Indian commercial vehicle market reflected Q2 (FY 20-21) sales of 34,125 vehicles, a drop of 47% compared to last year Q2 (FY 19-20). Bus & coaches sales remains unrevived due to constrained passenger movements between cities, villages, & within cities. Expected revival of bus & coaches by 2022 as reported by RACE research analyst team. CV industry is been reeling under pressures of rising input costs, procedural compliances in managing their human resources, acclimatization to Work From Home (WFH) culture, digitalisation of their ecosystems, transactions and interactions. Post lock down the scenario is opened out for the Industry with real time challenges with objectives to contain costs, consolidate and move ahead to face the pent-up demands.

VEHICLE OEM’S

• Tata Motors Ltd of Mumbai has extended its heavy-duty truck portfolio with a 47.5t GVW multi-axle tipper, the Signa 4825.TK;

The Signa 4825.TK, which is designed for transporting coal, other minerals and supplying aggregates for construction sites, is available in two axle configurations, 10x2 and 10x4. It is fitted ex-factory with a 29 cubic metre tipper body and hydraulics.

• Tata Motors has introduced a new tractor unit or prime mover variant in the Signa range, the Signa 5525.S.

• Tata Motors delivers 25 Ace CNG models to Vijayawada Municipal Corporation, to support the corporation’s mission of using clean-fuel vehicles for municipal services. It is 3 cubic metre closed-box tipper effective and quick waste collection and disposal.

The Tata Ace tippers are specially designed for efficient waste collection and are equipped with 3 cubic metre closed-box tipper. The vehicles were procured by the corporation through an open tender, wherein Tata Motors emerged as the top bidder.

• Tata Motors delivered 51 Tata Winger Ambulances to the Zilla Parishad of Pune. Tata Motors won the bid for the order under the Government e-Marketplace, and the vehicles are designed for patient transport as per AIS 125 Part 1.

• Tata motors has received an order of 6413 Nos of fully built Tata G-old vehicles from Andhra Pradesh State Civil Supplies Corporation.

• Ashok Leyland Ltd of Chennai, a manufacturer of commercial vehicles has launched the Boss LE and LX truck models under the BOSS name in the Intermediate Commercial Vehicle (ICV: 7.5 tonnes - <14.5 tonnes GVW) segment.

The BOSS platform, which is powered with Ashok Leyland’s H-Series CRS iGen6 150hp (450Nm torque) mated with a six-speed gearbox, offers customers use in multiple applications including parcel delivery, white goods, livestock and perishable fruit and vegetables, vehicle parts as well as refrigerated goods.

• Ashok Leyland Ltd has taken an order for a 1400 Ecomet trucks from logistics start up, Procure Box of New Delhi for its fuel distribution business with delivery of the trucks over the next six months. Procure Box plans to use the trucks for the supply of fuel door-to-door and for distribution of cylinders.

• Ashok Leyland Ltd of Chennai, a subsidiary and flagship company of the Hinduja Group has announced its UK subsidiary, Optare Plc of Shurton-in-Elmet has delivered its first of 21 Nos battery-electric Metrodecker double-decker (DD) buses with transport operator First York Ltd of West Yorkshire, London.

• Daimler India Commercial Vehicles Pvt Ltd (DICV) of Oragadam, has announced the launch of its truck exchange programme called ‘BharatBenz Exchange.’

The BharatBenz Exchange allows its experts to provide potential customers / buyers (both individuals and companies) with a carefully-picked pool of used trucks that have undergone thorough quality checks and that are available via its nationwide dealership network. In addition to a quality checked used truck, BharatBenz plans to provide the right AMC and extended warranty options for the refurbished truck. The BharatBenz Exchange team is to also assist in identifying the right financing partner.

• Daimler India Commercial Vehicles Pvt Ltd (DICV) has reached a milestone of exporting over 35,000 commercial vehicle (32,000 trucks and 3,500 buses) and 150 million parts as CKD kits. Recently, it has also initiated exports of CKD (Complete Knockdown Kit) kits to Malaysia for assembly as a new export market.

• Daimler India Commercial Vehicles (DICV), maker of BharatBenz trucks and buses, has decided to expand its dealer network by 10% by the end of 2020, despite the tough market conditions.

Currently, DICV has 230 outlets and this would exceed 250 outlets by the end of 2020.

• Daimler India Commercial Vehicles (DICV) has launched its virtual customer engagement program ‘Mitra’.

Mitra, which means ‘friend’ in Hindi, pairs selected BharatBenz customers with top executives from DICV to ensure they receive the best service possible throughout their relationship with the CV manufacturer.

• VE Commercial Vehicles Limited (VECV) of Pithampur, - the commercial vehicle manufacturing joint venture and subsidiary of Sweden’s Volvo AB and Eicher Motors Ltd of Gurugram, has entered into a Business Transfer Agreement with Volvo Group India for acquisition of the bus business of Volvo Group India Private Limited (VGIPL) of Bengaluru (a wholly owned subsidiary of Volvo AB, Sweden) for a cash consideration of USD 13.33m. The agreement entails manufacture, assembly, distribution and sale of Volvo buses in India, and other rights forming part of the business by VECV.

The acquisition will be completed approximately one-two months from the date of execution of the Business Transfer Agreement. After the completion of the transaction, VECV and VBI will consolidate their bus businesses into a newly formed bus division within VECV.

Component/ Body builders/Service Providers

• Continental India Private Limited of Haryana, a subsidiary of Germany based Continental AG has launched a new range of tyres for commercial vehicles, the 10.00R20 Hybrid CHA2 (Conti Highway All Wheel) which will have higher mileage, re-treadability, and low cut-chip damage, also it suits for CV as well as passenger segment.

The new cap ply compound will increase the thread mileage and helps in resisting the cut-chip damage for regional applications. The tire also features a textile reinforced bead that ensures durability at higher speeds, along with new siping technology, which gives the benefit of stone ejection in the tyre.

• Remsons Industries Ltd. (Remsons) of Gurugram, a leading automotive components manufacturer, completed acquisition of the business of Magal Cables Ltd. (MCL), UK, part of Arlington Group – Engineering Systems. The cost of acquisition including working capital is USD4.55 million pounds. The entire transaction has been funded by a mix of internal accruals and debt without any equity dilution in Remsons. This acquisition is a step towards forward integration to create value for all the stakeholders.

The acquisition has been done on Oct 21, 2020 through the newly incorporated wholly owned subsidiary Remsons Holdings Ltd. (incorporated in the United Kingdom).

• Apex transporters body All India Motor Transport Congress (AIMTC) urged the Reserve Bank of India (RBI) to extend the moratorium on payment of loans for purchase vehicle by the transporters till December 31, saying the sector was reeling under financial crisis.

In March, the central bank had allowed a three-month moratorium on payment of all term loans due between March 1, 2020, and May 31, 2020, which in May was extended by another three months till August (31 Aug 2020) to provide much-needed relief to borrowers whose income has been hit due to the coronavirus crisis.

• Mahindra Truck & Bus Ltd, a division of Mahindra & Mahindra Ltd of Mumbai launched its new telematics platform, Mahindra iMAXX. It is fitted into all CV compliant Bharat Stage VI (BS-VI), including the Blazo X range of heavy CVs, Furio range of intermediate CVs & light CVs and Cruzio range of buses.

• Mumbai based Mahindra & Mahindra’s North American business unit; Mahindra Automotive North America (MANA) will not pursue the bid to supply delivery vehicles to United States Postal Service (USPS) due to their revision in investment plans by its parent organization.

MANA was one of the four shortlisted bidders for the project four years ago. Winning the bid would have required M&M to invest around $500 million in MANA.

Component/ Body builders/Service Providers

• Nathan Trailer Company (NATTCO) of Jamshedpur, a start-up manufactures various trailer has manufacturer the 54ton trailer with air-suspension and 4x2 prime mover in line with the axle load configuration notification 2018. It has been trailed for more than 8 months and been accepted by the major customers.

This concept been adapted by the various OEM’s in their current trucks and re-batched with higher capacity, now trailer manufacturers are started to enhance the loads with axle spacing and air suspension to reduce investment and operational cost of the customers.

- In the start-up stage, RACE Innovations Pvt Ltd has supported NATTACO in terms of design and

engineering development of a range of trailers meeting Automotive Indian standard (AIS 113). With this collaboration, NATTCO manufactured it first advanced trailers in 2017, an articulated trailer can be extended from 32ft to 40ft.

• Electric vehicle start-up Etrio Automobiles Private Limited of Hyderabad has launched the country's first certified retrofitted electric light commercial vehicle (e-LCV) used in intracity application.

e-Trio’s e-LCV is powered with a motor power of 15kW and develops torque of 120 Nm with lithium-ion battery of 20Kwh on a 96 V system, has a certified range of 120km. The company claims it can handle a gradient of 7 degrees. It is enabled with Etrio Track, a telematics app, provides key health metrics at a vehicle and component level, enables key safety features including geo-fencing, remote immobilization and delivers data driven insights through unique driver scorecards to drive operational efficiency. The rules were framed by the Government to retrofit Hybrid / Electric on existing motor vehicles as per AIS 123.

• Indian Oil Corporation Limited of New Delhi will deploy 50 buses powered by a blend of hydrogen and CNG (HCNG) & the fleet could start rolling as soon as this year in New Delhi. Also plans to work on developing fuel cells.

HCNG will be used to run 50 buses as part of a pilot project for six months from the Rajghat 1 depot of Delhi Transport Corporation. A 4-tonne HCNG production plant has been set up at the Rajghat-1 bus depot.

Also, to apprise that The Ministry of Road Transport and Highways (MORTH) has released a notification towards inclusion under Central Motor Vehicles Rules 1989, on 28th Sep 2020 to allow the use of H-CNG (18% mix of hydrogen) in CNG engines. The Ministry has been notifying various alternate fuels under Clean Fuels for transportation. The Bureau of Indian Standards (BIS) has also developed specifications (IS 17314:2019) of Hydrogen enriched Compressed Natural Gas (H-CNG) for automotive purposes, as a fuel.

The draft rules been notified in the month of July for the feedback from the stake holders. Now it is enforced in CMVR which will lead CV manufacturers to work and propose it to State Transport Unions rather than EV’s.

Statistics Bus Market Indian bus market experiences major degrowth in domestic sale by 79.2% from 16,005 units in Q2(July -Sep) of FY 2019-20 to 3,323 units in Q2 of FY 2020-21. Overall bus sales decreased due to lack of demand from all the application as schools/ colleges are temporarily closed, most industry adopted work from home concept and non-running of intercity buses. LCV Buses sales dropped huge Sale of light duty bus sales attains a drop of 66.8% in Q2 of FY 2020-21 to register 2,707 units from 8,145 units in Q2 of FY 2019-20. In LCV segment, Special application (school buses, ambulances, tour buses etc.) share of 95.2% is utmost in Q2 of FY 2020-21. ICV Buses sales experienced a fall in Q2 of FY 2020-21 Sale of Intermediate commercial vehicles experienced a fall of 89.9 % from 3,091 units of Q2 of 2019-20 to 312 units in Q2 of FY 2020-21. In ICV segment, Special application (school & college buses, tour buses etc.) share of 88.20% is greatest in Q2 FY2020-21. MCV bus sales attain vast drop in Q2 of 2020-21 Sales of Medium & Heavy commercial vehicles decline by 93.6% to register 304 units in Q2 of FY2020-21 from 4,769 units in Q2 of FY2019-20. In M&HCV segment, special application share of 66.22% is utmost in Q2 of 2020-21.

Market Share Buses

In first quarter of FY 2020-21, Force motors ltd has registered overall sales of 1,591 units (47.88% in overall bus sales) and Tata Motors Ltd follows with the overall sale of 680 units (20.46% in overall sales). The overall market share of buses had experienced a huge difference as there is less sale of intercity coaches, staff/college buses and tourist due to COVID pandemic restrictions. In LCV segment, Force motors leads with the sales number of 1,591 units (58.77% in overall LCV bus sales) in Q2 of FY 2020-21 and Tata motors follows with the sales number of 643 units (23.75% in overall LCV sales). Mahindra & Mahindra has sold only 13 buses in first half of FY 2020 due to diversion of business by the management. In ICV segment, VECV ltd leads with the sale of 168 units (53.85% in overall ICV bus sales) in Q2 of FY 2020-21 and Ashok Leyland follows with the sale of 65 units (20.83% in overall ICV bus sales). In MHCV segment, Ashok Leyland leads with the sale of 201 units (66.12% in overall MHCV bus sales) in Q2 of FY 2020-21 and VECV follows with the sale of 99 units (32.57% in overall MHCV bus sales). Statistics Truck Market Indian Truck market attains a vast degrowth of 35% to register 29,622 units in 2nd quarter of FY 2020-21 from 45,741 units in 2nd quarter of FY 2019-20. Apart from the COVID lockdown, there is delay in scrapping policy, lack of demand, reduction of GST and lack of schemes to support which is impacting truck market.

Moratorium benefits ended on Aug and there is no announcement of extension which will affect the transporters heavily. Transporters will be handing over the vehicles to financiers to avoid more losses. LCV truck sales fall in Q2 of FY 2020

Sale of light commercial goods decline of 24% in Q2 of FY 2020 to register 6,834 units from 9,046 units in Q2 of FY 2019-20. When considering the application share, open cargo registers 29.85% & closed cargo register 40.14% of LCV sales share in Q2 of FY2020-21. ICV truck sales registered massive degrowth in Q2 FY 2020

Sale of Intermediate commercial goods vehicle registers a negative growth of 51% from 9,930 units in Q2 of FY2019-20 to 4,873 units in Q2 of FY2020. In ICV Segment, Open cargo application share of 20.22% and closed cargo application share of 33.22% in Q2 of FY 2020. MHCV truck sales decline in Q2 FY 2020

Sale of Medium and Heavy commercial trucks attain degrowth of 33% to register 17,915 units in Q2 of FY 2020 from 26,765 units in Q2 of FY 2019-20. Open cargo application share of 18.11% and closed cargo application share of 33.31% in M&HCV segment in Q2 of FY 2020.

Note: • Open cargo applied to transport freight which are steady against the external influence and oversized cargos.

• Closed cargo applied for transporting all kind of goods but the loading is done by sideways movement are much safer for freight.

Market Share Trucks In second quarter of FY 2020-21, Tata motors ltd holds the market leader position with the sales of 15,272 units (51.56% in overall market share), which is closely 5% lesser compared to last quarter (Q1 of FY 2020).

In LCV segment, Tata motors leads the segment with the market share of 56.67 % of share in 2nd quarter of

FY2020-21 and VECV follows with the market share of 33.08% in Q2 of FY2020-21, which is closely 9% less compared to the last quarter.

In ICV segment, VECV leads with the market share of 40.53% in Q2 of FY2020-21 and Tata motors follows

with the market share of 35.54% in Q2 of FY2020-21. Ashok Leyland market share increased closely 7% compared to last quarter.

In M&HCV segment, Tata motors leads in this segment with a share of 53.96% in Q2 of FY2019-20, 12%

Indian bus market expected a reasonable de growth in 3rd quarter of 2020-21 due to the year end and covid lockdown effects i.e., schools, colleges and IT related offices are closed and tourist and intercity will be affected due to the restriction of limited seats.

Supreme Court allows registration of BS IV vehicles sold before lockdown

New Delhi - On Aug 13, 2020 Supreme court (SC) has confirmed that all BSIV emission compliant vehicle can be registered on the government’s e-Vahan portal which was sold before lockdown. This order has made relief to the dealer, OEM’s and end-user’s as the vehicles are standing towards registration for more than 6 months.

Also, clearly posted that the BSIV vehicles were sold during the covid-19 lockdown after 25 March shall not be allowed to register. Additionally, the details of the vehicles which were not uploaded on the e-Vahan portal would not be allowed to be registered.

SC hold the ban of registering the vehicles sold after 25th March 2020 as it is substantial during the severe lockdown which is more debatable and rule can be overruled. According to the data submitted by the government through Ministry of Road, Transport and Highways (MoRTH), BS-IV-compliant vehicles were sold between 12 March and 31 March is around 1.1Mn, specifically more than 250,000 such vehicles were sold during 29 March to 31 March were the severe lockdown imposed.

1e-Vahan portal – It’s a website/ application developed by the government for vehicle registration process.

PUC certificate is mandatory to renew motor insurance

New Delhi – Insurance Regulatory and Development Authority of India issued a new circular which made it compulsory for all the insurance providers in India to only renew the insurance with active Pollution Under Control (PUC)1 certificate from a recognised and government-approved emission centre. Earlier insurance can be renewed without PUC, now it’s been recorded in the e port e-Vahan to curb the pollution. The order was first issued by the Supreme Court of India in 2018. After this IRDAI mandated this and told to put the special focus of this in New Delhi region.

1PUC certificate is the document which ensures the standards of pollution of the vehicle comply with the set norms or not. However, there has been made clear that if a person has motor insurance right now and makes a claim, then the claim cannot be denied based on whether a person has a valid PUC certificate or not.

Karnataka mulls installing sleep detectors in govt-run buses as safety measure

Karnataka – The Karnataka government planned to install sleep detectors as safety item, in a phased manner, in government owned intercity buses to reduce the number of road accidents.

The device equipped with detection sensors will initially warn the driver with a beep sound and red light in the event of him getting sleepy during driving and later slow down the vehicle and put emergency brakes to stop it altogether.

Currently it is getting implemented only in state owned, expected implementation in all other private owned intercity buses over a period of time.
