HIGH PERFORMANCE BULLETIN – LT 181 1 SPEED SKATING CANADA HIGH PERFORMANCE BULLETIN #181 – Selection Process (LONG TRACK) September 2017 The fundamental strategic purpose of the High Performance Bulletin (HPB) for team selection is to establish provisions that are designed, ultimately, to select athletes to teams who will perform at the highest level and achieve the best possible results for Canada at Olympic Games and World Single Distance Championships. The High Performance Committee Long Track (HPC-LT) will issue Bulletins periodically throughout the season informing athletes, coaches, the Officials Development Committee, other SSC Committees and SSC Branches of updates and/or changes with respect, but not limited, to selection criteria and/or competitions. The HPC-LT reserves the right to modify or change the policies and criteria contained herein in the event that exceptional circumstances arise and that any such changes are, in the opinion of the HPC-LT, in the best interests of the High Performance program. In these situations, athletes and coaches will be advised of any changes as soon as is feasible after they are confirmed by the HPC-LT.

1. GeneralInformation

Naming of a team (Team) is provisional until any and all Bye requests have beenconsidered.OnceallByerequestshavebeenconsidered,SpeedSkatingCanada(SSC)willthen formallyannounceaTeamviaemailandbypublishing therespectiveTeam listontheSSCwebsite.Subject tobudgetary considerations, the intentof theHPC-LT is to support all qualifiedathletes.TheHPC-LT,togetherwiththeNationalCoachingstaff,mayalsodeterminethatitisnotintheathlete’sbestinteresttocompeteinaspecificcompetition.Additionally,attimes, theremaybeanecessity to limit theparticipationofqualifiedathletes toeventsdue to budget restrictions. In these instances where the HPC-LT determines that suchrestrictionswillapply,theathletewillnotbeenteredbySSCtocompeteintherespectivecompetition.All qualified athletes named to a Team must sign and abide by the terms of the SSCAthleteAgreement includingcodeof conductprovisions.An ISUDeclarationFormmustbesignedbyallathletesimmediatelyfollowingtheselectioncompetition.“Qualified”means that theathletehasmet theselectioncriteria. “Named”means thattheathletehasbeenformallyannouncedbySSCasbeingselectedtoaTeam.

1.1. Philosophy

i. Athletes will be selected based on whom the HPC-LT determines are in thebestposition toachieve thebestpossible results forCanadaat internationalcompetitions; such as the Olympic Games, World Championships, and/orWorldCups.

ii. TheHPC-LT intendstoselectTeamstosucheventsasobjectivelyaspossible.SubjecttoByes,theHPC-LT,forthatpurpose,andatitsdetermination,willusecriteriasuchastime/placingataspecificcompetitionorcompetitions,and/orranking after a series of competitions, as described in this Bulletin as thecriteriainselectingathletes.

1.2. Eligibility

In accordance with ISU rule 208, all athletes must meet the relevant ISU eligibilityrequirements in order to be considered for selection to an ISU Championship, ISUWorldCup,QualifyingCompetitionorotherInternationalevents.

1.3. Notification

All SSC supported athletes (i.e. athletes who are financially supported by SportCanada,OwnthePodiumorSSCprogramfunds)musthavecompletedandsignedan

SSCAthleteAgreementinordertobeeligibleforselectiontoanyofthecompetitionsidentified in this bulletin. In addition, athletes earning selection to competeinternationallyforCanadawhoarenotSSCsupportedathleteswillberequiredtosignanSSCAthleteAgreementinordertocompete.For the Fall World Cups, all athletes pre-selected to the Team must sign the SSCDeclarationtoCompeteformoneweekprior totheFallWorldCupTrials, indicatingtheir intent to compete or not to compete in their pre-selected distance(s). ForathleteswhoareselectedfollowingtheFallWorldCupTrials,theymustsigntheSSCDeclarationtoCompeteformwithin24hoursfollowingtheselectioncompetition.For allWorldChampionships,WorldCups, orother competitionsbeing attendedbySSC,allathletesselectedtotheTeammustsigntheSSCDeclarationtoCompeteformiftheyarecompetingintheapplicablecompetitionatadatedeterminedbytheHPC-LT.

1.4. SelectionProcedures

AllathletesmustqualifythroughthespecificstandardsassetbytheISUtobeeligibleto compete in each specific event. The current policies are subject to change inaccordancewithanychangestoISUqualificationsrulesandregulations.SSCwillselectathletesforeachspecificeventinaccordancewiththefollowinggeneralprocedures:Athletescangainselection,inorderofpriority,toaTeambyoneofthreemethods:

i. Pre-selection(Seesection1.5)ii. Performance/results at designated selection race(s) as detailed in HPC-LT

Bulletins.SelectionissubjecttoanyByerequestapplicationbeinggranted(Seesection1.6)

iii. Byerequest(Seesection1.7).

1.5. Pre-Selection

Pre-selection to an eventmaybe granted to an athlete/team so that athlete(s) canbetter prepare for that event. Pre-selectionwill bebasedon specific andobjectiveresultsobtainedby theathlete/teamduring thepastorpresentskatingseason,andis/arenotsubjecttoanydecisionsmadewithregardtoByerequestapplications.Pre-selectionmayormaynotbeavailableforanyspecificevent.Thespecificpre-selectioncriteria for any specific event are detailed in the relevant event sectionwithin thisBulletin.

Pre-selection shall be determined before any such selection competitions, andthereforeallathletesparticipatinginthecompetitionwillbeawareofthenumberofpositions available for selection through performance results. The HPC-LT willannounce all pre-selected athletes/teams prior to the start of the selectioncompetition.Pre-selection is normally restricted to a maximum number of athletes/teams asdetailedwithineacheventsectionofthisBulletin.However,theHPC-LThasthesole,fullandabsolutediscretiontopre-selectadditionalathletestoaparticulareventiftheperformancesofanathlete,intheopinionoftheHPC-LT,areclearlysuperiortoothersincontentionforselectionandthattheseperformanceswarrantsuchpre-selection.

1.6. PerformanceResultsatSelectionEvents

Selection on the basis of performance/results at designated selection event(s) issubjecttoanydecisionsmadewithregardtoByerequestapplications(seeSection1.7below).Designated selection events will be named for World Cups, World SprintChampionship, World All Round Championships and World Junior ChampionshipTeams.

1.7. ByeSelection

Inexceptionalcircumstances,astheHPC-LTdetermines,whereanathletehasnothadthe opportunity, through no fault of his or her own, to compete in the nominatedselectioneventorevents, theathletemaybeeligibletoapply foraByeselectiontotherelevantTeam.AByerequestisconsideredasthelastmeansbywhichanathletemaygainselectionandisintendedtoprovideforexceptionalcircumstancesoutsidethenormalselectioncriteriaratherthanbeinganormalmeansbywhichanathletecangainselection.ThebasicphilosophyforselectinganathletebygrantingaByeisthat,allthingsbeingequal, theathletegiven theByehas clearlydemonstrated superiorperformances inpreviouscompetitiontootherathletesbeingconsideredforselection.Inthatregard,theprocessandconsiderationsoutlinedbelowinthissection1.7willapply.

Byes apply only with respect to selection to specific competitions and/or events.Nothinginthissection1.7concerningByesapplieswithrespecttonominationsbySSCtoSportCanada’sAthleteAssistanceProgram(AAP).Inthecaseofamajorinjury,theAAPInjuryCardproceduresapply.

Procedures

i. ByerequestsmustbemadeinwritingtotheHPC-LT(seedeadlinesnoted

below)ii. Unlessphysicallyincapable,onlytheathleterequestingaByeispermitted

tosubmittherequest.iii. If theByerequest ismadeonthebasisofan illnessor injury, theathlete

must provide documented evidence from a sportsmedicine practitioner.TheHPC-LT has the right to request further independentmedical reviewaftertheByerequesthasbeensubmitted.

iv. IftheByerequest ismadeonthebasisofequipmentbreakage,thismustbe reported to and verifiedby the race refereeorHPC-LT representativeimmediatelyfollowingtheraceinwhichtheequipmentbreakageoccurred.

ConditionsforApplyingforaBye

i. Bye requests must be for a specific competition in the current skatingseason.

ii. Byerequestswillbeconsideredintwocategories:a. Pre-competition illness or injury that prevents an athlete from

competingintheranking/selectioneventwillonlybeconsiderediftheathleteisillorinjuredbeforethebeginningofthecompetition.The athlete must request a Bye before the Coaches' meeting, ordailydrawforwhichtheathleteisrequestingthebye.TheHPC-LTRepresentative must formally announce all Bye requests at thismeeting so that all other competitors are made aware of thepossibilityofaByebeinggranted.

b. Injury, illness or *equipment breakage during the selection eventandotherexceptionalcircumstances,allasdeterminedinthesole,fullandabsolutediscretionoftheHPC-LT.

iii. AByerequestwillberuledineligibleiftheathletesubsequentlycompetesintheselectionevent.

iv. In the case of selection being based upon a cumulative ranking frommultiple events, an athlete is eligible to apply for a Bye request to asubsequentrankingeventiftheyarepreventedfromcompetinginoneoftherankingeventsduetoapre-existingillnessorinjury.

v. A Bye request must be made within 24 hours following the end of thecompetition unless the athlete is physically incapable of making thisrequest(insuchacase,theathlete'scoachmaymaketherequest).

In both situations, each described in 1.7.2 ii the Bye requestmust state clearlywhat the athlete is seeking, and the supporting documentation (medical, racerefereereport,forexample)mustbeattached.PriortograntingaBye,theHPC-LTmustbeabletoconfirmthattheathletewillbeabletoperformatthecompetitionforwhichtheByerequestismadeatacapacity(physicalandpsychological)whichis commensurate with performances prior to the injury or illness. The athletemustprovidetheconfirmationfromaqualifiedmedicalpractitioneror,inthecaseofanissuenotrelatedtoaninjuryorillness,otherattestationasmayberequiredbytheHPC-LT.

ProcessforReviewingaByeApplicationThefollowingstepsareinvolvedintheprocessofconsideringarequestforaBye:

i. FollowingthefinalselectioneventfortherespectiveTeam/event,therelevantHPC-LTmeets(inpersonorviaconferencecall)toreviewanyByerequests.

ii. In cases where multiple Bye applications are lodged they will beassessedindividuallyandontheirownmerit.

iii. Themembers of the HPC-LT (who are not in conflict of interest) willreview the facts and make a recommendation (with supportingrationale).

iv. If necessary, the HPC-LT will establish a revised ranking of athletesbased upon the selection event/s and an assessment of previousperformancesfromthosewhohaverequestedaBye.

The final selections for a Teamwill bemade from this revised ranking and theathletesnamedtoaTeamwillbecommunicatedtotheathlete/srequestingaBye,athlete/s directly affected by a Bye request, the coaches, and the athleterepresentatives.

ConsiderationsforGrantingaByeThebasicquestiontheHPC-LTmustansweriswhethertheathleterequestingtheBye had a recent history of performances, or other factors as listed below, thatdemonstrateclearsuperiorityoftheathleterequestingaByewhencomparedtootherathletesinconsiderationforselection.TheHPC-LTmustalsobecertainthattheathleterequestingtheByewouldbeableto compete at a similar level in the event or Team event for which they seekselection.TheHPC-LTmayawarda“ConditionalBye”toathletesrecoveringfrominjuryorillness.Inthissituationtheathletemayhavecertainconditionsimposed.Theseconditionsmayinclude,butarenotlimitedto,suchthingsasacertaintimeframe within which to demonstrate fitness or the meeting of a performancerequirement.

Inordertomakethesedecisions,theHPC-LTwillevaluateanumberofelementsincluding,butnotlimitedtothefollowing:

i. Head-to-head competition results of the athletes beingconsideredforselection,

ii. Past performances of the athlete requesting the Bye and of theotherathletesincontentionforselection,

iii. Resultsoftheselectioncompetition(byathletesincontentionfortheTeam),

iv. Recent training and testing performances of the athleterequestingtheByeandthoseincontentionforselection.

Inevaluatingpastperformances,theHPC-LTwillassignhigherweightingprioritytothose performances from the 12 month period immediately prior to the finalselectionevent.However,occasionally this isnotpossiblebecauseof injuries,orthe lack of opportunity for the athletes to compete. In such instances,performancesbeyondthis12monthperiodmaybeconsideredbutwillbetreatedashavingalowerweightinginassessingtheByerequest.OtherthanMassStart,followingtheconsiderationofthebyerequest,theHPC-LTmay,atitssole,fullandabsolutediscretion,awardaByetoanathletewhois:• 0.5 sammelagt points faster than the last athlete selected in a specific

distancebasedontheraceskatedattheselectionevent(thatwouldmean0.5secondsinthe500m,1secondinthe1000m,1.5secondsinthe1500m,3 seconds in the3000m,5 seconds in the5000m,and10 seconds in the10000m);or,

• 0.5sammelagtpointperraceskatedforaselectionovercumulativepoints(4 distances skated = 2 sammelagt points, 500m skated twice = 1.0sammelagtpoint).

In assessing the past performances of the athlete requesting the Bye and thehistoryoftheathletesinvolved,theHPC-LTwillgivepriorityandweightingtothebesttime(insanctionedevents)oftheathletesinvolvedduringthelast12monthsincludingtheselectioncompetition(s).ForMassStart, theHPC-LTmay,at itssole, fullandabsolutediscretion,awardabye to an athlete after the consideration of the factors and requirementsdescribed inthisSection1.7,otherthanthesammelagtconsiderationsdescribedintheimmediatelyprecedingparagraphofthisSection1.7.4.In the case of amultiple event selection (World Sprint,World All-round, JuniorWorld, etc), if an athlete cannot complete the selection competition due to

exceptional circumstances, themissing distances will be evaluated by using thebesttimerule(inthelast12months)fortheathletesinvolved.

1.8. SelectionMeeting

The coaches, HPD and the HPC-LT will have a Selection Meeting following eachselectioncompetition.

i. Athleteand coachesaredeemed tobe in conflictof interestwith respect toTeamselectiondecisions. Notwithstandingsuchconflictsof interest,SSCwillfacilitaterepresentationsfromallcoacheswithrespecttothespecificdecisionstobemaderegardingTeamselection.

ii. Inanycasewhereamemberof theHPC-LT isdeemed tohaveordeclaresaconflictofinterestinrelationtoaspecificdecision,suchmembershallabstainfromvotingonsuchdecision.

1.9. AllowanceofFreshStart(Re-skates)

FreshStartsmaybeallowedasperISURule262.i. Inaddition,freshstartsoutsidetheguidelinesofISURule262willbepermitted

bytheHPC-LTforTeamSelectionpurposesonly. (e.g.WorldChampionships,WorldCups)

ii. Conditions under which a fresh start will be permitted for the purposes ofTeamSelectionare:

a) The HPC-LT Jury has the right to restrict fresh starts to thoseskaters ranked in the top 16 of the final 2016– 2017 CanadianRankings;

b) Theathletecannotskateacrossthefinishline;c) The athlete has a fall, experiences equipment failure, or is

disqualifiedimmediatelyfollowingtheirrace;iii. Incaseofdisqualification:

a) Thetimewillnotbeconsideredofficial;b) EligibilityforafreshstartwillbedeterminedbytheHPC-LTJury;c) Athleteswho are disqualified and complete their raceswill only

begrantedafreshstartincaseswheretheirfinishingtimewouldhavequalifiedthemforselectiontoaTeam. Theathletecannotimprovetheirrankwiththeirfreshstart.

d) In the case of a non-advantageous disqualification, the HPC-LTshall have the sole, full and absolute discretion to resolve thematterasitseesfit.

NOTE:Anathleteisentitledtoaminimumrestof30minutesbetweenhis/herraceandthefreshstart,howevertheymayelecttocompletetheirfreshstartwithinthisminimum30minuteallowance.

iv. Exceptionstothefreshstart:

a) Inthecaseofafreshstartinthe500mdistancewhenboth500mroundsare conductedon the sameday, the fresh startwill takeplaceafterthe2ndroundofthe500mraceshasbeencompleted.

b) ForfreshstartspermittedoutsidetheguidelinesofISURule262,thetimerecordedinthefreshstartwillbeusedforthepurposesofTeamSelectionandtheCanadianRankings.

c) ForfreshstartspermittedoutsidetheguidelinesofISURule262,the athlete/s will be drawn separately from any other athleteswhohavebeengrantedafreshstartbasedonISURule262.

v. Forthepurposeofclarificationwithrespecttofreshstartsasoutlinedabove:a) Notwithstanding ISURule266, for thesecond raceof the500m,

anathletewhodoesnot finishorwho isdisqualified in the firstrace has the right to start the second race exceptingdisqualificationspursuanttoISUrule216(2)(f);

b) Schedulingof fresh starts awardedpursuant to ISU rule262willbeatthesole,fullandabsolutediscretionoftheHPC-LTJury.

1.10. ReplacementofAthletes

TheHPC-LT reserves the right to remove an athlete from competing at an event, ifmedical advice is such that competing in the event is potentially injurious to theselected athlete or that the athlete has not recovered sufficiently from an existinginjury.If an athlete who is named to a Teamwithdraws or declines their position on theTeampriortodepartureforthecompetition,theymaybereplacedonthatTeamatthe sole, full and absolute discretion of the HPC-LT. Eligible replacements will bedetermined on the basis of the ranking of athletes from the original selectioncompetition.In determining if a replacement will be made, the HPC-LT will consider theperformances of the replacement athlete during the last 12month period, andwillalsoconsider,inconsultationwiththecoaches,thedevelopmentvalueofthatathletecompetingintherespectiveevent.Otherconsiderationsinclude:

• thebudgetarycircumstances;• racinginmorethanoneeventorrace;• developmentopportunities;• competitivenessoftheathlete;• progression of preparation; coaches’ recommendations; and international

ranking.

SelectionProcedure

Athleteswillbeselectedtothe2017FallWorldCupTeamaccordingtothefollowingcriteria:

i. Athletes who placed top 5 at the 2017 ISU World Single Distance

Championship in an individual distance(s) will be pre-selected to the2017 Fall World Cup Team in order of their finish position in thatspecific distance(s). Athletes granted a pre-selection must havedemonstratedcommitmenttothedailyperformanceenvironmentandperformance commensurate to previous performance levels asdeterminedbytheHPC-LT.

ii. Byes:TheHPC-LTmay,initssole,fullandabsolutediscretion,grantanathleteaByeontothe2017FallWorldCupTeamduetoillness,injuryorexceptionalcircumstancesaspersection1.7ofthisBulletin.

iii. Subject to Byes, the remaining 2017 Fall World Cup positions areawardedinfinishingorderperdistanceandgenderfromthe2017FallWorldCupTrials.Thequotasandanyreplacementstobenamedtothe2017 Fall World Cup Team will be determined at the sole, full andabsolutediscretionoftheHPC-LT.

ForWorldCup#1andWorldCup#2,amaximumofupto20athletesmaybeselected, however additional athletes may be added at the sole, full and

vii. Athletes that accept a nomination for an event (i.e. a specific race

distance)tothe2017FallWorldCupTeamwillberequiredtocompeteinallsuchevent(s)forall2017FallWorldCups inwhichsuchevent isbeingcontested,exceptforthefollowingsituations:

a) Juniorageathletesshallbeallowedtocompeteinfewerthanallofthe2017FallWorldCupeventsforwhichtheyhaveacceptedanomination if theircoachbelieves it is inthebest interestoftheathletetodoso;

b) Anathletethatisinjured,sickorotherwisephysicallyincapableof competing at any particular event shall be allowed not tocompete in thatparticular2017FallWorldCupeventupon: (i)providing medical evidence satisfactory to the head coach oftheir inability to compete at any particular event; or (ii)providing to the HPC-LT the recommendation of the coach atsucheventthat itwouldbe inthebest interestsoftheathletetonotcompeteatthatparticularevent;and

c) At the sole, full and absolute discretion of the HPC-LT afterreceiving and considering submissions from an athlete, and asubmission by the coach, as to why it would be in the bestinterestsofsuchathletenot tocompete inall2017FallWorldCupeventsinwhichsuchathletehasacceptedanomination.

ii. TheTeamPursuitTeamwillbemadeupfromtheskatersintheTeamPursuitpool that arequalified for an individualdistanceat theWorldCup.Atthesole,fullandabsolutediscretionoftheHPC-LT,skatersmaybe added to the 2017 Fall World Cup Team in order to field acompetitive Team Pursuit Team. This decision will be based onrecommendationoftheheadcoachandfinaldecisionwillbemadebytheHPC-LTinitssole,fullandabsolutediscretion.

iii. The HPC-LT may, in its sole, full and absolute discretion, grant anathlete a Bye onto the Team Pursuit Pool due to exceptionalcircumstancesasperSection1.7ofthisBulletin.

iv. TheHPC-LTmay, insole, fullandabsolutediscretion,nameadditionalathletestotheTeamPursuitPoolfromathletescompetingattheWorldCupinanotherdistance.

TeamPursuitPoolwillbenamedfollowingthe2017FallWorldCupTrials.

TeamPursuitComposition

The specific composition of the three (3) or four (4)members Team PursuitTeam, if applicable, that will compete at the Fall World Cups, including theathletesthatwillcompeteineachWorldCupcompetition,willbedetermined

The following factors will be consideredalong with any other factors which the Team Pursuit coach(es), the HeadCoachand/orTeamLeader,attheirthesole,fullandabsolutediscretion,deemrelevant:

a) MedalpotentialoftheindividualathletesselectedtotheTeam;b) MedalpotentialoftheTeamPursuitTeamwiththeathletesqualifiedin

anindividualdistance;c) Historicalindividualandteampursuitperformances;d) AvailabilityandcommitmenttotrainaspartoftheTeamPursuitTeam;e) InternationalexperienceintheeventofTeamPursuit;f) InternationalperformanceprofileintheeventofTeamPursuit;g) Combined 1500m and 3000m points for Women and 1500m and

5000mpointsforMenfromtheFallWorldCupSelection;h) FitwithotherathletesalreadyqualifiedfortheTeamandselectedtobe

partofTeamPursuitTeam;i) Other factorsasmaybe identifiedby theTeamPursuitcoach(es), the

HeadCoachand/orTeamLeader.

2.1.6.1. Pre-SelectedAthletes–TeamPursuit

iv. Ifthethirdplaceskaterdoesnotqualifyforanindividualdistanceforthe2017 FallWorld Cups, the nomination of a replacement skater for theMassStarteventswillbemadebytheTeamLeaderandCoachespresentat each event. The replacement skater will be chosen from skatersalready selected to compete and present at the specificWorld Cup inwhichtheMassStarteventisbeingstaged.

v. All Mass Start athletes selected to compete will be expected to worktogether, for thebestCanadianTeamresult,under theguidanceof theMassStartcoach.

TeamSprintSelection

Athletes will be selected to the 2017 Fall World Cup Team Sprint Poolaccordingtothefollowingpriority:

i. Skaterswhoplacedtop5inaSprintdistance(500m,1000mor1500m)at the 2017 ISU World Single Distance Championship will be pre-selected to the 2017 Fall World Cup Team Sprint Pool. See section2.1.4.1i.

ii. The HPC-LT may, in its sole, full and absolute discretion, provide anathlete a Bye onto the 2017 FallWorld Cup Team Sprint Pool due toexceptionalcircumstancesaspersection1.7ofthisBulletin.

iii. The HPC-LT may, at its sole, full and absolute discretion, nominateadditionalathletes to the2017FallWorldCupTeamSprintPool fromathletescompetingatthe2017FallWorldCupsinanotherdistance.

The2017FallWorldCupTeamSprintPoolwillbenamed following the2017FallWorldCupTrials.

The 2017 Fall World Cup Team Sprint Team selected for each world cupcompetition will be determined by the Team Leader and Coaches at eachevent.
