INTRODUCTION

The City of London (City) is undertaking a Sanitary Servicing Master Plan for the following South West Area

Neighbourhoods:

Lambeth Village Core Area

Lambeth Village Residential Neighbourhood Area

North Lambeth Village Residential Neighbourhood Area

North Talbot Residential Neighbourhood Area

Bostwick West Residential Neighbourhood Area

Adjacent lands within the ultimate servicing area

MUNICIPAL SANITARY SERVICING

What does Municipal Sanitary Servicing encompass?

Sanitary sewers: pipes in the roadway which carry sewage flow away

from properties

Pumping Stations: raise flow from low elevations to higher elevations

Wastewater treatment plants: clean wastewater to meet Provincial

standards prior to release into the environment/watercourses

Sanitary sewage includes wastewater flow from toilets, sinks,

laundry facilities, dishwashers and essentially anything you send

down a plumbing drain. This wastewater needs to be treated

prior to being released into the environment.

Municipal Sanitary System: In most developed areas of the City,

sanitary sewers are installed under the roadways to take the flow

from each property to a municipal wastewater treatment plant.

In this way, the sewage can be treated to meet Provincial water

quality standards and the maintenance can be completed by

qualified professionals on an ongoing basis. The sanitary sewers

can last approximately 100 years before they require

replacement.

PROBLEM STATEMENT

The following problem statement has been developed for the

Southwest Area Sanitary Servicing Master Plan:

The Southwest Area Plan provides an opportunity for future

development of large areas of residential and non-residential

lands within the southwest area of the city. A Master Plan is a

necessary planning tool to provide an effective and efficient

sanitary servicing layout and strategy, in order to properly

allocate both development and capital funds.

The Southwest Area Sanitary Servicing Master Plan will

evaluate interim and ultimate sanitary servicing strategies for

the Lambeth, North Lambeth, North Talbot and Bostwick East

neighbourhoods. This is in order to improve operations and

accommodate growth within the next 20 years. Additionally,

this project will complete the Southland Pollution Control Plan

(PCP) Schedule B Municipal Class EA.

BACKGROUND INFORMATION

The study area is located within the limits of the Southwest Area Secondary Plan (SWAP) land use study, which was

adopted by Council in November 2012.

In the 2009 Development Charges Study, servicing in the study area was anticipated beyond the 20-year growth period.

Accordingly, the 2009 DC Study directed limited investment, and only preliminary sanitary servicing routes were

established to service these lands.

The Southwest Area Secondary Plan (SWAP) highlighted this area for possible growth within the 20 year period.

Therefore, an engineering study was deemed to be a necessary step towards providing municipal sanitary servicing.

The Master Plan process will include two public information centres as well as reviewing input from agencies,

stakeholders and members of the public.

SANITARY SEWAGE PUMPING STATIONS

There are currently four sanitary pumping stations that provide service within the study area:

Southwinds PS (City owned)

Crestwood PS (City owned)

Talbot Village PS (privately owned)

Westfield PS (privately owned)

The wastewater flow from these pumping stations is sent to the Oxford Pollution Control Plant (PCP) for treatment, with

the exception of Crestwood, which sends its flows to Greenway Pollution Control Centre (PCC). The Master Plan will

evaluate consolidating and/or optimize sanitary sewage pumping to improve operational costs and consider additional

growth opportunities where practical.

SOUTHLAND POLLUTION CONTROL PLANT

The Southland Pollution Control Plant (PCP) Schedule B Municipal Class EA process will also be included in the Master Plan study. The challenge with the Southland PCP is that it has the highest wastewater treatment cost per cubic metre at $2,482/m3 versus the city-wide plant average of $183/m3. This is due to its smaller capacity and older technologies. The larger plants benefit from an economy of scale.

The objectives of the EA are to significantly reduce operational costs to service the existing non-growth sewershed area as well as accommodate growth. This EA process was initiated in 2011 but was put on hold until the Southwest Area Plan was completed.

The draft preferred options from 2011 included converting the PCP into a pumping station and conveying the existing non-growth flows via a new forcemain to the Wonderland PS and then to the Greenway Pollution Control Centre (PCC). We will evaluate this draft option in context of anticipated growth through this 2013 EA process.

EA PROCESS

Municipal Class EA (MCEA October 2000, as amended in 2007 & 2011)

This study is being conducted in accordance with the requirements of Phases 1 and 2 of the Municipal Class EA, which is

an approved process under the EA Act.

Environmental Assessment (EA) is a decision making process to promote good environmental assessment

planning. The key features are:

Early consultation

Consideration of reasonable range of alternatives

Assessment of environmental effects

Systematic evaluation of alternatives

Clear documentation and traceable decision making

Public Involvement

The role of those members of the public with an interest in a study is to provide background information to advise the

proponent (City) of their support and concerns, and to review and provide comments and input about the study findings (as

the project progresses).

Members of the public with an interest in the study can ask to be placed on the mailing list to receive notification of the

consultation opportunities for the project.

MASTER PLANNING PROCESS WITHIN

MUNICIPAL CLASS EA FRAMEWORK

The MCEA document offers four approaches for undertaking a Master Plan. It has been established that Municipal

Class EA Approach #2 is the most appropriate. This approach involves the preparation of a Master Plan document at

the conclusion of Phases 1 and 2 of the Class EA process.

Approach #2 which allows for:

“The preparation of a Master Plan document at the conclusion of Phases 1 and 2 of the Municipal Class EA process where the level

of investigation, consultation and documentation are sufficient to fulfill the requirements for Schedule B projects. Accordingly, the

final public notice for the Master Plan could become the Notice of Completion for the Schedule B projects within it. Any Schedule C

projects, however, would have to fulfill Phases 3 and 4 prior to filing an ESR(s) for public review. The Master Plan would provide the

basis for future investigations for the specific Schedule C projects identified within it.”(Appendix 4.4 MCEA October 2000, as

amended in 2007 & 2011).

This approach is to be used as it is the intent of the City to evaluate options that will allow for the decommissioning of

the Southland PCP and replacement with a new sewage conveyance system. The recommended option will be sized

within the context of the overall sanitary servicing plan for the project area.
