4 SCOPE OF WORK

7 QUALITY ASSURANCE & QUALITY CONTROL

7.1 QUALITY ASSURANCE

7.1.1 The Manufacturer shall have a Quality Management System (QMS) certified to ISO 9001 requirements, with the following scope of certification: design and production of cast resin distribution transformers.

7.1.2 In case of a Manufacturer operating under a Know – How agreement, the scope of his certification shall include production of type of equipment as described in this specification. Furthermore the Know – How supplier scope of certification shall include: design, production of type of equipment as described in this specification. The Purchaser reserves the right, to allow only to the Manufacturer, who receives the Know – How, to submit the above mentioned certificate during the prototype approval stage, if not available at the proposal submission stage.

7.1.3 The Manufacturer’s main suppliers shall also have a Quality Management System (QMS) certified to ISO 9001requirements, with scope of certification corresponding to the scope of supply indicated in the Manufacturer’s order and the requirements of this specification.

7.1.4 ISO 9001certification requirements – certificate, demonstrating compliance with the above mentioned requirements, respectively, granted each by a Certification Body (CB) which is a part of or belong to an International Certification Network of CB's, should be submitted to Purchaser with the proposal. The CB should be accredited by an Accreditation Body which is a member of the International Accreditation Forum Multilateral Arrangement (IAF MLA). The certificate should bare the marks of: the CB, the above indicated Certification Network of CB's and of its Accreditation Body.

7.2 QUALITY CONTROL

The quality control measures applied during the production of the transformers shall conform to the requirements specified in Appendix "H". In addition to the requirements of Appendix "H" (Q-APP-02, Rev. 4) the bidder shall submit with his proposal a preliminary Quality Plan and Inspection and test Plan (as defined in clauses 2.2 and 2.3 of Q-APP-02). Representatives of the Israel Electrical Corporation shall be authorized to visit the Manufacturer's plant, witness tests and obtain full details of each phase of the transformer's production.

8 STANDARDS & CODES

8.1 Unless otherwise stated, the cast resin power transformers for medium voltage distribution network

shall be designed, manufactured and tested in accordance with the requirements of the following standards:

IEC Publication 60076-11 May 2004 Power transformers – Part 11:

Dry-type transformers

SI 50541 April 2013 Dry type Distribution transformers – Energy Efficiency and marking

8.2 Standards referred to in this Specification and in Supplements to this Specification are integral

parts of this specification unless explicitly stated otherwise.

8.3 The equipment, including all appurtenances and accessories, shall be fabricated, inspected, tested and preserved in compliance with the Standards as specified herein, unless otherwise indicated.

8.4 In the event that no reference to Standard is made herein, all components and parts shall be fabricated, inspected, tested and preserved, so as to ensure their fitness for designed use and purpose.

8.5 If this Specification contains requirements which differ from those of the above mentioned Standards except the SI 50541 Israeli Standard, the requirements of this Specification shall take precedence.

9 TECHNICAL DOCUMENTATION

9.1 GENERAL Bidders shall submit their technical offers in the following way: - Contents of the offer shall be given at the beginning of the offer. - Each chapter shall be separated from the others by divider page. - Each proposed item shall be presented in a separate chapter which includes all the technical data (drawings, routine/sample/type test report, summary of data, etc.) - All the mentioned documents shall be in English or Hebrew. - The I.E.Co. reserves the right, at its discretion, to allow a Bidder to complete such proposal and to submit such documents at a later date, as prescribed by I.E.Co

9.2 TECHNICAL DOCUMENTS AND SAMPLES TO ACCOMPANY THE PROPOSAL

The Bidder shall submit together with his offer the following documents from the manufacturer: 9.2.1 Type and special test reports according to paragraph 11 for identical or similar

(cast resin power transformers with rated medium voltage between 10 kV till 36 kV and rated power between 400 kVA till 1250 kVA) transformers to those proposed in the Bid, including test circuit, instruments used, test sequence and description of method.

9.2.2 Routine tests for identical or similar transformers to those proposed in the Bid, including test circuit, instruments used, test sequence and description of method.

9.2.3 Completed filled-in questionnaire and signed by the Bidder (Manufacturer) (Summary of data) for each proposed transformer type (defined by rated voltage and rated power).

9.2.4 Quality Assurance Manual including Quality Procedures of the factory were transformers are manufactured/assembled and tested.

9.2.5 Know – How agreement to the Purchaser’s satisfaction (in case of Know How transfer). The agreement shall meet the requirements as specified in Appendix "A" hereinafter.

9.2.6 Manufacturer Experience to the Purchaser’s satisfaction as required in Appendix "B" hereinafter.

9.2.7 Filled-in and signed type and special tests declaration – Appendix "C". The Bidder shall guarantee to perform (in case of award), at his own expense, type and special tests as required in paragraph 11 and submit to the Purchaser the reports, in English, of these type and special tests before shipment of the ordered transformers.

9.2.8 Technical catalogue of the proposed cast resin transformers.

9.2.9 General outline drawing with dimensions, materials, coating, weight, etc.

9.2.10 Manufacturer's requirements for prolonged storage (2-3 years) before installation, taking into account the specific conditions under clause 10.1.

9.2.11 Installation instructions.

9.2.12 Maintenance instructions (including frequency, procedure and materials required of cast resin transformers).

9.2.13 Preliminary inspection and test plan to be performed by the manufacturer.

9.2.14 Valid ISO 9001 certificate of the manufacturing factory of the proposed transformers from an Accredited Recognized Certification Body (CB) that is a part of or belongs to an International Certification Network of CB's.

9.2.15 Signed declaration regarding the guaranteed losses of the proposed cast resin transformers, Appendix “D”.

9.2.16 List of components to be manufactured locally (in Israel) (in case of local production).

9.2.17 List of components to be manufactured out of Israel.

9.2.18 Signed declaration, that the proposed transformers do not emit toxic and poisonous gases in case of fire and do have self-extinguishing property - Appendix “E”.

9.2.19 Required schedule for prototype approval of cast resin power transformers for medium voltage distribution network - Appendix “J”.

9.2.20 Declaration regarding fulfillment of requirements of SI 50541 Israeli Standard-Appendix “I”.

9.2.21 Filled-in dimensions between the high voltage parts – Appendix "L".

9.2.22 Filled-in summary of data of earthing ball pin – Appendix "G".

9.2.23 Spare parts data which shall include the following information: Manufacturer name of spare part, Manufacturer number of spare part, order number of spare part (if any), description of spare part, and reference number in drawing.

9.3 TECHNICAL DOCUMENTS AND SAMPLES AFTER NOTIFICATION OF AWARD

Prototype approval 9.3.1 The successful Bidder (henceforth referred to as "the Contractor") shall manufacture one

transformer prototype of each ordered type (defined by voltage and power) for Purchaser's approval.

9.3.2 The Contractor shall submit to the Purchaser one set of drawings of the prototypes for Purchaser's approval.

9.3.3 The drawings shall show the overall outside dimensions, mounting dimensions, and gross weight for each prototype, as well as details of base, terminals, M.V. support insulator, tap changer, M.V. and L.V. connection schemes, nameplate, warnings plates, temperature sensors, wheels. In addition, data of the windings, transformer core and structure shall be shown in a separate drawing.

9.3.4 All data and descriptive material in the above drawings shall be in English. All

dimensions shall be stated in the metric system.

9.3.5 In addition to the routine tests which shall be performed in any case on each transformer, the Contractor shall perform the type and special tests on these prototypes. The above tests shall be performed according to this Specification and according to IEC 60076 Standard. The above type and special tests shall be performed only after Purchaser's visual inspection and preliminary approval of the prototypes.

9.3.6 If the transformers offered by the Contractor to the Purchaser are identical to the transformers previously manufactured and supplied to I.E.Co by the Contractor during last five years, and the above type and special tests were already performed on them, copies of the reports of the above type and special tests shall be submitted to I.E.Co. The test reports will suffice and the Contractor will not be required to perform the type and special tests on the prototypes. The exemption for the type and special tests performance will be made by I.E.Co according to I.E.Co consideration. For this purpose, identical transformers are considered to be three phase cast resin power transformers with natural (self) cooling, with the same dimensions, same internal structure and with the same technical data (including guaranteed losses) given in this Specification.

9.3.7 The Contractor shall supply to the Purchaser 3 (three) copies, in English, of the reports of the above routine, type and special tests for Purchaser's approval and for Purchaser's final approval of the prototypes.

9.3.8 The Purchaser is entitled to cancel the order for the supply of transformers if the prototypes are not approved by the Purchaser.

9.3.9 In any case, the Contractor shall not manufacture the rest of the transformers ordered before receiving the Purchaser's final approval of the prototypes.

9.3.10 After Purchaser's final approval of the prototypes, as soon as possible after tests,

but before delivery of the rest of the transformers, the Contractor shall submit to the Purchaser copies of each routine test report.

9.3.11 Any submitted data, reports, drawings or descriptive material not written in

English or Hebrew will not be accepted.

9.3.12 The Contractor shall supply to the Purchaser, if required, and by a particular order at any time

during a period of 15 years from last Purchaser's order, spare parts (coils, etc..) for the previously ordered transformers, in the quantities that are needed by the Purchaser for repair of damaged transformers of Contractor's manufacture.

The Contractor shall supply (Optional: Only if required in the tender documents) to the Purchaser together with the ordered transformers the spare parts in quantities given in the following table:

The spare parts shall be supplied together with spare part list which includes the information stated in paragraph 9.2.23. In the event the Bidder is of the opinion that the Purchaser should buy other recommended spare parts, such spares should be specified in the Technical proposal.

9.3.13 I.E.Co reserves the right to request for any draw order written approval issued by the Standards Institution of Israel that, ordered transformers meets the requirements of the published Israeli Standard regarding energy efficiency and marking.

9.4 SCHEDULE UP TO DELIVERY APPROVAL

10 DATA AND TECHNICAL REQUIREMENTS

10.1 ENVIROMENTAL CONSIDERATIONS & SERVICE CONDITION

10.1.1 THE SERVICE CONDITIONS shall be according to clause 4 of IEC Standard 60076-1/2011 and clause 4 of IEC Standard 60076-11/2004, with the following additions and modifications: The equipment shall be suitable for indoor installation with natural ventilation, in the following environmental conditions:

• Severe atmospheric and industrial air pollution, coal dust, salt spray;

• Long dry period without any rainfall (during storage);

• High atmospheric humidity as experienced in coastal or desert areas;

• Direct and continuous brilliant solar radiation for long periods (during storage);

• Annual variation in air temperature: -5°C to +55°C

• Annual mean air temperature: +25°C

• Maximum relative humidity: 90%

• Average relative humidity: 70%

• Average ambient temperature measured over a period of 24 hours does not exceed: +35°C

• Maximum difference of ambient temperature from night to day: +25°C

• Long summer periods with sunshine (solar radiation of 1120 W/sqm according to IEC Publication 60721-3-4/95).

• Altitude: up to 1000m

Remark: Some of the Equipment may be installed at altitudes greater than 1000 m above sea level (maximum 2000m) and at altitudes under sea level (minimum – 400m). The Bidder shall specify the required operations to be performed in order to install the Equipment in the above altitudes for proper operation.

10.2 RELIABILITY, AVAILABILITY, MAINTAINABILITY

10.3 FUNCTIONAL REQUIREMENTS

General Requirements for the cast resin power transformers:

10.3.1 The transformers will be installed on I.E.Co 12.6kV, 22kV and 33kV distribution systems in indoor transformers stations.

10.3.2 The transformers shall be of cast resin type, indoor, three-phase, self cooling.

10.3.3 Climatic Class The climatic class of the transformers shall be C2 according to the paragraph 13.1 of the IEC 60076-11 Standard.

10.3.4 Environmental Class The environmental class of the transformers shall be E2 according to the paragraph 13.2 of the IEC 60076-11 Standard.

10.3.5 Fire Behaiviour Class The fire behaiviour class of the transformers shall be F1 according to the paragraph 13.3 of the IEC 60076-11 Standard.

10.3.6 Electromagnetic Field Level I.E.Co reserves the right to perform Electromagnetic Field Level suitability in the indoor transformer stations to the requirements of the Israel Ministry of the Environmental Protection.

10.4 PROPERTIES

Electrical Requirements

10.4.1 The rated power shall be one of the following: 630 or 1000 kVA

10.4.2 The rated line to line primary voltage shall be one of the following: 12.6, 22, or 33 kV.

10.4.3 The rated line to line and line to neutral secondary voltage shall be at no-load 400 and 231 volts accordingly.

10.4.4 The number of phases shall be 3.

10.4.5 The rated frequency shall be 50 Hertz

10.4.6 The vector group of connections shall be Dyn 11.

10.4.7 The short-circuit impedance at full load shall be: (6 ± 0.6)%

10.4.8 Power Losses Costs and Liquidated Damages

10.4.8.1 The following words or combinations of words shall have the meaning appearing next to them: (a) Guaranteed losses - no load losses and load losses (at reference temperature) for each proposed transformer type (defined by voltage and power), as declared by the Bidder, at the commercial stage of the tender. (b) Actual losses - no load losses and load losses (at reference temperature) measured in each transformer actually supplied to the I.E.Co. (c) The original contract period – the period of the contract, entered into between the I.E.Co and the contractor, not including any extensions thereof and not including the option period. (d) The option period – the period within which the I.E.Co purchases any transformers from the contractor pursuant to and following the exercise of the option, granted to it under the contract. (e) The extension of the original contract period - the period by which the original contract period is extended either pursuant to the I.E.Co’s right under the contract, or pursuant to the parties’s mutual consent, as applicable. (f) The extension of the option period - the period by which the option period is extended either pursuant to the I.E.Co’s right under the contract, or pursuant to the parties’s mutual consent, as applicable. (g) Group of transformers - all the transformers of the same type (defined by voltage and power), actually supplied to the I.E.Co by the contractor. (h) Draw order - any order issued by the I.E.Co for the supply of the transformers pursuant to the contract. (i) Contract - the frame contract or frame order, signed or entered into between the I.E.Co and the contractor, at the conclusion of the tender. (j) Second best Bidder - the Bidder, whose price proposal in the tender is second best to that of the contractor (after weighting all relevant techno-economical factors, including preference for locally manufactured goods), as per the I.E.Co’s applicable guidelines for techno-economical evaluations of bid proposals.

10.4.8.2 Bidders are required to submit their guaranteed no-load and load losses (at reference temperature) for each proposed transformer type (defined by voltage and power) at the commercial stage of the tender.

10.4.8.3 In comparing Bidder's proposals, the guaranteed losses will be taken into

consideration. The financial value attributable to guaranteed power losses will be evaluated as follows: - US$ 7950 per Kilowatt for no-load losses. - US$ 810 per Kilowatt for load losses.

10.4.8.4 If it turns out that the actual losses exceed the guaranteed losses, the contractor shall pay to the I.E.Co liquidated damages in accordance with the terms and conditions, set forth in the following paragraphs.

10.4.8.5 If the sum of the actual no-load and load losses of any group of transformers (as defined above) supplied in the original contract period, exceeds the sum of the losses guaranteed by the Contractor by more than 5%, the Contractor will pay liquidated damages according to the rates stipulated in paragraph 10.4.8.3 above. The above liquidated damages will be paid by the Contractor as to each transformer where the sum of actual losses exceeds the sum of guaranteed losses by more than 5%. In respect of those transformers where the sum of the actual losses is equal or lower than 1.05 times the sum of guaranteed losses, no liquidated damages will be imposed. The liquidated damages, payable by the Contractor will be calculated according to the following formula (as to for each relevant transformer separately):

above paragraph 10.4.8.3, only if (∆PLM-1.05∆PLG)>0, otherwise CL = 0.

- ∆POM, actual no-load losses (in Kilowatts)

- ∆POG, guaranteed no-load losses (in Kilowatts)

- ∆PLM, actual load losses (in Kilowatts)

10.4.8.6 At the conclusion of the original contract period, the I.E.Co shall re-evaluate the actual cost to it of each group of the transformers, supplied by the Contractor during said period. In re-evaluating such cost, the I.E.Co shall substitute the guaranteed losses of such group by the actual losses. The result of such re-evaluation shall then be compared to the cost of said group of transformers pursuant to the offer of the second best Bidder, based, among others, on the tender price and guaranteed losses, declared by said Bidder. If it turns out, based on such comparison, that the Contractor would not have won the award for said group of transformers, had he declared the actual losses (rather than the guaranteed losses), then the Contractor shall pay to the I.E.Co additional liquidated damages, equal to the difference, if any, between the total cost to the I.E.Co of the relevant group of transformers under the Contractor ’s offer (calculated on the basis of the actual losses) and the total cost of the same group of transformers under the offer of the second best Bidder, plus ten (10%) percent of the total contract price of such group of transformers, adjusted to the date of the re-evaluation. It is clarified, that the liquidated damages, payable under this paragraph shall be in addition to the liquidated damages, if any, payable under the provision of the previous paragraphs, above.

10.4.8.7 The provision of the previous paragraphs 10.4.8.5 and 10.4.8.6 shall also apply as to each group of transformers, supplied during the option period, the extension of the original contract period and the extension of the option period (as such combination words are defined above), if applicable, subject only to the following modification: anywhere, in the previous paragraph, where the words “original contract period” appear, they shall be substituted by words “option period”, or “the extension of the original contract period”, or “the extension of the option period”, as applicable.

10.4.8.8 If the actual losses of any transformer exceed the guaranteed losses plus tolerances (the tolerances are specified in Standard IEC 60076) or exceed the losses given in Standard SI 50541, the transformer will be rejected and the contractor shall be charged with any applicable liquidated damages for the delay, if any, in the delivery of such transformer. In the event that the quantity of rejected transformers in any given period of six months (beginning on the date of the first supply pursuant to the first draw order and every period of six months thereafter) exceed four (4%) percent of the total number of transformers, supplied during such period, the contractor shall be in a substantial breach of contract, entitling the I.E.Co to pursue any legal remedy, available, under the law, for such a breach.

10.4.13 Method of Cooling

The cooling method of the transformers shall be: natural air cooling (AN).

10.4.14 Partial Discharge The maximum permitted partial discharge level, in accordance to the conditions described in clause 22 of IEC 60076-11 Standard, shall be10 pico-coulombs. The partial discharge measurement shall be carried out after all other dielectric tests are completed.

10.4.15 Structure and Accessories

10.4.15.1 Medium and Low Voltage Windings The medium and low voltage windings shall be casted in epoxy material (EPOXY-RESIN). The casting of the medium voltage windings shall be done in molds with full vacuum conditions. 10.4.16 Temperature Rise The winding temperature rise limits shall be according to clause 11 and shall be corrected according to clause 11.2 , table 2 of IEC 60076-11 Standard and as given in the following table: (*) - Corrected Average winding-temperature rise limits at rated current takes into account ambient temperature in clause 10.1.1 herein.

10.4.17 Tap Changer Every transformer shall be equipped with an off-load tap changer on the medium voltage side permitting adjustment to voltages of:

• -5%, -2.5%, 0%, +2.5%, +5% of the rated voltage for 12.6 kV, 22 kV and 33 kV transformers The tap changer shall be operable manually from outside the transformer when the transformer has no input voltage applied.

10.4.18 Temperature Sensors

Each low voltage winding of the transformer shall be equipped with 2 (two) temperature sensors of PTC type. One PTC temperature sensor shall be for the warning alarm and the other for switching off the transformer via thermal protection device. The above mentioned PTC temperature sensors shall meet the requirements of DIN 44081 and DIN 44082 Standards. Connection of the PTC temperature sensors shall be by means of terminals block. Terminals block type and its location shall be approved by the National Network Unit of I.E.Co.

10.4.19 Thermal Protection Device (Optional: Only if required in the tender documents) Transformers shall be equipped with the thermal protection device. The thermal protection device shall meet the requirements of the TF-43/a specification (Appendix “F”). The Supplier shall install the above mentioned device on each transformer. The device shall be wired to the terminal block of the temperature sensors.

10.4.20 Grounding Screw A M12 threaded grounding screw shall be welded on the transformer’s base.

10.4.21 Wheels Wheels shall be installed on the transformer’s base. The wheels shall permit easy movement of the transformer in all directions, but shall not prevent firm standing of the transformer. Wheels shall have a full (not hollow) axle.

10.4.22 Connection terminals arrangement All Medium voltage connection terminals shall be located from one side of the transformer and all low voltage connection terminals shall be located from the opposite side of the transformer.

10.4.23 Transformer weight

The maximum transformer weight (including all accessories) shall not exceed 4000 kg.

10.4.24 Medium Voltage Connection Terminals

10.4.24.1 The connection of the medium voltage distribution line to the transformer shall be made through support insulators mounted on the transformer. Copper plates shall be installed on the support insulators. See schematic drawing no. 1. The connection between the copper plates and the medium voltage coil shall be made by means of insulated conductors.

10.4.24.2 The support insulators on the medium voltage side shall be made of cyclo-aliphatic epoxy resin and shall meet the requirements of IEC 60273 Standard for the groups designated as follows: - JO6-125, for 12.6KV transformers - JO6-170, for 22 KV transformers - JO6-250, for 33 KV transformers

The support insulators shall be supplied assembled in horizontal position on the upper U profile, which braces the transformer core.

10.4.24.3 The copper plates (see paragraph 10.4.24.1 above) shall be 6 mm thick and tin-coated. The minimum tin coat thickness shall be 12µm. The plates shall be designed to enable a firm installation of the following accessories (shall be supplied and installed by Manufacturer): - M12 spherical head bolt (for the grounding connection) according to drawing no.1 of

the Technical requirements for phase-earthing ball pin connection ∅ 20 (Appendix “G”, I.E.Co catalogue number 503821). The bolt with the insulated conductor shall be installed in one of the holes of the plate. The other end of this insulated conductor shall be connected to the medium voltage windings outlets. - M12 hexagonal head bolt, 8.8 type according to DIN 933 Standard, hexagonal nut 8 type according to DIN 934 Standard and two convex spring washers according to DIN 6796 Standard. The bolt shall be installed in the other hole of the plate for connection of the medium voltage cable with cable lug. The bolts, nuts and washer shall be zinc-coated according to ISO 4022 Standard.

10.4.25 Low Voltage Connection Terminals The low voltage connection terminals shall enable horizontal connection of a number of single - core 150 mm2 copper cables or a number of single - core 240 mm2 aluminium cables by means of suitable cable lugs (according to DIN 46237 Standard) and shall allow connection of cables from both sides of the terminal. The terminal of the low voltage coil may be either horizontal or vertical according to the manufacture standard, but the connection plates of the low voltage cable lugs (see drawing no.2) shall be always in horizontal position. The connection plate of the low voltage cables shall be made from electrolytic copper,

according to DIN EN 13601 Standard, with a tin – coat of thickness not less than 12µm. The distance between the above connection plate of each phase to neutral and to all grounded metallic parts of the transformer shall be not less than 65 mm. Any deviation from the above distance shall be accepted only with a written approval of the National Network Unit. 11 TESTS & INSPECTIONS

11.1 General requirements for tests

The tests shall be performed in accordance with the latest published recommendations of the International Standard IEC 60076-11 and the present Specification NTS-58 by and at the expense of the Manufacturer.

11.2 Type and Special Tests

11.2.1 The following type tests and special tests shall be performed on only one transformer prototype of each ordered type (defined by voltage and power): - Lightning impulse test on line terminals. - Temperature rise test - Short-circuit test (Special test). Complete routine tests before and after short-circuit test shall be performed by the same laboratory which performed the short-circuit test. - Noise level test (Special test) - Partial discharge test (paragraph 22.4.1.2 of IEC 60076-11 Standard) The sum of the measured no-load and load losses of the transformer, on which type and special tests will be performed, shall be equal or less than the sum of its guaranteed no-load and load losses.

11.2.2 The following special tests reports shall be submitted for approval: - Environmental test - Climatic test - Fire behaiviour test In case, those special test reports are missing or not approved by National Network unit the Environmental, Climatic and Fire behaiviour tests shall be performed on one transformer per order and shall be deemed for all transformers with the same design criteria as stated in IEC 60076-11 Standard. Also those special tests shall be carried out on the same transformer in the sequence defined in table 5 paragraph 13.4 of IEC 60076-11 Standard. Those tests shall be performed only if the total order is for not less than 50 transformers.

11.2.3 Type and Special Test Reports

11.2.3.1 The type and special test reports shall state according to which standard the tests were performed. The test reports shall specify the conditions of the test and the actual values received during the type tests. It shall state the names and have the signatures of those who performed the type tests, those who approved the type tests reports and those who witness the tests.

11.2.3.2 The type and special test reports shall contain a detailed drawing of the tested equipment, photos of the equipment before and after the test.

The type and special test reports mentioned in paragraph 11.2 of this Specification shall be submitted to Purchaser.

11.2.4 Type and special tests laboratories:

11.2.4.1 Type and special tests mentioned in paragraph 11.2.1 of this Specification shall be performed in one of the following international laboratories:

• F.G.H (Germany)

• I.P.H (Germany)

• CESI (Italy)

• KEMA (Netherlands)

• VEIKI (Hungary)

• Technalia Reserch & Innovation (Spain) In order to perform the type and special tests mentioned in paragraph 11.2.1 in other laboratories a prior written approval by I.E.Co National Network Unit is required at the technical stage of the Bid. The Bidder shall propose a laboratory for performing the special tests mentioned in paragraph 11.2.2. A prior written approval by I.E.Co National Network Unit is also required at the technical stage of the Bid. The Contractor shall perform those type and special tests in authorized laboratories (ISO/IEC 17025 or EN 45011 approved). I.E.Co reserves the right to approve laboratories (situated in Israel and without ISO/IEC 17025 or EN 45011 certification) to perform those tests, after successful audit by the I.E.Co Electrical R&D Laboratory.

11.2.4.2 The Contractor shall submit to the I.E.Co National Network Unit, forty five (45) days before

performing those type and special tests, the names of the laboratories and the programs of those type and special tests for I.E.Co approval.

11.2.4.3 I.E.Co reserves the right to participate in those type and special tests.

11.3 Routine Tests

11.3.1 A routine test shall be performed by the Contractor for each ordered transformer Duly certified routine tests are obligatory. Such tests shall be performed at the Manufacturer’s laboratory.

11.3.2 Each supplied transformer shall be tested in accordance with IEC 60076-11 Standard.

11.3.3 In addition, the following tests shall be performed on each transformer: - Noise level test. The noise level test shall be performed at 1 (one) meter from the transformer according to Standard IEC 60076-10.

- Partial discharge test. The partial discharge test shall be performed according to the requirements of paragraph 22.4.1.1 of the IEC 60076-11 Standard.

11.3.4 I.E.Co reserves the right to participate in those routine tests, noise level test and partial discharge test. The Contractor shall notify I.E.Co one month before those tests performance, in order to allow I.E.Co staff to participate in those tests.

11.3.5 Routine Test Report

• The routine test report shall state according to which standard and clause the test was performed.

• The Routine Test Report shall contain the transformer rated data, serial number and the results of the tests, the required values and the values obtained during the test.

• The routine tests reports shall be submitted to Purchaser up to one month before delivery of the first batch of the offered transformers.

• Energy efficiency shall be written in the Routine Test Report.

12 PACKAGING & DELIVERY

The transformer shall be wrapped in black nylon cover in order to protect the transformer from direct sunshine. The black nylon cover shall be suitable for prolonged storage period. The transformer shall be supplied in a wooden case. The wooden case shall protect the transformer from accidental hits of all parts of the transformer and shall allow fork-lifting. When designing the wooden case the weight of the transformer shall be taken into considerations to enable fork lifting. Also, the bottom of the wooden case shall protect the base and the lower active parts (bottom) of the transformer. Each packaging shall be clearly marked in print (large letters) with the following:

• Trade mark.

• Israel Electric Corp. Catalogue Number.

• Contract and/or Order Number.

• Serial Number.

• Weight

• Instructions for unloading with a mobile crane and with a fork-lift truck, checking of the correctly balanced during the transportation.

• Indoor storage.

• Lifting and tying points.

• The transformer shall be marked with "umbrella" sign to indicate that the transformer shall be protected from exposure to rain/humidity.

One copy of the Installation Instructions in Hebrew shall be attached to each case.

14 NAMEPLATE/MARKING

14.1 Nameplate

Each transformer shall be fitted with a nameplate in Hebrew which shall contain all items requested by Standard IEC 60076-11, clause 9. In addition to the above requirements, the nameplate shall contain the noise level (A-weighted surface sound pressure level) of the transformer measured in dB(A) at a distance of one meter from the transformer. See drawings no.3 and 3a. The actual no load losses and load losses (at reference temperature) of the transformer shall be marked according to the requirements of the Israeli Standard no. SI 50541. I.E.Co catalogue number and the number of this specification shall also appear in the nameplate. The nameplate itself shall be made of anodized sheet aluminium. The nameplate shall be installed on low voltage connections side. The nameplate shall be approved by I.E.Co.

14.2 Tap Changer Connection Plate

The transformer shall be fitted with a tap changer connections plate. The plate itself and its location shall be approved by the I.E.Co.

14.3 Temperature Sensors Connection Plate

The transformer shall be fitted with a temperature sensors connections plate which shall show the connections of the temperature sensors and shall show the rated temperature of the sensors. The plate itself and its location shall be approved by the I.E.Co.

14.4 Marking

14.4.1 The phase to be connected to each bushing shall be marked next to it in the

following manner: A;B;C on the medium-voltage side a;b;c;n on the low-voltage side

next to the grounding screw The above marking shall be stamped on tin plates which shall be fastened with glue.

14.4.2 The Serial number, power (in KVA) and voltage (in KV) of the transformer shall be marked in white letters on the transformer. 16 SPECIAL REQUIREMENTS

16.1 Repair The Bidder shall submit to I.E.Co at the technical stage of the Tender together with the proposal documents, all required data for the coils repair in I.E.Co workshops in case of minor tracks on the coils due to partial discharges. This data shall include all the required materials and instructions for such repair work.

16.2 Technical Services in Case of Faulty Equipment During the Warranty Period (Without Extra Costs to I.E.Co) 16.2.1 The Supplier shall provide services for faulty equipment during the warranty

period. The services shall be given by one of the following ways:

16.2.1.1 In case the Manufacturer's plant is located in Israel the manufacturer representatives shall check the equipment together with I.E.Co representatives within 24 hours after receiving written notification of malfunction of the equipment. The equipment shall be repaired or replaced by new one within one month after checking of the equipment.

16.2.1.2 In case the Manufacturer's plant is not located in Israel those services may be given via a Service Company in Israel (Local Service Company for medium voltage equipment maintenance). The Service Company shall check the equipment together with I.E.Co representatives within 24 hours after receiving written notification of malfunction of the equipment. The equipment shall be repaired or replaced by new one within one month after checking of the equipment.

16.2.1.3 In case the Manufacturer's plant is not located in Israel and the Supplier chose not to have Local Service Company for medium voltage equipment maintenance in Israel, then the manufacturer representative shall come to Israel within 72 hours after receiving written notification and shall check the equipment with I.E.Co representatives within 24 hours after arriving to Israel. The equipment shall be repaired or replaced by new one within one month after checking of the equipment.

16.2.2 In case the equipment will not be repaired or replaced within time period as stated above, the contractor shall pay to the I.E.Co liquidated damages of 2500$ for delay of each week up to the total cost of each faulty equipment.

16.2.3 The Service Company in Israel shall have a written authorization from transformer's manufacturer or from "know-how" provider for providing services for faulty transformers to I.E.Co during warranty period.

16.2.4 The I.E.Co shall have the rights to check the Service agreement in order to assure the following:

16.2.4.1 Transfer of all the technical documents, drawings, technical directives and etc. necessary for the testing, repairing, operating, maintaining and packing of the proposed equipment to the Service company;

16.2.4.2 Transfer all the instruction for testing and repairing of the proposed equipment for defined list of malfunctions to the Service company;

16.2.4.3 Proper skills and experience of the Service company workers.

16.2.4.4 Proper equipment and tools required to perform the technical service.

16.2.5 The Service Company in Israel shall be approved by I.E.Co subject to withstand the requirement described in clause 16.2.4 above during the prototype approval by I.E.Co, see Appendix "J".

16.3 Technical Services and Repairing Faulty Equipment after the Warranty Period 16.3.1 The Supplier shall provide spare parts for equipment after the warranty

period for a period of 15 years from last Purchaser's order. Those spare parts shall be purchased by I.E.Co per request.

Know – How Agreement Where a "know-how" agreement is required under the tender/inquiry documents, or under the specifications, such "know-how" agreement must include the following commitments, or substantially similar commitments, on part of the provider of the know-how: 1. To transfer to the know-how recipient, all the technical documents and drawings, necessary for

the manufacturing, fabrication, testing, proper packing, operating and maintaining of the proposed equipment;

2. To adequately instruct and provide technical support to the know how recipient in the field of manufacture/fabrication, design, quality control, testing and repair of the proposed equipment;

3. To conduct an inspection of the manufacturing line of the know-how recipient and to approve its adequacy to manufacture the proposed equipment up to the standards of the know-how provider;

4. To participate in type tests of the proposed equipment (of the know how recipient's manufacture) and to instruct/support the know-how recipient in undertaking corrective act/procedure, if required or approved by the I.E.Co;

5. To provide technical support/instructions to the know-how recipient during the first two years following the start of manufacturing by the know-how recipient.

The I.E.Co waives any and all claims it may have against the know-how provider, for any conduct, act or omission, on part of the know-how provider, or any of its employees, agents, or representatives, directly or indirectly related to the transfer of know-how, the know-how agreement, or any action, or omission thereunder. This waiver of claims shall insure to the benefit of the know-how provider and to the benefit of any of its employees, agents or representatives. Nothing said herein shall release the know-how recipient from any duties or commitments, undertaken by it, as part of its proposal to the I.E.Co, or in connection with any failures or omissions to carry out such duties, or commitments.

Manufacturer Experience

1. The Manufacturer shall have at least 5 (five) years accumulated experience in manufacturing of cast resin power transformers with rated medium voltage between 10 kV till 36 kV and rated power between 400 kVA till 1250 kVA in the 10 last years.

2. In case the Manufacturer does not have at least 5 (five) years accumulated experience in manufacturing of above mentioned equipment the Manufacturer shall have a Know-How agreement with a company which has at least 5 (five) years accumulated experience in manufacturing the above mentioned equipment during last 10 years, and both companies shall have a Quality Management System (QMS) which meets the requirements of ISO Standard 9001:2000.

3. The experience shall reflect at least 250 distribution network cast resin transformers supplied by Manufacturer or by Know How Supplier.

1. GENERAL

1.1 Scope of work

Manufacture, furnish and deliver fully tested thermal protection devices for distribution network cast resin power transformers.

1.2 Preconditions

The Bidder shall submit to the Israel Electric Corporation (I.E.Co.), together with his offer: - One sample of the proposed thermal protection device.

- Two (2) sets of filled-in questionnaire for each proposed type of the thermal protection device

(Attachment).

1.3 Acceptance conditions

1.3.1 The Bidder shall submit to the Israel Electric Corporation (I.E.Co.), together with his offer: - two (2) sets of electrical and mechanical drawings of the thermal protection device.

The drawings shall include electrical drawings, wiring diagrams, overall outside dimensions and mounting dimensions.

All data and descriptive material in the above drawings shall be in English. All dimensions shall be stated in the metric system.

1.3.2 The Bidder shall submit to I.E.Co. together with his offer, a parts list of the thermal protection

device, catalogue numbers and reference numbers in drawings.

1.3.3 The Bidder shall submit to I.E.Co. together with his offer customers list with names, quantities and dates.

1.3.4 Before delivery of the units, The Bidder shall submit to the Purchaser in English:

- Two (2) copies of the routine test reports for each unit. - Operation instructions. - Mounting instructions. - Maintenance instructions.

2. TECHNICAL DATA

2.1 Environment conditions

The thermal protection device will be mounted into an indoor transformer station (ITS) on the transformer, or on the wall near the transformer.

The environment conditions outside the indoor transformer station will be as follows:

- Severe atmospheric and industrial air pollution, coal dust, salt spray.

- Long dry period without any rainfall.

- High atmospheric humidity as experienced in coastal or desert areas.

- Direct and continuous brilliant solar radiation for long periods.

- Annual variation in air temperature from -5ºC to +55ºC.

- Mean air temperature +25ºC. - Maximum relative humidity 90% - Average relative humidity 70% - Average ambient temperature measured over a period of 24 hours does not exceed 35ºC.

2.2 Operating Conditions

2.2.1 The thermal protection device will be wired to terminal block of the transformer which includes four terminals, two for high temperature warning and two for a very high temperature which requires transformer disconnection. The transformer thermal temperature sensors are of a PTC type, according to DIN 44081 and DIN 44082 and are as follows: three serially connected PTC-thermistors (one for each low voltage coil of transformer) for thermal warning and three serially connected PTC thermistors (one for each low voltage coil of transformer for transformer disconnection due to very high temperature. The PTC connection is not a part of this specification.

2.2.2 The device shall be installed inside a polyester cubicle.

IP required for the cubicle: not less than IP 659.

2.2.3 The supply voltage will be 230 VAC. Any disconnection of the 230 VAC supply or fuse blowing will not cause an alarm output, or a trip output.

2.2.4 The device outputs will be potential free contacts type with two change over contacts, of a minimum 230 VAC, 10A and 24 VDC, 1A switching capability. The trip output shall be delayed. The delay time shall be adjustable up to one hour.

2.2.5 The thermal protection device shall include terminals for connecting the supply voltage, the PTC

inputs and the potential free contacts.

2.2.6 The device will be protected with an miniature circuit breaker on the 230 VAC supply voltage.

2.2.7 The device shall have accessories for mounting the device on the wall of ITS and on the cast resin transformer.

2.2.8 The cubicle shall have three (3) cable entries - (glands) for connecting the following cables:

-NYY 3 X 2.52 mm for the 230VAC supply voltage. -NYY 4 X 1.52 mm for PTC connections. -NYY 4 X 1.52 mm for potential free contacts for alarm and trip.

2.2.9 If the Bidder supplies to I.E.Co. the cast resin power transformers together with the thermal

protection, the PTC shall be wired and connected to the thermal protection device by the Bidder.

2.2.10 Schematic diagram of thermal protection device - see drawing No. 1.

2.3 Marking

The thermal protection device marking shall be as follows:

- On the top side : CAST RESIN TRANSFORMER PROTECTION DEVICE

- Inputs from transformer: T1,T2 (high temperature)

T3,T4 (very high temperature)

- Outputs : 1,2,3,4,5,6

2.4 Packing

In the shipment packages of thermal protection devices, each thermal protection device shall be packed separately, protected against rain and accidental hits during transportation and storage.

TECHNICAL REQUIREMENTS FOR EARTHING BALL:

3 Earthing Balls (one on each phase) Ø20mm shall be designed and manufactured according to the requirements of the standard DIN 48088 -1 and tested according to the requirements of the standard IEC 61230. The earthing ball shall withstand thermal and dynamic effects of at least 18.7 kA/1s (26.5 kA/0.5s) short-circuit current according to Standard IEC 61230. The earthing ball shall be made of E-Cu, high-tensile copper alloy, minimum tensile strength 300N/mm2.

The earthing ball shall be electro-tinned with at least 20µ coating according to ISO 4042, system A: j6A The threaded bolt (pin) of the earthing ball shall be made of steel 8.8 class of strength DIN 976-8.8 (DIN 933-8.8). Each earthing ball shall be provided with a nut M12 according to DIN 934-8 and a conical spring washer according to DIN 6796-8-FSt. The fastening nut, conical spring washer and threaded bolt (pin) shall be zinc

electro-plated with at least 8µm coating according to ISO 4042. The hole depth shall permit at least M12 tapping, but shall not reduce the effective conducting cross-section. The stud shall be tightened in the female thread so as to assure withstanding counter opening torque of the nut.

Each earthing ball shall be marked with the following marks:
