Accord for the Protection of Children in Scottish Sport

1. A framework for Scottish Governing bodies of sport to sign up to

2. After signing up, sports organisations have 12 month period to develop action plan for national sport and support to affiliated clubs/organisations

3. Action plans include minimum operating requirements as well as implementing action around People, Policies, Procedures & Practice, Participation and Partnerships

4. Future funding from sportscotland based on organisations and clubs meeting minimum operating requirements

Recommendations

Recommended Minimum Operating Requirements for Clubs:

1. A Child Protection Policy which reflects national guidelines, adopted by the Management Committee of the club

2. A Code of Conduct for working with children and young people

3. A procedure for the recruitment and selection of those who work with children and young people, including access to Disclosure Scotland checks

4. A procedure for responding to concerns about the welfare or abuse of a child - within or out with sport

5. A Disciplinary Procedure for managing concerns and allegations of poor practice, misconduct and child abuse and includes provision for referrals to the Disqualified from Working with Children List

6. A procedure for reviewing the management of concerns about poor practice, misconduct and/ or child abuse.

7. A named contact for the co-ordination of child protection within the club (including a role description) who has attended recommended training

8. A variety of child protection training offered at appropriate levels for those working or volunteering with children and young people

Protection of Children and Prevention of Sexual Offences (Scotland) Act 2004

Makes ‘grooming’ an offence

Introduces an Order (Risk of Sexual Harm Order) imposing

restrictions on adults who display inappropriate sexual behaviour towards children even if they have not been convicted

Set up a List of people disqualified from working with children (DWCL)

Any individual working with children –paid or unpaid – must be referred to the List when they have harmed a child or put a child at risk of harm AND been dismissed or moved away from contact with children as a result

The proposed scheme will be designed to provide a centralised, integrated and updated system to prevent unsuitable people from gaining access to vulnerable groups and to ensure that those who become unsuitable are not able to remain in the workforce

The implementation date and consultation process has not been completed but will not be enacted before the Summer 2009

Main Duties:

Ensure Child Protection Policy is sent to & understood by all players, parents/carers, coaches and volunteers across the Youth Section. Arrange & promote Child Protection based in-service training events as & when required.

Responsible for maintenance of Child and Adult Protection Policy, ensuring any updates is communicated to relevant parties.

Attend relevant training courses e.g. Sports Coach UK Workshops.

Maintain knowledge & understanding of up to date Child Protection legislation; manage own continued professional development.

Develop and maintain a knowledge & understanding of National Body Child Protection procedures, rules & regulations. Deal with any complaints, ensuring correct procedure is followed from start to finish.

Obtain CRBS Disclosure Scotland lead signatory status for both Club & National Associations(s).

Update Youth Section Disclosure register/records as & when updates are required.

Produce annual report for Youth Section AGM.

Conduct annual review of Child Protection & Disclosure policies & procedures.

Attend YSMC meetings, if unable to attend compose & send update report to YSMC.

Main Duties:

Manage the ‘holistic’ (player, social & lifestyle) development of all players in the squad. Design and deliver each training session around specific aims & themes. e.g. dribbling, 1st touch, passing & possession etc. Work with other Team coaches, helpers & volunteers to ensure that a common understanding of each person’s role exists. e.g. Assistant Coach, Team Secretary. Ensure team’s development is managed in line with Club values & ethos.Provide feedback on performance on a regular basis.Familiarise self with any special needs of any players in the squad e.g. a medical condition. Ensure all kit & equipment is well maintained & stored in the correct place. Ensure Club Code of Conduct is being followed by other Coaches, Players & Parents; deal with any incidents of inappropriate behaviour.Continually manage own CPD by attending SFA coach education courses; sportscoach UK courses; use of club library of resources; attending in-service days at the Academy.Ensure own personal records and those of your team are kept up to date in club database. Develop knowledge of Child Protection Procedures & ensure these are met.Develop knowledge of Health & Safety procedures and ensure these are met.Be aware of and follow the correct procedure for reporting accidents.Ensure well stocked 1st aid kit is available at playing / training venue, and also that a telephone is nearby.As & when required attend Youth Section Coaches communication sessions and meetings.Provide information & news updates for Youth Section website.
