1. INTRODUCTION

An “END TO END” audit will be performed to have a complete overview of MOBINIL network behaviour in order to: insure of the good behaviour of the network improve the QoS of the network.

The network assessment will be done as followed: Collect the necessary information thanks to Network Element measurements Assess the Quality of Service accordingly with the traffic handled and the capacity installed Provide recommendations on Architecture and Quality of Service improvements Follow-up of recommendations implementation.

The Audit concerns the following sub-systems: BSS NSS IN SDH PDH

2. BSS AUDIT

2.1 AREA CONCERNED

This chapter presents a proposal for a network optimization session for Mobinil radio network in Cairo. The area concerned by this proposal is the area covered by Alcatel BSS in Cairo city. The exact borders of this area can be fine-tuned by Alcatel and Mobinil.

2.2 PREREQUISITES

The following list is the list of data needed to start the frequency planning tasks. REQUIRED DATA:

• Site database containing the netwrok design with the following data: − Location of sites (X and Y) − Planning parameters (Antennat Type, Azimuth, Tilt, Height) − Configuration(EIRP, Number of TRX) − Existing Frequency Plan

• Quality of service indicators : − Permanent access to RNO station. − Activation of specific counters type uppon request. − A-bis and A-traces captures upon request.

• Air interface drive tests:

− Recent drive test data for the concerned area (in raw text format). • BSS logical parameters :

− Updated parameters csv files for the concerned cells. − RNO access.

2.3 SCOPE OF SERVICE

The network improvement session will be composed of the following services

2.3.1 RNP Design assessment/optmization:

RNP design will be reviewed in order to solve design problems mainly in terms of un-optimized field strength propagation leading to undesired cell overlapping that may impact the network quality and interference levels. The design will reviewed using Alcatel A955 planning tool with high precision morpho/topo databases and a calibrated propagation model for Cairo city.

2.3.2 Frequency plan assessment/optmization:

Together with the RNP assessment and with the help of the provided detailed drive tests data, quality problems related to frequency planning problems will be detected and proposals for improvement will be provided to Mobinil.

2.3.3 Bss logical parameters assessment/optmization:

This consists in an analysis of default and operational BSS parameters according to Mobinil’s defined strategy Study the default parameters according to the cell type (macro, micro) and radio environment

(dense urban, rural...) Check the operational parameters to detect discrepancies with default values Check if features can be activated or implemented as to improve the QoS.

2.3.4 Quality of service indicators assessment:

This consists in an analysis of QoS indicators from OMC-R counters and will be done using the RNO and NPA tools for BSS. An assessment of the main quality indicators for Cairo will be performed in order to:

⇒ Evaluate the current BSS performance (e.g.: call drop rate, call set-up success rate, handover success rate, radio quality distribution…etc)

⇒ Evaluate medium and long term QoS evolution to assess the network quality trend and evolution.

⇒ Determine the worst areas to be studied. ⇒ To analyze the effect of radio performance of others sub systems (NSS , ..etc)

2.3.5 Architecture assessment

One of the key areas where significant performance improvements can be achieved for low additional investment is the structure of the network. In this context, Alcatel will perform an assessment of the current network, the identification of any traffic bottlenecks and recommendations for improvement through redesign or adjustment of network elements. The aim of the process is to analyze the traffic flows in the network for both voice and signaling at the level of all the different BSS network elements. Alcatel will assess the actual traffic flows against the installed capacity.

On a network-element basis this breaks down to:

• BTS equipment, checking the configuration with the measured and available traffic at nominal load,

• BSC equipment, checking the dimensioning for: A-bis connectivity, A and A-ter connectivity, SS7-signalling usage, Consistency of BTS allocation to BSC areas, to ensure optimised inter-BSC

handovers.

3. NSS AUDIT

3.1 PREREQUISITES

MOBINIL has to provide ALCATEL with relevant network access in order to: • get detailed architecture topology • get observation counter

In order to have efficiency follow-up report, it is necessary to secure the observation counters collection. So, it is necessary to migrate observation from NMC1 to NMC2. Other feature currently supported by NMC1 (CDR, Alarms, management…) can remain on NMC1

3.2 NSS SOW

The Core Network improvement methodology is based on a 2 steps approach:

• One network audit • Two monthly follow-up reports after audit recommendation implementation

3.2.1 Network audit

The goal of the audit is to establish the ‘image’ of the Network when the Audit is performed: • Traffic profile • Detailed Grade-of-Service assessment • Load and configuration of each Network Element • Load and efficiency of truncks and Signalling links • Verify the Architecture of the Network

The audit covers the global Mobinil Core Network and ecompasses the following equipements: HLR : HLR01, HLR21, HLR22, HLR31, HLR41 MSC : MSC1 ( SSP01, RCP01, RCP02, RCP03) MSC2 ( SSP11, RCP12, RCP13)

MSC3 ( SSP21, RCP21, RCP22) MSC4 ( SSP31, RCP31, RCP32) MSC5 ( SSP41, RCP41, RCP42) MSC6 ( SSP51, RCP51, RCP52) MSC7 ( SSP61, RCP61, RCP62) MSC8 ( SSP71, RCP71, RCP72) MSC9 ( SSP81, RCP81, RCP82) MSC10 ( SSP91, RCP91, RCP92) MSC11 ( SSPA1, RCPA1, RCPA2) MSC12 ( SSPB1, RCPB1, RCPB2) MSC13 ( SSPC1, RCPC1, RCPC2, RCPC3) MSC14 ( SSPD1, RCPD1, RCPD2, RCPD3, RCPD4)

The audit also analyses the interfaces with the following equipment

3.2.2 NSS improvment recommendations

The result of this audit is a set of recommendations concerning:

• The Network Element software configuration ( Trunk, SS7 …) • The Network Element hardware configuration • Architecture improvement

Alcatel proposes to implement the recommendations on one MSC and one HLR under the MOBINIL supervision, then MOBINIL is in charge to implement the recommendations on the rest of the network. Recommendations regarding radio configuration in RCP will be implemented once available the radio audit report

4. IN AUDIT

This chapter presents a proposal for an audit on Mobinil IN platforms.

4.1 PLATFORMS CONCERNED

The following platforms are the ones concerned by this proposal: 1. Prepaid R2.2 Platforms

a. IN01 – World Trade Center b. IN02 – Heliopolis-1

2. CC/LDCC R2.3 Platform - Ramsis

4.2 PREREQUISITES

The following is a list of prerequisites to start this performance audit: Security clearance to access concerned platforms:

− Access to MobiNil sites with concerned Alcatel IN equipment. − Concerned platforms usernames/passwords including service operators.

Activation of some platform statistics. MobiNil has to provide statistics concerning prepaid subscribers data (number of

active/inactive subscribers,…) During the execution of the performance audit activities, MobiNil must assign trained and

qualified personnel to assist Alcatel and answer the requests for information, data, statistics …etc which are necessary for the service.

4.3 SCOPE OF SERVICE

The aim of this audit is to perform a comprehensive performance and quality of service analysis of MobiNil IN platforms. Alcatel will realize a detailed checking of the system state to evaluate the current performance and the level of availability of the system with respect to the present and future requirements of MobiNil and with respect to specifications. The principal QoS indicators tasks are listed below:

4.3.1 System Resources

Evaluation and analysis of the performance of the system configuration (Hardware, software, network); including tasks such as:

Verifying CPU Resources & Thresholds Verifying Memory Resources & Thresholds Verifying Storage Resources & Thresholds

4.3.2 Service, Traffic, & SS7

Evaluation and analysis of the current service performance and traffic with respect to the contractual dimensioning:

Service and traffic data collection Successful / Unsuccessful calls rate SS7 Transmission Quality

4.3.3 Subscribers/Voucher DB Performance & Dimensioning

Evaluation and analysis of the current database performance and dimensioning with respect to the contractual dimensioning:

Declared/Active/Inactive/Deactivated Subscribers Distribution Declared/Used Voucher Distribution

4.3.4 Final Report

Within the deadline of 2 calendar weeks after this audit, Alcatel must transmit a written report to MobiNil stating, among others, the following information:

a. Detailed report of activities and intervention realized remotely or on-site during the performance audit.

b. Recommendations about the dimensioning of the system configuration and resources.

4.4 AUDIT PHASES

This audit will be divided into 3 parts starting from mid February: 1. Phase1:

Site preparation for the Audit in order to prepare scripts that will be used for data collection.

2 week Alcatel Responsibility

At the end of this phase, Alcatel will provide MobiNil with a procedure to be used for the audit data-collection.

2. Phase 2: Data Collection 1 week MobiNil Responsibility

MobiNil will be completely responsible for data collection according to Alcatel guidelines describes in the point mentioned above.

5. SDH AUDIT

This chapter describes Alcatel proposal to enhance the performance and availability of MobiNil SDH microwave network.

5.1 PREREQUISITES

This part is containing the data needed from MobiNil side to start the process of the network performance enhancement: REQUIRED DATA:

• Site database contains the following: − Location of sites (X and Y). − Sites altitude. − Sies Building hight.

• Frequency plans data base contains the following:

-All the frequency bands and channels which can be used in the network. -The details of any other micro wave equipment which uses 25 Ghz in the same area of Alcatel microwave.

• The traffic data base contains the following:

− The traffic capacity among all the MSC’s − The ADM’s configurations and capacities. − Traffic distribution amnog the ADM’s. − Forcast for the traffic increase for one year.

5.2 SCOPE OF SERVICE

The network improvement session will be composed of the following services

5.2.1 SDH link budget recalculation

This service includes the following: • Sites resurvey of the existing microwave links to check the present pass

profile status. • Recalculation of all the links considering the results of the sites resurvey. • To arrange regular meetings between MobiNil and Alcatel network

planners to study the situation of the network and any forecasted extensions as well mutual interference between Alcatel equipment and the other microwave equipment existing in the Network.

5.2.2 Quality inicators:

Quality indicators are already applied since the beginning of the SDH implementation, these indicators are the following:

• Product overall quality “POQ” • Hardware reliability “HWR”. • Transmission unavailability rate “TUR”. • Performance monitoring “PM”.

These indicators are collected using the NMS and they are sufficient to evaluate the behavior of the network.

5.2.3 Traffic distribution and protection planning

This service is including the following: -Studying the traffic distribution between all the MSC’s. -Studying the capacities of all the ADM’s and calculating the needed number of STM1’s to have

100% protected network. -Since all the Alcatel SDH microwave links are in 2+0 configuration, the ring protection is

mandatory to avoid any traffic perturbation.

6. PDH AUDIT

The target of this document is to provide a proposal to enhance the performance and availability of MobiNil PDH microwave network (Long Haul).

6.1 PREREQUISITES

This part is containing the data needed from MobiNil side to start the process of the network performance enhancement; our suggestion is to divide the network into two parts:

1- Long Haul 2- Short Haul

The main target is to focus on the long Haul links as it is the first priority in transmission network design. REQUIRED DATA:

• Updated survey report containing the following:

− Sites corrdinate. − Sites altitude. − Buildings hight. − Line of sight. − Path loss.

• Frequency plans database containing the following:

- All the frequency bands and channels which can be used in the network. - The details of any other micro wave equipment which uses 7/8 Ghz in the same area of

Alcatel microwave. • Detailed checklist to be filled on site. (under preparation by Alcatel) • The updated Link Budget.

6.2 SCOPE OF SERVICE

The network improvement session will be composed of the following services

6.2.1 PDH link budget RECALCULATION (Long Haul)

This service includes the following: • Recalculation of all the links considering the results of the sites resurvey. • Provide Mobinil with the recommendation as per the above

recalculations • Follow up the applications of recommended actions and, • Assessment of the network after modifications
