1. Productos CECA

Acero bruto, semiproducts, productos finales laminados en caliente, productos de colada continua, chapas y placas lami­nadas en frío, chapas revestidas (para más detalles véase el Anexo I del Tratado CECA).

2. Productos fuera de la CECA

Tubos de acero, productos estirados, laminados y formados en frío, productos de fundición en acero y hierro colado, además de productos forjados, estampados, prensados y embutidos (esto es, todos los productos siderúrgicos no enume­rados como productos CECA en el Anexo I del Tratado CECA o expresamente excluidos del mismo).

1. Προϊόντα ΕΚΑΧ

Ακατέργαστος χάλυβας, ημικατεργασμένα προϊόντα, τελικά προϊόντα θερμής έλασης, προϊόντα συνεχούς χύτευσης, ελάσματα (λαμαρίνες) και πλάκες ψυχρής έλασης, επιστρωμένα ελάσματα (λαμαρίνες) (για περισσότερες λεπτομέ­ρειες βλέπε παράρτημα Ι της συνθήκης ΕΚΑΧ).

2. Προϊόντα εκτός ΕΚΑΧ

Χαλυβδοσωλήνες, προϊόντα διελκυσμού, έλασης και μορφοποίησης εν ψυχρώ, προϊόντα χυτηρίου από χάλυβα ή χυτο­σίδηρο, καθώς και προϊόντα σφυρηλασίας, αποτύπωσης πίεσης και βαθιάς κοίλανσης (δηλαδή όλα τα προϊόντα σιδήρου και χάλυβα που δεν αναφέρονται ως προϊόντα ΕΚΑΧ στο παράρτημα Ι της συνθήκης ΕΚΑΧ, ή που ρητά εξαι­ρούνται).

Definição dos produtos siderúrgicos CECA

1. Produtos CECA

Aço em bruto, semiprodutos, produtos acabados laminados a quente, produtos de vazamento contínuo, chapas laminadas a frio, chapas revestidas (para mais pormenores ver o Anexo I do Tratado CECA).

2. Produtos não CECA

Tubos de aço, produtos estimados, trefilados, laminados e perfilados a frio, produtos de fundição de aço fundido, bem co­mo os produtos forjados, estampados e embutidos (ou seja, todos os produtos siderúrgicos que não estão enumerados co­mo produtos CECA no Anexo I do Tratado CECA ou que dele foram expressamente excluídos).

Methods of calculating apparent steel consumption

Apparent steel consumption, whatever the method of calculation used, is the product of a balance sheet relating resources (basi­

cally production + imports) to outgoings (deliveries on the home market + exports).

Whereas it is true that trade data are expressed in finished product weight, production for its part ¡s traditionally expressed in crude

steel weight. In order to carry out all the relevant balance sheet operations all quantities of steel at issue must therefore be express­

ed in the same units. In practice this involves the conversion, by means of appropriate coefficients, of foreign trade data into crude

steel equivalent.

Following the traditional method all quantities of steel required to calculate apparent consumption are expressed ¡n crude steel

equivalent in terms of ingots.

This procedure, which might have been valid in the past when the greatest part of crude steel was produced in the form of ingots,

has lost much of its meaning nowadays as the proportion of continuous cast products in the Community has exceeded 70% (see

Table No 1).

For example it is evident that the fact of expressing production data in ingot equivalents introduces fictitious quantities of steel

which, whilst they might have been negligible in 1975(3.6 million tonnes, i.e. 2.2%), are no longer so in 1984 (13.6 million tonnes,

i.e. 11.4%). (See Table No 2 and Figure No 1.)

In order to overcome this difficulty several methods are being developed at the Statistical Office of the European Communities.'

A final choice from the various methods will be possible when viable and comparable results become available.

One of the simplest methods consists ¡n adjusting the coefficients for conversion of finished products into ingot equivalents by

multiplying them by a factor which takes account of the proportion of continuous cast products in total crude steel production.

C = coefficient for conversion into ingot equivalent,

Β = adjusted coefficient.

Table No 1 shows the conversion factors for the aggregate EUR 9 for the whole period 1975­85.

The adjusted coefficients are applied to the foreign trade data which enter into the apparent consumption calculations.

Note: Failing all else the import data could be multiplied by various coefficients as production techniques in third countries are not the same as those of the Community.

However, given that the Community is a net exporter of iron and steel products, the use of the same coefficient for imports as for

exports would give rise to no more than negligible errors.

The two methods of calculation (ingot equivalent method and method of adjusted coefficients or 'crude steel method') have been

compared for EUR 9 throughout the period 1975­84.

In the calculations of apparent consumption only ECSC products have been retained.

The results are shown in Table No 3 and Figure No 2.

Analysis of the results shows that the divergence between the two methods widens progressively in the course of the period under

consideration, especially from 1980. It will be noted that the traditional method shows an incorrect trend in apparent consumption

and leads to a practically equal index for the years 1975 and 1984.

On the other hand the method of adjusted coefficients shows a more realistic trend.

Méthodes de calcul de la consommation apparente d'acier

La consommation apparente d'acier, quelle que soit la méthode de calcul employée, est le résultat d'un bilan qui lie les ressources

(fondamentalement productions et importations) aux débouchés (livraisons sur le marché national et exportations).

Or, s'il est vrai que les données du commerce sont exprimées en poids de produits finis, la production, quant à elle, est exprimée

traditionnellement en poids d'acier brut. Pour effectuer toutes les opérations de bilan concernées, il faut donc que toutes les quan­

tités d'acier en jeu soient exprimées dans les mêmes unités. Ceci se traduit pratiquement par la conversion, au moyen de coeffi­

cients opportuns, des données du commerce extérieur en équivalent d'acier brut.

Selon la méthode traditionnelle, toutes les quantités d'acier nécessaires aux calculs de la consommation apparente sont expri­

mées en équivalent d'acier brut sous forme de lingots.

Or, cette procédure, qui pouvait être valable dans le passé, lorsque la plus grande partie d'acier brut était produite sous forme de

lingots, a perdu beaucoup de sa signification aujourd'hui, car la part de la coulée continue dans la Communauté a dépassé 70%

(voir tableau n° 1).

On voit, par exemple, que le fait d'exprimer les données de production en équivalent lingots introduit des quantités fictives d'acier

qui, si elles pouvaient être négligeables en 1975(3,6 miot, c'est­à­dire 2,2%) ne le sont plusen 1984 (13,6 mío t, c'est­à­dire 11,4%)

(voir tableau n° 2 et figure n° 1).

Pour surmonter cette difficulté, plusieurs méthodes sont en cours de développement auprès de l'Office statistique des Commu­

nautés européennes (1).

Un choix définitif parmi les différentes méthodes sera possible lorsque l'on disposera de résultats fiables et comparables.

Une des méthodes les plus simples consiste à ajuster les coefficients de conversion des produits finis en équivalent lingots en les

multipliant par un facteur qui tient compte de la part de la coulée continue dans la production totale d'acier brut.

où

A = part de la coulée continue dans la production totale d'acier brut au cours de l'année examinée;

C = coefficient de conversion en équivalent lingots;

B = coefficient ajusté.

Le tableau n° 1 présente les facteurs de conversion pour l'agrégat EUR 9 tout au long de la période 1975­1985.

Les coefficients ajustés sont appliqués aux données du commerce extérieur qui entrent dans les calculs de la consommation appa­

rente.

Remarque: à la rigueur, les données des importations devraient être multipliées par des coefficients différents, car les techniques

de production dans les pays tiers ne sont pas égales à celles de la Communauté.

Toutefois, étant donné que la Communauté est un exportateur net de produits sidérurgiques, l'emploi du même coefficient à l'im­

portation et à l'exportation ne donne lieu qu'à des erreurs négligeables.

Les deux méthodes de calcul (méthode traditionnelle en équivalent lingots et méthode des coefficients ajustés ou méthode «acier

brut») ont été comparées pour EUR 9 tout au long de la période 1975­1984.

Dans les calculs de la consommation apparente, seuls les produits CECA ont été retenus.

Les résultats sont indiqués au tableau n° 3 et à la figure n° 2.

L'analyse des résultats montre que l'écart entre les deux méthodes augmente progressivement au cours de la période considérée,

surtout à partir de 1980. On remarquera que la méthode traditionnelle montre une fausse évolution de la consommation apparente

et aboutit à un indice pratiquement égal pour les années 1975 et 1984.

Par contre, la méthode des coefficients ajustés montre une évolution plus réaliste.

Tonnages imported and exported and variations In stocks were con­verted into ingot equivalent by the following coefficients:

- Products falling under the Treaty: Ingots: 1,00; semi-finished products: 1,17; coils: 1,20; strip, hot-rolled: 1,25; railway track material: 1,38; medium and heavy plate: 1,35; sheet and universal plates: 1,31; other products falling under the Treaty: 1,27.

- Products not falling under the Treaty: Drawn wire: 1,30; cold-reduced strip and bright steel bars: 1,36; steel tubes, welded: 1,35; seamless: 1,47; forgings: 1,26.

- Special steel products have been converted by appropriately increased coefficients.

(1) Produits (demi-produits de coulée continue convertis en lingots de coulée normale) + consommation de ferraille dans les laminoirs + im­portations - exportations ± variations des stocks (stocks en usines sid. et chez les négociants). On a converti en équivalent lingot les tonnages importés et exportés et les variations des stocks en utilisant pour les produits en acier courant les coefficients suivants:

- Produits du traité: Lingots: 1,00; Demi-produits: 1,17; Coils: 1,20; Feuillards à chaud: 1,25; Matériel dévoie: 1,38; Tôles fortes et moyennes: 1,35; Tôles fines et larges plats: 1,31; Autres produits du traité: 1,27.

- Produits hors traité: Fil tréfilé: 1,30; Feuillards à froid et barres étirées: 1,36; Tubes d'acier, soudés: 1,35; sans soudure: 1,47; Pièces forgées: 1,26. Les produits en aciers fins et spéciaux ont été convertis à l'aide de coefficients majorés.
