SPECIFICATIO FOR TELEPHOE ISTALLATIO

1.0 General

This section of the specification describes and specifies the requirements for

the supply, delivery, installation, testing, commissioning, handing over in

approved working order and maintenance during the Defects Liability Period

of the telephone installation work in accordance with the Specification,

Supplementary Notes, Bill of Quantities, Conditions of Contract, Drawings etc.

2.0 Preparation of Telecommunication Circuits with Electrical

Power Circuit

Where it is necessary for an electricity supply cable or service to run parallel

with or cross a telephone cable, as large a separating distance as is practicable

should be provided. The minimum separations between the two services should

be in accordance with the following:

a) For cables carrying voltage not exceeding 650V a clearance of 50mm

should be given. Where this separation is impractical, physical separation

of at least 6mm of suitable insulating material is required.

b) For High-Voltage multicore cables (exceeding 650V) a minimum

clearance of 0.4m should be given.

c) For High-Voltage single-core cables (exceeding 650V) a minimum

clearance of 0.5m should be given.

3.0 Segregation of Different Telecommunication Circuits

Telephone circuits shall be segregated from other telecommunication circuits

so as to avoid electrical interference between the circuits and the difficulties in

circuit identification.

4.0 Identification of Telephone Circuits

Telephone trunking shall be painted enamel gen & marked with letters ‘TEL’

in white.

5.0 Internal Facilities for Telephone Cabling

5.1 Cable Tray

Cable trays shall be installed in the riser duct and shall have a width as wide as

the duct hole. Unless otherwise specified all cable trays shall be perforated

type, galvanised mild steel with a finishing of enamel green paint. The

arrangements of cable tray riser and distribution boxes are as indicated in the

drawing in Appendix 1.

5.2 Wall Trunking

Unless otherwise specified all wall trunking shall have a minimum cross-

section 100mm x 50mm and shall be of galvanised mild steel of 1.6mm

thickness with a finishing of enamel green paint.

5.3 Subscriber Distribution Frame (SDF)

The SDF shall be either wall-mounted or floor-standing type. It shall be

arranged such that it can expand along the length i.e. the long side of the room

and away from the incoming cable entry point. The incoming cables shall

similarly be arranged so that they will not crisscross with the internal cabling.

The terminal blocks shall be 10 pairs type mounted on the back mount frame.

Extension line terminations shall be on terminals from those containing

terminal blocks for exchange and tie lines.

The back mount frame shall be stainless steel type with latches and holes to

hold the terminal blocks and wires.

Adequate labelling of the verticals and the terminal blocks shall be provided.

The terminations shall be of quick slip non-screw and non-solder type. It shall

be equipped with plug-in break points to isolate the PABX from the

terminations for testing purpose. All terminations and terminals for exchange

lines on the terminal blocks shall be equipped with gas discharge lightning

protectors and fuse.

Unless otherwise mentioned, one no, insertion tool, 1 no 10 pairs disconnection

plug, 10 no 1 pair disconnection plug, 10 no. Marking caps, 1 no 2 wire test

cord, 10 no dummy plug shall be provided with the SDF.

A wall mounted box with door shall be provided to house the loose accessories.

All ferrous metal works shall be pre-cleaned by an approved process and then

coated with an approved antirust undercoat before painting. All nuts, screws,

washers and bolts shall be nickel or cadmium plated.

5.4 Distribution Box

Unless otherwise specified distribution box shall be fabricated from mild steel

sheet designed to form a rigid construction and it shall be suitable for wall

mounting. The box shall be treated with two layers of rustproof primer and

finished with another two layers of enamel green paint.

The doors and hinges shall be so constructed to prevent sagging and

misalignment. Doors shall be able to be opened through – 180 deg to permit

unobstructed access to the inside of the box. In addition, simple but strong

fasteners are to be fitted to the door.

A chart board for recording the circuit connection shall be provided.

The terminal blocks shall be 10 pair and of the quick slip non-screw and non-

solder type.

Every DB shall have its own earth terminal. This earth terminal shall be

connected to the earth terminal of the Subscriber. Distribution Frame through

an earthing lead. Unless otherwise specified the earthing lead shall be 2.5mm

sq green PVC insulated cable. Terminal blocks and distribution boxes shall be

of the standard STM approved type.

6.0 Internal Telephone Wiring/Cabling

6.1 Surface Wiring

6.1.1 Battens

Wood Battens shall be of teakwood or equivalent quality approved by STM

Wood battens shall be fixed to the wall by means of rawl plugs of steel nails or

philplug and screws at not more than 450mm centres.

6.1.2 Cleating

Aluminium cleats for cable shall be spaced not more than 225mm apart, the

distance being kept uniform throughout each straight run.

6.1.3 Cablling

i. Cabling on walls f buildings shall be unobstructive. As far as possible,

cable shall be run under eaves, in angles formed by the masonry, beside

rainwater pipes, and in similar inconspicuous positions. Advantages

should be taken of architectural building lines; for instance, where

wooden skirting exists, the cable should be run close alongside (but not

on the face of) the skirting. When fixing cable without concealment on

unbroken surfaces of masonry, it shall be carefully and accurately run in

horizontal or vertical lines. Care shall be taken to avoid sagging

between adjacent cleats or staples. The cable shall not bend on sharp

angles or projections on the face of the wall. All bends shall be easy.

Where the cable makes right angle bend, it shall not be bent sharply

round the aluminium cleat or insulated staple. The bend shall have at

least a 50mm radius , and the adjacent lugs shall be affixed just clear of

the curve.

ii. Contact between metalwork and STM plant must be avoided; cables

shall therefore be given as great a clearance as practicable from the

electrical wiring and equipment. In no case shall the clearance be less

than 525mm. Careful attention shall be given to concealed electrical

wiring.

6.2 Telephone Socket

The telephone socket shall be either surface or flush mounting type with all-

insulated housing.

The socket shall have 6 position with 4 contacts. The contacts shall be

phosphor bronze wire with gold plating and of a minimum size 0.4mm

diameter.

The socket shall be approved by JTM and STM.

7.0 Cables

7.1 Internal Cables

The cable shall comprise of tinned copper conductor PVC insulated, twisted in

pairs (or tripling for the 3 wire size only) in size of 1 pair, 3 ire, 5 pairs, 10

pairs, 20 pairs, 30 pairs, 50 pairs, 100 pairs and shall be PVC sheathed

coloured grey. For 5 pairs cables and above, the pairs shall be bunched together

in 5 or 10 pair units to form a compact and circuit cable core.

7.2 External Underground Cables

The cable shall be polythene insulated, unit twin formation jelly filled and

polythene sheathed.

8.0 Labelling

Labels shall be fitted on the outside of all distribution boxes, man distribution

box and SDF by means of non-corrodible screws or any other method approved

by the S.O. The labels shall be of black laminated plastic with engraved white

lettering. The exact working of the labels shall be agreed with the S.O.

9.0 Earthing

A PVC insulated green earth wire of minimum size 2.5mm2 shall be installed

from the SDF of the main distribution box to all the distribution boxes to

provide the necessary earthing. The SDF and the main distribution box shall be

earthed using PVC insulated green copper wire earthing lead.

The earthing leads shall be protected, where necessary, by means of G.I.

conduit buried in the ground at a depth of not less than 450mm below finished

ground level.

Earth electrodes shall be of copper jacketed steel core rod with 16mm diameter

and supplied n 2.4m lengths and shall have provision for crew coupling with

another standard length. The copper jacket shall be of minimum thickness

0.25mm and shall be metallically bonded to the steel core to ensure that the

copper jacket and steel core are not separable. Where the desired earth

resistance value cannot be achieved after the first set of earth electrodes have

been driven, sufficient number of sets of earth electrodes shall be installed

outside the resistance area until the required value is reached. Each set of earth

electrodes shall be provided with brass connection clamps and approved type

of precast heavy duty type of concrete inspection chamber and removable

cover.

A permanent label indelibly marked with the words “JTM Safety Electrical

Earth – Do Not Remove” in a legible type not less than 4.75mm high, shall be

permanently fixed at the point of this connection.

The earth resistance shall not be more than 5 Ohms in the case of SDF or 1

Ohm in the case of PABX.

10.0 STM Approval Before Commencing Installation

The contractor responsible for the work shall submit the relevant documents

and drawings to STM for approval before commencement of the installation.

After the approval the contractor shall inform S.O and STM the date of

commencement of the work.

11.0 Inspection and Testing

After the installation has been completed and before the certificate of Practical

Completion is issued, the contactor responsible for the work shall arrange with

the S.O. and STM for a final inspection and testing. If the installation is not

satisfactory, the contractor shall rectify all the defects and arrange for another

final inspection and testing. The contractor shall forward the Certificate of

Acceptance to the S.O. for record.

12.0 Service and Maintenance

During the Defects Liability Period, contractors responsible for the work shall

carry out the service and maintenance work for the complete installation. All

labour, material, tools and parts necessary to rectify the defects due to

manufacturing/installation faults shall be supplied/executed at the contractor’s

cost.

All works shall be carried out as soon as the contractor has been informed by

the S.O. or the occupant and shall be completed within a reasonable time

except under emergency situations as stipulated in the Additional Conditions

for Electrical Work or Additional Conditions for Telephone Work. If the

contractor fails to comply with the above requirement, the S.O. reserves the

right to engage another party to carry out the works, in which case, the

contractor shall be responsible for all expenses incurred.

13.0 As Installed Drawings and Manuals

Within three calendar months after the practical completion of the project, one

set of true to scale negative (155/165gm/sq.m ISO A0 or A1 size) and four sets

of prints for each of the drawings shall be submitted.

These drawings shall be properly stencilled and shall have at the lower right

hand corner the contractor’s name and address, date of commissioning, scale,

drawing number (the drawing number to be obtained from the S.O.), title and

the following particulars:

If the drawings submitted are not acceptable by the S.O. the contractor shall

amend and resubmit the drawings within two (2) weeks from the date of return

of the drawings.

A copy of Internal Cabling Drawing shall be framed in the SDF Room.

The records for the terminations in cards, books or sheets shall also be

provided.

In addition, four sets of the following manuals and documents shall be

supplied:

(a) Relevant catalogues

(b) Test Certificates

(c) Certificate of Acceptance

Each of the above four sets of prints together with the manuals and termination

records shall be n a stiff cover ring file.

The cost of all these prints, manuals, tools etc. is deemed to be included in the

Contract.

Supplementary Specification for Telephone Installation

1. The contractor undertaking this part of the works shall be registered with the

Regional Telekom Office in the area concerned.

2. The complete work shall be carried out to the full requirement of Telekom Malaysia

Berhad (TMB).

3. The floor trunking and external ducting will be included in the builder’s work.

4. The telephone installation work will include supply and stall of:

(i) Subscriber Distribution Frame (SDF);

(ii) Riser c/w Distribution Point Boxes;

(iii) Complete internal wiring;

(iv) Earthing system;

(v) External (Underground) cabling;

(vi) Any other work specified in the drawings and the specifications.

And liaison with TMB for approval, inspection, testing, commissioning and

acceptance of the installation.

5. The SDF at which the incoming cables and floor (internal) cabling are terminated

shall be arranged such that it can expand along the length i.e. the long side of the

room and away from the incoming cable entry point (in the room).

6. The cable tray/trunking shall be as wide as the riser hole and enough to

accommodate future addition of multicore cables. Unless otherwise specified, cable

trays shall be perforated type, galvanised mild steel with a finishing of enamel green

paint.

7. Distribution Point boxes (DP) shall be made of mild steel material and fitted with

locks. At both ends of the cable and in between the floors, the floor numbers must be

marked for easy identification. All individual telephone lines (2-wire or 3-wire) must

be distributed from these floor DPs and not directly from the SDF.

8. Wall trunking shall be of galvanised mild steel 1.6mm thickness with a finishing of

enamel green paint.

9. Internal cables should not taper i.e. they shall feed along the floor undiminished in

size, dead end being left spare to facilitate changes and the provision of auxiliary

services. Only in extreme cases where there is no prospect of such use and a definite

saving would result, should they taper.

10. When an earth connection is required in the distribution box, a separate terminal

should be provided for the purpose. This shall be extended to the PABX for Private

Branch Exchange (PBX) switchboard by a separate earth lead.

11. All cross-connection for the whole of the building shall be made normally on

standard terminal blocks in the main distribution box or on the distribution frame

situated. No provision for cross-connection should be made at any other point

whatsoever.

12. Cable feeding into distribution boxes shall be formed out on the tags side of the

strips, which should be place so that the terminal sides of the two strips between

which cross-connection are run one nearest each other, shall be mounted vertically.

13. All cables shall be secured to the back of the DPs with fixing clips or saddles.

14. All cross0connection in must be made with twin PVC insulated cross-connection

wire, which must not crisscross but be run neatly through rings fixed at intervals.

Any jumper wire which is thrown spare should be removed. The wire shall not be

drawn tight as to impede replacement or additions.

15. DPs must be engraved with the DP names as indicated in the drawing.

16. Earth wires shall be run continuously from to bottom of the building and connected

to the SDF. These earth wires shall be installed nearest to the DP in the Telephone

Riser.

17. The junction boxes shall as far as possible be water tight, made of galvanised mild

steel of 1.6mm thickness or aluminium alloy of suitable thickness with durable

screw-on 3mm thick metal covers that lie flush with the floor covering. Telephone

outlet box is in the order of 100mm x 100mm x 28mm to 50mm and the outlet hole

is about 6mm in which rubber grommet shall be fitter.

18. The earth wire shall e run neatly from the earthing terminal of the protection

terminal block to an effective earth electrode or electrodes such as copper or copper-

clad steel rod which shall be buried in the ground at a position as near as practicable

to the protection terminal. The earth resistance shall not be more than 5 Ohms.

19. Where it is necessary to identify telephone cables and ducts to distinguish them from

other services, they should be marked with the letters “TMB” in black or white paint

on a light green background.

20. It is important that no other services be permitted in the riser enclosure. In lieu of

additional cable risers, all trunking 100mm x 50mm may be used to ring the inner

walls of the building in each floor. These shall be at floor grid distribution and allow

maximum flexibility in the future.

21. Registered telephone wiring contractors are required to terminate riser cables into

the DP on each floor.

22. Registered contractors ,must, before accepting any contract for cabling a building for

telephone services, ensure that the person letting the contract is familiar with TMB

cabling requirements and have it made a condition of contract that the telephone

cabling be carried out by a registered Building Telephone Cabling Contractor to

TMB specification,

23. In the case of the installation for which a cabling diagram is not required, the

contractor must notify the S.O & TMB of the date of commencing the proposed

installation and TMB will authorise commencement.

24. The contractor must notify the S.O. & TMB of the date on which he/she expects to

complete the installation and request and appointment for the final inspection.

25. TMB will notify the contractor of the date and time of inspection. If the contractor is

unable to be present, he must arrange to be represented by a person with authority to

act on his behalf. In the case of installation requiring cabling diagrams, the

contractor must arrange for three (3) copies of the approved cabling diagram, with

authorised amendments if any to be brought to the installation, together with the

original transparency must be free of creases and must not be folded.

26. Unless the cabling diagram is satisfactory, JTM/TMB will not proceed with the final

inspection and test of the installation.

27. If the installation is not satisfactory, JTM/TMB &, S.O. will issue a Notice of

Defects. The registered contractor must remedy without cost the defects specified in

the notice and submit the installation for the completion of the final inspection.

28. When the installation is satisfactory, S.O. & JTM/TMB will issue a Certificate of

Acceptance.

29. All materials used for wiring must be approved by TMB. Internal telephone cables

for cabling of buildings are manufactured to TMB specification.

30. External cabling shall be Cable Plastic (fully filled) type underground cable in PVC

duct manufactured to TMB specification and requirement.

31. Catalogue for the materials and equipment shall be given during the tendering stage.

Similarly, approval letters from TMB shall be included.

Specification for Keyphone System and Telephone Installation

1. General

1.1 The contractor undertaking this part of the works shall be registered with the

Regional Telekom office in the area concerned.

1.2 The complete work shall be carried out to the full requirement of Jabatan

Telekom Malaysia (JKM) and Telekom Malaysia Berhad (TMB) and all

materials used must be approved by JTM/TMB.

1.3 The telephone installation work will include supply and installation,

programming, testing, commissioning, handing over in approved working

order and maintenance during the defects liability period of:

(i) Keyphone Units;

(ii) Central Processing Unit, CPU (key Service Unit);

(iii) Complete internal wiring (for Keyphone, STM phones and other

equipment);

(iv) Distribution Point box (DP);

(v) Main Distribution Point Box (MDF);

(vi) Earthing System;

(vii) Any other work specified in the drawing and the specifications

And liaison with the JTM/TMB for approval, inspection, testing,

commissioning and acceptance of the installation. The floor trunking and

external ducting shall be included in the builder’s work.

The equipment/system offered shall be fully digital and of high quality and

capable of withstanding continuous operation (the equipment must be flexible

and can be upgraded to be in line with the latest development of technology

in telecommunication (e.g. ISDN)).

1.4 DPs and termination blocks must be engraved with the names as indicated in

the drawing and fitted with locks.

1.5 Wall trunking shall be of galvanised mild steel 1.6mm thickness with a

finishing of enamel green paint.

1.6 Internal telephone cables for cabling of buildings are to be manufactured to

JTM/TMB specification.

1.7 External cabling shall be cable plastic (fully filled) type underground cable in

PVC duct, manufactured to JTM/TMB specification and requirements.

1.8 Catalogues of the materials and equipment shall be given during tendering

stage. Similarly, approval letters from JTM/TMB shall be included.

1.9 Type Approval letter from JTM/TMB for the materials and the key phones

shall be provided.

2. Safety and Construction of Keyphone

The insulation resistance between any two points in the circuitry which are

intended to be electrically insulated from each other shall not be less than

100MΩ.

2.1 JTM/TMB network shall be protected from voltage of less than 100V AC

(RMS) by means of fuses or other protective device.

2.2 The equipment shall work with an AC supply of 140V at 50Hz.

2.3 Mains supply plug shall be of the standard 3 flat pin type.

2.4 All visual indicators must be of LED or gas-discharge type construction.

Incandescent lamp type indicators shall not be used.

2.5 All holes in the casing of a size large than 1.0mm2 are to be covered with fine

gauze to prevent the ingress of dust or insects.

2.6 The equipment submitted must be fully tropicalised and all circuit cards are

to be sprayed with a protective varnish to protect them against humidity

effects.

2.7 The equipment shall be able to function satisfactorily at an ambient

temperature range of 15°C to 40°C and relative humidity of 95%.

2.8 The equipment shall be designed such that no interruption of normal

telephone service is possible during power failure and in the event of a power

failure; the equipment shall immediately release the trunk/exchange lines and

shall revert to the normal free condition on the restoration of power.

2.9 The equipment shall place the trunk/exchange lines in readiness to incoming

calls after releasing the trunk/exchange lines.

2.10 Incorrect manual operation of the equipment shall not interfere with the

proper operation of any JTM/TM plant.

2.11 The operation of the equipment is independent of the public exchange

polarity.

2.12 The ringer shall be an electronic ringing device with easily adjustable volume

and pitch control.

2.13 The sound level shall range between 56 phons (minimum) and not less then

80 phons measured at the distance of 1 meter from the centre of the telephone

set when a sinusoidal voltage of 75V (RMS) at 25 Hz is apply to the terminal

of the telephone set in series with a resistance of 1500Ohm.

2.14 The telephone set shall be able to operate satisfactorily on various cable

gauges up to a minimum of 1500 Ohm loop resistance.

2.15 The telephone set shall not be a source for a radio frequency interference

emission and shall be free from radio frequency interference in the range of

300kHz to 3MHz.

2.16 The equipment must be able to provide individual access to each trunk

exchange line in the event of power failure. If this access cannot be provided,

then a standby battery supply shall be provided as standard equipment.

2.17 Visual and audible signalling of incoming trunk/exchange line calls shall be

provided during mains failure.

2.18 Secrecy on exchange to extension call shall be a standard feature.

2.19 Any conference facility available can allow only one participating external

party

3. FUCTIO OF KEYPHOE.

3.1 The CPU shall be able to handle trunk/exchange lines and extension as stated

in the Drawings and/or Bill of Quantity.

3.2 The CPU shall be able to accommodate both single line and multiline

telephone.

3.3 Its basic service features shall include the following:

• Automatic hold

• Call waiting of busy internal station

• Add - on conference

• Abbreviation of dial

• Absence transfer (follow me)

• Trunk/exchange line hold.

• Call discriminating ringing

• Do not disturb

• Exclusive hold

• Last number redial

• On-hook dialling

• Full hands free operation

• Paging to all telephone

• Response to caging

• Music on hold

• Transfer outside call to extension

• Consultation

• Connection to loud speaker facility

• Dual colour lamp display

3.4 The tender shall include a training program on the use of the key phone

system and make clear its optional features available.

3.5 The tenderer shall propose a maintenance program for the key phone during

the Defects Liability Period.

4. ACCEPTACE

4.1. The Contractor must notify S.O. and JTM/TMB of the dates on which to

expect to complete the installation and request an appointment for the final

inspection.

4.2. JTM/TMB will notify the contractor of the date and time of the inspection. If

the contractor is un able to be present, he must be arrange to be represented

by a person with authority to act on his behalf. In the case of installation

requiring cabling diagram, the contractor must arrange for three (3) copies of

the approved cabling diagram, with authorised amendments if any, to be

brought to the installation, together with the original transparency in a

suitable protective container. The transparency must be free of creases and

must not be folded.

4.3. Unless the cabling diagram is satisfactory, JTM/TMB will not proceed with

the final inspection and test of the installation.

4.4. If the installation is not satisfactory, JTM/TMB &, S.O. will issue a Notice of

Defects. The registered contractor must remedy without cost the defects

specified in the notice and submit the installation for the completion of the

final inspection.

4.5. When the installation is satisfactory, S.O. & JTM/TMB will issue a

Certificate of Acceptance.

5. EARTHIG

Separate earth from STF shall be provided for the Keyphone

equipment/system. Equipment earthing shall not be more than 1 Ohm.

6. GUARATEE

The tenderer shall guarantee the proper working of the equipment for a period

of twelve (12) months from the date of commissioning. During this period,

replacement of all faulty parts and labour shall be provided free of charge.

7. ACCEPTACE TESTIG

The tenderer shall make available without additional charges, all reasonable

facilities and assistance to S.O. Representative & TMB for the proper

performance of the ‘Acceptance Testing’.

Acceptance Testing as interpreted shall be final binding on the work. If the

Acceptance Testing has been found unsatisfactory or do not meet the

technical specification/requirements, then the tenderer shall at their own cost

make all the necessary remedies until all requirements are met and compiled

to the satisfaction of the S.O. representative.

8. MAITEACE

Maintenance for the first twelve (12 months from the date of commissioning

of the Keyphone equipment which is under the Guarantee Period shall be free

of charge.

Tenderer shall quote separately the maintenance charges which shall be on a

per annum basis and shall be on comprehensive maintenance i.e. – all,

inclusive cost covering, labour, modules, travelling and allied expense, spare

parts, replacement modules and all other related materials and the

maintenance cost shall include the replacement or repair of all such items as a

result of normal wear and tear and other causes including voltage surges on

the line or power supply. The maintenance charges or fee shall be on a flat

rate basis. Government reserves the right to consider entering a maintenance

contract after the Defect Liability Period.

9. TRAIIG

Training for operators/technician on the switching of equipment/control

console panel shall be provided. Technical training for minimum of six (6)

JKR staff in the operation and maintenance of the Keyphone shall also be

provided.

10. RECORD DRAWIG

“As Installed” drawings shall be submitted by Electrical Contractor on

completion of the contractual obligation. One negative and (4) prints of each

record drawing shall be submitted to the S.O.”s Representative within 30

days after completion of the works.
