Program Description

�  The Special Program in Sports (SPS) was originally conceived to address the needs of talented students in the different sports disciplines, hence, it aims to identify and create a pool of athletes who will be trained to compete in national and international sports competitions.

Program Description

�  However, in the course of the progress of the program, there is a paradigm shift, elevating it to a higher degree of social relevance. The program now is envisioned to make the SPS graduates job ready in the field of sports and related areas or go for higher learning.

Organization of the SPS into Career Pathways

�  Program Start-Up q  Schools applying to offer the

Special Programs shall undergo a System Readiness Assessment, which will cover the following information:

v  Responsiveness to market demands of career pathways that are being proposed to be offered by the school: key considerations here are the most demanded careers and jobs in sports

v  Availability of resources (facilities, equipment, and teachers): standards for these shall be the basis for determining whether the school has adequate infrastructure and faculty to deliver the program both at the level of core curriculum and career pathways.

q  Schools that have been found not ready for offering the SPS shall be advised to focus on delivering the core curriculum (including TLE) for the regular high school.

q  Schools that are almost ready shall be advised to plug the gaps within the year where necessary.

q  Schools that are ready shall be certified to implement the program until the end of the Junior High School.

�  Program Accreditation q  At the implementation of Grade

10, the school shall undergo a program accreditation process as a requirement for offering the SPS as a career path in the Senior High School.

q  The program accreditation process shall involve assessment of the capacity of the school to engage business/industry and higher education institutions in a partnership.

v  School-Industry Partnership: The capacity of the school to forge partnership with industry in the community shall be assessed to determine whether the workplace experience (i.e., work immersion), learners need can be provided and the hiring of graduates of the SPS (should they opt to join the labor market) can be facilitated. Furthermore, the partner industry is expected to provide the resources (facilities and equipment) the school may need.

v  School-HEI Partnership: The willingness and capacity of the school to work out with colleges or universities twinning arrangements on the delivery of the core curriculum and/or career pathways (e.g., through contracting of college instructors as part-time faculty or resource persons, preparation of students for college admission, etc.) that will facilitate the transition and placement of students in tertiary education, including availment of college scholarships, shall likewise be assessed.

Curriculum Design � The school shall adopt any of the following:

q  Option 1 – Offer the program starting in Grade 7.

v  If the school chooses Option 1, the program will run for six (6) years.

v  The subject shall take the place of the TLE. This implies that students who are taking sports as a career path shall not take TLE.

q Option 2 – Offer the program starting in Grade 9 v  If the school chooses option 2, the

program will run for four (4) years (meaning, the school will offer the Grade 7 level of the program in Grade 9. Thus, the learners who will be studying under this option will take exploratory courses in TLE or other career pathways offered by the school in the first two years of Junior High School.)

q Option 3 – Offer the program starting Grade 11.

v  If the school chooses Option 3, the program will be offered at Grade 11 but will cover the Level 1 of the program and and then subsequently Level 2 of the program at Grade 12.

Time Allotment

�  For options 1 and 2, the sports specialization shall be offered on a 240-minute weekly time frame.

�  For option 3, the sports specialization shall

be offered on a 720-minute weekly time frame for Grade 11 and a 900-minute weekly time frame for Grade 12.

Teacher Qualification Standards

�  Must be a Bachelor’s Degree, major in Physical Education/Sports, preferably a Master’s Degree holder in Physical Education and Sports; in case of Master Teachers, aside from their expertise, they should be Master degree holders

�  Must have an outstanding track record of athletic/sports participation (training, coaching, actual playing)

�  Must have an outstanding performance rating for at least two school years

Teacher Qualification Standards

� Preferably a winning coach for a year in the division, regional, national and/or international (optional) competitions

� Must have attended trainings to update his/her competence in sports

� Must have completed the advanced training courses

� Must be physically and mentally fit � Must possess good moral character,

unquestionable integrity and commitment to the program

Screening and Admission of Students

�  Only students within the division shall be admitted to the SPS

�  First year entrants must have potentials/ skills in more than one of the school sports offered

�  He/she must have participated in any sports competition as attested by the elementary coaches and certified by the school principal

Screening and Admission of Students

�  He/she must pass the Physical Fitness-Sports Talent Identification Tests and skills tests

�  He/she must submit the necessary documents

�  A Committee on Admission of students shall be organized at the school level to conduct the screening of student-athletes.

Assessment and Rating System � Assessment shall follow the principles

for diagnostic, formative and summative assessments.

� The SPS shall adopt the new assessment and rating system per DepEd Order No. 31, s. 2012 and DepEd Memorandum No. 158, s. 2011. There shall be a pre- and post-performance profile of every student-athlete per sports event.

Promotion, Retention and Transfer of Students

�  Promotion q  To be promoted to the next year

level, the SPS students must obtain at least a final grade of 85% (Proficient) in the specialized subject and a general average of 80% (Proficient)

Promotion, Retention and Transfer of Students � Retention

q  A student shall maintain a Proficient level in the specialized subject and a lower level of Proficiency in all other subjects. In cases where the above requirement is not met, a student should be accepted in the regular program with no deficiencies, provided the student has no failing grade.

q  The student must not incur absences of more than 20% of the total number of school days.

Promotion, Retention and Transfer of Students

�  Transfer q  Students who wish to transfer to

the SPS shall be admitted provided that they come from any of the schools implementing the SPS.

Selection of Honor Students � The SPS schools shall implement the 60%

(specialization) 20% (Core Subjects) and 20% (Competition) scheme, with corresponding evidences.

� A gold medal shall be awarded to the most outstanding student per specialization at the end of the school year.

� A separate set of honor students shall be selected for the Special Program in Sports.

� The school must have a track record of winnings in sports competitions for the past three years

Class Size

�  The class size shall have a maximum of 35 students per class with at least two (2) classes per year level. In case where a student with special need is mainstreamed in the SPS, proper adjustment in the class shall be made.

Program Expansion

�  The coverage of program expansion to Sr. High School shall be in terms of the number of students and extent of the program.

�  The curriculum of schools recognized as Sr. High Schools shall be higher than that of the Jr. High School, but must not be higher than the Higher Education Institutions.

Administrative Matter

�  Coaches/trainors must secure parental consent and waiver for trainings/activities of students outside of school hours and must seek the support and approval of the school principal. Competition, whether local or international shall be approved by proper authorities.

Procedure for Adoption of the Program � The school shall:

q  prepare the facilities, equipment and skilled teachers needed to implement the SPS; and

q  file an application with the Division Office (DO) for endorsement of the program offering and submit all required supporting documents.

Procedure for Adoption of the Program �  The DO shall:

q  assess the school relative to its capabilities to adopt the SPS in accordance with these guidelines;

q  endorse the application of the school to the RO, for approval;

q  assist in sourcing funds for the program; q  undertake progress monitoring relative to

program implementation.

Procedure for Adoption of the Program

�  The RO shall: q act on the application of a school to

adopt the SPS upon the recommendation of the DO;

q endorse to the CO the list of schools approved to offer the SPS; and

q undertake results monitoring and evaluation relative to program implementation.

�  The CO shall provide policies and standards for program adoption implementation of the SPS;

�  The CO/RO/DO shall monitor and

supervise the implementation of the program.

Financial Subsidy �  Financial subsidy in the amount of P500,000.00

shall be provided to 17 secondary expansion schools implementing the SPS.

�  The subsidy will be in addition to the school’s

regular Maintenance and Other Operating Expenses (MOOE) for the effective delivery of service.

Financial Subsidy �  The Principal shall allocate and utilize the

financial subsidy provided by the DepEd Central Office by item of expenditure to support the management of the program.

� The Principal shall have the responsibility and accountability to submit all financial reports
