Palestine/OPT was the secondlargest recipient of Spain sofficial humanitarian assistancein 2007 but its top UN CAPappeal recipient, accountingfor 12% of Spains reportedexpenditure through the FTSin 2007

Spain was the eighth largest DAC donor of humanitarian aid by volume in 2007.Its bilateral and multilateral contributions totalled US$370 million or 4.3% of thecollective DAC total. Total humanitarian assistance expenditure increased by 6. 3%between 2006 and 2007. Preliminary DAC data suggests that bilateral contributionscould rise again in 2008.
In 2007, total humanitarian assistance expenditure accounted for 7.6% of Spains totalODA (excluding debt relief). This is a smaller share than in previous years, but has tobe seen in the context of the extremely rapid growth in Spains ODA as a whole.
The Spanish International Development Cooperation Agency (AECID) has produced aprovisional Master Cooperation Plan for 2009-2012 with a section dedicated tohumanitarian action. AECIDs focus is on reducing vulnerabilities and strengtheningcapacities in cooperation with beneficiary populations and recipient countries withoutcompromising development processes. A major development has been the creation ofthe Office of Humanitarian Assistance, which plays a key role in the management andimplementation of humanitarian action between Spains national administration andits autonomous regions. Spain was last DAC peer reviewed in November 2007.Its GHD domestic implementation plan was put in place in April 2009.
