Section 5

The changes are proposed by Dan Hurtado from the Construction Office to clarify the Department’s review process of delay claims.


Section 7The changes were proposed by Dan Hurtado from the State Construction Office to prevent damage to Department bridge structures from overweight equipment, while allowing contractors to move paving equipment over certain bridge structures.


The changes are proposed by Olivia Townsend from the Construction Office to revise the risk regime on certain payments for damage caused by unknown third parties.

Section 7


Standard Plans, Index 102-600 currently contains a mixture of material, design and construction requirements.

These requirements were moved to the proper documents (i.e. Specs, FDM, etc.) so they are used more effectively by the appropriate individuals.

This was more noticeable on smaller resurfacing type projects where the Traffic Control Plans were not sufficient and just simply referenced the Standard Plans

Lack of Pedestrian Accommodation in work zones is a good example

The proposed changes more appropriately distribute the information and provide additional requirements for temporary traffic control plans.

Section 102 and 990 – Pending FHWA’s Approval

This change was proposed by Ed Cashman from the State Roadway Design Office to work in conjunction with the changes to Standard Plans, 102 Series.


Section 102 – Pending FHWA’s Approval

This change was proposed by Dan Hurtado from the State Construction Office to allow the contractor to submit an alternative TCP to extend lane closure time by up to one hour.


The changes are proposed by Olivia Townsend from the State Construction Office to require all channelizing device suppliers be approved by the Department and to remove the election to provide a one-time CDS submittal at the pre-construction conference.



The changes are proposed by Olivia Townsend from the State Construction Office to quantify the amount of pedestrian LCD used and paid for on a project.

Section 110

The changes were proposed by Ashley Hagan Binder of the Production Support, Office of Design to efficiently perform Selective Clearing and Grubbing, known items (per each tree-removal and relocate, linear foot-tree protection fencing) were broken out. This allows the designer to effectively communicate the intent. It allows the Contractor to more accurately perform the work and provide a more accurate cost to the Department.


Section 330

The changes were proposed by Richard Hewitt from the State Construction Office to ensure pay reduction applies to deficient asphalt and eliminates pay reduction for asphalt that is not deficient.


Section 334

The changes were proposed by Wayne Rilko from the State Materials Office to modify the allowable layer maximum thickness for Type SP-12.5 mixtures from 2-1/2 inches to 3 inches. Revision to Table 334-3 for clarification as the minimum of 3 core is required, the average can be calculated based on 3 to 5 cores.


Section 338

The changes were proposed by Richard Hewitt of the State Construction Office to establish Warranty Threshold for Ride based on IRI to be used on projects where IRI was used for construction acceptance.


Section 346

Changes to Section 346 were made by Jose Armenteros from the State Materials Office to add durability of concrete.

At the producer's option, a lower amount of cementitious materials content may be proposed to mitigate adverse effects on concrete durability.

The responsibilities of the concrete producer were moved to the Materials Manual Section 9.2 Volume II.

Clarified the penalties for not obtaining the specified minimum compressive strength.


Replaced reference to ACI Manual with ACI 207.1R, 207.2R, and 224R reports.

Required more extensive temperature calculations from Specialty Engineers.

Specified frequency, format, and type of temperature data to be submitted

For Reduced Monitoring, changed acceptable ambient temperature range, compared to the initial monitored element, to minus10°F from minus 10°F to plus 5°F, and required forms to remain in place for the same length of time as the initial element; and 6) limited cementitious material content to 750 lb/yd3 for incidental drilled shafts with diameters greater than 6 feet.

The changes are proposed by Dale DeFord from the State Materials Office to modify the language, update external references, require additional information from Specialty Engineer and Contractors, modify specific requirements for removal of temperature measures under reduced monitoring, and specify locations for temperature sensors.

Section 346


The modified version of Section 350 requires that the paving concrete should be produced by central mix plants.

Address the requirements of concrete pavement requested by the Rigid Pavement Committee.

Materials Manual Section 9.3 has been developed to provide guidelines related to the production of paving concrete from central mix plants.

A few other changes, including; concrete paving mix design, equipment, forms, production facilities, placement, finishing, curing, sampling, and testing.


The changes are proposed by Patrick Upshaw of the State Materials Office.


Section 370

The changes are proposed by Mary Jane Hayden to clarify that sheet metal stripes are only required when a special select soil base option is used for concrete pavement.


Section 400

The changes are proposed by Richard DeLorenzo of the State Materials to allow concrete maturity use for form removal.


Section 425

The changes are proposed by Rick Jenkins from the Roadway Design Office to accommodate the changes to the series 430 Standard Plans.


Section 430 The changes are proposed by Rick Jenkins from the Roadway Design Office to accommodate the changes to the Standard Plans, Series 430 .


Section 440

The changes are proposed by Rick Jenkins from the Roadway Design Office to accommodate the changes to the Standard Plans Indexes 440-001 and 440-002.


Section 455

The changes are proposed by Juan Castellanos from the State Construction Office to clarify when template attached to a barge are accepted for pile driving.


Section 458Changes were proposed by Steven Nolan from the State Structures Office to accommodate equivalent systems by allowing the use of silicone in lieu of elastomer for glands in strip seal expansion joints and clarify edge rail requirements (differ for silicone glands).


Section 523

Changes are proposed by Ed Cashman from the Roadway Design Office to remove reference of green bike lane pavement markings, due to durability issues.



This change was proposed by Larry Jones from the Structures Design Office to clarify existing language, correct typographical errors and address FTBA’s request to modify thick lift compaction language.


Section 556

Changes are proposed by Jason Russell from the State Construction Office to clarify the testing requirements.


Based off a recent Developmental Specification.

When shown in the plans, the specification is for placement of irrigation sleeves during roadway construction.

This specification is not to be used during landscape construction.

During landscape construction, the contractor is to install the irrigation pipe as shown on landscape irrigation plans.

Section 591

Changes are proposed by Jeff Caster from the Office of Design to provide a new Standard Specification for Landscaping Irrigation Sleeves.


Moved material related requirements to Division III, which is a new Section 996.

These changes were a result of coordination with FTBA’s LESS Committee.

Inspectors were posing the wrong testing requirements on contractors.

Field testing should only be required of the Contractor, not product testing that has already been preformed by the Traffic Engineering and Research Lab (TERL) to be included on the Approved Products List (APL).

This effort is to clean up Division II requirements for the Contractor versus Division III requirements for the Manufacturer.

Added requirement for the John McCain Defense Law.

Section 682, 684 & 996

The changes are proposed by Derek Vollmer from the Traffic Engineering and Operations Office to add a requirement from a federal law and move all material language to Division III.



The changes are proposed by Melissa Hollis from the State Program Management Office to update how removal will be paid.


In accordance to the Engineering and Operations Memorandum 19-02 to implement Railroad Dynamic Envelopes (RDE) on State Roads with railroad crossings is anticipated to be completed by March 2022.

Added Railroad Dynamic Envelope application to require standard thermo on asphalt and preformed thermo on concrete.

Unlike other pavement markings that are paid by certified quantities, RDEs will be paid for as plan quantity length, in linear feet.


This change was proposed by Alan El-Urfali from the Traffic Engineering and Operations Office to implement railroad dynamic envelopes on state roads.


Section 933

The changes are proposed by Chase Knight from the State Materials Office to update the sizes and loads in coordination with Industry and Structures Design Office, as well as clarify material certification requirements.


Section 943 & 945

The changes are proposed by Chase Knight from the State Materials Office to add National Transportation Product Evaluation Program (NTPEP) certification requirement, clarify requirements for acceptance of bituminous coating material, and to move hydrostatic testing to the Materials Manual.


Section 962

The changes are proposed by Chase Knight from the State Materials Office to relocate language from the Standard Plans to the Specification.


Section 981

The changes are proposed by Jason Russell from the State Construction Office to include language to eliminate the use of non-biodegradable plastic turf net and include language for use of biodegradable turf net.


Section 990 – Pending FHWA’s ApprovalThe changes are proposed by Derek Vollmer from the TERL to allow for a smaller 12-inch Portable Changeable Message Sign on urban roadways with limited right of way.


Section 993

The changes are proposed by proposed by Paul Gentry from the Program Management Office to update the language for High Performance delineators, impact testing requirements and to remove references to ASTM D1925.
