Sowing Seeds & Nurturing Blooms

Welcome to the Boise Riverside Hotel and the 101st Convention of Idaho State Chapter. We are celebrating a year of master gardeners at work within each local chapter sowing the seeds and nurturing the buds that will bloom and carry us in the future. During 2015-2016, four more Chapters: H, I, J and K have celebrated their Centennial. Our Idaho P.E.O. garden continues to grow and thrive - this year we welcome Chapter CO in Fruitland. We have much to be thankful for and to celebrate! A special ‘thank you’ to Hostess Chapters A, C, I, BC, BM and BN whose members have worked closely together to provide you a great opportunity to celebrate accomplishments as well as to accomplish the business of Idaho State Chapter. I hope, that as we conduct the business of Idaho State Chapter, you will ‘pause’ to find pleasure in meeting new sisters, renewing friendships, finding inspiration in the project recipient’s stories and learning from stories of successful fundraisers, socials and chapter programs. Have Fun and Enjoy each moment!

RULES OF CONVENTION

1 Delegates and visitors must register before attending convention business meetings

2 The password will be taken at the beginning of the first meeting. Registration badges will be used for admission at the meetings to follow.

3 Music will precede the opening of each meeting. Look for designated seats, which will be identified by your chapter letters or title. Members are requested to be in their places for the call to order.

4 Remain seated for the processional and recessional.

5 Enter and leave meetings only between agenda numbers. No one will be seated during report of the guards, devotions, keynote address, musical numbers, Period of Instruction.

6 Inability to hear shall be signified by raising the hand.

7 A member addressing the presiding officer shall give her name and chapter letter before being recognized.

8 Addresses, remarks and answers to questions given by the International Representative or by the organizer, shall not be taped, duplicated or distributed.

9 Reports and material for the minutes of convention shall be typed and filed with the secretary at the time of or prior to presentation.

10 Members giving reports or program numbers shall be seated in the front row until they have been presented on the program.

11 Convention assistants (or pages) and guards will distribute necessary communications except during speeches or musical presentations.

12 Use of cameras or camera phones is prohibited during business meetings.

13 No Cell phone, pager, tape recorder, iPods™, or laptop (with the exception of a laptop for the secretary) may be used during the meetings. Please turn off cell phones or place on silent mode.

14 When speaking to an amendment, no member shall speak more than once on a question and no longer than one minute. Total debate time will not exceed ten minutes without the consent of the convention.

15 All amendments to an amendment must be submitted in writing. Two copies of a motion shall be written on the official P.E.O. motion form and given to the president and secretary.

16 Delegates are requested to remain seated during balloting except during a written ballot or standing Ballot.

17 Amendments adopted at convention will take effect at the close of convention and as instructed in state bylaws.

18 A committee appointed by the president, has the responsibility to read and approve the minutes of convention. The committee will work with the retiring president and secretary prior to publication of the proceedings of this convention.

19 A question Box will be available on Saturday. Submit questions prior to the close of the afternoon meeting. Questions will be answered Sunday morning. Include name, chapter letters and address if time does not allow for all questions.

20 Recycle plastic name badge holders in the marked containers. You may keep your insert.

REPORT OF THE PRESIDENT

This officer performed all required duties of president during the 2015-2016 year. This officer served six years as the Reporting agent to Idaho Secretary of State for the Annual Report of Idaho State Chapter, P.E.O. Sisterhood, Inc. and transitioned the responsibility to treasurer Barb at the start of the 2015-2016 fiscal year. Committee appointments were ratified by the Board at the year’s start, with one additional

appointment and an interim chairman appointment ratified to fill all positions. This officer: presided at six Board meetings; created five issues of the Guidelines in addition to Heads-Up Notices distributed by secretary Teresa; initiated and distributed three issues of a quarterly informational letter ‘President to PPISCs’; collaborated with officers to initiate a ‘Go-To Officer’ communication network to encourage a more personal Board to chapter relationship and created a Local Chapter Annual Calendar; collaborated with Barbara James, Interim Amendments and Recommendations Committee Chairman and the International Study & Research Adviser and Chairman, with respect to proposed amendments, resolutions and a proposed amendment to the P.E.O. Constitution; attended one Idaho P.E.O. Chapter House Board of Trustees meeting; attended the spring budget planning meeting to encourage financial support for leadership educational opportunities within the 2016-2017 Idaho State Chapter Budget; served as adviser to Hostess Chapters A, C, I, BC, BM, and BN for the 2016 Convention of Idaho State Chapter and appreciate the leadership by Co-Chairman Darlene Harryman and Karen McCulloch, who encouraged members’ creative ideas; attended all but one convention committee meeting; coordinated a combined Board and convention committee meeting; prepared the Convention Schedule and Word for Word; collaborated with secretary Teresa and Marilyn Book, International Representative to develop the Convention Program; previewed all convention written materials; and looks forward to presiding during the 101st Convention of Idaho State Chapter. Responsibilities for this officer continue until the Convention Proceedings, Minutes and updated Bylaws are proofed, approved, published and distributed. Many discussions and decisions between board meetings were efficiently managed through email and e-votes. All warrants were approved, bank statements monitored and the annual audit by Denman and Company conducted. A special thanks goes to treasurer Barb for audit management. This officer was honored to: lead the Idaho delegation to the 2015 Convention of International Chapter in Indianapolis; carry the Idaho State Flag during opening night ceremony with vice president Jane; host the delegation dinner; be a voting member; assist delegates prepare reports; implement a unique approach for local chapter reports; and summarize chapter feedback for future reference. Organizer Helen and this officer attended LEAD Conference (Leadership Education & Development) in Des Moines where state strategic plans, goals, leadership education, mentoring, and board member orientation was emphasized. Subsequently the Board defined and implemented a new Strategic Plan with measurable 2015-2016 goals. The Strategic Plan and 2015-2016 Goals are attached to this report. Following LEAD, this officer, organizer Helen and the ISC Membership Committee met with Jacqueline Dawson, Regional Membership Representative to coordinate 2015-2016 responsibilities and activities. Each experience provided this officer with a deep source of inspiration: the ongoing encouragement of Chapter CI; officer teamwork; hospitality during Official Visits with Chapters B, D, S, AI, BP, AND CM; active participation of local chapter Guards during officers’ workshops; energy from all during Chapter CO’s Organization and by Centennial Chapters H, I, J and K during their celebrations; sharing during Reciprocity Founders Day events in Idaho Falls, Treasure Valley, Magic Valley, and Southeast Idaho; and serving as adviser and ex-officio of state committees. This officer extends a very special ‘thank you’ to each P.E.O. serving both in local chapters and at the state level, whose contributions are vital to the work of Idaho State Chapter; and to Niel, my Idaho grown BIL and best friend for 48 years, whose patience, guidance and love, has helped my days go much more smoothly. It is an honor and joy to have served Idaho P.E.O.’s for the past seven years; thank you for the opportunity.

REPORT OF THE PRESIDENT

IDAHO STATE CHAPTER STRATEGIC PLAN

1. Idaho State Chapter will have an informative, efficient, productive, realistic communication flow between the executive board, local chapters, state committees and past presidents.

2. Idaho State Chapter will have knowledgeable, productive and sustainable standing committees that work collaboratively with the executive board to provide informational and educational support to local chapters, and assistive support to the executive board.

3. Idaho State Chapter membership will be welcoming, positive, empowering, nurturing, participative and sustainable.

IDAHO STATE CHAPTER 2015-2016 GOALS

A. Sow and nurture the seeds of communication through an efficient, effective, user-friendly process.

Idaho State Chapter will have an informative, efficient, productive, realistic communication flow between the executive board, local chapters, state committees and past presidents.

B. Sow and nurture the seeds of knowledge through supporting and providing educational opportunities. Idaho State Chapter will have knowledgeable, productive and sustainable standing committees that work collaboratively with the executive board to provide informational and educational support to local chapters, and assistive support to the executive board.

C. Sow and nurture the seeds of sustainable membership. Idaho State Chapter membership will be welcoming, positive, empowering, nurturing, participative and sustainable.

The Strategic Plan is intended to carry forward over a minimum period of five years. Annual Goals, such as defined for 2015-2016 are intended to be reviewed throughout the P.E.O. fiscal year based on an established set of metrics and adapted as necessary. The detail of these goals and measurements was distributed and posted on the Idaho State Chapter website. The Executive Board agreed that the 2015-2016 Goals were timely, well-structured and measurable; that communication between the officers and local chapters has improved; that utilization of and participation in area-specific educational opportunities has increased; and while end-of-year membership numbers have decreased; that there is an increase of people-focused energy conveyed within Presidents’ Letters; Fruitland Chapter CO was Organized with the addition of fourteen Charter Initiates; and Idaho now has 89 active chapters. Measurements include: feedback from members’ evaluations; documented, improved attendance during educational opportunities; observations made and documented by the Membership Committee Chairman during the Grangeville and Sandpoint Membership workshops and by the Projects Committee Chairman during the Projects workshops held at the Chapter House; as well as observations made and documented by officers during official visits. Goals for the 2016-2017 P.E.O. year will be established by the Executive Board following the 2016 P.E.O. Convention of Idaho State Chapter. Judith A. Weatherbie President, Idaho State Chapter

REPORT OF THE VICE PRESIDENT

This officer cannot express the honor and privilege it has been to serve this Sisterhood as Vice President of Idaho State Chapter. It makes her very proud to be a part of the board as well as the State Chapter with so many dedicated sisters. All meetings of the executive board were attended by this officer. She was also privileged to attend three 100 Year Celebrations for Chapters H, I and K. Reciprocity functions for GLO in Lewiston, Treasure Valley in Boise, and Magic Valley in Twin were also enjoyed. She was honored to attend functions for Chapter CJ, AM, and CN as well. Being adviser to the Projects Committee she helped plan the successful Fall workshop done by the committee. She also attended the Cottey and Chapter House Retreats as well as all the Chapter House Meetings as adviser. This year at the International Convention in Indianapolis she was a delegate and helped the delegation with the report. Serving as Proxy of the organizer, this officer visited Chapters E, AA, AO, BE, BG, BI along with CO the newest chapter. Special thanks go out to the officers and members for the warm welcome and hard work put forth by each chapter. This year this officer was given “Go-To” Chapters. She connected with them and sent them warm greetings several times. She also answered questions and helped whenever she could. One of the exciting duties of the Vice President is Chairman of the Committees to award scholarships. This year the Helen Washburn Fund sent six students to Cottey for visits. The ICCA award was given out to seven deserving students who have chosen Cottey as their school. This officer was also amazed by the amounts awarded for the PCE, ELF, and STAR to Idaho women. In the Spring this officer participated in Officer Workshops presenting the training to the Recording Secretaries. She was also involved the Organization of Chapter CO by doing the Chaplain’s part for the initiation and again train the recording secretary. This was an exciting day. With the assistance of the executive board this officer updated the Policies and Instructions to Standing Committees as well as Local Chapter, Officer Visit, and Project Pages. She also filled the positions necessary for the Standing Committees. For Convention she worked with the Chairman of the Projects Committee to plan the Projects night also the Project and Leadership Conversations to be held as sharing sessions before convention. The 2017 Convention Team has been working hard and will be ready to hostess their convention. Chapters O, Q, BH, BR, AC, CD, are eagerly preparing for a fun time. Their enthusiasm is wonderful and assistance is much appreciated by this officer. Thank you Team 2017! Again this year this officer has found this work to be a pleasure. Meeting all the wonderful P.E.O.s working towards a common goal of women’s education touches her heart. Jane Pauley in her book Your Life Calling talks about “reimagining “the rest of your life. When you do this you find that education is truly the way to supersize your life. P.E.O.s are so lucky to be able to help women to do this. Thanks Idaho P.E.O. for a great year! It was the privilege of this officer to visit Chapters K, Z, AF, AK, AN, BA, CF and CN in Official Visits last fall. Warm welcomes and congenial sisters were found everywhere. In her role as advisor, this officer attended meetings of the Membership Committee, both in person and with conference calls. Contacts with reciprocity groups were maintained, and meetings of the Magic Valley Reciprocity Council were attended. It was a privilege to attend luncheons of the Treasure Valley, Pocatello and Magic Valley Reciprocities. Two meetings of the Idaho Chapter House Board of Trustees were attended. The joy of this officer’s year was working with those who committed to form Chapter CO, which was organized April 2, 2016. Fourteen charter initiates, two reinstating transfer members, one transfer member from out of state, and four instate transferring members comprise the membership of this exciting new chapter. Conversations engaged in will, hopefully, lead to a chapter in Kuna. This officer attended the International LEAD (Leadership, Education and Development) Conference for Presidents and Organizers in Des Moines in July. Participating in the Heritage Tour, visiting the sites where P.E.O. began, was an educational joy. All meetings of the Idaho Executive Board were attended, and while not entitled, she chose to attend the International P.E.O. Convention in Indianapolis last fall. International Convention is an amazing opportunity to hear the stories of women whose lives have been transformed because of the financial help awarded them by P.E.O. Organizing the Spring Officers’ Workshop for District I and conducting the section for presidents is a responsibility of this office; it was a pleasure to meet many local chapter officers at this event. The dedication of local chapter officers is admired. They are the backbone of the organization. The review of local chapter bylaws continues. The site of the 2018 Idaho State Chapter Convention was selected and a contract signed. Hostess Chapters have members participating on the committee, many responsibilities have been selected, and co-chairmen of the committee have been identified. This promises to be a fun, rewarding experience for all involved. This officer has planned a Period of Instruction (POI) for the 2016 State Convention and is collaborating with the International Representative regarding questions submitted by local chapter members to be answered at the convention. Many questions have also been asked over the year by local chapter members and answers, hopefully helpful, have been provided. Five years ago, this officer would have never expected to be serving – in the future - on the Idaho Executive Board. It truly is a growth experience; the opportunities to make lasting friendships in the Sisterhood are unparalleled. Many thanks are due Sisters in Chapter D for so faithfully supporting and encouraging this officer in her service. REPORT OF THE TREASURER This officer is honored to be Treasurer this year for Idaho State Chapter. It’s been a year of great learning opportunities and understanding the finances of the State Chapter. All executive board meetings were attended by this officer. She also attended International Convention in Indianapolis in October at her own expense, officer workshops in Boise this spring, Reciprocity functions in Boise and Twin Falls, and the 100th birthday celebration of Chapter H. She learned the accounting software and performed all duties of reporting, paying expenses, and receiving donations and dues required by this office. A special thanks to the chapter treasurers who worked hard and completed the Annual Report documents, and to the state secretary who collaborated with this officer to reconcile all the state numbers. She participated in Finance Committee Vsee calls and on-site meetings. This officer appreciates the hard work of Chairman Karen Richardson and the Finance Committee. The annual audit is being performed by Denman and Company, LLP. She also had the honor of making official visits to Chapters U (American Falls), BS and P (Rupert), J and BB (Burley), BJ (Pocatello), AM (Hailey) and AH (Filer). Chapters U, P, BS, J, BB and BJ are hostess chapters at her 2019 Convention in eastern Idaho, so it was a wonderful opportunity for the chapters and officer to meet. Chapter AM was a special visit because that is where this officer was initiated 42 years ago! The Chapter AH visit was also special as this is the chapter who, a couple years ago, initiated the officer’s dear friend who was her college roommate many years ago. This officer’s convention responsibility includes serving as advisor to the Registration Committee and overseeing registration, advisor to the Celebration of Life Committee, and chairman of Travel Equalization Fund collection and distribution. Special thanks to Andrea Sue Reed, BO, for her assistance at convention with Travel Equalization, and to Co-chairman Christy Smith and Mary Leavitt, BN, Registration Committee, for recruiting BN sisters for registration. Also thanks to Gretchen Downer and Chapter I for their planning and creating a loving Celebration of Life memorial to sisters who have entered Chapter Eternal. 2016 convention reports submitted by this officer are this report, the Treasurer’s Report and Summary of Receipts and Expenditures found in the Program, and Local Chapter Project Donations, Memorials, Honorariums, and Special Gifts found on a separate document in the delegate packet. REPORT OF THE SECRETARY

This year has been a busy one and full of new and exciting experiences for me. This officer has enjoyed meeting many new sisters throughout the state and is very thankful and appreciative for the warm welcomes extended by each sister. As Secretary, this officer attended and recorded minutes at all Executive Board meetings. This officer also coordinated with Idaho State Treasurer, Barb Jensen, to complete and submit the Annual Reports of Corresponding Secretaries and Tally Sheet to the International P.E.O. Membership department. Other duties included: conducted spring workshops in the Boise area for corresponding secretaries; communicated to the chapters through the President; distributed the Guidelines; provided monthly membership reports to the Executive Board and the Membership Committee; shadowed three state officers on their official visits to Chapters G, AK, and AM.; conducted three official visits independently to Chapters Y, AZ, and CH; attended one Chapter House Board of Trustees meeting; attended Reciprocity events in Lewiston, Coeur d’ Alene, and Wallace; served as advisor for the Fifty Year Luncheon Convention Committee; assisted with registration at State Convention; served as Historian for Idaho State Chapter. This officer had the pleasure of participating in the organization of Chapter CO, Fruitland. It was an honor to serve as an officer for the initiation ceremony and a privilege to be a part of such an amazing experience. This officer still needs to complete minutes and compile the Proceedings for the 2016 State Convention and create the scrapbook following Convention. Special thanks are being sent by this officer to Michelle Rauenhorst Chapter M and Jenniffer Carrico Chapter X for their willingness to serve on the Committee to Approve the Minutes of Convention and to Chapter C for their hard work and dedication in preparing for the Fifty Year Luncheon. REPORT OF THE AMENDMENTS AND RECOMMENDATIONS COMMITTEE 2015-2016

In accordance with policies defined by the Bylaws of the Idaho State Chapter, the 2015-2016 Amendments and Recommendations Committee submits the following report: The committee received and processed five proposed amendments from the Executive Board of Idaho State Chapter and one proposed amendment from a local chapter to the Bylaws and Standing Rules of Idaho State Chapter. A resolution was also received from a local chapter and prepared for presentation at convention. An Editorial Resolution was prepared that would authorize the Executive Board of Idaho State Chapter to correct article and section designations, punctuation and cross-references and make such other technical and conforming changes as may be necessary to reflect the intent of Idaho State Chapter. A proposal to Part III of the Constitution, Bylaws and Standing Rules of the P.E.O. Sisterhood submitted by a local chapter was reviewed for submission to Convention of Idaho State Chapter and approved for circularization to local chapters. This proposed amendment did not receive the required favorable votes needed to be presented at convention. The Amendments and Recommendations Committee and the Idaho State Executive Board wish to thank Kay Ebert and Jeanette Mooney of International Chapter’s Study and Research Committee for their help and guidance with the structure and wording of the proposed amendments and resolution. With Kay Ebert’s and Judith Weatherbie’s approval, the final copy of the proposed amendments and resolutions, along with an instructive cover letter, were mailed to each chapter before the required deadline and were posted on the Idaho State Chapter website. In accordance with the duties defined in the P.E.O. Constitution and the Bylaws and Standing Rules of Idaho State Chapter, the Finance Committee submits the following report: Reports of Idaho Chapter officers, trustees, and committees containing accounts of receipts and expenditures of Idaho chapter funds have been examined. The Audit of the books of the treasurer of Idaho State Chapter has been conducted by Denman & Company, LLP which has issued an unmodified opinion. The budget for the current P.E.O. year 2016-2017, retroactive to April 1, 2016, has been prepared after careful study of the receipts and disbursements for the past year, projections for the current year, and is submitted to the Convention for adoption. P.E.O. IDAHO MEMBERSHIP COMMITTEE REPORT 2015-2016

This past year, the Idaho State Membership Committee worked together with the Idaho State Board and with the Regional Membership Representative to set goals and work toward helping their Idaho sisters to make membership a priority in their local chapters. In June, the committee came together for the first time via a web meeting tool with 2014-15 Regional Membership Representative Ellen Knox. Ellen reviewed the action plan template with them, as well as other enthusiastic goal setting ideas. All of the committee members, in addition to advisor Helen Iverson Metzger, were able to be on the call. The committee met again soon after that, using the web meeting tool VSee. While they were happy to have a tool to meet, it was decided that phone calls and emails would serve them better than VSee, which had some technical difficulties. On September 19, 2015 committee members Cathy Miller and Vera Redman coordinated a successful membership workshop/social in Grangeville. 10 sisters attended from Chapters BV, BH, AW, AR, BQ and CD. There was terrific interactive discussion around “Ideal Chapters” as well as a fun skit on PEOple and Membership and Me. The committee members also used the Speed Talking activity to help the participant’s problem solve how to talk about P.E.O. In October, Jacqueline Dawson, the new Region 1 Regional Membership Representative, flew to Boise for a productive and interactive workshop with the committee, as well as Idaho State President Judith Weatherbie and Vice President Helen Iverson Metzger. They were able to review the committee action plan and goals in a lively and productive discussion. In November, committee member Carolyn Peterson, with the assistance of Lee Fields (CB) and Cindy Pavel (CB), facilitated a membership workshop in Sandpoint, Idaho. 10 chapters were represented: M, O, V, X, AE, AN, BF, CA, CB and CL. 16 members overall were in attendance. This workshop followed a similar agenda as the Grangeville workshops. Carolyn reported back that sisters attending the workshop were extremely interactive and there was much meaningful discussion. Throughout the year, committee members distributed the Hot Spots monthly to membership chairs and chapter presidents for use within their chapters. The monthly newsletter was a popular tool for many, and the committee members received many positive comments about how it was being shared and used. In addition to the newsletters, membership information was updated to the Idaho State website. This was done with the help of Linda Tuley and the Idaho State Board. Carolyn Peterson took on the responsibility of disseminating information on unaffiliate members to chapters and reciprocity groups. It was decided that Carolyn would send the initial email to her district, and to the rest of the Membership Committee, who would also send out the information to their districts. The reason behind this change was to allow for easier communications between the district members and their committee representatives. Technical assistance was provided to those who requested it as needed. The committee will attend the 2016 Idaho State Convention in Boise, where they will lead discussion on membership topics, including: Pre and post initiation counseling; How to keep current members engaged and active; and Common struggles and solutions in attracting new members to P.E.O. This year was a great experience for the membership committee, a year full of involvement, learning and excitement in sharing the bonds of sisterhood with so many throughout the great state of Idaho. To ensure continuity for the committee, which saw two new members this year, the same committee members will comprise the Idaho State Membership Committee for 2016-2017. The Nominating Committee has fulfilled its responsibilities as defined in the Idaho State Chapter Bylaws and Policies. A notice of the nomination process was included in the September and November and January issues of the Guidelines. Emails were also sent to the tech committee of each chapter with instructions on where to look on the state website for information on serving on the executive board. The chairman of this committee thanks committee members Sylvia Marmon and Barbara Frick for their sound input needed to complete the responsibility assigned to this important committee. She also thanks our adviser Marta Arthurs, PPISC, for her help and advice in the process. She gives a special thank you to Judith Weatherbie, our State President for her guidance throughout the year and for reformatting the forms used by the committee. In March emails were sent to four of the current officers requesting permission to nominate them for the next office in line. Each officer agreed to be nominated. REPORT OF THE NOMINATING COMMITTEE PHYLLIS HOWARD

Phyllis was initiated into her Mother-in-law’s Chapter M in Ogden, Utah in 2000. In August of 2003 a promotion with her work moved Phyllis and her husband to Idaho Falls, ID, where she transferred to Chapter BG. Phyllis has served two years in each of the following offices for Chapter BG: Treasurer, Corresponding Secretary, Vice President and President. 2016 is her second year as delegate to Idaho State Convention. She Co-chaired the Idaho State Chapter Convention in 2011 and served three years on the Idaho State Projects Committee. Born and raised in Glenburn, ND, she lived there until 1967 when she met and married her BIL, William (Bill). They moved to Utah later that same year. Bill served five years in the Marine Corp and worked for the Department of the Air Force at Hill AFB, UT for thirty-four years, retiring in 1999. Bill and Phyllis have been married for forty-eight years. They have one son, Shawn, his wife, Dorothy of twenty-four years and two grandchildren. Her grandson, Shae, lives in West Valley City, Utah and is engaged to be married next spring and her granddaughter, Scotti is attending Northern Michigan University at Marquette. Phyllis’ career in retail career spanned more than forty years where she was a Sales Associate Assistant, Ready to Wear Buyer, Buyer of Junior Sportswear, Training Manager for a chain of children’s stores, District Manager for a chain of small department stores. For the last twenty-one years, Phyllis was with Dillard’s Inc. where she worked nine years as a Sales Manager in Ogden, Utah and the last twelve as the Assistant Store Manager of the Dillard’s Department Store in Idaho Falls, ID. In her free time Phyllis likes spending time with friends and family, doing crafts of all kinds and reading mystery novels.

REPORT OF THE PROJECTS COMMITTEE 2015-2016

This year our committee consists of Jenniffer Carrico, Chapter X of Wallace; Linda Widmer, Chapter BE of Twin Falls; and Sharon Manning, Chapter BJ of Pocatello. Our adviser is Jane Ingram, Vice President. Linda is in charge of PCE, STAR, and IPS and Sharon is in charge of ELF and PSA. Our members have brought many questions and concerns to the attention of the Projects Committee. We have worked hard to share our information with them and to hear their ideas as well. We welcome any suggestions and hope that we were successful in helping women achieve their educational goals. This fall our committee hosted an Idaho State Projects Workshop for District I. It was held at the Chapter House with 19 chapters represented. A convention workshop will be held on Friday afternoon with information for a timeline for chapters for our STAR and Cottey candidates, ideas for dispensing information to high school girls in regards to Cottey and STAR, and an open discussion on ideas for fund raising. We are hoping these open discussions will generate more ideas for the projects. With the help of our adviser, Jane Ingram, we have gathered an interesting group of project recipients who have volunteered to speak at our Projects Dinner.

In the SHARE section, 54 Chapters now have their own chapter page, to share photos and activities among the members of their own chapter, as well as spreading great ideas for socials, projects, fundraisers and other news to Idaho sisters. An Annual Calendar tab has been added to the existing tabs for other resources. The Programs tab has been removed, so sisters looking for those resources are encouraged to survey the websites of other state chapters for programs for Founders Day and the International website for sharing information on Membership and Projects. The Executive Board directs the content of the website makeup. This webmaster enjoys the opportunity to interact with Idaho sisters and respond to inquiries to help them find elusive forms and other things on our state and International websites. REPORT OF THE IDAHO COTTEY COLLEGE COMMITTEE CHAIRMAN 2015-2016

It has been a gratifying to serve as the Idaho Cottey College Committee (ICCC) Chair. Thank you to Vice President Jane Ingram for serving as our advisor. It has been a productive year! Many thanks to our Idaho Cottey Connection Chapters: Chapter D, Twin Falls (Hannah Cameron), Chapter H, Meridian (Latasha Griggs), Chapter W, Mountain Home (Abigale Chavarria and Tia Senger), Chapter AO, Twin Falls (Alison Sowka). These four chapters supported our five Cottey students throughout the year. This special P.E.O. connection provides a unique, personal touch for our Cottey students and is greatly appreciated. Out of the five current students, three will be returning to Cottey. One student will transfer, and Alison Sowka will graduate as our first Idaho student to complete the 4-year baccalaureate program! Three new students have been accepted to Cottey and one additional student has applied and is waiting to be accepted pending her April SAT results. We expect to have seven Idaho students for 2016-2017! Our total Idaho funding for our Cottey students this coming school year is $55,640! This is a large part of the financial aid packet for each Idaho student and it means so much to them. The ICCC Retreat was held at the Chapter House on September 11th and 12th, 2015. Five out of six area representatives attended as well as our Advisor, Jane Ingram. We enjoyed getting to know our three new ARs and strengthening our relationships. We trained, updated our manuals, brainstormed and planned our strategy for the year. The Chapter House is a cost-effective place to hold a retreat and provides a special P.E.O. experience. Visiting with the residents is always a treat. The colors chosen for the exterior renovation of our Chapter House are perfect and we loved being among the first to delight in this improvement! Education of Cottey Chapter Chairs continued to be a focus this year. Lisa Woods held a “Chapter Chairman Round-Up” for Area VI. Of her 19 area chapters, 12 were represented, and there was a great exchange of information. Attendees accepted responsibility as the point of contact for 21 of the 27 high schools in the area. They will make contact with school officials, provide Cottey packets, and assist individual students who express an interest. Two ARs took advantage of their local reciprocity meetings to share Cottey information with P.E.O.s and to suggest ways to engage and refer prospective students. Several ARs and local P.E.O.s again spread the word about Cottey at two college fairs in the Magic Valley. Name recognition is growing for Cottey and people mention knowing a Cottey student, which shows progress. Information cards for 22 potential students were sent to Cottey for follow-up. Christmas break provided a great opportunity to invite two prospective students and one parent to meet a current Cottey student and ask questions. STAR/Cottey events are an effective way to reach out to college-bound women. Students are eager to learn about scholarships and great STAR candidates often make great Cottey students too. One AR attended a popular P.E.O. Fashion Show and shared Cottey facts with 150 attendees. When you are enthusiastic, you look for opportunities to share the benefits of Cottey with everyone, wherever you go. As a result of a brief conversation with a teacher, I got a call from a father wanting P.E.O. scholarship information. I told him about Cottey as well and that night his daughter applied to Cottey online! She was accepted and was awarded the President’s Scholarship ($7,500), which is renewable each year! Cottey is a great fit for her! Our Idaho Helen Washburn Travel Fund (HWF) offers $850-$1,200 in reimbursable funding. It is our BEST tool for turning prospective students into Cottey students! Since the 2015 Convention, five students have been approved! We had our first student attend the new summer program in June of 2015 and she has been accepted to Cottey for this fall. End and loved Cottey. An accepted student will attend the Spring “C” For Yourself and a second accepted student has scheduled an individual visit with her mother for April. About 80% of those who visit Cottey actually attend! The HWF works! Every chapter needs to appoint a specific Cottey Chapter Chair. A 3-year term is highly encouraged so these P.E.O.s can develop the skills and contacts needed to be effective. These Cottey “experts” are a great resource for the chapter, schools, and potential students. Many thanks to my terrific Area Representatives (ARs): (I) Grechen Grant, (II) Denise Young, (III) Debbie Masingill, (IV) Lynette Ausman, (V) Paula Valerio, and (VI) Lisa Woods. Despite busy lives, these special women find a way to support Cottey. We owe them a debt of gratitude! Two ARs are completing their terms. Thanks, Denise Young (AR-II), for your practical approach to life, wonderful sense of humor, and enthusiasm for Cottey. Thank you, Lynette Ausman, (AR-IV), for sharing your superb teaching skills and personal Cottey perspective and love. Both of these amazing, inspiring women were molded by their Cottey experiences. It is time for me to say farewell as my 4-year term on the ICCC comes to an end. Serving on this committee and working with so many amazing P.E.O.s on behalf of Cottey has been an honor. I have grown so much as a P.E.O. through this fascinating, fun experience. I am very grateful for the opportunity and the dear friends I have made along the way. This fall, Mountain Home will have 3 Cottey students! It could be a fluke, but it’s possible we’re getting this Cottey recruiting thing figured out! My goal is to continue planting seeds and watching young women grow in the nurturing environment unique to Cottey. Thank you!

REPORT OF THE COTTEY COLLEGE AREA I REPRESENTATIVE 2015-2016

I want to thank all the lovely ladies that helped me my first year of being a Cottey Area Representative. However, my personal life has interfered a little bit more this past year than what I wanted it to in order to get to more done than I did. I did not get a chance to do a Round-Up. I also did not get a chance to visit high schools, or go to their college fairs. I did, however, speak in Pocatello at Chapter K’s Star Scholarship information for Juniors and Seniors in high school, along with their parents. They were around 5 students, 5 parents, and a couple of P.E.O sisters; around 15 or 16 total. They learned a lot about Cottey, as well as the Star Scholarship. I visited for a bit after the presentation and I gave more information about Cottey to a young lady, Saydie Garcia, who seemed quite interested in visiting Cottey sometime soon. This up and coming year, I plan on doing more visiting with the Area I Chapters, doing maybe 2 or 3 Round-Ups, and going to high schools to do college fairs and possibly talk to some young ladies. I feel quite honored to be able to speak about Cottey after graduating a little more than 3 years ago. Cottey is a great place for women to find themselves and the leadership skills they never knew they had. I hope to inspire some young ladies to go experience Cottey as well as the world. REPORT OF COTTEY COLLEGE AREA II REPRESENTATIVE 2015-2016

This was my third year as the Cottey Area Representative. This year was a struggle for me, not because of lack of support by PEO sisters or PEO leadership, but because of many personal changes. It saddened me deeply that I couldn’t put more effort into this position. With one day a week to catch up on life this isn’t the only thing that got left behind last year. I hate to pass the torch on this note, but it must be passed for the success of the program. The good news is there were a few things accomplished this year in our area. The fall kicked off the year with our 2nd annual “Cottey Area Rep. Retreat.” This event is always a great time for friendship and learning. The group learned a great deal from Elinor Ingram’s visit to our meeting. Elinor is full of PEO knowledge and a great motivator. The part I enjoyed the most was meeting the new area representatives. Gretchen Grant traveled with me to the Chapter House in Caldwell and I enjoyed the time getting to know a younger Cottey girl. It helped give me perspective on a younger generation of students. Our area had a presence at two college fairs in the Magic Valley this year again. In October 2015, Jean Crandall and I attended the Twin Falls High School College Fair. This is our 4th or 5th year doing this event and each year we have a student that knows someone who went to Cottey. That is progress in my book! We collected approximately 10 interest cards and mailed into PEO relations. The second event was at the Jerome High School in March 2016. This event was attended by the Jerome PEOs and they sent Cottey approximately 12 interest cards from their event. Another event that I attended this year was the Reciprocity Meeting held October 24, 2015 in Shoshone. Those meetings are a great opportunity to connect one on one with PEOs. I spoke about the new president, new admissions representative, the fine art’s building, referring a student, degree types and the focus on 4 year degrees. I closed with dates for “C” for yourself weekend, reminders on the Helen Washburn fund and helpful websites. A lot of information in about 5 minutes! My goal is not to cram information but to remind.

The great thing about this process is the wheel keeps turning. It turns because these young women see the opportunity Cottey offers them and through the leadership of Judy Mayne. Judy led Area II to having four students attend Cottey this year. Our 4th year student, Alison Sowka, will be the first student to graduate with a Bachelor of Science from Cottey in May 2016. Alison not only is a leader for Cottey’s 4-year degree program but she has been a leader among her class every year. Alison is sure to go onto great things! Area II has 3 first year students; 2 are from Mountain Home, Abigale Chavarria and Tia Senger, and 1 from Twin Falls, Hannah Cameron. All these students would not be at Cottey if it wasn’t for Judy Mayne, Idaho Cottey Committee Chairwomen. Judy had my deepest gratitude for all her efforts these last few years. Judy is a light of encouragement with a dose of reality; that is what made us good partners on this committee. Judy really knows how to talk to the young women and how to encourage them to look at the possibilities. It is SO hard to ask a young girl who hasn’t hardly left the state to travel 1500 miles to a college where she knows NO ONE! Judy made this happen with grace. Idaho knew what that had when they asked Judy to head up this committee! She is the best! In closing, I am thrilled to have 5 total students attending Cottey this year, 4 of which are from Area II. I look forward to supporting the transition of this position to the next Area II representative. I will continue to support Cottey with any time I can give in the future. I LOVE Cottey and what education can do for women, so it will never be lost, just dormant at times. Thank you Idaho State PEO for entrusting me with this position that last 3 years. 2015-2016 On behalf of Area III Representative, Debbie Masingill and Area III Cottey Chapter Chairs, I am submitting this report. Thanks go to Chapters C, Payette, Chapter F, Caldwell, Chapter I, Emmett, Chapter N, Nampa, Chapter T, Weiser, Chapter AU, Caldwell, Chapter AX, Nampa, Chapter BD, Parma, Chapter BM, Caldwell, Chapter BQ, McCall, Chapter BT, Caldwell and Chapter BY, Nampa who through their combined efforts kept in touch and rallied to the good news of three Cottey College Applicants from our area. Tiara Goodenough of Nampa, a graduate of Weiser High School, and Alma Galaviz of Canyon Springs High School, Caldwell have been accepted to Cottey College. Ruby White, Canyon Springs High School, Caldwell, has applied and is awaiting the results of her SAT test scores in the next week. She is graduating early and supports herself working full time. Their aspiration is our inspiration. Having patted ourselves for these successful applicants, there is the concomitant need to follow through and by way of letters and goodies support these three young women in their Freshman year. In my third and final year on this committee I was not very active. I was limited on travel and time because of family responsibilities. Thank you Judy and State Board for your support and understanding. I did maintain contact with the chapters in my region. In March I spoke to Chapter BR in Lewiston about Cottey and showed them how to envelope the Star Award when visiting with high school students. Idaho State Board Thank you for giving me the opportunity to be a spokesperson for Cottey College. 27 Years after being at Cottey I look back and realize that it has made all the difference in the life and career I hold today. REPORT OF COTTEY COLLEGE AREA V REPRESENTATIVE 2015-2016

This is my first year as Area V, Cottey Representative. It was a little overwhelming to get all the information and try and figure out how to share it with all the chapters in North Idaho. After a year and a few life changes, I am excited to proceed and hopefully do better my second year. One of the first opportunities I experienced was the annual “Cottey Area Rep Retreat” in Caldwell at the Chapter House. Idaho Cottey Committee Chairwomen, Judy Mayne helped to make the trip possible for me and was a wonderful hostess. She had every detail worked out, including the meals and was so encouraging. She is an expert and I know she can answer any and all questions that I might come across as a representative. Sharing ideas and brainstorming with all the Cottey reps was an invaluable experience and I still look at my notes and use the experience to help with new ideas. After sending out my introduction letter, I was excited to receive a couple of requests for visits. In September I was invited to visit Chapter BF in Post Falls. The ladies were very gracious and had some awesome questions. After my visit, I was thrilled to be invited to speak at their annual Fashion Show. The proceeds are used for their projects and is a wonderful fundraiser. On November 5th I spoke about my experiences with Cottey College and why my daughters chose Cottey for their first two years of college. There were about 150 PEO sisters in attendance plus their guests and I had a wonderful time. They allowed me to set up a table with brochures and I was able to visit and answer all questions. I found both of these experiences to be helpful and positive. As the year progresses so quickly, I am hoping to get in some school visits before May and share some information with school counselors. I was unable to do a Chapter roundup, because of personal commitments. It is my hope to schedule a roundup in the fall before school starts on a roll and get the Area V sisters excited about sharing Cottey College information. It has been difficult to connect with prospective students in North Idaho, but I am determined to work on that this next year and share all I can about our wonderful Cottey College. REPORT OF COTTEY COLLEGE AREA VI REPRESENTATIVE 2015-2016

This was my first year in this position and it has truly been a learning experience. Thankfully, I was under the leadership of Judy Mayne and that was a real blessing. She has done a wonderful job of training and guiding the area representatives. My tenure began with a Cottey Committee Retreat in September. The retreat was held at the Chapter House and we had a wonderful weekend filled with team building and training. I held a Chapter Roundup in November and with the invaluable assistance of Janice Atkins-Neva. I believe we had a very successful event. I have 19 chapters in my area and of those chapter, there were 12 chapters represented at the Roundup. I was very pleased with that. My “agenda” quickly went out the window as it became clear that most of what I had intended to cover formally was being covered much more efficiently in a very informal question and answer format. It was incredibly helpful to have a couple of Cottey alums in the group as they knew a lot more than I did. The greatest accomplishment of the Roundup was having the chapters assign themselves to the area schools for which they would become responsible for contacting about Cottey. One of my goals this year was to reach out, not only to the Boise and Meridian School District high schools, but to also include the growing number of charter schools, private schools, and alternative schools in the area. Of the 27 schools on our spreadsheet, all but 6 now have an official P.E.O. chapter assigned to them. That is phenomenal and I’m very, very excited! It would be even more exciting to have 100% participation from my 19 chapters this next year. I’d love to recognize Chapter H for all the work they do as they have a very active Cottey Committee. We met with a potential Cottey student and her mother recently, however, she is a senior this year and already had her shortlist of colleges figured out. She does have a younger sister who may be very interested and I know that Chapter H is doing everything they need to do to help that student visit Cottey next year. Keep up the good work Chapter H! Chapter BN has also done a wonderful job of contacting their assigned schools, two of which were non-traditional high schools. Those schools were very excited to receive Cottey information as they could see where Cottey could potentially be a great fit for some of their student body. Great job Chapter BN! Chapters AJ, CN, and BK are excited and working hard as well. They have reported successful meetings with their assigned high schools and are planning things like getting pennant banners in counselor’s offices, setting up tables in the halls, and even meeting with church youth pastors (what a great idea!) Thank you Chapters AJ, CN, and BK! My goals for this next year are to conduct a Chapter Roundup earlier in the fall to coincide better with the beginning of the school year, to continue to encourage my area chapters to make promoting Cottey one of their priorities, and to continue to learn and grow in this position so that I am better able to effectively guide my chapter Cottey chairmen. REPORT OF THE YEARBOOK REVIEW COMMITTEE 2015-2016

It has been our privilege to serve on the Yearbook Committee to review the 2016-2017 Local Chapter yearbooks. Being on this committee has been a learning experience. We have achieved our goal of 100% participation! Which means we have 89 yearbooks. This would not have been possible without many follow up emails, phone calls to the chapters who were unaware of this procedure. PROBLEMS: We agree with the 2014 yearbook committee, that the April 10 deadline is TO EARLY. If possible this date should be later in April. We found many chapters do not receive their yearbooks until the MIDDLE OF APRIL. Plus, there is always printer problems. We were surprised at the number of chapters that were unaware of the requirement to mail a yearbook to the yearbook committee. As a result of the confusion a chapter mailed all six yearbooks to us. Upon review other problem areas are: Missing projects program, and not stating options. Missing Exemplification of the Ceremony of Initiation. Not having “Social” clearly defined. As always our sisters were creative in constructing chapter yearbooks. There were many exceptional themes, programs and eye catching covers. It was an amazing journey for us, as we were introduced to all local chapters we found ourselves wanting to copy that quote, that poem, theme and outstanding programs. Thank You for this enriching opportunities, many thanks to Judith for being our go to gal. REPORT OF THE PRESIDENTS’ LETTERS REVIEW COMMITTEE 2015-2016

Find Your Passion and Share It. Giggles and Grins with Sisters and Friends, Rejoicing in the Roots of Our Sisterhood, Expanded Joy through P.E.O. are a sampling of themes for the past year. These themes inspired the committee as well as the individual chapters. At least one chapter determined their theme together. Other chapters used themes in responding to roll call or in planning programs. Programs shared in chapter letters included sharing personal stories as a way of getting to know each other, presenting early history including early settlements in Idaho, sharing changes as a long-time member of P.E.O., presenting the children’s book program of a local women’s prison, discussing an African violet safari, helping homeless families become independent, reviewing the equine handicapped riding program, being a healthy chapter, and reviewing P.E.O. traditions and protocols (P.E.O. boot camp). Interesting programs about our Founders included a few chapters having a combined program (including one at our Chapter House), “Oprah Winfrey” interviewing the Founders, a bingo game about our Founders, and a Founders’ Day banquet. Socials included dinners in the fall or winter with BILs, summer picnics with BILs, historic town tours, movie night parties, museum tours, hiking, shopping for families in need, an ice cream social, wine or coffee get-togethers, as well as interest groups focusing on topics like bridge, quilting or book reviews—and for one chapter, a progressive garden party. Projects to assist women in pursuing their education are valued by our sisterhood in Idaho. Our chapters had many different fundraising methods. These included selling flowers and bulbs, cookies and cookbooks; holding golf tournaments, bunco parties, and bridge marathons; selling brooms, aprons, nuts, candy, and felted bags; having a fashion show. Chapters also spoke of projects like a Texas Road House luncheon, a Winter Wonderland brunch, wine tasting with experts, Mocha Madness; a book fair at Barnes & Noble, a No-Bake-Bake sale, and stays at a Bed and Breakfast. These endeavors and others helped fund our projects, as much as they provided time for socialization and togetherness. The money collected from chapter fundraisers went to the P.E.O. projects including the Idaho Chapter Cottey College Award, the Helen Washburn Fund, the Idaho P.E.O. Chapter House, the PBR-2023 Fund and the Yellowstone Suite Fund. In addition, several chapters have special college scholarship awards for girls graduating from local high schools. Two chapters have been able to find and sponsor several women this past year. *Chapter CB in Coeur d’Alene currently has seven active project recipients; Chapter W in Mountain Home has six project scholarships or loans plus two high school local chapter scholarships. All 88 chapters from the smallest (about 16 members) to the largest (about 80 members) are united in making Idaho successful in being P.E.O. sisters. REPORT OF THE IDAHO P.E.O. CHAPTER HOUSE BOARD OF TRUSTEES 2015-2016

This has been a year of renewal and updating for our Chapter House buildings as well as operations. We celebrate the accomplishment of painting of our Dorman Mansion, a signature landmark in the Caldwell community. This was made possible by the donations received through Idaho Gives over the past three years. Thank you, to all who participated and made this possible. Our new look, taupe with white trim, is stunning and has been the talk of the town. “Our Grand Old Lady”, built in 1910, got a face lift! The Board also determined that we need to remodel and update the cottages to make them safe, attractive and current. We started with the Harbough Cottage; with all new kitchen appliances and cabinets, new doors, a bathroom with walk-in shower and safety bars, new paint, window/floor coverings and improved insulation. This, like new home, was rented before it was completely finished by our newest resident, Eleanor Larsen who moved here from California to be closer to her family. P.E.O. s moving to this area to be near family are great candidates for future residents. We also made some much appreciated upgrades for the current residents. The Board is currently consulting with an architect to remodel and upgrade the duplex/triplex this year. This major project for the Board suggests reconfiguring bathrooms and living room/kitchen spaces while creating privacy for each unit and improving the use of interior space. We benefited from an Idaho Power project that paid for about $1000 worth of LED light bulbs as an energy efficiency effort for small businesses like the Chapter House. We should see a long term benefit for us. The Chapter House cherishes our devoted staff; turnover is rare. The Employees Committee had the opportunity to have our Employee Handbook reviewed and revised as part of a class project at BSU. The Residents Committee clarified and formalized procedures to ensure uniform, fair and understandable residential health requirements for living at the C.H. We are an independent living center for sisters and their spouses where congeniality, safety and companionship remain high priorities. We are reaching out to the Treasure Valley with monthly Lunch & Learn, that is, lunch at the C.H. and then a program aimed at educating and entertaining. We offered programs on avoiding Identity Fraud, the art of leaded glass restoration, wreath making, and gourd painting. The Chapter House is important in providing a location for chapter and community events. Guest meals and family guest cottage use bolster our income and enrich the conversation and activity, especially during the summer and holidays. We invite you to join us for a meal or overnight stay. It has been a pleasure to serve as chair of the board this year. Thank you to Karen Alldredge, Ch. F and Donna McCullough, Ch. BT, who have served their four-year term on the Board. In April, Sally Moore, Ch. N, joined to fill a vacancy. We continue to need volunteers for the board and committees and short term projects.
