Mui. This video helped staff become comfortable asking for donations and showed how the funds would help the organizations involved. MADD Canada’s 2010-2011 program, Shattered, was featured in this video and donation boxes with our Project Red Ribbon holiday message appeared in more than 600 LCBO stores.

“The Spirit of Giving campaign is a natural extension of the commitment frontline LCBO Retail staff has toward delivering responsible service through our Challenge and Refusal and Check 25 programs,” said Mr. Ecker. “They understand the need for and the value in MADD Canada’s educational programs tailored for students.”

Production is well underway for the 2011-2012 show, titled Damages. Damages is fi ctional yet scenarios similar to this one occur with all too much frequency and with all too real consequences for families right across the country. Damages/Dommages opens in a courtroom where Jesse, a young man who, up until recently had a promising future, has been charged with four serious crimes. He is an impaired driver who caused a horrifi c crash. Throughout the courtroom drama, there are fl ashbacks to the night of the crash. We see the devastation of the crash scene…two young people rushed away in an ambulance and another put in a body bag. Jesse, who has just been accepted to university and has the whole world in front of him, now awaits the jury’s decision on his fate. Damages then moves from fi ction to real life as three families talk about how impaired driving has affected them.

Educating students about the dangers of impaired driving is crucial to our mission. The School Multi-Media Assembly Program is designed to make a strong, lasting impression on students and promote safe and sober driving habits that will stay with them for life.

“I have visited schools with our School Multi-Media Assembly Program and have seen fi rst-hand how it resonates with students,” Ms. Dubyk said. “Thanks to the generous support of LCBO, we will be able to reach more than half a million Ontario students to show how they can protect themselves from the dangers of impaired driving. Spring is here! After a long winter, I’m sure we are all looking forward to warmth and sunshine. Aside from the frigid temperatures and major snowstorms in my hometown of Calgary, the winter months were a wonderful and busy time for me.

One of the fi rst things I did as National President was reach out to our MADD Canada Chapters and Community Leaders. By phone or email, I had contact with most of

our local groups around the country, to touch base about random breath testing and discuss what can be done at the local level, to show support for this important anti-impaired driving measure, and to learn more about their events, activities and communities.

To say I was inspired doesn’t adequately describe my feelings! Learning about their projects, hearing their enthusiasm and feeling the energy they are putting into their communities, humbles me. Having been a volunteer with the Calgary Chapter myself, I know how much dedication and passion our local Chapters and Community Leaders have for their work – they are tireless in their efforts to promote MADD Canada’s mission and reach out to their local communities.

These volunteers ARE MADD Canada. They are Ambassadors – to the public, to the media, to our partners and stakeholders. These volunteers are a team – a team that shares, supports and heals with one another and offers its comfort when, tragically, new victims of impaired driving come forward.

Something that emerged through our conversations is a very visible thread that runs through all of MADD Canada. As diverse as we each may be, the places where we live, and our stories - I fi nd that we all share the same frustration and sadness that the tragic crime of impaired driving continues to happen and we share the same resolve to bring an end to impaired driving as fast as we can.

Each year, Canada participates in National Volunteer Week. This year’s theme is Volunteers: Passion. Action. Impact. That theme could have been written about our volunteers. MADD Canada is recognized and respected for the important work it does to stop impaired driving, to support victims, to raise awareness, to educate young people and so much more. That has EVERYTHING to do with the marvelous work our volunteers do, each and every day.

MADD Canada volunteers are mothers, fathers, sons and daughters, brothers and sisters, grandparents, aunts and uncles and so on. Many are victims of impaired driving, hoping to be part of the solution to the crime that has taken so much from them.

They are police offi cers and emergency response personnel who must deal fi rst-hand with the senseless loss and injury caused by impaired driving. They are individuals whose lives may not have been directly touched by impaired driving but know that it can happen to anyone at any time.

As Canada celebrates National Volunteer Week from April 10 - 16, I take this opportunity to recognize and say thank you to the thousands of MADD Canada volunteers across the country. YOU are truly the force behind our organization. To our Chapter volunteers, our Community Leaders and our National Board of Directors - thank you for your heart and contributions to MADD Canada’s mission.

“It’s All About the Stories” at MADD Canada’s 2011 Victims’ WeekendSharing stories, memories and experiences is an important part of the grieving and recovery processes. The stories will be the focus when victims from across Canada come together for the 2011 Victims’ Weekend.

“It’s All About the Stories” is the theme for this year’s event, to be held from April 29 to May 1 at the BMO Financial Group Institute for Learning in Toronto.

“Sharing personal stories and learning from the experiences of others can be extremely helpful to those coping with loss or injury,” said Denise Dubyk, MADD Canada’s National President. “The Victims’ Weekend provides a place for victims to fi nd comfort, solace and knowledge within a network of caring professionals and supportive peers.”

This year’s keynote addresses include:

“Understanding Grief and Trauma” by Dr. Stephen Fleming;

“What To Do When Life Looks Ugly?” by Lois McElravy; and

“Aboriginal Healing After a Loss” by Paul MacKenzie.

Delegates will also have the opportunity to participate in a number of concurrent sessions covering a wide range of topics, including: sharing stories of loss, living with injuries, parenting after the loss of a child, understanding the criminal justice system and impaired driving civil cases. A specialized stream

of sessions is available for youth aged 15 to 25 to help them share their experiences with peers in a safe and understanding environment.

MADD Canada’s 2011 Candlelight Vigil of Hope and Remembrance will be held on Saturday, April 30 at 7:30 p.m. This annual service offers a time for bereaved and injured impaired driving victims to come together to receive acknowledgement and support. During this moving ceremony, candles will be lit in honour of each victim being recognized at the Vigil and a tribute message will be read.

There is no cost to attend the Candlelight Vigil of Hope and Remembrance but interested individuals are required to R.S.V.P. to Ardene Vicioso at [email protected].

Please note: Individuals who have already registered for the National Victims’ Weekend do not need to R.S.V.P. for the Vigil.

Allstate Canada’s Manager of Operations Sari Remes has always felt a need to make her community a better place. Four years ago, she found an outlet for this desire when she started volunteering at the Barrie/Simcoe Chapter of MADD Canada.

In the four years since she fi rst walked into the local MADD Canada Chapter, Sari’s seen and participated in many positive fundraising and awareness initiatives, including the MADD Barrie/Simcoe Project Red Ribbon launch, Strides for Change, and the annual MADD Canada Golf Tournament for Barrie/Simcoe. Sari has also attended two annual MADD Canada Leadership Conferences to learn more about how she can better utilize her skills as a volunteer. “Working with MADD Canada has given me opportunities that have helped me grow by taking me out of my comfort zone a bit,” says Sari.

Beyond raising funds and participating in sobriety checkpoints (described by Sari as “one of the coolest things” she’s ever done) she’s engaged in public speaking opportunities and even done local television interviews on behalf of MADD Barrie/Simcoe.

“Sari has been a solid volunteer since the day she started with us. She is proud of her affi liation with Allstate Canada and MADD Canada and she’s there whenever we need her,” says MADD Barrie/Simcoe Chapter President Jason Larkin.

Refl ecting on her time with MADD Canada, Sari puts things into perspective with an apt observation. “I really believe our Chapter’s success is the result of the efforts of all our awesome volunteers, the police, and our community partners. They’re the life blood of what we do.” she says. “Everyone works tirelessly to support the victims of impaired driving and focus on our ultimate goal – which is to stop this senseless and violent crime.”

With “Call 911” signs going up in more and more communities, and with more people calling to report suspected impaired drivers, it’s clear that MADD Canada’s Campaign 911 is making a mark.

The program, now in its 5th year, educates Canadians about the possible signs of impaired driving and what to do if they spot a suspected impaired driver. Over the past year, Call 911 programs have been introduced in several cities, including: Brandon, Regina, Saskatoon, Ottawa, Windsor and Hamilton.

Effective 911 programs increase arrest rates for impaired driving by an average of 30%. In Nanaimo, British Columbia, for example, criminal charges resulting from 911 calls increased by 33% during the fi rst 14 months of the Report Impaired Driving (RID) program.

“Campaign 911 is changing perceptions,” said MADD Canada’s National President Denise Dubyk. “In the past, people were unsure what to do if they saw drivers they suspected were impaired.

Most did not call 911 because they didn’t think it classifi ed as an emergency. Campaign 911 is changing all that.”

With a combination of signs, billboards, public service announcements, postcards and other materials, Campaign 911 confi rms to the public that calling 911 is indeed the right thing to do when they see a driver they suspect is impaired.

MADD Canada hosts an annual launch for the year-round campaign each spring to raise awareness of the program before summer and vacation seasons begin. This year’s launch will feature the Hamilton Call 911 signs. This particular signage project was started in memory of 22-year-old Jesse Augustine, who was killed by an impaired driver in 2008. Jesse’s family and friends hosted a bike rally to raise money for MADD Canada in memory of the young man who was an aspiring BMX stunt rider. The funds were put towards Campaign 911 signs. Twenty signs have been installed thanks to a partnership between MADD Canada, MADD Hamilton Chapter, the City of Hamilton and Hamilton Police Services.

Though boating season is still a few weeks away, MADD Canada and its partners are spreading the message about water safety with vibrant new signs that encourage people to help stop impaired boating.

Thanks to funding from Transport Canada, MADD Canada has partnered with police services and local marinas and municipalities to install 49 signs in British Columbia, Ontario and the Atlantic Region. The signs encourage the boating community to “Report Impaired Boating – Call 911”.

Alcohol is a factor in about 40% of recreational boating fatalities. Thirty-seven per cent of boaters in Canada admit to consuming alcohol every time they boat, and nearly two-thirds admit to consuming alcohol sometimes when boating.

When boaters return to the water this spring, these signs will be an ongoing reminder of the dangers of impaired boating and the need to report suspected impaired boaters to police before they harm themselves or others on the water.

While a great deal of work remains to be done at the federal level to reduce impaired driving, MADD Canada believes the provinces and territories should not wait for federal Criminal Code amendments when they have the legislative power to make signifi cant road safety improvements in their own jurisdictions.

MADD Canada identifi ed several policy priorities to reduce impaired driving in its Rating the Provinces and Territories Report. The following is a brief overview of three of those policy priorities, and the provinces which have moved forward with improvements in those areas over the past year.

Enhanced Administrative Licence Suspensions As research has consistently shown, key driving-related skills are impaired at .05% and the relative risk of a crash death rises sharply at that level. Administrative licence suspension programs address the problem of impaired drivers who, while under the Criminal Code limit of .08% BAC, still represent a signifi cant danger to others on the road. By taking risky drivers off the roads, administrative licence suspension programs reduce the rate of impaired driving crashes, deaths and injuries.

A shortcoming of many administrative licence suspension programs is the short duration of the suspensions. Drivers often have their licences back in 24 hours or less, and that offers little incentive for them to change their behaviours.

MADD Canada recommends a program where fi rst infractions receive a 7 – 14 day licence suspension, with escalating suspensions for repeat infractions.

Newfoundland - Introduced an administrative li-cence suspension for drivers with BACs of .05% or higher. First infractions receive 7 day suspensions, with second, third and fourth infractions resulting in 14, 60 and 120 days suspensions respectively.

British Columbia - Increased licence suspensions for drivers in the .05% BAC range from 24 hours to three days for a fi rst infraction. Second and third infractions result in 7 and 30 day infractions respectively. British Columbia also introduced strong vehicle impoundment measures that correspond with the licence suspensions. As a result, drivers who receive a 3-day suspension for driving with a BAC of .05% or higher may also have their vehicle impounded for 3 days.

.00% BAC Restrictions for Young and Novice DriversThe statistics for alcohol-related crashes among young drivers

are particularly alarming. Motor vehicle crashes are the leading cause of death among 15 to 25-year-olds, and alcohol is a factor in 45% of those crashes. Laws requiring young people to maintain a zero BAC level while driving have been shown to reduce impaired driving among young drivers.

MADD Canada recommends a .00% BAC restriction for all drivers under 21, even if the driver has successfully completed the graduated licencing program.

Ontario - Enacted legislation (initially passed in 2009) which requires all drivers under 22 years of age to maintain a .00% BAC level while driving.

Quebec - Passed legislation which, when enacted, will require all drivers under 22 years of age to maintain a .00% BAC level while driving.

Administrative Vehicle Impoundments for Suspended Drivers

Many suspended and prohibited drivers continue to drive, at least occasionally, during the period of their licence suspension or revocation and they are more likely to be involved in crashes than licenced drivers. Research shows that licence suspensions alone are not suffi cient to keep certain offenders off the roads and therefore, additional vehicle-based sanctions such as vehicle impoundments are warranted to discourage and at least temporarily prevent some people from driving while their licences are suspended.

MADD Canada recommends a 7-day administrative vehicle impoundment for individuals who are caught driving while suspended under provincial laws.

Ontario – Introduced an automatic 7-day vehicle impoundment for any individual caught driving while their licence is suspended.

MADD Canada is pleased to recognize these provinces for their leadership and commitment to reducing impaired driving crashes, deaths and injuries.

Jason Dubeau, the MADD Laurentides-Laval Community Leader organized his fi rst Project Red Ribbon launch in a Laval pharmacy whose owner generously donated the space necessary for the day-long event. Jason educated customers and employees, distributed red ribbons and had visitors don the impairment-simulation goggles and participate in various activities, such as walking a straight line or throwing velcro darts at a target, to demonstrate how abilities are impaired after drinking.

MADD Kingston & District Chapter launched its 1st annual Project Red Ribbon campaign as a newly formed Chapter in mid-November at its local Allstate Insurance Comapny of Canada offi ce. MADD Canada’s 23rd annual Project Red Ribbon campaign was a resounding success, with millions of red ribbons handed out across the country. Chapters and Community Leaders hosted a variety of events to launch their campaigns and promote the sober driving message over the holidays. MADD Whitehorse Chapter success-fully trained 10 new volunteers to operate SIDNE (Simulate Impaired DriviNg Ex-perience). The volunteers included person-nel from the RCMP and Auxiliary, Work-ers Compensation, Mining Safety, High-ways and Public Works, Alcohol and Drug Services, Challenger Geomatics and En-vironment Yukon. A huge thank you to Chapter Board Member Jan Trim for doing the training.

Welcome to new MADD Nanaimo Community Leader Alicia Lines. To get started in the Nanaimo area, Tyson Cook, a local teen, organized an outstanding benefi t concert on January 13 at Cedar Community Secondary School in support of MADD Nanaimo. Local talents Tim Parent, Jonas & Stone Free all donated their performance time. Thank you to Tyson and his mother Dawn for organizing an amazing event. Another benefi t concert was scheduled for March 18.

MADD Metro Vancouver Chapter hosted a barbeque on January 15 at the ADESA Richmond Car Auction. Thank you to the ADESA staff for all their help and support. ADESA is a valued supporter - handing out red ribbons to customers and holding many fundraising events raising for MADD Metro Vancouver!

The MADD Edmonton & Area Chapter held its Annual Candlelight Vigil in December at the Holy Trinity Anglican Church. Special guests included Mayor Stephen Mandel and Inspector James Stiles, RCMP. Leading the Honour Guard into the ceremony was Piper Major James McKee. With approximately 60 people in attendance, each family member lit a candle in remembrance of their loved ones.

MADD Winnipeg Chapter has success-fully recruited new volunteers and contin-ues to raise public awareness and educate people about impaired driving. Volunteers have presented at several high schools, Drivers’ Education Classes, travelled to First Nations outside of Winnipeg and to Shilo, the Canadian Forces Base in Mani-toba. They successfully launched their annual Project Red Ribbon Campaign in November with several media present and speakers including Members of Par-liament, offi cials from the City of Win-nipeg and a TADD (Teens Against Drunk Driving) group from a Winnipeg High School. Volunteers distributed red rib-bons and material at the Social Justice Fair at the University of Winnipeg. They have been invited to once again participate in

the Family Law Courts Day in April, and the Chapter continues to organize its May Annual Car Show and Barbeque in Car-man, Manitoba.

MADD Barrie/Simcoe Chapter launched its annual Project Red Ribbon campaign/Festive R.I.D.E. (sobriety checkpoint) in late November at South Simcoe Police North Division. Seven different police agencies were represented: South Simcoe Police Service, Barrie Police Service, Midland Police Service, York Regional Police, Ontario Provincial Police, Rama Police Service and Military Police from CFB Borden. Representatives from Simcoe County Paramedics, Town of Innisfi l Fire Rescue and Crime Stoppers were also present. Dignitaries included the Minister of International Trade, Peter Van Loan. Kevin Frankish of Breakfast TV emceed and a free barbeque lunch was sponsored by Sobeys in Alcona and Foodland in Cookstown. Afterwards, attendees were invited to free public skating sponsored by Paul Sadlon Motors.

Also in December, the Chapter er-ected seven Call 911 – Report Im-paired Boating signs at local mari-nas, with an offi cial launch planned for the Spring. Strides for Change is scheduled for April 10 at Ajax Rotary Park and the annual auction is scheduled for June 18 at Oshawa Valley Botanical Gar-dens.

MADD Elliot Lake Chapter launched its annual Project Red Ribbon campaign in mid-November at the Algo Centre Mall. This year’s campaign included targeted outreach to local vehicle dealerships and high schools. Also in November, the Chapter participated in the Santa Claus Parade by decorating a donated 19-foot fl atbed truck.

MADD Grey North Bruce Chapter launched its annual Project Red Ribbon campaign at Walmart in Owen Sound. The Chapter raised a ton of awareness and funds during a three day period via coin boxes and prompted donations at the till.

MADD St. Thomas-Elgin Chapter held their annual Candlelight Vigil in early November at First United Church in St. Thomas. As part of the Chapter’s Project Red Ribbon activities, they sponsored a R.I.D.E. program (sobriety checkpoint); held November blitz fundraising days at Canadian Tire, Shoppers Drug Mart, Food Market and Real Canadian Superstore and sponsored a New Year’s Eve city bus.

MADD Timiskaming & Area Chapter launched its annual Project Red Ribbon campaign at the City of Temiskaming Shores City Hall.

In Quebec….____________________________________________________________________

MADD Montreal Chapter held a Project Red Ribbon blitz on New Year’s Eve. Beginning at noon on St. Catherine Street in the heart of downtown Montreal, Chapter volunteers handed out red ribbons and bookmarks to passers-by, offi ce workers going to lunch, people exiting liquor stores, bar managers, and shoppers picking up last-minute items for New Year’s Eve celebrations. The response was very positive among all age groups, particularly youth.

MADD Canada and MJM Productions’ fi lming crew recently visited the Saguenay region to interview two moms who lost their children in the same crash. Jonathan Desgagné and Claudine Bélanger, a young couple, were killed when an impaired 17-year-old speeding through an intersection against the light rammed into their car. Both families were very welcoming and generous in sharing their stories. Jonathan’s mom, Carmen Desgagné, said she was honoured to contribute to our fi ght to stop impaired driving and offered MADD Canada’s representatives a beautiful etched mirror created by Mrs. Desgagné’s spouse, Guy Fortier. The two stories from the Saguenay, along with the story of Mathieu Thibeault from the Quebec City area, will be featured in the upcoming all-French School Multi-Media Assembly Program that will be touring starting in September 2011.

A good number of volunteers and supporters with the MADD Lunenburg Queens Chapter, including TADD (Teens Against Drunk Driving) students from local high schools, took in the 1st Annual “RCMP vs. Sobeys” South Shore Hockey Tournament Fundraiser held at Queens Memorial Arena in Liverpool, NS.

Both MADD Kent County Chapter, Bouctouche, New Brunswick, and MADD Exploits Valley Chapter, Grand

Falls Windsor, Newfoundland, held successful “Winter Fun Days” involving their local communities in outdoor and indoor family fun activities.

MADD Yarmouth Chapter member, Kelly Hazelton, was featured on the local Eastlink Community Show “IN FOCUS”. The show, titled Drinking and Driving – Its Impact on Our Community, featured Kelly’s victim story during the hour long segment.

Several Newfoundland and Labrador Chapters have participated in the ZERO Tolerance – Safe Snowmobile Campaign.

Chapters have once again reported over-whelming responses to the School Multi-Media Assembly Program Shattered and En Éclats, as the show’s spring tour is in full swing across Atlantic Canada.

The MADD Greater Fredericton Chapter is looking forward to hosting the 2011 Atlantic Regional Conference. The theme for this year’s conference will be Soldier on… in the Fight Against Im-paired Driving. It is anticipated this will draw over 70 MADD delegates, from the four Atlantic Provinces, to the Frederic-ton Inn on May 27-29.

We believe that it is everyone’s responsibility to help stop impaired driving. To raise awareness of the dangers of impaired driving, MADD Canada has joined a new key tag program.

MADD Canada has partnered with Lost and Found to create a special MADD Canada tag for your key chain that registers your keys and returns them if they are lost and found. This tag will serve as a powerful reminder about the need to separate drinking from driving.

Pairing a key tag with a sober driving message is a natural fi t. By putting a special MADD Canada tag on your key chain, you

will help to build a stronger awareness to help prevent impaired driving for your children, family, friends... and protect your keys if they are lost.

Lost and Found is donating a minimum of 20% of net sales from this program to MADD Canada to contribute to our mission.

Each year in Canada, approximately 500,000 vehicles are declared no longer fi t for the road for reasons such as failed emissions testing or accidents. We may recycle our glass and plastic but most of us never think about recycling our cars.
