    Foreword

Rajesh KhannaCEO, RACE Innovations Pvt Ltd

The Indian Commercial Vehicle Industry witnessed a year on year growth 19.9%, with recorded sales of 856,453 units for the financial year 2017-18 compared to 714,082 during the previous financial year 2016-17.

Heavy / light duty trucks, Tractors show cased phenomenal growth owing to GST implementation impacting in vehicle sale price discounting, stricter regulation/penalties on overloaded vehicles, clearance of long pending mining contracts infrastructural reforms and related contracts getting awarded.

Bus Sales continues to record a degrowth in the last financial year, bigger purchase schemes like JnNURM schemes were missing in action only replacement purchase was executed by the government. Private operators on the other hand who had a heavy pre-booking prior to emission norm changeover had moderated their purchase decision this financial year. It is expected the next few financial years post the union budget elections in year 2019, can trigger bigger announcement by government on new bus additions with emphasis on alternate source of fuels, electric vehicles.

RACE predicts the overall CV industry to grow at 5% provided stability shown on policies and regulatory reforms initiated, any sense of disorder can lead to down fall of this growth momentum. More it depends on the upcoming union budget elections in 2019, which can trigger the new capacity additions in the CV industry which is currently operating at 65-70% utilization levels.

    Policy/Regulations

National Highways Authority of India (NHAI) is executing a pilot project to study the operation ability of satellite-based technologies to auto deduct toll charges based on distance travel, aiming towards “Pay as you use” schemes announced in the last budget. This pilot project includes a satellite-based e toll collection system with combination of GSM mobile communication technology and Global Positioning System(GPS) for about 500 Commercial Vehicles on Delhi- Mumbai national highway validated for a year.

An automated inspection and certification centre (AICC) for assessing the fitness of transport vehicles will be set up in Vishakhapatnam, Andhra Pradesh. The centre will be the first-of-its-kind in the state benchmarked based on technologies available in Germany, China, Singapore and Hong Kong. Pune-based Automotive Research Association of India (ARAI) will provide technical support to the state government to set up the center. The main objective of AICC is to clamp down on the problems of pollution, road accidents due to mechanical failures besides preventing corruption in the transport department in issuing fitness certificates to school buses, trucks, buses, contract carriers, bikes and cars among other vehicles by thoroughly inspecting them before certifying them.

Finance ministry has approved Voluntary Vehicle Fleet Modernisation Programme (V-VMP) policy in scrapping old vehicles, further expect to pass through GST council for fixation of concessional tax rebates by state and central government on new vehicle purchased against scrapping program. The Road Transport and Highways Ministry is keenly looking to implement the first phase of Voluntary Vehicle Fleet Modernisation Programme (V-VMP) policy that aims at scrapping 15-year-old commercial vehicles.

Automotive Research Association of India (ARAI) of Pune, has decided to take the virtual route to fast-track engine certification to support automobile manufacturers in getting certification for BSVI engines which is mandated with effect from April 2020. The calibration centre is capable of undertaking up to 60% of the calibration process of engine virtually with 80% accuracy levels.

Delhi Government announced that all buses running in Delhi should have panic buttons by March 2019 in line initiated with a pilot project for equipping public buses with 'panic alarm system' to ensure safety of women passengers in five cluster buses of Rajghat-II depot under the Clause 5.3 in AIS140 standard which will be implemented across the country. The project has been implemented in collaboration with Bangalore-based NGO Project Durga.

In continuation to the implementation of Goods & Service tax (GST in Jul 2017, digitalization of transport document (E-way bill) been implemented with effect from 1st April 2018 in view of monitoring, regulate goods movement from one state to another state. By way of this bill companies have to enter the nature of goods, value, transport co-ordinates of movements, linked to the truck details digitally on the government GST portal to reflect the movements. This aids in transparency of the goods moved and there is no room for any malpractices.

In continuation to the earlier extensions given for completion of FAME I Scheme, it stands for the extended by another six months till September 2018. Under the scheme, USD123m was allotted and still not been exhausted fully. We anticipate FAME I scheme closure by end of this financial year and FAME II getting implemented post union election which is to be held on May 2019. This would be inline with fortifying the National Electric Mobility Mission Plan 2020 (NEMMP), which aims to achieve electrification of cars, bikes, light commercial vehicles and city buses by 2020.

The Ministry of Power had declared that no separate license for electricity transmission, distribution or trading required for companies who are setting up charging infrastructure for electric vehicles. It is clarified that during the activity of charging of battery for use in electric vehicle, the charging station does not perform any of the activities namely transmission, distribution or trading of electricity, which require license under the provisions of the Act, hence the charging of batteries of electric vehicles through charging station does not require any license under the provisions of the Electricity Act, 2003," the statement received from the power ministry. We anticipate that this would pave way for large scale of investments on Charging infrastructure creation in the country.
